The National Institute of Design (NID), Ahmedabad, was set up in 1961 by the Government of India under the Ministry of Commerce and Industry’s Department of Industrial Policy and Promotion as an autonomous national institution for design education, training, service and research. NID has gained international recognition as one of the foremost institutions in the field of design and as a catalyst for design in Indian industry. NID is also recognized as a scientific and industrial research organization by the Department of Science & Technology, Government of India. The Institute’s graduates are active in all sectors of the economy and many have distinguished themselves in diverse fields such as textiles, product design, craft design and promotion, advertising, developmental communication and education. NID was declared as an Institute of National Importance by an act of Parliament in the year 2014.

Client servicing is an integral part of NID’s activity. Through Integrated Design Services (IDS), it caters to client projects. NID undertakes consultancy projects and professionally delivers design solutions in various areas of design domains ranging from Industrial Design, Communication Design, Textile/Apparel/Lifestyle Accessories Design and IT-Integrated Design. The projects are undertaken by faculty mainly to bring market

realities to the design studios of NID in a multidisciplinary environment for the benefit of clients. Projects in line with NID’s areas of expertise are carefully chosen, so that the institute can provide state-of-the-art design solutions to prospective clients. Generally enquiries are preceded by a brief and scope-of-work document mutually setup by the client and NID faculty, followed by a project proposal. Design intervention is carried out in various stages which involve concept development, design development, prototyping, etc.Shri Roopwant Singh, IAS, Commissioner of Geology and Mining (CGM), Gujarat State, approached NID Ahmedabad with a request to design Uniforms for the Officers and Staff of CGM. Followed by the visit of Shri Roopwant Singh, IAS along with officers of the CGM in February 2017 and had a detailed discussion with the NID faculty members to initiate the project.

The broad outline of the brief was “To Design Uniforms for Officers of The Commissioner of Geology and Mining (CGM)”. The specific categories to be covered were uniforms for below specified personnel. a. Sr. Geologists b. Geologists c. Royalty Officers d. Mine Supervisors e. Flying Squad

The design brief was later modified to designing the uniform for two broad categories as: a. Field Officers b. Lab OfficersWithin the above categories hierarchy of ranks were to be defined by varying insignias for each rank.

Few points suggested by the client to be considered were:• The uniform had to be designed for CGM field officers and lab officer

• The designed uniforms had to be in Khakhi and broadly on the pattern followed by RTO, Excise & Police Force in Gujarat supporting the identity, authority, legacy and publicity of CGM Department of Gujarat also considering Indian rural as well as urban locations as work space involving important geographical factor and weather conditions.

• The preference of fabrics had to be considered for repeated use, change cycle and the ease of maintenance and colors should be considered for work environment, communication and projection of an authoritative figure as well as washing and wear out issues.

• Accessories like belts, headgears, shoes, badges etc. had to be considered as a part of the uniform. However, there was an option to

source ready options instead of developing them. Arm patches/badges as followed by Gujarat Police and the same were to be derived from CGM logo.

• The shoes had to be black leather shoes but comfortable i.e. for diverse duties and long working hours. Inventories available with vendors could also be suggested for use.

• The belt had to be black but of a comfortable and current material i.e. not leather.

• A similar exercise had to be undertaken for P-Caps/ Berets for the officers.

• A commendation disc/medal was to be designed for outstanding work in the pattern of Central Police Organizations/ Army.

• Uniformity across all the hierarchy had to be maintained in harmony within the department relevant to field duty. The stars & stripes for officers and staff had be on comparable pay scales with these organizations only. For stripes, the RTO/Excise pattern of Red & Blue was to be followed.

• Holistically, the uniform had to represent and reflect a balance of openness to interaction, control and authority with ease of use.

• Graphic application of logo, colors and material application was be considered to make CGM personnel’s identity and image distinct, strong and recognizable from a distance.

The scope of work for NID was to design a set of uniform for field and lab officers of CGM considering the given categories and design aspects with due consideration of points mentioned under the design brief.

• To understand the need of work wear uniform for officers of CGM with context to their work environment and the duties performed by them.

• To understand the vision, mission and ideologies of CGM.

• To research the need of uniform from the point of view of various stake holders such as the personnel/ wearer, respective company and the manufacturers.

• To study the work requirements specific to the wearer’s profile and their work environment.

• To study the market trends and existing work wear and materials use addressing similar needs. To study the new age textile and materials that may be suitable for the specific uniform design or requirements.

• To ideate and design uniforms for specified categories of officers.

• To meet the perceived image, aesthetic and functional requirements of users and stakeholders by exploring silhouettes, colors, details, surfaces, textures, value addition techniques and finishes.

