On Friday, a 19-year-old wandering Pokémon hunter in Wyoming discovered a dead body floating in the Big Wind River while on a quest.

Mike Russell, Executive Director of Loving All Animals and Catherine Eklund-Mares, Board of Directors of Pegasus Therapeutic Riding, welcomed guests— many accompanied by their pets—who were seated at beautifully decorated tables. The afternoon began with Dan McGrath and Haley Clawson, Chief Meteorologist, KESQ News Channel 3, presenting the POP Awards. The ‘Small Canine” award was presented to DeAnn Lubell-Ames; the Large Canine was presented to Dale Gribow’s Bella. The Feline Category winner was Tracy Dietlin’s Buttercup and the Equine Winner, Melinda Busto’s Zippin in a Flash. The awards were followed by Bianca Rae, speaking about Animal

Charities and Adoptions. Jack, Ms Rae’s perfectly behaved dog, was seated nearby watching intently! The Circle of Life Award presentation was awarded to the Palm Springs Animal Shelter by The Honorable Robert Moon, Mayor of Palm Springs and followed by vocalist Kaitland Farley with a “Patsy Cline” and “Judy Garland Farewell.” The Underwriters and Donors were Harold Matzner, The Auen Foundation, Gary Hall, Wells Fargo Private Bank, Joe Giarusso and Charlie Paglia, Cindy Gosselin, Peggy Cravens, Lindi Biggi , Chase Burke and Pamela Moffitt Green. the temperature soared to 110 degrees, Lindi Biggi, President and Founder of Loving All Animals, welcomed guests at an Open House starting at 11 am and greeted

even more guests later that afternoon, coinciding with her 75th birthday. Lindi and her staff offered tours of the luxurious spa with over 30 different amenities and

services for pets and their owners, revealing a state-of-the-art fitness facility, an indoor dog park with day care, grooming and training areas, a serene salt cave, squash court and Loving All Animals Play Groups.

As guests enter the spa, a chic boutique on the right display’s custom made soaps and lotion, artfully arranged in a fashionable bathtub, women’s fashions made in Italy, and comfortable canine car seats. A theatrical staircase takes guests to the second floor where visitors could view the pet play area. Trump or Bernie Sanders, or any other candidate who sought the presidency. This campaign is about the needs of the American people and addressing the very serious crises that we face. And there is no doubt in my mind that, as we head into November, Hillary Clinton is far and away the best candidate to do that,” he said.

Sanders speech was met with both cheers and boos from the crowd.

In his speech, Sanders focused on “the needs of the American people and addressing the very serious crises that we face,” including raising the minimum wage,

nominating Supreme Court justices, improving access to health care and mental health treatment, reducing income inequality, making college more affordable and accessible, and ending bigotry. For each issue, he compared Clinton to presumptive Republican nominee Donald Trump, saying that Clinton was the obvious choice to continue the policies he and his supporters prefer.

Clinton began her remarks by saying the campaign will be now better because “we’re on the same side, We are better together!” The latter is the slogan what written on the stage.

Like Sanders, Clinton delved into the central planks of the

Democratic Party platform, but she also proposed two new steps to help law enforcement get the help they need but also “end the tragedy” of African-Americans being killed in officer-involved shootings. She called for national guidelines on the use of force by officers and provide better training on implicit bias.

Sanders has been under intense pressure to bow out of the Democratic race for president, but he has bided his time and forced both the party platform and Clinton herself to move to the left on issues important to the Vermont senator.

The Democratic platform, unveiled July 1, shows substantial influence from Sanders. “Millionaires and billionaires” are targeted in a call to implement a “multimillionaire surtax”

and the phrase “starvation wage” appears in the party’s condemnation of the current minimum wage, saying it “must be increased to a living wage.”

The platform does not, however, oppose the Trans-Pacific Partnership, which Sanders lamented on Twitter. Additionally, there is no mention of hydraulic fracturing, or fracking, another issue close to Sanders’ campaign and supporters.

Last Wednesday, Clinton also moved left, adopting a major plank of Sanders’ campaign by proposing a plan to eliminate college tuition at public universities for families earning under $125,000 a year. Free college was a central issue for Sanders.

Sanders praised Clinton for moving closer to his

platform, saying that such a plan would have a “profound” impact on the US.

Clinton has also announced a proposal to expand access to health care, another issue important to Sanders.

The two campaigns had been working together over the past month to bring the candidates closer together on issues and make the endorsement happen.

“The most progressive platform in Democratic Party history adopted over the weekend by the Platform Committee is one result,” Michael Briggs, Sanders’ spokesman, told USA Today. “The millions of supporters of Senator Sanders deserve credit and should be proud that their energy and enthusiasm has yielded these solid results.”

Department’s fiduciary rule may be 1,023 pages long, but it stops

short of defining what acting in clients’ “best interest” actually means, according to Texas Tech University.

The highly prescriptive rule requires advisors to act in investors’ “best interest “ when providing investment advice, as opposed to the less strict suitability standard. For many registered investment advisers, this was thought to come naturally as, unlike brokers, they’re already held to a fiduciary standard under

the watch of the Securities and Exchange Commission when it comes to any investment recommendation. However, the new rules impose more detailed analysis and for advisors and ask clients to sign “in writing” statements of understanding for every investment transaction. The new rule puts the advisor at risk of being sued, possibly penalized and even fired and will make it easier for clients to sue them. Many advisors are asking themselves if they want to take the risk of staying in their profession.

