During the three-month and twelve-month periods ending March 31, 2020 CHP issued 153 (102 for unsafe speed) and 528 (243 for unsafe speed) citations, respectively. The numbers of citations for the previous three-month and twelve-month periods ending December 31, 2019 were 98 (28 for unsafe speed) and 485 (180 for unsafe speed). CHP also gave 150 verbal warnings and assisted 179 motorists during the quarter. The citations are presented by type in the attached pie charts. Number of citations for the 20 general locations (12 locations identified by a 2006 DMFPO survey, plus 8 locations added based on the feedback and field observations) are presented on the attached maps.

The four mobile speed monitor/display units have been rotated among locations during the quarter. The average speeds in most residential zones remain near or below 25 mph with the exception of sections of the Forest Lodge, Sloat, Lopez, Forest Lake, Sunridge Roads and Crespi Lane and coastal 17 Mile Drive. The average and 85% speeds on those highly travelled roads remain near or below 30 mph, and 35 mph, respectively. Due to concerns related to Covid-19 pandemic, beginning March 22, 2020 the scope and hours of CHP law enforcement services increased. More information on increased services has been provided under agenda item No.10. Enclosures: 1) Vehicle traffic and speed statistics at locations with higher recorded speeds.

According to the manufacturer, the monitors may record fast moving objects other than vehicles.
