1. General

Nam Ngiep 1 Power Company Limited (NNP1PC) has received the concession agreementfrom the Government of Lao PDR (GoL) to Build, Operate and Transfer the “Nam Ngiep 1Hydropower Project (NNP1)” in Bolikhamxay Province. Among Resettlement Action Plan(RAP) and Social Development Plan (SDP) for Project Affected Peoples (PAPs), PAPs residingat Zone 2LR at Hom District Xaysomboun Province and Zone 3, Hatsaykham, which is the sub-village of Hat Gniun Village, Bolikhan District, Bolikhamxay Province needs to be resettled at“Houay Soup” on the opposite bank of Hat Gniun Village. In order to commence the resettlementsite development, the Client will improve existing routes and construct temporary roads at theresettlement site in order to mobilize or demobilize equipment for clearance and levelingthe housing plots and other land areas for construction houses and public buildings and alsofor transportation of construction materials to the resettlement site.

The Chalern Savan Road and Bridge Construction Company Limited (CS-RBC) is a contractorof Nam Ngiep 1 Power Company Limited (NNP1PC) to execute the work of EnhancementWorks on Road Conditions at Resettlement Site “Houay Soup on Nam Ngiep 1 HydropowerProject”, and the contract signing of both parties was on 20 April 2015.

the Contractor will also settle the temporary site camp at the same place of UXO existingcamp, the purpose of work will improve existing routes and construct temporary roads at theresettlement site and will take 1.5 to 2 months for construction works, and contractor will assignthe manpower and equipment for project implementation are referred to appendix 9.3, 9.4, whenthe construction complete and after handover to NNP1 PC all maintenance works is responsible byNNP1 PC.

2. Scope of work

The Contractor shall perform the improvement the existing route to the residential areaunder the supervision of the Environmental and Social Division (ESD) of the NNP1PC. Prior tocommencing the Works, the Contractor shall prepare a detailed work procedure and schedule forapproval by the Company’s Representative (contract administrator) or his designatedrepresentatives(s). The Contractor shall coordinate with Resettlement Management Unit (RMU)of Bolikhamxay Province, in order to assure the Works are to be conducted according tothe standards and guidelines of Government of Lao PDR (GoL) and Asian Development Bank(ADB). The Contractor will facilitate coordination and cooperation with GoL and representatives ofvillages on the Works.

3. The activities of Enhancement Works on Road Conditions at Resettlement Site “HouaySoup on Nam Ngiep 1 Hydropower Project”

Improvement and maintenance of Existing Routes and construction of Temporary Route, whichshall be done by Contractor only after the Client completes necessary compensation at theresettlement site

3.1 Temporary Route Alignment and execution

The Temporary Route alignment started point is from the Right Bank Jetty at the coordinate of “N2062385.815, E 349851.345” to the Existing Route junction (ER-2) at the coordinate “N2062044.095; E 348975.060” crossing the Road T8 around the Station 1+100 and approximatelydistance is 1,100 meter long in total, the Temporary Road is a mountainous area, composed bythe dark Jungle and steep mountain. The contractor shall carry out the road construction activities

such: site clearance, soil cutting, road surface shaping, culvert installation and Jetty wayconstruction.

3.2 Improvement and maintenance of Existing Route 2 (ER-2)

This route, approximately 3.1 km long, connects between the Erath Dike and the central area ofthe residential area. There are four (4) major areas which need to be significantly improved alongthe ER-2 as specified below. The other areas shall be backfilled with good soil and gravel withsufficient compaction (see design drawings).

3.2.1 Area 3:The Contractor shall install small pipe culverts in a dia. 40mm at one (1) location. To bebackfilled 1m thick with good soil and gravel with sufficient compaction, approximately 80mlong (see drawing No. SMO-INF-ER/01).

3.2.2 Area 4:To be backfilled with good soil and gravel with sufficient compaction according to the design(See drawings No. SMO-INF-ER/03).