Scope of ProjectThe design team consisted of members from NID and CGM in various capacities in designing the uniform.Design team members from NID: 1. Ms Krishna Amin-Patel, Project Head, Dean PG Campus 2. Mr Nalin Kumar, Team Member, Faculty Apparel Design

The Project was initiated by Shri Roopwant Singh, Commissioner CGM and Mr Deepak Shukla, Addl. Director Flying Squad CGM was assigned the responsibility of coordinating the project from client end.

The project was planned to be executed in two phases, four weeks each. The first phase of the project was dedicated to understanding the client, users and market trends by various methods of research and study. Further to observations from secondary and primary research a set of problem statement was drawn which led to formulation of design directions with further study and uniform benchmarking. In the second phase of project activities on conceptualizing of designs were undertaken and executed. This was further revised based on feedback from client in meetings and test fit try on sessions. Subsequently the designs were finalized after multiple refinements and the uniform set as per final designs were developed for each category of CGM officers.

The Commissioner of Geology and Mining works under the Industries and Mines Department Government of Gujarat. The officers and staff of CGM are spread across the state. It comprises a core team of Commissioner, Sr. Geologist, Geologist, Administrator, Chemists in the Chemical Laboratory etc., stationed at their head office in Gandhinagar as well as officers and staff working at various designations posted in the district close to exploration or excavation sites.

Mining activities are undertaken at various places of Gujarat by CGM, such as Amreli, Aravalli, Banaskantha, Bharuch, Bhavnagar, Chhota Udepur, Devbhumi Dwarka, Gir Somnath, Jamnagar , Junagadh, Kachchh, Kheda, Mehsana, Morbi, Panchmahal, Patan, Porbandar, Rajkot, Sabarkantha , Surat, Surendranagar. The minerals that are mined and their respective mines regulated are as below, categorized as Major and Minor minerals based on usage.[2]

Major minerals:Limestone, Bauxite, Manganese-ore and Perlite.

Minor Minerals:Blacktrap, Bentonite, Marble, Granite, Ordinary Sand, Building Limestone, Sandstone, Quartzite, Murram, Agate, Ball Clay, China Clay, White Clay, Fire Clay, Silica Sand, Calk, Dolomite, Laterite, Calcite and Quartz.

The scale of mining activities in Gujarat can be assessed from overall mine bearing area i.e. 1,27,000 sq km, which is 60% overall area of the state. Currently the area under mining concession is 530.31 sq km. A total of 7621 mines are leased out by CGM. This array of activities are coordinated and controlled by the CGM with a strength of 378 (as of June 2016) officers and staff against sanctioned strength of 867.The main functions of Commissioner of Geology and Mining categorically as an organization are [3]:

• Search and Exploration of Mineral wealth of the State by adopting state-of-the-art exploration techniques.

• Mineral Administration with conservation and preservation.

• Increase State’s mineral revenue through higher production of minerals & their sustainable development framework.

• Encourage value addition of minerals usage through promotion of mineral based industries in the State.

• Prevention of illegal mining activities.

Study of Weather Conditions of Gujarat

The State of Gujarat lies on the western coast of India having longest coast line amongst all states of India. Spread across 1,96,024 sq km it has a coast line of 1,663 km. Five types of landform are found here namely alluvial plains, hilly areas, highlands, desert areas and coastline areas, divided politically into 33 districts.The State falls in the subtropical climate zone and experiences sub-humid climate in southern Gujarat (South of River Narmada), moderately humid climate in central Gujarat (between Narmada and Sabarmati rivers), humid and sultry climate in the coastal region (south facing coastal region of Saurashtra), dry climate in regions of central Gujarat (north of Ahmedabad and part of central Saurashtra) and arid and semi-arid climate in north Gujarat and Kutch [5].

TemperatureThe average temperature varies across the State. The summer temperature varies between 25°C and 48°C while the winter temperature ranges between 12°C and 35°C. At some places like Kutch facing semi arid climate the temperature tends to go below 10°C as well.On an average May gets the warmest days and the coldest time of year is January.

PrecipitationThe average annual rainfall over the State varies widely from 300 mm in the Western half of Kutch to 2,100 mm in the Southern part of Valsad district and the Dangs. The monsoon usually commences by the middle of June and withdraws by the end of September, with about 95 per cent of the total annual rainfall being received during these months. Rainfall increases towards the eastern and the southern parts of the State.

