INTRODUCTION/BACKGROUND

NMSA has proposed to install microwave radio link for the GMDSS project in Port Moresby. The

microwave radio links are to connect the following location:

 

MMI Building, Port Moresby to Telikom Tower, Paga Hill  MMI Building, Port Moresby to PNGASL’s Control Tower, Jackson Airport.

  MMI Building, Port Moresby to PNGASL’s HF Transmitter, Taldora site 

OBJECTIVE

NMSA’s Global Maritime Distress and Safety System Project requires microwave radio link to

connect the high frequency transmitter, and receiver and to be available on a 24/7 basis.

The link will be utilize to remotely control the transmitters and the receivers from the operations

centre located at the Pacific MMI building.

CONSTRAINTS

The transmitters and receivers for the Coastal Radio Station will be remotely controlled from the

Pacific MMI building in town, the selected frequencies should be taken into consideration when

designing the solution.

The equipment offered should have support in PNG with 99.999% uptime must be taken into

consideration when presenting the solution.

REQUIREMENTS FOR THE MICROWAVE LINK PROVIDER

By accepting the Terms of Reference (ToR), the microwave link provider confirms that it meets the

following condition:  The provider has a valid dealers licence with the National Information Communication

Technology Authority (NICTA)

  The provider is committed to undertake this engagement in accordance with International

best practices and standards.

  The engaging firm must be currently registered, as required under the PNG Companies Act

1997, and must always comply with the requirements and guidelines of Investment

Promotion Authority (IPA)

  The engaging firm must comply with all tax requirements, as required by the Internal

Revenue Commission (IRC) and must have a current operating Certificate of Compliance

(CoC).

QUALIFICATIONS AND EXPERIENCE

The Providers are expected to be technically qualified and experienced in the field of communication

and ICT. They are expected to provided a turn-key solution which is both robust and can be able to

operate in the harshest of PNG conditions.

SCOPE OF WORKS

The Turn key solution provided by the vendors should cater for all the elements of a microwave

communication system taking into account the nature of the GMDSS project.

The sites will be in Port Moresby and the microwave links are required to operate 24/7 basis. The

Link specifications are as follows:

12. The power supply will be 48V Sealed Lead Acid Battery with adequate capacity to support

the radio equipment and the associated MUX for a period of at least 5 hours. The charging

system must be fully automatic and suitable to maintain the batteries offered. The batteries

will require mounting shelves in a standard 19 inch rack.

13. Equipment offered should have support in PNG.

The NMSA expects the links to have >99.998% annual availability using ITU-R PP.530 7/8 and rain

data ITU -R P.530-7. Rain algorithm ITU-R P.530-7 service level