3.2.3 Area 5:The Contractor shall install small pipe culverts in dia. 40mm at one (1) location. To bebackfilled 1m thick with good soil and gravel with sufficient compaction, approximately 80mlong (see drawing No. SMO-INF-ER/05).

3.2.4 Area 6:This area is Houay Soup Noi, where the water level becomes high in rainy seasons (see sitesurvey Report). The Contractor shall install two (2) lines of pipe culverts in dia. 1,000 mm atthe middle of the Station 2+060 -2+120 Km and shall embank this area with good soil andgravel with sufficient compaction including both sides of the slope and shall protect this areawith big stones (see drawing No. SMO-INF-ER/06).

3.2.5 Except for the four (4) areas above (Area 3 to 6), the Contractor shall improve theexisting routes by backfilling with good soil and gravel with sufficient compaction including V-shape drainages at both sides of the road, approximately 2,620m.

3.3 Jetty Ways

The Contractor shall construct boat loading areas (Jetty Ways) at both right and left banks tomake boats or barges loaded or unloaded safely with necessary materials, equipment andcommuters crossing the Nam Ngiep River. The Contractor can start the construction of theJetty Ways only after the Client completes necessary compensation at the resettlement site.Details are as follows:

• The Jetty Ways are located just downstream from the Regulating Dam.• On the left bank, the location is set between E 349,220.67m, N2,062,634.15m and E

349,121.11m, N 2,062,643.68m. On the right bank, the location is set between E349,159.46m, N 2,062,466.60m and E 349,143.32m, N 2,062,564.94m.

• The Contractor shall cut, grub and clear some small tress, remove the original groundand transport them to the disposal area to be specified.

The road surface should be improved with good soil and gravel with sufficient compaction.The drainages should be fabricated by stones from the river.

The Contractor shall use big stones for slope protection. Details are shown in the designdrawings (See drawings No. SMO-INF-JT/03).

4. Methodology approach for Enhancement Works on Road Conditions at Resettlement Site“Houay Soup On Nam Ngiep 1 Hydropower Project”

4.1 General

This method statement describes the management arrangements and systems of work proposedby Chalern Savan Road and Bridge Construction Co., Ltd (CS-RBC) and shall be adopted by NamNgiep 1 Power Company Limited (NNP1PC) in according to the specification of project particularlythe general site installation and the works necessary for Enhancement Works on Road Conditionsat Resettlement Site “Houay Soup On Nam Ngiep 1 Hydropower Project” The Contractor shallimprove existing access routes in the Houay Soup Area on the right bank of the Nam Ngiep Riverin accordance with drawings and specifications provided by the Client.

4.1.1 Setting out

The CS-RBC will confirm to set the location of the improvement area and the elevations inaccordance with the specification including the benchmarks set by the Client. Surveybenchmarks along the road of the site shall be installed convenient checking of alignment andlevels. The distance between such benchmarks shall be of the order of 20 m. If necessary, thechainage shall be marked on the surface of the existing road. Each benchmark shall beinstalled in the position not to be damaged by the execution of work, rainfall etc. In addition, itshall be installed firmly, protected by palings, painted clearly and shall be checked periodically.

4.2 Earthwork

4.2.1 Site clearance

Clearing and grubbing shall consist of clearing, grubbing, removing and disposing of vegetationand debris within designated limits of the right-of-way and easement areas as ordered by theClient, but excluding objects and vegetation or existing road surface which are designated toremain by the Client.

Prior to the commencement, the Contractor will make clear the following items by adequatemeans.

• The limits of area to be cleared and grubbed in the field established by the Client.• All trees, shrubs and other things to remain designated by the Client.• Location for stockpile and disposal approved by the Client.

4.2.2 Excavation

Excavation operation shall be conducted without disturbing the material outside the stakedconstruction limits. Prior to the commencement of excavation operations, all necessary clearing,grubbing and top soil removal in that area shall be completed. Roadway excavation and allslopes shall be trimmed accurately to the slopes shown on the drawing (the correct lines,grades and cross sections) by means of backhoe and finishing stake, all loose or shatteredmaterials will be removed from the surface of cut slopes as directed by the Client.

