Design Process Design team member Duties & Responsibility Inception- Inception stage is an initiation stage of the project, The people involving in the inception stage may depend on the type of client. Client Sri Lankan Government- Decide the proposal to construct the project, Appoint the architect and explain about the requirements, Assist to appoint other member in the team. Architect- Identify and understand the client’s requirements, Receive the information regarding the site, Advice to client to obtain statutory approvals, Appoint the team members such as Quantity surveyor, Structural engineer, Service Engineer, Project manager. Feasibility- At this stage it has to be decided whether the selected location and the requirements are technically and financially feasible, Specialist consultant firms can be appointed to do the site investigation. Client- Provide all information as a part of the team member, Take necessary decision of the design of the “Colombo Lotus Towerproject. Architect- Setup the design team structure, Gather all information from design team and specialist, Provide information for report on cost implication, Check whether the proposed alternative designs are functionally, technically and financially feasible to proceed with project. Quantity Surveyor- Advice the type of procurement method is suitable for this Colombo Lotus Tower” project, Advice to the client about risk of the project, Establish the budget; Obtain the basic design requirement to establish a realistic cost limit at very early stage of the design process. Outline Proposals- Generally in other procurement systems the contractor will involve at the tender stage, after preparing the un priced BOQs or drawings and specifications, Prepare the outline proposal for the “Colombo Lotus Tower”, Provide an approximation of construction cost, Provide information for cost planning. Client- Develop the brief further, Give the approval to outline proposals and approximate entire cost for “Colombo Lotus Tower”. Architect- He has to prepare the sketch plan for the “Colombo Lotus Tower”, Compare the alternative design and advice to the Client about the alternative design, and Undertake the designing process to carry out the further works. Quantity Surveyor- Provide information for cost planning, Obtain client approval to outline proposals and approximate cost of “Colombo Lotus Tower”, Planning and establishing the budget according to the functions of Colombo Lotus Tower”, Provide approximation of construction cost for “Colombo Lotus Tower”. Engineer-Decide and prepare the services layout, Take the decision on behalf of ideas of the structure of the “Colombo Lotus Tower”. Scheme Design- The main task under this stage is selection of a suitable proposal and developing further details for the particular proposal, This proposal should not be modified after this stage, Cost estimate and cost plan will be finalized. Client- The final development of the brief should be some part of the work, Submission of proposals for all approvals. Architect- Full design brief outline of the project, Prepare service design with all approvals, Prepare the cost estimate, Finalize the cost plan, According to design team decisions Quantity Surveyor prepare the estimate and submit advisory report to design team. Quantity Surveyor- Consult with statutory authorities. Engineer- Preliminary design Detail Design- These are more technical areas, So, appointed consultants will act on behalf of the client, The contractor’s design team will play the major role at this Detail Design Stage, Detail design start and finish in this stage, Revise the cost estimate; Variations after detail design may cause wastage of time and money. Client- Check the all documents, drawings, detail report whether all his requirements were full filled or not, Client can finalize the proposal and then approve the detail design. Architect- Prepare the specification according to client’s requirement, Full design of each and every part of component of the “Colombo Lotus Tower” with all concerned. Quantity Surveyor- Obtain client approval to type of construction, quality of materials, standard of workmanship and revised cost estimation, Provide information for revision of cost estimate, Advise to the architect and his team members about the cost of the alternative material and type of construction, Advice on consequences of any subsequence changes on cost programmed. Engineer- Develop and finalize the detail design on structural and load bearing element of the proposed “Colombo Lotus Tower”, Develop design of the services Example: Electricity, Water supply etc. Select more suitable design for each and every service and finalize the details. Production information - The design team comes to a final detailed conclusion about the design, All the working drawing and detail drawing completed in this stage. Client- Make the decision about nominated sub-contractors and nominated suppliers matters with Architect. Architect- Prepare production information for tender purposes. Quantity Surveyor-Prepare quantities for tendering purposes and revise cost estimate Continue the cost checking on the data produced against the final cost plan, Provide information for preparation of tender pricing documents and revisions