There are certainly pros and cons that are argued. To you, the investor, it would mean that your investment advisor bears greater responsibility in helping you invest your money. This more stringent definition under the Fiduciary Rule, over using the suitability standard, will require your advisor to clearly define everything in your risk profile,… your assets and liabilities, your health and your lifestyle, all other insurance and investments you own. Otherwise, how could that advisor avoid a possibility of penalties?

But how many times

has this happened when you invested in your retirement plan at work? Currently, an advisor presenting a 401K plan to company employees, request you to fill out a suitability form and then recommends what sector of funds which fit the best, according to your risk profile. Notwithstanding, it is to your best interests in having a clear understanding of investment products and how they work. However, in the environment of their employer, employees are more protective of the Personal information and may feel uncomfortable disclosing ALL. This leaves the advisor at greater risk. This individual analysis requires a lot to time, making it nearly impossible for an advisor to make any profit for his work…a reason to get out of the game for advisors!

An advisor, for example, could face the following scenario. The employee’s family sues the advisor for failing to advise their deceased love one, that his variable annuity included a Death Benefit. The employee cancels the plan and has no other life insurance protection and later dies un-expectantly.

The family sues because the advisor failed to advise his client that he would be losing an important protection.

The advisor must also disclose any conflicts of interests and all fees and expenses within your investment. The Institute for the Fiduciary Standard requires advisors to disclose compensation for each client transaction. This stringent rule requires much work and force good advisors to leave , which could cause limited access to good advisors and investment companies, who will stay in the game.

This rule also employs the risk of more Wall Street and Government control. On the other side of the spectrum, this bill creates a negative aspect for investors, and some experts feel that “Best Interest” is a made up term to paint a broad brush of regulatory and litigation expansion in the investment advice business, to grow bureaucratic influence and government control with tax and fines, and will hinder growth and kill jobs in the investment advice sectors. These regulations help the mega bank brokerage

firms and will kill off small to midsize broker dealers, diminishing investor choice and free market competition.

Over the years, I have experienced people lose their fortunes by bad financial advice of others. I have met advisors who work for major investment companies, who only trained their advisor with what they wanted them to know. I have met advisors who could not explain their own products. All this detailed disclosure is a concern to advisors due to their increased exposure. It may help investors, if you can find a knowledgeable advisor to provide their expertise’s at a reasonable fee, …and you feel that you can still trust in Wall Street to do the right thing.

DOL Passes New Legislation that can help or hurt the Investor

I’ve lived in my condo 3 years. Since I’ve been here the association dues have skyrocketed. The management claims assessments are owed. Is there some law that can perhaps put a cap on the amount or the time frame when dues can go up? Any information you can give would greatly be appreciated. C.T., Compton

Dear C.T.:Assessments can be

increased by the board by up to 20% each year without a vote of the members. Some governing documents have requirements with a lower amount of increase, but Civil Code Section 5605(b) overrides any more strict requirements. Associations should make sure assessments track the association’s actual expenses. Boards that artificially “hold the line” on assessments usually are deferring maintenance, not depositing money into the reserves, and hiring the cheapest not the best for their neighbors. Some associations that had unrealistic previous budgets find they need major increases of up to 20% to try to catch up to their actual expenses.

amended bylaws and CC&Rs which we have to vote on. A section that concerns us is that if the association does not have a manager, the board can have a partial or complete waiver of assessments. The board states that the documents were approved by an attorney they hired.

Dear D.W.:First, only the very

smallest associations can realistically avoid professional management. The work load is too much, current events on vendor resources change, and the laws change so frequently, that associations without a good manager may be in trouble without even knowing it (yet).

Giving directors a break on their assessments, even a partial break, is compensation. If a director receives compensation, they are no longer a volunteer under the Business Judgement Rule or under the directors and officers insurance and the immunity under Civil Code 5800 that accompanies it.

Paying a director, even if only a small amount, is a bad idea for both director and association.

There were unpaid dues and fines on the account. The HOA had liens on the home, but they were wiped out by the foreclosure. The HOA is now pursuing them after the fact for payment of everything, dues, fines, late charges, interest (at close to 12% per year), legal fees, lien fees, you name it.

Can they collect after the fact? Are fines treated the same as dues? Can they charge 12% interest? Is there any limit to the legal fees? T.D., Temescal Valley

Dear T.D.:So long as the association

did not take ownership of the home by a non-judicial foreclosure, the association can still pursue the debt. A lender foreclosure erases the association’s lien, but the association can still pursue the now-former homeowner for “damages” in court, meaning

the arrearage. This is one of the advantages of judicial foreclosure, which preserves more HOA options. Fines are not enforced the same as assessments, because the HOA cannot use non-judicial foreclosure to enforce fines, per Civil Code 5725(b). Interest at 12% can be charged on the balance as well as “reasonable” attorney fees, per Civil Code 5650(a)(3).

Assessments – Must They Pay THAT?

Trump’s plan to shut down the VA health care system and hand veterans a voucher to use only for-profit health care is an outrageous betrayal of our nation’s promise to care for the men and women who have borne the battle, the head of the union representing more than 230,000 employees in the Department of Veterans Affairs said today.

“Donald Trump wants to throw veterans to the wolves,” American Federation of Government Employees National President J. David Cox Sr. said. “Private health care for veterans would be an expensive disaster, and no one should be fooled into believing otherwise.