Where the excavation has been carried out to a depth greater than that required the excessiveexcavation shall be backfilled to the correct level with compacted material in accordance withthe specified requirement.

The specific location for store the top soil, vegetation and trees after clearing, the generallyis temporary store nearby area along the road and then will move to the location where specificdirected by the client.

4.2.3 Backfilling or Embankment work

Material used for filling shall be deposited within the lines and to the grades shown on thedrawings or as directed by the Client and free from roots, debris and stones greater in size thanspecified under materials etc. Moisture content shall be controlled to comply with the specifiedrequirements.

Filling material shall be placed only on properly prepared surfaces that have been inspectedand approved. The selected fill shall be placed in layers not exceeding specified thicknesswhich shall be thoroughly compacted in dry condition by approved means.

Grading shall be performed at all placed that are indicated on the drawings, to the line, grades,and elevations shown and otherwise as directed.

All cut and slopes shall be uniformly dressed to the slopes, cross-sections and alignment shownon the drawings or as directed.

At all times during the filling works the surface of the filling shall be maintained to suitablegrades and side grades so that rainwater drains off rapidly and puddles of water do not form onthe filling.

All materials shall be compacted in layers according to the Specifications. The depth of eachcompacted layer shall be compatible by the compacting equipment used and shall not begreater than the maximum depth of compacted layer specified for each type of compactingequipment stated in the Specifications. Earthmoving equipment shall not be accepted as acompacting plant

4.2.4 Disposal of Excavated Material

All excavated material, whether or not the material is suitable for backfilling, the contractor shallbe transported and stockpiled temporarily in the stockyards designated by the Client.Excavated material suitable for backfill may be used for structural backfilling at the Client’s priorapproval.Any surplus material unsuitable for backfilling shall be disposed of in the disposal areas, whichwill be also designated by the Contractor.

4.2.5 Sub base course pavement

Material in conformity with Specifications shall be used. Existing pavement and/or other areasshall have been prepared in accordance with Specifications. The material shall be well gradedand lies within the grading limits stated in the Specifications. Sub-base material shall be placedand spread evenly. Spreading shall be undertaken immediately after placing material on site.

Mechanical equipment, which can level off material to an even depth, shall be used. The sub-base material shall be compacted in layers as soon as possible after deposition. The thicknessof each compacted layer shall be within the thickness stated in the Specifications.

The surface of any layer of material shall, on completion of compaction, be well closed, freefrom movement under compaction equipment and from compaction planes, ridges, cracks orloose material. All loose/segregated or otherwise defective areas shall be made good to the fullthickness of the layer and re-compacted. At all times, the top of the sub-base shall be kept insuch condition that it will drain readily and effectively.

Sub-base aggregate shall consist of the hard durable crushed river stone or the river sand fromRiver mixed with laterite and shall be free from roots, organic matter and meeting with thefollowing requirements:

The areas to be covered with sub base course shall be carefully cleaned so that no vegetablematter or other deleterious material is incorporated in the course above. If necessary, thesurface of road bed shall be treated to fill fissures, pockets, hollows and depression.

The sub-base material shall be placed as a uniform mixture on a prepared sub-grade in aquantity which will provide the required compacted thickness. If the required compaction depthof the sub-base course exceeding 20 cm, the course shall be constructed in two or more layersof approximate equal thickness. The material shall be placed and spread uniformly withoutsegregation. Compaction shall be carried out as soon as possible after the material has beenspread.

After material for each layer of the sub-base has been placed, the material shall be mixed whileat optimum moisture by means of motor graders or other approved equipment until the mixturebecomes uniform thoroughly.

