A Project File is completed for all projects and is retained by the office responsible for the project. Responsibility for the project may pass from one office to another during the life of a project, and the Project File follows the project as it moves from office to office. Refer to the Project File checklist for documents to be preserved in the project file. The Design Documentation Package (DDP) is a part of the Project File and is completed for all projects. It documents and explains design decisions and the design process that was followed. The DDP is retained in a permanent retrievable file for a period of 75 years, in accordance with the Washington State Department of Transportation (WSDOT) records retention policy. See Exhibit 220-4 for the WSF DDP checklist for documents to be preserved in the DDP. With the exception of the DDP, the Project File may be purged when retention of the construction records is no longer necessary. For operational changes and local agency and developer projects, design documentation is also needed. It is retained by the office responsible for the project, in accordance with WSDOT records retention policy. All participants in the design process are to provide the appropriate documentation for their decisions. For emergency projects, also refer to the Emergency Relief Procedures Manual M 3014. It provides the legal and procedural guidelines for WSDOT employees to prepare all necessary documentation to respond to, and recover from, emergencies and disasters that affect the operations of the department.

WiththeexceptionoftheDDP,theProjectFilemaybepurgedwhenretentionoftheconstructionrecordsisnolongernecessary.

Foroperationalchangesandlocalagencyanddeveloperprojects,designdocumentationisalsoneeded.Itisretainedbytheofficeresponsiblefortheproject,inaccordancewithWSDOTrecordsretentionpolicy.Allparticipantsinthedesignprocessaretoprovidetheappropriatedocumentationfortheirdecisions.

Foremergencyprojects,alsorefertotheEmergency Relief Procedures Manual M3014.ItprovidesthelegalandproceduralguidelinesforWSDOTemployeestoprepareallnecessarydocumentationtorespondto,andrecoverfrom,emergenciesanddisastersthataffecttheoperationsofthedepartment.

220.04 DesignDocumentation(1) Purpose

WSFdevelopsandmaintainsdocumentationforeachproject.TheProjectFile(PF)/DesignDocumentationPackage(DDP)includesdocumentationofprojectwork,includingplanning;scoping;publicinvolvement;environmentalaction;designdecisions;approvals;calculations;rightofwayacquisition;permitrequirements/documentation;Plans,Specifications,andEstimates(PS&E)development;projectadvertisement;andconstruction.RefertoChapter230andthePlans Preparation ManualformoreinformationonPS&Edocumentation.

AllprojectsinvolvingafederalactionrequireNationalEnvironmentalPolicyAct(NEPA)documentation.WSDOTusestheEnvironmentalClassificationSummary(ECS)formforUSDOTconcurrence/approvalontheenvironmentalclassofaction(EIS,EA,DCEorCE).TheenvironmentalapprovallevelsareshowninExhibit220-2.

UponreceiptoftheECSapprovalforprojectsrequiringanEAorEISunderNEPA,WSFproceedswithenvironmentaldocumentation,includingpublicinvolvement,appropriateforthemagnitudeandtypeoftheproject.

DesignApprovalandapprovalofrightofwayplansarerequiredpriortoacquiringproperty.Recentchangestofederallaw(23USC108)allowforacquisitionofrightofwayusingfederalfundspriortocompletionofNEPA.However,WSDOTLP,ESO,andRealEstateServicesareworkingwithFHWAtoprepareproceduresforthisearlyacquisitionasthismanualwasgoingtopress.(SeetheApril2,2013,memorandumonearlyacquisitionpolicyformoreinformation.)

TheASDEworkswiththeWSFonprojectdevelopmentandispartoftheFTATriennialprocessreviewsonprojectsasdescribedinSection220.08.

(1) Scoping PhaseDevelopmentoftheprojectscopeistheinitialphaseofprojectdevelopment.ThiseffortispromptedbyWSF’sLife Cycle Cost Model(LCCM)/AssetManagementSystemforpreservationprojects,andtheLong Range PlanorCall for Projectsforimprovementprojects.Theprojectscopingphaseconsistsofdeterminingaproject’sdescription,schedule,andcostestimate.Theintentistomakedesigndecisionsearlyintheprojectdevelopmentprocessthatfocusthescopeoftheproject,keepinginmindtheguidanceprovidedbythematriceswhereapplicable.Duringtheprojectscopingphase,theProjectSummarydocumentsareproduced.ForprojectsnotcoveredbyamatrixlinefromChapter210,aproject-specificmatrixcanbedevelopedandapprovedbyHQDesignOfficeatthisphase.

(2) ProjectSummaryTheProjectSummary(seeChapter200)providesinformationontheresultsofthescopingphase;linkstheprojecttoWSF’sLCCMandLongRangePlan;anddocumentsthedesigndecisions,theenvironmentalclassification,andagencycoordination.TheProjectSummaryisdevelopedandapprovedbeforetheprojectisfundedfordesignandconstruction,anditconsistsofProjectDefinition,ProjectImpacts,ProjectConsiderations,DesignDecisionSummary,andEnvironmentalReviewSummarydocuments.TheProjectSummarydatabasecontainsspecificonlineinstructionsforcompletingthedocuments.