“The VA system provides the best possible health care to veterans at the lowest possible cost. Veterans know this and that’s why they overwhelmingly want to keep the VA health care they have,” Cox said. “Trump’s claims that privatization would improve care and cut costs are dead wrong. He is writing a blank check to huge hospital corporations to profit off the suffering of veterans.”

All independent assessments agree that the VA’s health care is best for veterans on both cost and quality. Veterans themselves overwhelmingly want their health care to come from the federal government, not private hospitals. Every single Veterans Service Organization outside the Koch Brothers-backed sham group is opposed to privatizing the VA.

“Donald Trump needs to learn that VA health care is a serious issue, not something he can embrace one day and dismantle the next. Just last fall he opposed VA privatization; today he supports it on a whim. One has to wonder if he has any idea of the consequences of depriving veterans of the integrated care system on which they rely or any idea of the enormity of the loss to the nation’s health care education system that closing the VA would entail. The irresponsibility of supporting the dismantling of the VA system is staggering,” Cox said.

Cox, who cared for veterans as a VA psychiatric nurse for 20 years, says the VA is working hard to resolve the staffing shortages and

wait times that emerged in 2014, hiring 14,000 health care workers and overhauling its patient scheduling system. In the past two years, 97 percent of appointments in the VA were completed within 30 days, with an average wait time of 6.5 days to see a primary care doctor – compared to 19.5 days on average for non-VA patients in the private sector.

“We need to continue investing in the VA, not sell it off for parts,” Cox said. “Veterans who fought to

defend our freedoms overseas shouldn’t have to come home and fight with for-profit health care corporations for the care they earned.”

If Trump were serious about caring for veterans, he would invest in the only health care system that is tailored to veterans, that is better than all others, and is working every day to become even stronger, Cox said.

“The VA is not just a health care system, but a community that unites veterans

across all wars, ages, and backgrounds. This community heals veterans in ways no private hospital can,” he said. “Health care corporations need to look elsewhere for customers. They should not profit off the wounds of war.”

The American Federation of Government Employees (AFGE) is the largest federal employee union, representing 670,000 workers in the federal government and the government of the District of Columbia.

Dallas sniper shootings put spotlight on open-carry gun laws

Sponsors of a measure that would allow judges to take guns away from people deemed a risk to themselves or others have turned in more than 330,000 signatures one day before the deadline in Washington state.

Initiative 1491 would create “Extreme Risk Protection Orders,” allowing family members to petition a court and ask a judge to temporarily suspend a person’s access to firearms. Renee Hopkins, executive director of the Alliance for Gun Responsibility, which sponsored the initiative, said family members can play a crucial role in preventing gun violence.

“We know that there are family members that see signs of crisis or violent

behavior in their loved ones,” she said, “And again, this would give those individuals the ability to petition a court and prevent a crisis from turning into a tragedy.”

Backers are waiting for signature validation from the Secretary of State and likely will find out in the next few weeks if the measure qualifies for the November ballot. Opponents have argued that the risk orders would not provide sufficient due process to gun owners, but Hopkins said the measure is based on other risk orders already in place.

In 2014, Washington state lawmakers passed a bill that allows judges to order domestic-violence offenders deemed a threat to others to surrender their guns.

“They’ve been upheld and utilized by the court

system, so there really is an established approach to due process that is supported under Washington state law,” Hopkins said, “so, this

is just expanding on that.”Hopkins said the measure

also might help prevent suicides, which account for nearly 80 percent of all

firearms deaths in the state. She said two other states, California and Connecticut, recently have passed similar risk-order laws.

WA Gun-Control Measure Could Appear on Nov. Ballot

killings of Dallas police officers, the city’s police chief and mayor ridiculed law in Texas that allows unconcealed carrying of long guns in public without a permit. Only three states completely prohibit the open carry of firearms.

The July 7 sniper ambush directed at Dallas law enforcement officers occurred amid a public demonstration in downtown Dallas. The protest, a response to police shootings of black men, was also attended by 20 or 30 people wearing gas masks and military-style garb while openly carrying rifles and handguns, according to Dallas Police Chief David Brown.

When sniper fire began, these armed persons were immediately tagged as suspects amid the mass confusion and chaos, complicating police response, Dallas officials have said. Police also released on social media a photo of one demonstrator, Mark Hughes, who was openly carrying a firearm. Hughes was called a suspect by police. Hughes was detained, questioned, and eventually released, saying later that police erroneously claimed they had video linking him to the shooting.

But in Texas, it has long

been legal to openly carry a “long gun,” such as a rifle, in public. Concealed-carry of firearms was legalized in the 1990s, and now more than 850,000 Texans have permits to do so. As of January 1, 2016, concealed-carry permit holders can also openly carry their handguns in the state.

“Doesn’t make sense to us, but that’s their right in Texas,” Dallas Police Chief Brown told CNN on Sunday of the armed attendees of the rally. “For our officers, they were suspects. And I support that belief. Someone is shooting at you from a perched position, and people are running with AR-15s and camo gear and gas masks and bulletproof vests. They are suspects until we eliminate that.”

Brown said Monday in a news conference that police can’t “know who the good guy is and who the bad guy is when everybody starts shooting,” referring to the highly-subjective frame of ‘good versus bad’ that often marks gun law debate in the US.

Dallas Mayor Mike Rawlings told CBS News that the state’s open-carry law muddled police response “in the middle of a firefight.”