All materials shall be compacted in layers according to the Specifications. The depth of eachcompacted layer shall be compatible by the compacting equipment used and shall not begreater than the maximum depth of compacted layer specified for each type of compactingequipment stated in the Specifications. Earthmoving equipment shall not be accepted as acompacting plant

4.2.6 Drainage

Prior to the commencement of road way excavation, any standing water shall be drained fromcut excavation areas. Under construction, the benches or temporary ditches shall be soconstructed in or outside cut slope to prevent damage to embankment by erosion and wetting ofembankment material. These ditches and benches shall be kept in good condition at all times.

4.3 Pipe Culvert

The Contractor shall construct drainage system by pipe culvert in accordance with the drawingsand specifications provided by the Client. The construction works shall be mainly consists of,but not limited to, site clearance, installation of precast RC pipe culvert with concrete protection,and embankment. Only one kinds of the pipe culvert, which diameter is φ400 mm specified inthe drawings shall be installed in the required locations by the Clients.

3.1 Proposed culverts locations/levels as shown on the drawings are approximate only and mayneed to be adjusted to best suit the existing topographic condition at site.

3.2 Pipe culverts shall be installed in trenches excavated through previously constructed andcompacted embankment or natural ground.

3.2 When pipes placed in embankment, the trenches shall be made after completed theembankment to the height above the pipes.

3.3 The pipe shall be carefully laid true to the lines and grades given, with groove endsupstream, and with the tongue and entered the full length into the adjacent section of pipe.

3.5 The pipe placement shall begin at the downstream end.

4.4 Traffic Management

During construction, testing etc., traffic shall be diverted from the road or bridge to a diversionroad or temporary bridge (if needed). All traffic control devices required for the safety shall beinstalled properly prior to the commencement of any works.

Traffic management shall comply to the requirements stated in the Specifications.

7. Site Specific Environment & Social Management and Monitoring Plan (SS-ESMMP)

7.1 Introduction

This Site Specific Plan has been prepared to highlight environmental and social conditions priorto the beginning of Enhancement Works on Road Conditions at Resettlement Site “HouaySoup on Nam Ngiep 1 Hydropower Project”, and will be used as a tool to ensure the particularactivity follows the correct management and mitigation procedures. Sub-Plans will be used todetail mitigation methods for each of the activities associated with Enhancement works onRoad Condition.

The contractor will be conducted the Enhancement Works on Road Conditions at Resettlementarea especially the Temporary Road from the Right Bank Jetty at the coordinate of “N2062385.815, E 349851.345” to the Existing Route junction (ER-2) at the coordinate “N2062044.095; E 348975.060” approximate distance 1.10 Km long and Existing Road (ER) 3.1km long connects between the Erath Dike and the central area of the residential area.

Table 7.1 below shows the referential linkages of documents regarding environmentalmatters in the NNP1 Project. The Owners (NNP1) documents use references and informationfrom the Concession Agreement. This SS ESMMP (Contractor) uses references andinformation from Owners EIA/ESMMP and Owners ESMMP-CP.

8. Environmental and Social Pre-Construction Description

8.1. Land and water use in the area

Previous land use at the Enhancement Works on Road Conditions at Resettlement areaw a s largely agricultural land, consisting of shifting cultivation and seasonal plantations suchas rice, corn, bananas and pineapples. At present vegetation and agricultural land hasalready approved by GoL to resettlement area and for during construction of Enhancementworks on Road Conditions. Remaining agricultural land and vegetation surrounds the site.The main water source is the Nam Ngiep River and Houysoup Ngai, however during rainyseason small streams from around the site.

8.2 Proximity to villages, cultural sites

The closest village to the resettlement area is Ban Hatsaykham, more than 3 km to the eastnorth of Houpsoup Ngai the this location there are no temples or cemeteries in the vicinity ofTemporary Road, Existing Road and resettlement area.

8.3 Sub plan detail for the Enhancement Works on Road Conditions at Resettlement site -environmental

All Sub-Plans in this section refer to Enhancement Works on Road Conditions atResettlement site unless otherwise mentioned.

SP01 Erosion and Sediment control

An open ditch will be installed around the road side to collect and divert run-off. Initial erosion and sediment controls, such as sediment ponds shall be installed prior

to or as early as possible after the commencement of vegetation clearance /earthworks.

