egion 1, envisioned as the powerhouse on agribusiness and tourism by the Regional Development Council (RDC) 1, is located in the northwestern portion of Luzon. Home of several past Presidents. Birthplace of heroes. A region bursting of history. A place of warm smiles and friendly embraces.

The Ilocos Region or Region 1, Rehion ti Ilokos in Ilokano, Rihiyon na Sagor ed Baybay Luzon in Pangasinan, - the two major local dialects of the area - is bounded by the Cordillera Administrative Region (CAR) and Cagayan Valley in the East, Central Luzon in the South and by the South China Sea in the West.

Lingayen Gulf is the most prominent body of water in the Region which is surrounded by a number of islands including the Hundred Islands National Park located in Alaminos City, Pangasinan.

THE REGION is composed of 3, 394 Local Government Units (LGUs), broken down as follows: four (4) Provinces; nine (9) Cities; 116 Municipalities and 3,265 Barangays. Based on the 2010 National Statistics Office Survey, it has a total population of 4,748,372; the population of PANGASINAN comprises 58% of the total population. It has a total land area of 1, 297, 260 hectares.

The population is predominantly Roman Catholics; however, there are strong adherents of Protestantism, Iglesia ni Cristo and Mormons, which are just among the various religions practiced in the Region.

Before the formation of CAR, the Provinces of Abra, Mountain Province and Benguet were included in Region 1. Moreover, Pangasinan, then belonged to Region III; however, President Ferdinand E. Marcos signed Presidential Decree No. 1 in 1972 incorporating the said Province to the Region.

Sixty–six percent (66%) speaks the Ilokano dialect; 27% speaks Pangasinan, and the Tagalogs compose 3%. Minority groups include the Tinggians, Itneg and Bago communities who inhabit most of the upland municipalities of the Region.

The Economy of Ilocos Region is based on agriculture, producing wide variety

of vegetables, animals, and fish. Principal products are rice, corn, tobacco, garlic, sugarcane, and cassava. The Region is expanding into a variety of food-processing industries, and also practices a number of crafts and cottage industries: blanketweaving, basketry, shellcraft, broommaking, pottery-making, wine and vinegar making, jewelry making, wood and stone craft, among others jars and antiques can also be bought in the region.

Ilocos Region’s Infrastructure sector is focusing on providing adequate and

reliable infra support for agriculture, industry, tourism and human resources development for the next six years.

As envisioned in the medium term regional development plan 2011-2016 (MTRDP-2010-2016), infrastructure support facilities shall be provided to the various sectors in the region in accordance to appropriate design standards, plans and specifications. Ilocos Region’s MTRDP-2010-2016 is a blueprint which laid down the goals, targets and strategies paralleled with the thrusts of the new administration in attaining its economic vision for the next six years.

The goals, targets, strategies including the infra projects spelled out in the MTRDP 2010-2016 are geared towards achieving sustained growth, employment generation, improvement in health and education facilities for better quality and manpower, and build capabilities for resilient communities in Ilocos Region.

Tourism is also picking up in the region with old churches and

houses, historical sites, beaches, nature trails and native products and handicrafts as the main attractions for both local and foreign tourists. The Region has two (2) international – standard airports located in the Cities of Laoag, Ilocos Norte and San Fernando, La Union.

There is a road network that links Region I to the other parts of Luzon. The Tarlac-Pangasinan-La Union Expressway has already broken ground for the Tarlac-Pangasinan section.

Sea transport facilities are concentrated in the Port of San Fernando in La Union and Currimao in Ilocos Norte. The Salomague Port in Cabugao, Ilocos Sur has facilities as a containerized transshipment port. These are primarily for the movement of goods.

The Region’s energy and telecommunications requirements are well developed, having Coal and Wind Power generation providers. The manufacturing sector has also recently initiated the generation of renewable energy which is designed to supply rice millers and farmers in La Union and Pangasinan in the coming years.

Fort Ilocandia Tourism Economic Zone in Laoag City and Pangasinan Industrial Park II in Mabini, Pangasinan thrusts economic development of the Region. The province of Pangasinan has initiated the development of a 250-hectare Eco-Tourism Zone in its capital, Lingayen. It is being offered to be developed by investors under the Public-Private Partnership.

In bringing the government closer to the people, Local Governments in the Region need to initiate effective communication plans to further convey essential programs and encourage participation of the public in policy formulation, planning, and implementation.