of cost estimate. Engineer- Develop the design on structural load bearing element of the proposed “Colombo Lotus Tower” in sufficient details, Prepare different structural forms for the proposed Colombo Lotus Tower”. Bills of Quantities- Preparation of final documents for bill of quantities and tender documents. Provide information for preparation of pre tender cost estimate. Architect- If there is any dispute occurred in the preparation of BOQ by QS, he should be able to solve them. Quantity Surveyor- Preparation of final documents for bills of quantities and tender documents, Prepare the tender documents and complete also with Architect. Tender Action- In this stage tender documents issued to the bidders, Evaluation of the tender and if any tender negotiation, select the most eligible contractor for the project. Client- Place the sign in agreement with contractor, Decide and nomination of subcontractors and suppliers, According to the architect advice he will select the eligible main contractor. Architect- Prepare the contractual documents for the signature of the client and contractor, According to the Quantity Surveyor’s tender evaluation report he will select the contractor with approval of client. Quantity Surveyor- Provide information for preparation of pre-tender cost estimate, Complete the tendering procedure as per the appropriate tendering method, Calculate the pre tender cost, Evaluate the tender and if any tender negotiations, select the most eligible contractor for this “ Colombo Lotus Towerproject. Contractor- Execute the construction work complying the accepted terms and conditions included in the contract, Take quotations from different subcontractors for the provisional sum items and select one, Select suitable the subcontractors to carry out the work. Project Planning - Arranging the site to handover to the contractor, Production of information as requested for the building contract and for the construction. Client- Provide production information as requested for the “Colombo Lotus Tower” contract and for construction, Arrange the site to handover to the contractor. Contractor- Coordinate with the design team members to run the project activities smoothly, Get to know the cost effective construction methods for the construction of the “Colombo Lotus Tower”, According to the construction programme, identify the resource requirements such as Labor, Material and Plant to construct the “Colombo Lotus Tower” project. Sub-contractors- Do the necessary arrangements in site to work together with main contractor to carry out the specified work. Operations on Site- Contractor will do the work accordance with agreed Architects design, Provide further information reasonable required for construction. Client- Make the payments on time for the relevant parties Architect- Arrange the meetings if it is require, Take the decisions on provisional sum are to be spent, Prepare the variation order, Check and certify the interim payments to the contractor throughout the contract period, Visit to the site and ensure that the main contractor works according to the contract. Contractor- Before commence the work, get the approval for each and every action from the Architect firm, Carry out the construction work to get maximum profit with the expected quality of the client. Quantity Surveyor- Prepare monthly valuation time and include every possible item into the related month, Keep records of every action taken by the contractor in significant form to future reference. Structural engineer- Assist the design team during construction period and inspect all the activities related to structural form of the “Colombo Lotus Tower”. Engineer- Instruct to the contractor in regarding the construction works, Take actions to minimize the contractor’s additional claims to the project cost. Service engineer- Assist the design team during construction period and inspect all the activities related to services of the Colombo Lotus Tower”. Completion-This is the ending stage of the project. After this stage (including defect liability period) the contract will be terminated according to the agreement, Settle the final account. Client- Make the final payment to the contractors with half of retention money. Architect- Examine the defects, Approve the release 50% of retention, Check the quality of the work and Issuing the practical completion certificate, Certify the final account. Quantity Surveyor- Identify defects and make final inspections, Provide information required by others for settling the final account, In order to make the final payment to the contractor, he will prepare final account, Should prepare the final account to obtain money from client accurately with half of retention Feedback-This is after the completion stage. Analysis of management, construction and performance of the project has to be done. Client- He should be able to pay half of retention belongs to contractor, Inspection of completed “Colombo Lotus Tower”. Architect- He is able to reveal the solution of defects if any details arise at the end of this defects liability period, Analyze the job records. Quantity Surveyor- Studies of Colombo Lotus Tower” in use, Analyze the cost records, Evaluate the cost of the “Colombo Lotus Towerbased on job records.