Areas within the construction areas not required to be disturbed by constructionactivities will be maintained in their existing condition.

Steeper embankments on the boundary of the site will be laid with grass to improvesoil stability. Where available re-vegetation with native species will be selected.

Rip-rap will be installed on outlets of pipe culverts.

SP02 Water Availability and Pollution Control

Equipment service and storage workshops will have impermeable flooring andcollection sump.

Implementation of solid and septic system waste management systems, such asproper location, containment and disposal of construction debris and constructionworker camp trash (e.g., use of watertight dumpsters and weekly trashcollection/removal), and appropriate location (at least 30 m from drainage courses orother sensitive areas) and containment of septic systems.

The contractors shall provide sanitation facilities/toilets with septic tanks withsufficient capacity to handle and treat domestic wastewater generated by workers. • Alicensed contractor will be used to remove all waste when septic tanks reachcapacity. NNP1 will be notified and will be present on site when discharging anyseptic waste.

Warning signs will be placed in areas of hazardous material use or storage and along

drainages and storm drains (or other appropriate locations) to avoid inadvertenthazardous material disposal.

Construction materials and chemicals must be properly disposed of.

SP03 Emission and Dust Control

Speed limits (20 km/h or less) will be imposed on all construction vehicles to minimizedust

Unsealed Project roads, compounds and work areas accessible by vehicle will beregularly sprayed with water to suppress dust when a dust hazard exists.

Exposed surfaces will be progressively rehabilitated within one month following thecompletion of use to reduce site dust and erosion hazards.

The burning of waste materials shall be minimized on site and only take place underthe following conditions:(i) Burning will only be undertaken in the presence of a trained fire protection officer.(ii) Burning will not be undertaken during severe wind conditions.(iii) Appropriate fire protection equipment will be available on-site during the burn.(iv) Burning will be undertaken at a safe distance from vegetated areas.(v) Burning will not be undertaken near a village.

Dust monitoring shall include visual assessment at sensitive receptors (e.g.,community, labour camp, schools) around construction camps to ensure thatassociated impacts are being adequately addressed.

SP05 Waste Management

During construction: Dumping of waste into watercourses, agricultural land and surrounding areas

is highly prohibited. A sufficient number of waste containers or similar one will be made available at the

construction site. Waste containers will be marked clearly for “Hazardous Waste” and for “Non-

Hazardous Waste” for separation and sorting of waste. Construction waste will be minimized by applying the waste minimization hierarchy

principles of ‘Avoid/Reduce/Re-Use/Recycle/Dispose’. Any waste material that isunable to be re-used, re-processed or recycled will be disposed at a facility approved toreceive that type of waste.

Hazardous waste such as paint and solvent containers will be disposed of accordingto appropriate best practices.

Waste will be stored in appropriate facilities (e.g. bins, stockpiles), with hazardouswaste stored away from streams and rivers in secure areas.

Secure lids will be fitted to bins that store food waste to prevent scavenging by birdsand animals.

The site will need to collect construction waste materials such as metal offcuts,concrete, debris, plaster and plastics and removed by the construction company.

Pit toilets will be installed for construction Workers, and they will be instructed to use

these facilities.SP06 Hazardous Material Management

All chemicals and waste considered as potentially hazardous materials will beregistered in order to follow up type, quantities stored, quantities used or generated.Hazardous Materials Containers of or waste must be labelled with correct MSDS.

Personal protective equipment (PPE) will be provided to all workers and the use ofequipment will be enforced.

All re-fuelling of heavy equipment and machinery will be undertaken by a servicevehicle, with appropriate safeguards and protection measures to prevent any spillageor contamination by chemical wastes or maintenance oils, lubricants etc.

Safety procedures regarding fire and accidental spill management to be posted on-site. “No Smoking” labels and posters will be placed wherever fuel is handled or stored. All the fuel and hazardous material storage will be in adequately bunded areas to

minimize the risk of spillage. Only minimal chemicals, hazardous substances and fuel will be stored on site works,

within an enclosed and covered secure area that has an impervious floor andimpervious bund around it (with capacity at least 120% of the total capacity of thetanks). The storage area will be located away from watercourses, flood-prone areas,accommodations, and danger areas.