Findings of on Field Working Conditions As a part of the research and study field visit was conducted by the project team at the work places of CGM officers, those being:1. CGM Office, Udyog Bhavan, Gandhinagar2. Mineral Laboratory, Raisan, Gandhinagar3. Limestone Mining Site, Veraval4. Blacktrap Mining & Stocking Site, Sabarkantha5. Sand Stocking & Mining Site, Gandhinagar6. Exploration Site, MangrolThe motive of visit was to observe the work process, body motion during activities and working conditions. Observations from visit and analysis of activities, working conditions and areas of concern have been further discussed.

CGM Office & Mineral Laboratory, GandhinagarObservations from CGM office and mineral lab:1. CGM office was located on the 7th floor with access by lift and

staircase.

2. It has a formal ambiance of a government organization.

3. The officers are provided with working table and revolving chair, higher officials are allocated with separate chamber and other officers and staff shared common area.

4. There is ample amount of light but a higher amount of artificial light (fluorescent tubes) is present as compared to day light.

5. Mineral lab is a newly constructed building with three floors.

6. The lighting is ample with a good mix of daylight and artificial lights being used in certain confined areas.

7. Officers are provided with work stations and mineral testing areas had dedicated seating facility at each station.

8. No strenuous physical activity or motion was detected in the office or lab.

9. Mineral testing areas in lab require the user to use personal protective equipments to be safe from any chemical hazard.

Limestone Mining Site, VeravalObservations from limestone mining site:1. Limestone site had a rocky terrain with multiple hillocks, making the

approach to site difficult.

2. The land on site was either covered with a layer of loose, dry and fine sand letting the foot immerse as well as slip, making it difficult to walk.

3. Excavations were deep below ground level and a ramp was made for inside approach for surveying.

4. Mining work was extremely noisy due to cutting of lime stones on site by machines with metal blade cutters.

5. The cutting activity even produced a lot of fine dust which was very difficult to avoid.

6. Surveying was done manually as well as using a total station machine. Manual surveying involved climbing up and down the hill with strenuous motion of leg straining knee and hip joint, whereas using

total station machine required long distance walking in rocky terrain.7. Being close to coastal region the site was quite hot and humid causing

profuse perspiration.

Blacktrap Mining & Stocking Site, SabarkanthaObservations from blacktrap mining & stocking site:1. Approach to the blacktrap mine was hilly and extremely dusty, such

that after reaching the site it was advisable to get down from closed car only after some time, allowing the dust to settle down.

2. The dust had soiling effect on the garment and made it difficult to breathe conveniently for initial phase after approach.

3. It was an open cast mine with deep excavation.

4. Volumetric measurement to assess the amount of excavated mineral required a total station machine and could not be done manually.

5. Walking around the mine was arduous because of sharp and uneven rocky terrain. This strained the knee and also affected the foot base in case the user was wearing a footwear with thinner sole.

6. Since the surveying was not done manually upper torso and hip region was not stressed.

7. One of the observations particular to this site was falling stones and small rocks from height walls of excavated site. In process of exploding the mine cast and chipping the mineral layer by layer vertically from ground a lot of loose stones were created, this fell down if any bird landed close to it. This posed a huge risk of head injury.

8. The approach of mine quite hot but further in depth it was relatively cooler but humid, both cases caused perspiration.

9. The stocking site was situated close to the mining site with an automated setup for in-warding the mineral, segregating it and storing it; done via conveyor system.

10. Surveying was the most crucial activity carried out here and was done manually by using measuring tape and getting volumetric measurement of conical shaped stocks of blacktrap.

11. This activity required the surveyor to climb up the pile and throw one

end of measuring tape to another officer at ground level. Both the officers had to bend to take the measurement, thus straining the knee, hip and waist region and stretching the back extensively.

12. The officer climbing the pile of mineral was at a high risk of slipping due to loose and slippery pebble like structure of blacktrap. This affected his treading posture.

Observations from sand mining & stocking site:1. Approach to the stock storage was very narrow and had a cover of

wild vegetation on both sides.

2. Since the mining site was located at the dried river bed the ground was not firm, it was fine particles of loose and dry sand which caused the foot to immerse in it. It made walking slow and effort some straining the foot and knee.

3. On walking with ankle cut footwear it was observed that a lot of coarse and fine sand particles accumulated in the shoes causing piercing sensation at sole.

4. The mining area was observed to be quite humid and sand particles became air borne on occasion of any ongoing mining activity.