(a) ProjectDefinition(PD)ThePDidentifiesthevariousdisciplinesanddesignelementsthatareanticipatedtobeencounteredinprojectdevelopment.Italsostatesthepurposeandneedfortheproject,theprogramcategories,andtherecommendationsforprojectphasing.ThePDiscompletedearlyinthescopingphasetoprovideabasisforfulldevelopmentoftheEnvironmentalReviewSummary,DesignDecisionSummary,schedule,andestimate.IfcircumstancesnecessitateachangetoanapprovedPD,processaProjectChangeRequestForm(PCRF)forapprovalbytheappropriatedesignee.

Forallimprovementprojectsandforpreservationprojectsover$5Million,thescopeissubjecttotheresultsofthePre-DesignStudyandmayresultinaPCRF.

(b) ProjectImpactsAlmostallterminalengineeringprojectsimpactferryoperation,thetravelingpublic,localcommunities,othergovernmentagenciesorpossiblytribalentities.Manyimpactswillaffectmultiplestakeholders.Forsuccessfulprojectcompletion,itisessentialinscopingtoidentifytheseimpacts,includingcostsanddurations,andmitigationstrategies.TheProjectImpactandMitigationStrategyStatements,aswellasimpactcostandduration,willrelatetotheissuesthatwillariseduringthelifeofaproject,andbetterenablethesebemitigatedaccordingly.

(c) ProjectConsiderationsAddionalprojectimpactsmayormaynotincludeidentificationofpotentialmaintenanceimpacts;initialpredesigndecisions;regulatoryimpacts;engineeringservices/workforcerequirementsandimpacts;publicinvolvement;andcommitmentsmadetotheprojecttoothers,orcommitmentsbyotherstotheproject.

(d) DesignDecisionSummary(DDS)TheDDSgenerallyprovidesthedesignmatrixusedtodeveloptheproject,aswellasthedesignvariances,otherterminalfeatures,andanydesigndecisionsmadeduringthescopingofaproject.SeeChapter200formoredetail.Theinformationcontainedinthisformiscompiledfromvariousdatabasesofdepartmentalinformation,fielddatacollection,andevaluationsmadeindevelopmentofthePDandtheERS.Designdecisionsmayberevisedthroughouttheprojectdevelopmentprocessbasedoncontinuingevaluations.

TheappropriateASDEconcurswiththeDesignDecisionsforallprojectsrequiringaDDS.TheWSFDesignEngineeringManagerapprovestheDDSwhenconfidenttherewillbenosignificantchangeinthePDorestimatedcost.Schedule,scope,orcostchangesrequireaProjectChangeRequestFormtobesubmittedandapprovedbytheappropriatedesignee,inaccordancewiththeProject Control and Reporting Manual.

(e) EnvironmentalReviewSummary(ERS)TheERSliststhepotentialrequiredenvironmentalpermitsandapprovals,environmentalclassifications,andenvironmentaldocumentation.IfthereisachangeinthePDorDDS,theinformationintheERSmustbereviewedandrevisedtomatchtherestoftheProjectSummary.TheERSispreparedduringthescopingphaseandisapprovedbyWSF.ForactionsclassifiedunderNEPA,theapprovedERSbecomesthe

220.06 DesignApprovalWhentheProjectSummarydocumentsarecomplete,apredesignstudyhasbeencompletedifrequired,andWSFisconfidentthattheproposeddesignadequatelyaddressesthepurposeandneedfortheproject,aDesignApprovalmaybepursuedandgrantedatthisearlystage.EarlyapprovalisanoptionatthispointinthedesignphaseandislikelymostrelevanttolargerprojectswithlongerPEphasesbecauseitprovidesearly,approveddocumentationthatlocksindesignpolicyforthreeyears.ThisisabenefitforlongerPEphasesinthatitavoidsdesignchangesduetopolicyupdatesduringthattimeandprovidesconsistencywhenpurchasingrightofwayorproducingenvironmentaldocumentation.

IfearlyDesignApprovalisnotbeneficialforasubjectproject,thetypicalitems(below)thatarepartofthispackagearerequiredinthecombinedDesignApproval/ProjectDevelopmentApprovalPackage.DesignApprovalmayoccurpriortoNEPAapproval.ApprovallevelsfordesignandPS&EdocumentsarepresentedinExhibits220-2through220-3.

ProjectDevelopmentApprovalisrequiredpriortoAdvertisementandremainsvalidforthreeyearsifAdisdelayed.Evaluatepolicychangesorreviseddesigncriteriathatareadoptedbythedepartmentduringthistimetodeterminewhetherthesechangeswouldhaveasignificantimpactonthescopeorscheduleoftheproject.Ifitisdeterminedthatthesechangeswillnotbeincorporatedintotheproject,documentthisdecisionwithamemofromWSFDesignEngineeringManagerthatisincludedintheDDP.

