In connection with the Regular Council minutes of April Znd, Alderman Johnston stated that in regard to Resoluti.on U-453, she had moved the motion and not Alderman Karpoff as indicated in the minutes. Ross That the minutes be adopted, with the above Carried At this point the Mayor welcomed Mrs. Field and members of the 3rd Guildford Guide Group who were working on their Ci-tizenship Badges. B, DELEGATIONS 1. Mr. Schwartz of Hilton Projects Ltd., 16059 Fraser Highway, was pre- sent regarding Land Use Contract No. 9 covered by By-law No. 2924 which had not been approved by Council. Mr. Schwartz presented an artist's drawing of the proposed develop- ment and stated he was appealing Council's decision not to approve of their cofidominium development on tlilton Road. A brief on this matter was read by Mr. Schwartz for the information of Council. designates this area for apartment development. €!e stated the plans of their development have been approved by the Advisory Design Panel on two occasions. The condominium covers the proper ty which is a development package approved by Council and t h e r e s i d e n t s on Hi l ton Road f o r an apar t - ment development. They had been advised t h a t they had t o purchase one a d d i t i o n a l l o t f o r t h i s development package and t h e Planning Department advised them t h a t i f t h i s condi t ion w a s m e t t h e i r app l i - c a t i o n would be approved. They have, i n f a c t , acqui red two addi- t i o n a l l o t s i n connection wi th t h e i r development.

Mrs. Beiner s t a t e d they had purchased t h e o l d Clayton United Church bu i ld ing and p rope r ty f i v e yea r s ago. It had been used f o r s t o r a g e and bu i ld ing sets f o r approximately one year . they could n o t use t h e bu i ld ing as t h e r e a r e no water o r s a n i t a r y sewer f a c i l i t i e s i n i t .

They were then advised

Beiner s t a t e d they had app l i ed f o r a Local I n i t i a t i v e g r a n t and had rece ived i t i n the amount of $9,600.00. necessary p lans t o submit f o r a bu i ld ing permit and were then r equ i r ed t o go t o t h e Board of Variance f o r r e l a x a t i o n of s ideya rds and rear- yard, and t h i s w a s n o t gran ted by t h e Board of Variance. they cannot g e t a bu i ld ing permit.

The meeting w a s opposed t o t h e bene f i t - ing area paying t h e Municipal sha re of t h e Flood Control Program, and t h e meeting asked t h e Municipal Government t o n e g o t i a t e w i th the Province f o r a g r e a t e r f i n a n c i a l sha re of t h e cos t .

It w a s a l s o s t a t e d t h a t t h e maximum s h a r e t h e farmers could pay was $5.00 pe r acre w i t h an i n f l a t i o n f a c t o r of s ix pe rcen t pe r year .

Item 4600 The Acting Manager submitted a report from the Planner U concerning the Cloverdale Shopping Centre and parking requirements in connection therewith. The Department of Highways is insisting on seven parking spaces per G.L.A. He indicated he did not wish to have parking on the by-pass road on Highway 15 in this area. The Planner feels that this is a. "community centre" shopping centre and that six spaces per G.L.A. is sufficient, particularly in relation to the fact that we have park- ing lots in the area under the Urban Renewal Scheme.

Hydro is upgrading one of their exist- ing lines from 230 kv to 500 kv. The Municipality owns the bed of the River and they are asking for rights to put the wires overhead. The Planner felt we should not give up the reserve over the bed of the River, and any rights-of-ways should be subject t o this reserve.
