VDOT Pavement Policy Task Group March 21, 2014 Meeting
Bob Long pitched AC Index “unfair” to concrete
industry and should be eliminated. Supporting
documents supplied were:
• “Development and Use of Price Adjustment
Contract Provisions”, TRB AASHTO Study
• FHWA Technical Advisory “Price Indexing in
Transportation Construction Contracts”
• NCHRP Report 703, “Guide for Pavement-Type
Selection”
• ACPA’s Perspectives document, “Material Price
Adjustment Clauses”

VDOT Pavement Policy Task Group March 21, 2014 Meeting
Decision and debate on inclusion of Price
Adjustment put on “back burner” by Chief
Engineer until greenfield design catalog and
rehabilitation catalog developed.
Discussion/rebuttal from Asphalt Industry
postponed as well.
Moved forward with presentation of draft
greenfield pavement design catalog developed
by Materials Division.
Rehabilitation alternative designs will be
addressed after green field.

VDOT Pavement Policy Task Group Post Meeting Notes – General Remarks
“Rehab type projects are brunt of VDOT work today
and for some time to come in the future.”
“VDOT as an Agency cannot afford the remove and
replace option for our existing pavements.”
“For major rehab of our pavements we need
flexibility and options to balance with funding.”
“We may consider a composite option if indeed we
get to a remove/replace option as the best solution
for a project.”
“VDOT wants economical solutions but comfortable
with some conservatism…no arguing over and inch
of material.”

VDOT Pavement Policy Task Group Post Meeting Notes – General Remarks
“The unit of measure issue (tons of HMA vs. CY of
concrete is resolved)….Resolution: HMA = tons,
HCC = CY.”
“Commodity price adjustment is unresolved at this
time and was tabled for now and will be addressed
toward end of process after we have worked
through some of the other issues such as catalog
designs.”
“Intent is to gather a bigger picture of the impacts of
this specific issue on the global context of the final
product of this process..”

options.
• Provide reformatted draft catalog to industry for comment.
2. Each industry to provide comments regarding the
proposed catalog sections A-D.
3. Each industry to provide a composite alternative
to proposed catalog section E.
4. Each industry to provide a proposed full Flexible
and/or Rigid Pavement design for Section E
conditions (i.e. AADTT and Subgrade RM)