“You know, in dealing with the law of gun holding, you can carry a rifle legally,

and when you have gunfire going on, you usually go with the person that’s got a gun,” Rawlings said Sunday on Face the Nation. “And so our police grabbed some of those individuals, took them to police headquarters, and worked it out and figured out that they were not the shooters.”

He added: “I wasn’t there real time to kind of see it go on, but the common sense would tell you, you don’t know where the gunfire’s coming from. There were individuals that ran across the gunfire. They were in the body armor, camo gear with rifles slung over their shoulders, so it sure took our eye off the ball for a moment. We got them out of the way, we figured out what was happening, and we did our business.”

Dallas police major Max Geron told the Dallas Morning News that the armed demonstrators sowed confusion among police.

“There was also the challenge of sorting out witnesses from potential suspects,” Geron said. “Texas is an open carry state, and there were a number of armed demonstrators taking part. There was confusion on the radio about the description of the suspects and whether or not one or more was in custody.”

President Barack Obama also spoke about open-carry laws during remarks on the Dallas shootings.

“[Police] have a really difficult time in communities where they know guns are everywhere,” Obama said. “And as I said before, they have right to come home and now they have very little margin of error in terms of making decisions. So if you care about the safety of our police officers, then you can’t set aside the gun issue and pretend that that’s irrelevant.”

In 2015, when the Texas Legislature was considering the current open-carry law, the only point of opposition within most official Texas law enforcement groups was an amendment that prohibited an officer from requesting a person’s handgun license only because the person was openly carrying a gun. The largest police association in the state, the Combined Law Enforcement Associations of Texas, called the amendment “disturbing”; that search provision was eventually dropped from the bill as law enforcement opposition to it increased.

Beginning on August 1, students and faculty of public and private universities in Texas will be able to carry concealed handguns in campus buildings thanks to a recently-passed law by the state Legislature.

Other state lawsState laws on open-carry

of firearms vary throughout the United States. Only California, Florida, and Illinois, as well as the District of Columbia, have outright banned open-carry of all firearms in public. Two states, New York and South Carolina, allow open-carry of long guns only. Three states — Massachusetts, Minnesota, and New Jersey — allow open-carry of handguns. In the remaining 42 states, open-carry of all firearms is legal, with various restrictions and regulations that firearm owners must follow.

In 31 states, for example, open-carry of a handgun is legal without a license, but some states require that handgun to be unloaded. In 15 states, a license is required to openly carry a handgun.

There is no federal law that restricts open-carry of firearms in public, though some restrictions apply to federal government property.

Yet even a proper gun license is no guarantee of justice, opponents of permissive gun laws say. In Minnesota, Philando Castile was fatally shot by police on July 6, contributing to protests around the nation, including in Dallas. Castile’s girlfriend, Diamond Reynolds, who was in a car with Castile when a Falcon Heights police officer shot him, has said that Castile had a permit for a gun that Castile told the officer was in the car at the time of the deadly police encounter.

“He let the officer know that he had a firearm and he was reaching for his wallet and the officer just shot him,” Diamond Reynolds said as she filmed the police encounter.

“I told him not to reach for it,” the officer then says, to which Reynolds replies: “You told him to get his ID, sir.”

Reynolds has called on Minnesota Governor Mark Dayton to ensure that “if we are licensed to carry, then a police officer should not be able to gun a man down for no reason.”

The legislature in Florida, one of the only states with blanket open-carry prohibitions, considered a bill this year that would have legalized open-carry of firearms. Several police groups opposed the legislation, and the bill eventually failed.

Now, the Florida Supreme Court is currently considering a case that could usher in open-carry rights in the state. Last month, the state’s high court heard arguments that included a challenge to the state’s open-carry ban. The group Florida Carry said the state’s restrictions violate the Second Amendment of the US Constitution, while the state’s attorney general’s office is appealing to the Legislature’s power to restrict open-carry of firearms.

- About 150 farmworkers’ families and their advocates plan to rally tomorrow in front of the California state PEA office in Sacramento. The groups are concerned with the toxicity of pesticides applied near schools, and say they’ve been waiting for the Department of Pesticide Regulation to act after it held community meetings on several proposals last year.

Angel Garcia, a community organizer with El Quinto Sol de America in Tulare County, said kids should be protected from pesticides that are in both the restricted and non-restricted categories.

“The main ‘ask’ at the state level is to create a one-mile buffer zone around schools when children or families, or school-sponsored activity

is happening,” he said. He said current regulations

vary from county to county. Some have a quarter of a mile protection zone, but only for certain pesticides. Some have systems to notify schools and parents when spraying will occur, while others do not.

Valerie Gorospe, a community advocate with the Center on Race, Poverty and the Environment, said studies have linked pesticide spraying to serious illness, and it disproportionately affects Latino children.

“There are pesticides that cause cancer, that do neurological damage to developing bodies,” she said. “We’ve seen skin diseases; and asthma is definitely something that a lot of our children, especially in the San Joaquin Valley, deal

A major concern with Pokémon Go was the app’s access to a user’s full Google account when signing in through Google on an iPhone, a problem that has now been fixed. Users worried Pokémon Go developer Niantic Labs would have access to Google

account information like Gmail messages, Google Drive documents, and more through its full account access, but Niantic clarified asking for full access was a mistake and that nothing more than basic profile information had been utilized.