Oily rags, paint and solvent containers shall collected and disposed of throughrecyclers/authorized waste handlers and disposal in authorized waste facilities.

The hazardous materials and chemical used in the construction shall be separatedand kept in a suitable storage and the Material Safety Data Sheet (MSDS) shall be inplace.

Proper equipment shall be installed at hazardous material storage facilities, includingtemporary construction sites (i.e. concrete floor, roof or sunshade, oil weir or trap andclosed valve).

Firefighting equipment will be kept available next to each storage facility. Ensure availability of spill clean-up materials (e.g., absorbent pads, etc.) specifically

designed for petroleum products and other hazardous substances where suchmaterials are being stored and used. If spills or leaks do occur, undertake immediateclean up.

Discharge of paint/solvent contaminated water into the environment is prohibited.

SP07 Vegetation Clearing

After completed the setting out of limited boundary on clearance area of TR, ER and Jettyarea, the contractor will be carried out vegetation clearing work on along the markingalignment;

As for the timing of clearing works within resettlement area after its notification from theESD/NNP1PC (owner), the contractor will carry out it;

The material to be cleared shall include trees, stumps, bush, undergrowth, grass, andother vegetation;The vegetation waste shall be piled and stored at the vicinity ofresettlement area also contractor shall be appropriate management on site especiallystockpile, how to remove materials, and elimination;

The clearing materials will be piled along clearing alignment, also clear marking onstockpile can be visible as well as give way from jungle or forest to protect forest fireincase burning on site shall be controlled by watchman or foreman on dry season, thematerials do not stockpile on watercourse due to block water flow on wet season;

Clearing materials shall be appropriate piled and corrected management due to materialscan be decomposed by itself after that to become fertilizer on future

SP12 Unexploded Ordinance (UXO) Survey and Disposal

The Enhancement Works on Road Conditions at Resettlement site has already beensurveyed and cleared by NNP1 prior to the earthworks and excavation stage.

SP13 Construction of Work Camp

A temporary camp will be constructed during the construction of the Enhancement Workson Road Conditions at Resettlement site.

Temporary accommodation facilities are to be located in consultation with localcommunities to ensure that they do not affect local economic activities or social andcultural values;

They are to comply with all national or local regulations concerning the construction oftemporary facilities;

Temporary accommodation sites are to be well drained and, if necessary, havesufficient soil depth to permit the digging of toilets, wastewater soak pits and rubbish pits;

The establishment and operation of temporary accommodation facilities is to becarried out in a manner that avoids or minimizes erosion and the discharge of silt into anywatercourse;

Toilets should be provided on each clearance worksites and for temporaryaccommodation facilities. Personnel are not to deposit human waste on the soilsurface or in water courses; Toilets should be provided at a minimum of one for every 20persons and they are to be located at least 50m from any clearance worksiteadministration or control point, accommodation or food preparation areas, watercoursesor wells;

Where toilets are dug into the ground, the depth of the hole is to be sufficient to allow0.5m of earth covers over the toilet pit when it is filled in.

SP14 Traffic and Access

Employ flag persons to control traffic when construction equipment is entering or leavingthe work area to guide vehicles to regulate traffic movements, and to lead traffic throughpotentially hazardous areas.

Provide sufficient lighting at night within and in the vicinity of construction sites. Implement suitable safety measures to minimize risk of adverse interactions between

construction works, traffic flows and pedestrians/public through provision oftemporary signals or flag controls, adequate lighting, fencing, signage and roaddiversions, traffic cones, and barricades to alert vehicle and pedestrian traffic of potentialhazards including lane closures, equipment use or crossing areas, and excavations.

Safety issues and regulations regarding traffic and site access will be included in thetraining plan for construction personnel (refer to SP16).