5. Volumetric measurement to assess the amount of excavated mineral was done manually using measuring tape and GPS tracking device. This required continuous bending causing stress at waist, hip and knee level. Daily wear garments restricted the movement of body and it was also observed that surveying officer wore very loose fitting half sleeve shit to be at ease while

Sand Mining & Stocking Site, Gandhinagar6. Interaction with field officers also revealed an aspect of surveying such

a mining site where they need to enter bushes of wild vegetation to get to the exact spot of allocated site demarcation, this caused bruises on body, tearing of garment or at times even punctured shoe sole due to presence of thorns.

7. At the stock storage site activities involved volumetric measurement of piles of sand segregated as per their size. This required the surveyor to go around the pile and climb up as well to measure the height. Climbing the pile required substantial effort and a lot of stress on knee level. It was observed that the officer had to adjust his trouser time and again to walk on the pile of sand mineral.

8. The mining as well as stock storage was very hot and the heat and harsh daylight was observed to be radiating back from sand piles.

9. Activities involving paper work for stock verification was not observed to be straining as the lease contractor had a setup of workstation in a closed thatched roof room.

10. One of the surveying officers demonstrated the process of impounding a JCB excavator in case of raiding an illegal mining activity. Climbing up the vehicle strained the elbow, hip and knee region and obstructed by close fitted garments.

Exploration Site, MangrolObservations from exploration site:1. Approach to the exploration site was very narrow and had a cover of

wild vegetation on both sides.

2. The site was situated close to coastal region due to which the weather was very humid and mildly warm. This caused substantial perspiration.

3. Primary activities of the officers here was to survey and demarcate the land for systematic exploration, closely checking and approving the procured mineral sample from drilling to be packed and sent to mineral lab for testing.

4. These work involved activity of extensive walking and squatting.

5. Since the exploration sites are usually around farming land, it is tilled and very uneven affecting the foot hold, a regular footwear was observed to be very straining.

6. Closely observing the drilled mineral sample required sitting in squat which strained the body and any close fitted garment was observed to restrict and further strain the body.

7. Since exploration and sample procurement has no surety of getting the right sample in one go, thus the process is not time bound leaving the officers exposed to environmental elements for uncertain time.

Optimization of Human Body in Environmental Temperature:OSHA in its technical manual on heat stress (relevant to mining officials) discusses operations in high heat environment and the energy spent while working in certain temperature. Observations and discussion with field officers yield certain data which have been used to relate the average work load of an officer to optimum temperature of performance.

Average energy spent by an officer in field as per calculations and standards from OSHA:Walking along - 2.0 kcal/minAdd for basal metabolism - 1.0 kcal/minTotal: - 3.0 kcal/min = 180 kcal/hr.

Ergonomic StudyFrom the findings of observing field officers work in various mining sites it was inferred that the overall motion of body parts can be classified under two of the defined motions under ergonomic study i.e. Flexion and Extension. These motions are defined to be in the range of sagittal plane involving either anterior or posterior movements of body or limbs. The observations also cited the extremity of these motions involved in the regular working of officers. Although repeated work cycles involving such motion is not advocated but requirement of comfortable and accommodating work wear becomes of prime importance which does not restrict the necessary motion, thus reducing further strain to body parts [6].

As observed during field visit, while performing their duties on field the officers face varied adverse conditions this leaves them prone to an array of health hazards both physical as well as possibilities of acute and chronic diseases. Some of the probable risks are listed below.

It can be seen that the nature of work performed by officers come under the category of light work load but the duration and span of work is more than that stated by OSHA. Also the exposure to temperature goes upto 48C which is substantially higher than stated temperature for optimum body performance.Such long term exposure to radiant heat has certain side effects on human body such as:

Excessive perspiration in turn causes microbial growth on body thus causing body odor. This only increases by the day.Therefore it is of prime importance that the fabric opted for uniform should have properties like:

Findings from study of Gujarat Police Uniform:According to the project brief provided by CGM, uniforms of law enforcement agencies of Gujarat, specially the Gujarat police had to be benchmarked for designing the new uniform for CGM officers. So a study was conducted to understand the uniform of Gujarat police from various perspectives like: a. Design of the uniform b. Most commonly used fabric material and color c. Construction & fit of the uniform d. Distinction of state / district police e. Elements establishing hierarchy of rank f. Pros and cons of existing uniform with respect to utility

3. Design & Construction

The overall construction, fit or silhouette of uniform was observed largely to be same. Fit was observed to change with body shape and according to the wearer’s comfort.

4. Insignias

Insignias were standardized and same across, varying systematically according to the ranks and cadre.

5. Accessories

Accessories were observed to have some uniformity in terms of make but the color varied.

6. Utility

Most of the police personnel, when questioned on utility of the uniform responded positively about the pride and sense of authority with it. Some of the respondents cited that accessories like belt and peak cap have are not very comfortable to use for everyone. Since the uniform was custom made by everyone it seemed to fit well to the respective personnel.

