Smt Bindu Gigi The meeting started aggressively, led by Shri. Ciby Varghese and Brig. O.A James. DLF was informed that the allottees are very much agitated due to the huge delay in completion of the project and the allottees have lost their trust in DLF. Hence DLF must urgently initiate confidence building measures to build confidence of the allottees. The allottees are also having quality concerns. Eventhough lot of agitations are being held at the sites at Indore, Chennai, etc. the allottees at Cochin were not making problems since they were having trust in DLF. Now the trust has eroded and allottees have the feeling that DLF is cheating them. There is no senior official in Cochin office even to hear their grievances and there is no transparency in the dealings of DLF with the allottees. The replies given by DLF officials to the queries raised are summarized below:

1. Delay in completion of the project The time frame of three years for completion of the project was fixed by DLF based on its all India execution standards. They were unable to apply it in Kerala since almost 90 days were lost every year due to rains. Even though the project was launched in the year 2008, the project was able to be started only by the end of 2009 after getting all the necessary clearances. There was also shortage in availability of labour. The labourers are all from Orissa. At festival times they all will be leaving for their native places and will not be returning for one month.

2. Non-availability of senior officials in DLF Cochin office From January 2012 onwards, DLF has changed its reporting style. Now, they are having the policy of parallel reporting and all the departments have to directly report to Delhi. Eventhough the officials in Cochin are all responsible officers, they have little leverage now. They are having

sme policy throughout India and are following a standard principle. Even they feel that some decisions are too harsh.

3. Demand of Tax As of yesterday, a total of 920 allottees have paid the demand of taxes.

4. Quality of construction There is no compromise on the quality of construction. They have engaged M/s Shapporji Pallonji on payment of 20% premium. After completion of the construction of Lulu Mall, they have completely shifted their workforce to DLF site. A total of 1600 workers are presently working in 24x7 shifts. Special features of construction are –

Eventhough there is a 12m wide road around the complex, they are constructing a bridge spending Rs 11 crores for fire tender vehicle to go up the podium.

The entire compound wall of the site is made fully in concrete spending Rs 4.75 crores. For uninterrupted supply of electricity they are spending Rs 9.3 crores for laying a

dedicated direct underground line from Brahmapuram which is having a length of 7 km. Eventhough the rule regarding Rain Water Collection Tank has been changed reducing

the capacity from 25kl/FAR to 25kl/coverage area, they are not downsizing the capacity from the early planned 6250 kl storage.

As per standard norms, fire sprinklers are to be fitted for apartments from 7 th floor onwards, but fire sprinklers are fitted in every apartment.

5. Construction update Lift installation started in all towers. One lift each will be operational in Towers 1, 5 & 6 by December 2013.Rain Water Collection Tank – 3 nos. super structures completed.Sewage Treatment Plant – Erection of equipment has started - Will be fully completed in 2 months.Electricty substations – Out of the 3 substations, civil work completed in respect of 1 & 2.Diesel Generators – All the 19 generator sets have been received. Installation has been started.Peripheral Road – Work has been started. The road will be completed (except tarring) within 3 months.Club House – Construction will be resumed immediately. Funds have been allotted for completion of First floor.Signature Tower – Modifications have been made in the plan since the market of commercial spaces and luxury apartments are dull. Planning to construct some small utility spaces and miniature apartments. Design has not been finalized and approved.

6. Delivery of apartments The delivery of apartments will be started in the 3rd Quarter of 2014 and will be completed by December 2014. They have finalized this dates after giving sufficient leverage. The handing over of the blocks will be probably in the following order:

Batch 1 – Blocks ABC & Blocks NPQ Batch 2 – Blocks KLM Batch 3 – Block G & Blocks HJ

Batch 4 – Block D & Blocks EFThe meeting concluded at 5.15 pm and then the members were taken for a tour of the construction site.

Outcome of the meeting

DLF officials have accepted our association and are willing to take groups of allottees along with qualified engineers (unofficially) along with the technical persons of DLF for detailed updating of construction. The groups will be taken on Sundays when labourers are less. The first group will be taken after getting permission from Delhi since they are normally not allowing site visits on Sundays. After the first detailed site visit, they are ready to have further meetings with our association.