To reduce materials falling onto the road, trucks may use tarpaulins or sheets to covertheir loads.

Speed limits will be 40km/h outside villages and 10km/h in the vicinity of each villages.

SP15 training and awareness

All new employees will be required to complete Induction Training from contractor/NNP1 prior to commencing any work on site;

In this training, the Contractor will highlight site regulation/rule, and safety& environmental issue;

A register of induction training will be maintained and can be provided to NNP1 onrequest;

Daily safety meetings will be conducted with all employees, and will cover allrelevanthealth and safety issues on site;

Weekly meetings are also conducted to bring further awareness to environmental,health and safety issues.

SP16 project personnel health program

Health and safety related posters covering; disease, drug use, waste disposal, PPE useof toilet facilities and site rules will be provided in visible locations around theconstruction site;

First aid kits will be provided and will be appropriately located at the construction site; The Project ambulance will be contacted when an accident occurs; Vector control of mosquitoes and other pests will be managed according to the following

actions:- Effective storm water drainage systems implemented to avoid stagnant water;- Storm water drains and borrow pits will be kept free of vegetation;- Minimizing the presence stagnant water within containers and other pools of water;- Removal of discarded items that could contain water;

Adequate drainage at construction site will be provided to avoid waterlogging/accumulation of stagnant water and formation of breeding sites for mosquitoes;

Training in general housekeeping and sanitation facilities for all workers attheworkers’/construction camps will be provided;

Reliable supply of water for drinking, cooking and washing purposes at theworkers’camps;

Provide fire-fighting equipment at the work areas; Appropriate safety equipment such as safety boots, helmets, gloves, protective clothes,

breathing mask, goggles, ear protection, and etc. must be worn when required.

SP17 emergency preparedness

Referring to the emergency action plan in Appendix 9.4, the emergency responseprocedures, emergency contact numbers and communication and reportingprocedures will be clearly displayed and each staff always carry it;

Hazardous materials will be stored in the permitted area only and according to theinstruction by the authorities;

Hazardous materials will be stored on-site with the MSDS in accordance with therequirements of SP06;

In the event of a spill of any hazardous materials, work will be ceased in the

immediate vicinity and the area will be cleared of all construction personnel exceptthose involved in the clean-up activities, if necessary;

In the event of a spill of any hazardous material, the following response hierarchy willapply and will be used at development of the detailed emergencyresponse procedures:

- Seek medical attention for any injured personnel;- Prevent further injury to personnel;- Prevent environmental damage;- Clean-up spill;- Remediate area of spill;- Complete reposting requirements;

At each construction site, information on emergency response procedures, including fireprevention, emergency contact numbers and communication procedures will be clearlydisplayed on notice boards;

All construction workers should be trained in basic emergency response proceduresincluding communication and reposting procedures to be implemented in case of anemergency situation;

The communication processes will include the following information in relationto accidental releases or spills:

- Location of spill;- Nature of material spilt;- Amount of material spilt;- Clean-up processes to be implemented;- Any injuries to personnel;- Need for emergency or external assistant- Any safety/evacuation requirements to be implemented on the construction site.

Within 48 hours of the completion of a spill clean-up, a report will be submitted to theOwner. The report will be used to identify any required corrective or preventive actionsand emergency response procedures and training programs will be modified accordingly;

First aid kits will be readily accessible by workers; Prior to the rainy season, all construction site will be reviewed for slope stability and

stability of infrastructure and management measures identified to prepare forincidents that may arise as a result of flash flooding for example machinery beingdislodged or landslip;

Include clearly marked exclusion barriers around hazardous areas aroundconstruction site required to exclude access from non-working staff and the public.

SP18 Cultural Resources

If the Contractor is to find any new physical or cultural resources during constructionactivities, the Contractor shall stop the works and inform the Owner immediately andfollow the Chance Find Procedures outlined below.

The Environmental mitigation plan will be changed and revised in accordance withthe occurrence of adverse impact to the surrounding environment and socialenvironment and the Owner’s comments.