As of today’s update,

Pokémon Go will no longer request full access to Google accounts when a Google account is used as a sign-in option.

Niantic Labs is also introducing fixes to the log in process, which should cut down on the number of times that players have to log into the game, and there are fixes for the frequent crashes users have been experiencing. Many Pokémon Go players have noticed crashes when discovering pokémon and attempting to catch them, and today’s update may fix these problems.

dollar a pack: that’s the call from a coalition of health groups who want Pennsylvania to raise the tax on cigarettes. The American Cancer Society, American Lung Association and the American Heart Association have issued the call to state legislators. The groups say tobacco causes

22,000 preventable deaths in the Commonwealth every year.

Diane Phillips, government relations director with the Cancer Society’s Cancer Action Network, said the biggest impact of a tax increase would be on those who haven’t started smoking yet.

“As the price of tobacco increases, use goes down, especially among kids because

they’re price-sensitive,” she said. “So, we essentially see it as a deterrent to kids to begin using tobacco products.”

The coalition estimates that a one-dollar tax increase on cigarettes would save more than 32,000 lives and save more than $2 billion in long-term health-care costs.

With the state budget in place, legislators still have

to decide whether, and how, to raise new state revenue. According to Phillips, a poll of registered voters found that a bipartisan majority of 72 percent favors raising the tax on tobacco.

“Even a third of smokers supported that,” she added. “So, this is actually a popular way to be able to address the budget, and also to address an important health issue.”

The cigarette tax would generate more than $273 million in new revenue for the state.

Phillips said some state lawmakers have proposed both a dollar-per-pack tax increase on cigarettes, and taxing other tobacco products, including e-cigarettes, at 40 percent of their wholesale price.

“The governor has also laid out a similar proposal, and we’re hoping that everything lines up for that proposal to pass,” she said.

new study offers a simple solution for getting kids to drink more water in schools or child-care settings: Make it more convenient.

Researchers from the University of California at San Francisco did an intervention study in 12 middle schools, giving some schools cold-water pitchers and some a cold-water dispenser. Those came with cups, signage and announcements. The rest

just had their normal drinking fountains. The findings? About 20 percent more kids drank water in schools that served it cold, with cups.

Dr. Anisha Patel, an assistant professor in the division of general pediatrics at UCSF’s Benioff Children’s Hospital, said it’s an important finding, since most children don’t drink enough H20.

“Hydration status is associated with how students perform in school, their cognitive functioning,” she

said. “It has no calories, no added sugar; it’s healthy.”

Water also helps fight obesity and cavities. A study done five years ago showed very few schools offer free water apart from their drinking fountains.

Patel said a recent federal law requires all school cafeterias to offer water free of charge. She said she hopes this study helps districts help their students make a healthier choice.

“This wasn’t a very

expensive intervention. It cost, over time, about 4 cents per student, per day,” she said. “So that was an important finding from our study, because we know that a lot of schools are really struggling and don’t have funding to implement new programs.”

Patel said many schools in California now are opting to install “filling stations” for reusable water bottles.

one of the most frightening, yet least understood ailments we face as human beings.

The loss of memory – forgetting family, friends and the most important events of our lives – is painful, tragic and heartbreaking for anyone who is close to the person suffering from the disease.

But Alzheimer’s doesn’t just arrive one day, full blown. It begins its insidious work long before the patient has a hint of what’s happening.

“Research suggests Alzheimer’s disease starts in your brain decades before you experience any symptoms,” says Daniel Amen, M.D., a clinical neuroscientist and brain-imaging expert who also is the founder of Amen Clinics (www.amenclinics.com), which treat patients at six locations around the country.

He says the good news is you can find out what’s happening in your brain and, while there is no known cure for Alzheimer’s, there are things you can do to better care for your brain.

Amen, author of the New York Times bestseller “Change Your Brain, Change Your Life,” uses SPECT scans to examine his patients’ brains. SPECT stands for single-photon emission computed tomography. Amen says the brain-imaging device can show the abnormal patterns of Alzheimer’s and other types of dementia in their early stages and also can help distinguish multiple forms of dementia.

“That’s critical information,” Amen says, “because the varying types of dementia often have similar looking symptoms – at least in the early stages – but each type has its own ‘signature’ blood flow pattern in the brain that’s revealed with SPECT imaging.

“Identifying the type of dementia a person has is important because the treatment that works best for one type may not be effective for another type.”

But Amen also says there are steps that anyone can take to keep their brains healthy long before Alzheimer’s becomes a concern. Those include:

• Maintaining a proper

diet. People who focus on healthy eating often are worried about their waistline, but the brain also benefits from or is harmed by what’s on the menu. Too many Americans sustain themselves on a diet filled with sugar and processed foods, which are associated with dementia and depression, Amen says. For a healthier mind, he says, there are “super foods” that nourish the brain such as various fruits, vegetables, fish and nuts.

• Avoiding too much alcohol and tobacco. Heavy alcohol and tobacco use lowers blood flow to the brain and reduces the ability to think over time.

• Exercising the brain. Activities such as dancing, tennis or table tennis (which Amen calls the world’s best brain sport) boost your coordination. Mindful exercises like yoga and Tai Chi reduce anxiety, depression and increase focus.

“In spite of the natural process of aging, you actually have a choice in how fast your brain ages,” Amen says. “What you choose to do – in

other words, your behavior and habits – can speed up or slow down the rate at which your brain declines with age.”

are a lot of first wedding anniversaries being celebrated in the next few weeks by couples who raced to the altar after the U.S. Supreme Court legalized same-sex marriage across the nation.

