The purpose of this survey is to provide contemporary surveys to update National Ocean Service (NOS) nautical charts. All separates are filed with the hydrographic data. Any revisions to the Descriptive Report (DR) generated during office processing are shown in bold red italic text. The processing branch maintains the DR as a field unit product, therefore, all information and recommendations within the body of the DR are considered preliminary unless otherwise noted. The final disposition of surveyed features is represented in the OCS nautical chart update products. All pertinent records for this survey, including the DR, are archived at the National Centers for Environmental Information (NCEI) and can be retrieved via https://www.ncei.noaa.gov/.

B. Survey Purpose
This survey will update the chart to meet the needs of larger ships transiting into Savannah Harbor. The SavannahHarbor Expansion Project (SHEP) is being deepened to prepare for Neo-Panamax vessels, whose increased capacity isexpected to net more than $174 million in annual benefits to the nation1. Larger ships reduce the cost of shipping, butthese ships also have deeper drafts reducing the amount of underkeel clearance. The Approaches to Savannah surveywill provide the data to reduce risk to the transport of those goods.
In addition to supporting the SHEP, Approaches to Savannah will address concerns of migrating shoals and improvingthe positional accuracy of other dangers to navigation. The Port of Savannah handled 10.3% of all U.S. containerizedexports in 2015. The total economic impact of Georgia’s deepwater ports is $84.1 billion, and supports more than369,000 jobs providing approximately $20.4 billion in personal income annually2. This survey will support thenavigational safety commercial and recreational ship traffic at the mouth of the Savannah River.

This survey investigated 16 charted features. Of these, five were located, and 11 were disproved. Figure 2 shows anumbered overview of the area surveyed. The features numbered 4,5,6,7,and 8 (highlighted in green) were located andthe rest were disproved. Refer to the F00693 final feature file (FFF) for more information.

A custom IHO total vertical uncertainty (TVU) compliance layer was created for the finalized combined uncertaintyand bathymetry estimation (CUBE) surface submitted in correlation with survey F00693. This layer was examinedusing the Pydro QC Tools for conformance to section 5.1.3 in the Hydrographic Surveys Specifications andDeliverables (HSSD).
For the surface F00693_MB_VR_MLLW_Final (a variable resolution CUBE surface), 99.9% of nodes meet IHOorder 1 uncertainty standards. Out of 18,601,807 nodes, 17,074 did not meet IHO order 1 standards. The majority ofthose 17,074 nodes are located on outer beams of the Kongsberg EM 710 multibeam echo sounder (MBES) swath andon features (Figure 3).
Density requirements for F00693 were analyzed using the finalized CSAR QC tools 2 in the Pydro Explorer program.The VR surface meets density 99.5+% of the time.

G. Vertical and Horizontal Control
The vertical datum for this project is Mean Lower Low Water.
The vertical control method used for this survey was VDatum.
The vertical datum for this project is Mean Lower Low Water. No NWLON gauges were used.
The horizontal datum for this project is World Geodetic System (WGS) 1984. The projection used for this survey isUTM Zone 17 North.
USCG DGPS stations were not used.
H. Additional Results
The Kongsberg EM2040 and EM710 multibeams have outer beam artifacts. While the cause is unknown they mostnoticeably appear on DN 309 when the seas got rougher. This also correlates to the nodes that do not meet IHO order 1standards. The charted features that were found have good nadir beam coverage. Refer to the DAPR for more detailedinformation.

Correc on: I meant to say acquiring the full disapproval radius is not required, when you verify the
loca on.
Development is required to achieve the least depth. In this case development can be a total of two
passes: one pass finding the target, and one pass with water column on.

the least depth on a wreck, if a wreck is found.
I am sure you have thought of this... but If you find the wreck and ensonify it, no addi onal
development is required. Ge ng these PA/PD off the chart, as a disproval or a known wreck, will
improve the chart significantly. Thanks for all the hard work you are all doing out there!

These are real survey lines. I realize now that they are outside of the project limits. I will contact
my project manager from Coast Survey to ask what we should do. For right now, we have used
VDatum to reduce the surveyed depths to MLLW.

Thomas Jefferson requests a waiver of the HSSD 2017 Section 2.2 Horizontal Datum requirement to acquire survey data for project OPR-G329-TJ-17 in WGS84 rather than NAD83.
Justification
Retaining the current procedure and configurations will reduce the possibility of errors.
