Background• 4Tel  designed,  built,  commissioned  and  now  maintains  the  network  control  &  technology  services  for  John  Holland  Rail  for  the  NSW  Country  Rail  Network  under  contract  until  2021

John  Holland  Rail• JHR  won  tender  to  deliver  rail  network  operations  and  

all  maintenance  services  for  the  NSW  CRN  from  16Jan12• Expected  revenue  of  $AUD  1.5  Billion  over  10  years• Manages  5,800  km  of  track  across  regional  NSW  for  the  

NSW  Government– 2,400  km  of  operational  lines  and  3,400  km    of  non-­‐operational  

lines.– More  than  400  employees  – Additional  27,000  hectares  of  land  is  under  management,  – 600  rail  under-­‐bridges  and  384  road  bridges

Interoperability  is  achieved  by  defining  the  interface  standards  for  systems  to  connect  to  each  other;  not  by  harmonising  all  purchases

What  is  the  Goal  of  Interoperability?• A  core  outcome  is  that  the  competitive  tension  of  ideas must  prevail  while  preserving  safety:– Any  third  party  must  be  able  to  connect– Any  third  party  must  be  able  to  innovate– Any  supply-­‐chain  monopoly  structures  must  be  changed  to  a  competitive  basis

• How  should  open-­‐systems  work:– The  key  is  reliable,  timely  data  managed  by  safety-­‐accredited  processes

– The  preferred  railway  systems  approach  as  all  systems  are  the  same

– And  ‘One  Approved  Way’  lowers  risks

• BUT  – Creates  monopoly  rents  and  higher  prices– Stifles  new  features  and  innovation– Creates  uncompetitive  barriers-­‐to-­‐entry– Limits  system  integration  or  separation– Requires  universal  use  of  the  same  operating  rules  for  safe  operations