Sunday marked the one-year anniversary of that decision.

Evan Wolfson, former president of the advocacy group Freedom to Marry, says many of those couples thought they’d never be able to make their union legal, but since the court’s decision, more than a million people have gotten married.

He says most Americans embrace them.

“Public opinion polls that

we’ve seen, including Gallup a few weeks ago, show that the public continues to support the freedom to marry, and for the first time ever we had the majority of support for people over 65,” he points out.

Wolfson says winning the right to marriage is just the tip of the iceberg. He says work still needs to be done to secure equality

for everyone, and to make sure no one is discriminated against whether it’s at the workplace, in housing, in a restaurant or in a bathroom.

Wolfson says the hard work that secured the freedom to marry needs to continue.

“Let it be the gift that keeps on giving,” he urges. “The power of the marriage vocabulary are really powerful ways of changing hearts and minds, and we need to keep

doing that, and then harnessing that empathy, that growing support to the remaining legal work that’s still ahead.”

Wolfson says the focus now needs to be on anti-discrimination laws.

“We need to have a federal civil rights law,” he stresses. “There is no federal civil rights law yet that expressly prohibits discrimination on sexual orientation or gender-identity grounds, and we need to see those laws as building blocks, or as gains in their own right at every level.”

State lawmakers recently provided some relief to students eligible for Monetary Award Program, or MAP, grants, but other students are still uncertain about their college-funding plans.

Stopgap funding recently signed into law covered funding for all 2015-2016 MAP claims, which Lynne Baker, managing director of communications for the Illinois Student Assistance Commission, says is a huge relief for many students.

But no funding is in place for the school year that starts this fall.

Baker explains MAP grants help students facing financial obstacles who are doing their best to get to college.

“We have students who are really trying to make it, and MAP is one of the programs that really can help them get over the hump, so that they can actually enroll and get through their program,” she explains.

A survey prior to the latest stopgap funding found more than 18,000 students could delay their degrees or not

finish college if MAP grants aren’t approved for the fall.

Baker notes several lawmakers have expressed interest in providing the support for next school year, but adds that wouldn’t come until mid-November, after the General Assembly is back in session.

Baker points out tuition assistance helps keep students from leaving the state, which in turn helps create a solid workforce for the future.

“If we want to continue to make Illinois a strong economic state that attracts businesses and keeps businesses, we need a workforce that can do that, and higher education is the way to get that workforce,” she stresses.

Baker adds about 57 percent of MAP recipients in Illinois are first-generation college students, 62 percent are women and 56 percent African American.

MAP recipients also graduate at nearly the same rate as non-MAP recipients at the same colleges.

a common conversation: One person says, “Black lives matter,” and another responds, “No, all lives matter.”

But one Florida activist says that’s missing the point.

Char Singleton, an organizer with the community group Tampa for Justice, says many people misinterpret the phrase to mean “black lives matter more than all other lives,” but she says it’s simply pointing out that black lives have been historically undervalued in the U.S.

“The violence, the poverty, the jail system, the criminal justice system show us that black folks do not have the same level of humanity or citizenship that other folks enjoy

in this country,” she maintains.On Monday, the Republican

Party issued a statement as part of its draft platform saying “all lives matter,” which many took as criticism of the effort to eradicate racism in police interactions with minorities.

Singleton says it’s important to realize that the Black Lives Matter call for justice is not a call for violence.

She adds that this is not a problem any one group can solve on its own, which is why the conversation needs to be inclusive.

“To be able to create a space for us to talk about our own justice and our own equality, and how we work together to get that justice and equality with our allies, and that’s why we make sure

to center black lives in this conversation,” she states.

Last night, several groups

held a Black Lives Matter rally and march through downtown Tampa that passed in front of

the police department. Many other Florida cities held similar events over the weekend.

– Millions of Californians receive medical care each year from community health centers, and even more could

be served in the future. Presumptive Democratic

presidential nominee Hillary Clinton has announced plans to significantly expand funding for health centers, a proposal

crafted with the aid of Sen. Bernie Sanders of Vermont.

Dan Hawkins, senior vice president for research and policy with the National Association of Community

Health Centers (NACHC), explains that health centers have a history of bipartisan support, initially launched by President Lyndon Johnson in 1965.

“President George W. Bush made doubling the reach of health centers a priority during his term in office and he doubled the size of the program and the number of people they serve, as did U.S. Sen. John McCain and President Barack Obama during their run in 2008,” he points out.

Community health centers serve 25 million Americans each year, and the proposal could more than double that number by 2027.

In 2014, health centers in California provided services for more than 3.7 million patients, and 75 percent were at or below

the federal poverty level.Hawkins says because

of their focus on prevention, health centers save the U.S. health care system more than $24 billion annually in reduced preventable hospitalizations and emergency room use. And he notes centers also are community problem solvers.

“They also reach beyond the walls of their exam rooms to address the factors that may cause poor health, lack of nutrition, poor mental health, homelessness or drug abuse,” he stresses. “In fact, health centers are now part of the effort to address the nationwide opioid epidemic and the Zika virus.”

Clinton’s proposal calls for $40 billion for community health centers over the next decade, nearly double current funding levels.

the healing process today following the shooting deaths of five police officers by a lone sniper during a Black Lives Matter protest last week.