The study conducted to understand police uniform as a benchmark brought forward certain points:

1. Fabric

Uniform are made from fabrics varying in construction like twill, drill, plain weave etc. The material used are mostly a blend of cotton and polyester but some officers prefer a blend of wool or polyester viscose. Since the procurement of fabric is done individually no standardization was observed in terms of material or construction. Other specifications defining the quality of fabric were not being considered, purchase and utility of fabric was based on visual appeal of shade and hand feel depending completely on individual choice.

2. Color

The color of uniform is Khaki but the shade varies in a huge range as there is no central procurement. Variation in shade could be observed even within a police station. One of the reasons cited for this occurrence was individual procurement of fabric at officer level, usually from retail shops.

Post the presentation of design concepts on 17th May 2017 to respected commissioner and a team of officers from CGM design direction was finalized with few considerations. This direction formed the basis for final design conceptualization and development. The discussion of meeting is as mentioned below:The selected design (No.2) for uniform is preferred with some modifications:Recommendations received:• Integrated knee pads are not preferable so they should be omitted.• The box pocket below knee level of the trouser is to be omitted.• Standard shirt collar is preferable for shirt.• Selected pocket design will be with inverted box pleat; expanding type

and double peak flap as shown in sketch and sample.• Black color was finalized for belt and lanyard. A better quality buckle

as well as material for the belt is preferred than the one shown.• Reference for hat design has to be from the uniform of Karnataka

police.• The Field work footwear, as worn by the military and shown in meeting

is acceptable, however another pair of shoes made of leather, with shoe laces, black in colour for a more formal look for office wear needs to be identified from different manufacturers/ stores and recommended.

• For winter and rain wear, the preferable design one similar to wind-cheater but multipurpose for rain wear as well as a jacket for winter without hood is recommended.

• It was observed that an option for a single jacket sufficing for both rain and winter may be also considered, if feasible would be good to be considered as part of uniform. This winter and rainwear jacket will need to have provision for epaulette for insignia.

• Acronym for Insignia defining the Department has to be given by CGM office.

CLIENT FEEDBACK ON PROPOSED DESIGN CONCEPTS• Commendation disc, recognition for exceptional work by CGM officers

has to be designed in line of the one given by the central Police organization like BSF, CRPF etc.

• To have high visibility of garment during night time, 2” fabric cross reflective tape readily available is recommended.

• Uniform combination with white shirt and khaki trousers, as an additional option for No. 2 was considered to be used for officers and staff in CGM Lab, but the design would be same as that for No. 2

• Fabric to be used for the uniform would be the one recently developed by Arvind Mills and presented during the CGM presentation provided that the shade of khaki is available in solid color as identified by Respected Commissioner, CGM from one of the colour options shown.

After the feedback was received from client the necessary changes were made to the design concept and the design for uniforms of officers of all categories finalized. Further to conceptualization of design the specifications of each element of the design was defined. To finalize the silhouette and fittings of the uniform, two male officers and two female officers were selected and a customized muslin fit was developed as per their size and tried on by them. Based on observation and their feedback the silhouette was finalized. The developed uniform designs have been elaborated further with their specifications.

ConclusionWorking on this project with CGM has been both challenging and a good learning experience. Through field work and secondary research we have found that the tasks performed by the mining officers are in extreme conditions. We realized that such conditions require extreme caution and discipline to enable optimum performance.

While other developed countries prioritize the well being of their officers in field and off field with necessary uniform/ work wear, CGM is the first such government organization that has actually considered and worked towards implementation of necessary uniform/ work wear, not only for their identification but also bearing in mind the safety, health and wellbeing of their officers. This credit goes to Shri. Roopwant Singh, IAS, Commissioner Geology and Mining, without whose vision and knowledge of the tasks and needs of his organization’s officers the results of this project would not have been possible.

The uniform while projecting the identification of the individual with the organization plays a key factor in the function as well as safety of the officer. The uniform must be viewed beyond being just a garment and must be always accompanied with proposed insignias, accessories and safety gears during work. This would give a distinguished identity to the officers and perform as a precautionary measure against the possible health hazards involved in the harsh working conditions.

The pace at which technology, the way we work, changing societal needs, etc., requires an organization to be kept updated with the changing needs of our country in a globalized world. It is highly recommended that periodical yet regular and systematic reviews are taken-on of the function of these uniforms, from the feedback given by officers after its use over a period of time. Such feedback and changes must be systematically incorporated to update/improve the design of the uniform.