AllpermitsdonotneedtobereceivedforProjectDevelopmentApprovaltobegranted. However,allpermitsneedtobeidentified.IfapermithasnotbeenreturnedatthetimeofProjectDevelopmentApproval,providetheanticipatedapprovaldate.ForpermitsthatwillbeobtainedbytheContractor,suchasBuildingPermitsorNoiseVariances,state“ToBeObtainedbyContractor”.

ItisaprudentpracticetostartthecompilationofdesigndocumentationearlyinaprojectandtoacquireProjectDevelopmentApprovalbeforethecompletionoftheproject.Atthestartofaproject,itiscriticalthatWSFprojectadministrationstaffrecognizetheimportanceofallrequireddocumentationandhowitwillbeusedinthedesign-buildprojectdeliveryprocess.

(2) ProprietaryItemsDesignersneedtoobtainapprovalofallprojectspecificproprietaryitemsrequiredforaprojectasearlyaspossible.TheseitemsmustbeapprovedbyHQDesignpriortotheprojectbeingadvertised.SeethePlans Preparation Manual Section700.01(5)fordocumentationrequirements.IncludeacopyoftheapprovalmemointheDDP.

TheDesignerneedstobeawarethatspecificitemsmaybefoundinanapprovedWSFProgrammaticProprietarydocument.ProvideacopyoftheapprovedBlanketapprovalhighlightingmaterialsusedforaspecificprojectandincludethisintheDDP.

(3) BuyAmericaandBuyAmericanActTheDesignerneedstobeawarethatBuy AmericaandBuy American ActrequirementswillberequiredforanysteelmaterialspermanentlyincorporatedintoaprojectthathasanyamountofFederalfunding.SeethePlans Preparation ManualSection700.05forfurtherinformationaboutBuyAmericarequirementsandrequireddocumentation.ConsultwithCapitalProgramDevelopmentandManagementOfficeifthereisanyquestionregardingsourceoffunding.IncluderequiredGeneralSpecialProvisionswhenpreparingthePS&Efortheproject.

ForprocurementofequipmentrequiredforDepartmentofHomelandSecurity(DHS)purposes,andthefundingisprovidedbythePortSecurityGrantProgram,Buy American Actrequirementsaretobefollowed.Thererequirementsapplytomoreitemsthanforeignmadesteel.NotethattheBuy American Actisnotnecessarilythesameas“BuyAmerican”requirementsinotherfederallegislation.

WSFusestheWSDOTPlans Preparation ManualM22-31asaguidelineforpreparingPS&Edocuments.However,theWSDOTPlans Preparation Manualappliesprimarilytoroadway-typeprojectsanddoesnotadequatelyaddressthespecificneedsandvarieyofprojectsperformedbyWSF.Division8supplementstheWSDOTPlans Preparation ManualandprovidesinstructionandguidanceforthepreparationofcontractdrawingsusingBentley’sMicroStation®andAutodesk’sAutoCAD®Computer-AidedDesignandDrafting(CADDorCAD)software,whichisusedonallWSFprojects.

SpecialexceptionstotheuseofMicroStationarethoseprojectsthtincludewithintheirscopetheconstructionofshoresidebuildings.WSFdependsontheWSDOTArchitecturalDepartmentorConsultanttoprovidethebuildingdesignservicesnecessarytocompletethatprotionofthecontract.Inprojectsthatincorporateitemsofworkotherthanarchitecture,therewillbea“designlimitoffivefeetbeyondtheperimeterofthearchitecturalworkthatwillmarktheboundarywherethearchitecturalandotherdisciplineworkwillcoincide.

(2) Expectations for Consultant Design Drawing ProductionThefollowingisalistofexpectationsforconsultantsthatprovideelectronicCADDfilesaspartoftheirparticipationinWSFdesignprojects:• UnlessotherwisenotifiedtheWSDOT’sSFTPserverwillbeusedtotransferelectronicfilesbetweenallconsultantsandWSFduringtheproject.

• WSFwillprovidetheplansheetbordersforallprojects.TheformatwillbeMicroStation.

• WSFwillprovideMicroStationline,fontandsymbologyresourcefilesfortheconsultanttouseduringtheproject.

• Draftingwillbedone1:1inthemasterfiles(.mstfiles).• WSFwillprovidetheCADDbackgroundinformationthatithasonhandforeachdesignprojectinMicroStationformat.

(3) Architectural DrawingsAutoCADisthestandardindustrydraftingsoftwareusedforarchitecturaldrawings.SinceMicroStationistheprimaryCADprogramusedatWSDOT/WSF,thefollowingdivisionsapplies:• Forbuildingsconstructedontrestles,MicroStationwillbeusedforthetrestleandAutoCADwillbeusedforthebuildingdesign.

• Foruplandbuildings,AutoCADwillbeusedtoa5’perimeterfromtheouterexpanseofthebuilding.EverythingbeyondwillbedisplayedusingMicroStation.