President Barack Obama, former President George W. Bush and Vice President Joe Biden are among the planned speakers at an interfaith memorial service.

While organizers of last week’s Dallas protest say they deeply mourn the loss of the officers’ lives, they want to be sure the focus does not move away from the deaths of black men at the hands of police.

Danna Miller Pyke, a longtime activist with Mothers Against Police Brutality, says despite reports to the contrary, major problems do exist in Dallas between the

police and people of color.“Our complaint is that

Dallas has a tendency to make nice and pretend like there’s not a problem with police brutality,” she states. “However, when you look at the numbers, there really is a problem and there are several things that we have a specific issue with.”

The Dallas Police Department points to statistics showing that since 2012, the number of officer-involved shootings is down, along with the number of excessive-force complaints.

But Pyke says Dallas remains a very segregated city, with few economic opportunities in poor neighborhoods, where she says fatal encounters between blacks and police still occur too often.

Pyke stresses groups such as hers work with and have good relations with Dallas police. But she says problems within the culture of local law enforcement officials, including police, prosecutors and elected officials, keep

minorities at a disadvantage.“We have some good

cops,” she states. “However, we have a system that is so systemically stacked against people of color that even the good cops become a part of that system.”

Pyke says groups in Dallas such as Black Lives Matter, Mothers Against Police Brutality and others plan to continue peaceful protests and will take other actions to halt police violence and misconduct.

Bathrooms and Beyond: New MA Transgender LawBy Desert Star Staff

BOSTON - It was dubbed the “bathroom bill,” but a measure signed into law by Governor Charlie Baker on Friday bans discrimination against transgender people in all public accommodations in the Commonwealth. Senator Sonia Chang-Diaz said in light of the anti-LGBTQ laws being enacted in other states, she believes it was important for the Commonwealth to take action. The new law, which takes effect October 1st, allows transgender people to use restrooms and locker rooms based on their gender identity. But Chang-Diaz said it affects all forms of public accommodations.

“Public transportation, the

shopping mall, the hairdresser, the grocery store, restaurants, nursing homes, museums,” she said. “These places are really the places where our daily lives play out, and therefore are really fundamental to everyday lives of transgender Bay Staters and their loved ones.”

The Massachusetts Family Institute opposes the measure, calling it vague and saying it opens the door for predators to enter public restrooms and locker rooms. Back in 2010, Governor Baker also opposed the idea, but said he changed his mind after, in his words, “a lot of dialog” with people on all sides of the issue.

Milford Representative John Fernandes said one key to passing the measure was

a compromise that calls on the Attorney General’s office to be involved in crafting legal definitions under the law.

“What businesses want is to know and understand the rules of the game, and to know that they and their competitors are playing by the same rules,” he said. “And there was an uncertainty on what the definition of ‘transgender’ meant.”

The Massachusetts Commission Against Discrimination and Attorney General’s office have until September 1st to report their recommendations, regulations or guidance on putting the new law into practice.

week where news of police shootings of black men in Louisiana and Minnesota has filled the airwaves, California is taking concrete steps to fight racial profiling - with the first meeting of the new Racial and Identity Profiling Advisory Board today in Los Angeles.

The board was established by state Attorney General Kamala Harris, through legislation passed last fall. The same bill also requires officers to record the perceived racial and identity profiles of every person they stop by 2018.

Daniel Suvor, chief of policy for Harris, said the board will decide how to make the best use of that data.

“Infusing data and metrics into this conversation will bring about accountability and transparency,” he said,

“because we know how bias is destructive to trust, and debilitating for a lot of communities of color.”

Suvor said the goal is to come up with training programs that can restore the relationship of trust between law-enforcement agencies and the communities they serve.

Daniel Silard, who serves on the new board, is president of the Rosenberg Foundation, a nonprofit group that focuses on civil rights and criminal justice. He said he is hopeful about the board’s potential to make improvements.

“The diversity of folks represents a pretty powerful cross-section of law enforcement, and academics and clergy, and civil rights leaders and community leaders, who would be advocating for sufficient resources behind this effort,” he said.

The board is tasked with drafting regulations on how the traffic stop data will be reported, and will produce an annual report

on California’s progress in eliminating racial profiling.

The meeting is open to the public and is to begin at 10 a.m. today at

the Ronald Reagan State Building, 300 S. Spring St., in Los Angeles. It will be livestreamed at oag.ca.gov.

right gasoline could keep your engine cleaner and your car running longer, according to a new study from the American Automobile Association.

AAA says it commissioned an independent lab to study the difference between gasoline designated Top Tier and other non-Top Tier brands, to figure out why so many automakers were praising the Top Tier fuel.

John Milbrath, vice president of automotive services at AAA Washington, says the results were not what AAA was expecting.

“Non-Top Tier gasoline caused 19 times more engine deposits than Top Tier brands,

which really was a surprising result, I think, to AAA,” he states. “We expected there to be some difference, but were surprised by the magnitude of the difference.”

Milbrath says Top Tier brands contain more detergent additives, which means a cleaner engine and reduced emissions.

However, these brands typically cost about 3 cents a gallon more.

According to this study, 75 percent of drivers choose their fuel based on price or location. Only 12 percent choose gasoline based on enhanced additives.

But paying the extra few pennies per gallon

could lead to fewer engine repairs in the long run.

Milbrath says Top Tier gas will have the biggest impact keeping new cars in good shape, although he says drivers who make the jump to Top Tier fuel will probably see gains in their vehicles’ performance.

“There was some evidence that pointed in the study to reversing some engine deposits if you did switch to Top Tier gasoline, as well,” he adds. “If you’ve been using non-Top Tier and switch, it can have a positive effect on your engine.”

SACRAMENTO, Calif. - Today is the last day to put in your two cents about new regulations on gas pipelines, designed to prevent disasters like the fiery explosion that killed eight people and destroyed 38 homes in the Bay Area town of San Bruno, six years ago. The public-comment period ends today for rules proposed by the U.S. Pipeline and Hazardous Materials Safety

Administration. The changes would require more safety testing on 300,000 miles of existing transmission pipelines, and another 356,000 miles of gathering lines still to be built.

Holly Pearen, a senior attorney with the Environmental Defense Fund said, “The integrity assessments that are proposed would be incredibly helpful from a public safety standpoint and from an environmental standpoint.

So the benefits of this rule are really tremendous.”

By some estimates, gas lines leak almost 1.3 million tons of the greenhouse gas methane each year.

Pearen said better detection and repair would definitely help make a dent in climate change.

“More regular assessments will not only provide public safety benefits, from averting incidents like in San Bruno,

but also, will help these operators curtail methane emissions,” she added.

When operators test gas lines, they can vent large amounts of methane directly into the atmosphere. Pearen would like to see gas companies be required to install existing cost-effective capture technologies that she said can reduce those emissions by 90 percent.

Navy Member Suspected in Girlfriend’s Murder Arrested By KMIR News Staff

RIVERSIDE, Ca. - A Navy man suspected of stabbing his girlfriend to death over the weekend was arrested this morning after leading authorities on a high-speed road chase from

San Diego to Riverside County, where the slaying occurred.

At the request of Riverside law enforcement, San Diego police tracked down the fugitive’s car in the 8200 block of Hurlbut Street in Serra Mesa about

4:45 a.m., SDPD public-affairs Officer Joshua Hodge said.

The suspect, identified as Jared Bischoff, 25, of Riverside, fled in the white 2013 Kia Optima, leading patrol personnel over various city streets in

the Clairemont Mesa area before entering northbound Interstate 805, Hodge said.

The pursuit, which at times reached speeds around 100 mph, continued to the north on I-5, then to the east on state Route 78 in the Oceanside area. Near Rancho Santa Fe Road in San Marcos, the California Highway Patrol took over the chase, which soon entered northbound Interstate 15.

After reaching Riverside County, the suspect exited the freeway and continued fleeing on city streets for a time before finally pulling over near the intersection of Grand Avenue and Rubidoux Boulevard and getting arrested.

The killing for which Bischoff was being sought occurred at 5:15 p.m. Sunday near the intersection of Calmhill Drive and California Avenue.

The victim, whose name was being withheld pending family notification, died at a hospital of multiple stab wounds, according to Riverside police. Source KMIR

ticket sale will be held this Friday for the 2017 Stagecoach Music Festival, offering country music fans their first chance to sell out the Empire Polo Grounds in Indio yet again, festival organizers announced today.

Beginning Friday at 9 a.m. and ending at midnight, the first round of festival passes will be available online -- at www.stagecoachfestival.com -- for the 11th annual festival, which will be held April 28-30.

Recently crowned Festival of the Year at the 2016 Academy of Country Music Awards, Stagecoach marked its 10th anniversary in the desert by drawing

in 75,000 attendees each day of the most recent weekend festival that featured headliners Eric Church, Carrie Underwood and Luke Bryan.

In 2017, the festival’s attendance cap will be increased to 85,000, per an Indio City Council vote in April approving attendance increases for both the Stagecoach and Coachella festivals.

Similar to the Coachella festival’s advance sale, tickets can be purchased in full or through a monthly payment plan.

The payment plan is only available through the advance sale, splitting payments over the course of seven months.

arm developed by creators of the Segway and with funding from DARPA could bring a new hope to amputees. It has been dubbed the Luke in a nod to Luke Skywalker’s lifelike robotic hand from Star Wars.

Anticipated to be available by the end of 2016, the prosthetic limb is groundbreaking. The Luke integrates into users’ nervous systems by reading electrical signals on the muscle. Flexing or tensing actions performed on that muscle are mapped to actions, and movements on the prosthetic are powered by motors throughout the device.

As a result, amputees equipped with the Luke are able to perform motor actions of much greater sophistication than conventional mechanical prosthetics, which are controlled by buttons.

The Luke’s multiple motors also give it greater range of movement and flexibility than other prosthetics, and feedback sensors allow users to see how much force they are applying, meaning heavy objects can be lifted and delicate objects may be safely handled without much trouble.

Though it has been approved by the FDA for almost two years, the Luke’s commercial debut was

only announced by Mobius Bionics LLC on Friday.

Dean Kamen, who also invented the Segway personal vehicle, developed the Luke with the help of Defense Advanced Research Projects Agency (DARPA) funding.

“Working one-on-one with

the amputees and learning what they liked and didn’t like about using prostheses proved invaluable to our product development process. Thanks to their insight and input, we have been able to construct the most advanced FDA-cleared design that the world of upper-

limb prosthetics has seen to date,” Kamen said in a release.

The Luke’s price has not been announced yet, but such a device will certainly be very expensive, with one prosthetics manufacturer estimating the price tag to be around $100,000, according to Qmed.