Partnership with Non-Government Organizations and the Private Sector needs to be strengthened. Administrative and Technical capability building programs for the Executive and Legislative Human Resource need to be sustained.

Heavy dependence of Local Governments on IRAs need to be trimmed down in order to institutionalize local autonomy in the long run.

Local Sanggunians need to complement Executive initiatives and must act immediately on concerns that need legislative intervention.

In line with the Administration’s thrust in promoting transparency, Local Governments further need to intensify its information drive to inform the public of executive and legislative policies and its finances and public offerings.

Observance of guidelines relative to accounting, internal control, procurement and financial transactions need to be strengthened to ensure sound Fiscal Management by the LGUs.

II. ISSUES & CONCERNS:

Local Government Units should step up efforts to implement Programs to prevent the proliferation of informal settlers and make available long term home financing. Support to Senior Citizens and Persons with Disabilities through the establishment of centers and offices in identified strategic areas are not yet fully in place. There is a need to intensify efforts in combating the emergence/occurrence of Lifestyle related diseases and leading diseases such as Acute Gastroenteritis Diarrhea, Tuberculosis, Dengue, Influenza AH1N1, and Leptospirosis.

Generation of opportunities for employment and availability /provision of financing for capital for livelihood are concerns which need to be addressed by the Local Government Units. Damage caused by recent calamities requires the reconstruction of a number of health facilities. Philhealth Accreditation for Out-patient Benefit Package, Maternity Care Package and Directly Observed Treatment Short course on Tuberculosis (TB DOTS). Additional efforts must be employed on the acquisition of textbooks and construction of educational infrastructure facilities and projects to support the increasing number of school age population and support to alternative Early Childhood Care and Development Programs for inaccessible communities. LGUs need to step up efforts in curbing Maternal Deaths and Malnutrition, encouraging Facility based deliveries and expanding coverage of immunization and Micro-nutrient supplementation programs.

Strengthening of mechanisms on Health Emergency and Response is also a concern which needs to be addressed through organization of Emergency and Response Committees.

Full adoption of new technologies for agriculture must be employed to curb the rising cost of production inputs and minimizing post harvest losses and underutilized farm by-products for livestock production. Updating of Comprehensive Risk Reduction Management Plan is underway to include Digitized Risk Maps.

Enhancement of market development services, linkages, technology, infrastructure and facilities support to agricultural production should be put in place. Local Governments need to step up efforts in the prevention of degradation of ecological zones due to population pressure and depletion of natural resources.

IV. PEACE AND ORDER

Stable anti-criminality, anti-drug and anti-insurgency measures and efforts shared with LGUs and peace keeping member agencies and the community as well made Region I a peaceful haven in Northern Luzon. Enforce more collaboration efforts from the Local Peace and Order Councils, Anti-Drug Abuse Councils, and other Criminal Justice System to continuously do their part in sustaining peace and order in the region.

Intensification of checkpoint operation to address motorcycle- riding in tandem criminals & implementation of Police Integrated Patrol System e.g. Mobile Patrol, Foot Patrol, Checkpoint, Oplan Bakal Sita & Service Warrant of Arrest.

In the Region, there were five (5) finalists for the nationwide Search for Model PNP Families under the Family Category this year and one (1) from the region became the 1st Runner-Up at the National Level and awarded last September 3, 2012 at the PNP Multi-Purpose Center, Camp Crame, Quezon City. The Search is giving due recognition to the men and women of the police force exemplifying a family adhering to the values of love, honor and respect, and worthy of emulation in the community.

The PNP Families will be assessed and evaluated based on four (4) major criteria: (1) A family where the husband and wife demonstrate love and respect for each other; (2) A family whereby the parents demonstrate their love and respect for their children; (3) A family where the children love, honor and respect their parents and one another; and (4) A family where its members are involved in community affairs, particularly one that fosters community service, peace and order.

The Regional Search Committee (RSC) composed of Holcim, Phils. Manager as Chair, DILG and NAPOLCOM Regional Directors as Co-Chair, PNP Representative and Ilocos Sur League of Civil Societies President as Members conducted on-site visitation and validation on the 5 regional finalists. The regional winners were awarded during the National Crime Prevention Week Celebration.

V. COMPLIANCE OF LGUs ON DILG KEY DIRECTIVES

ANTI RED TAPE ACT

In response to the urgent need to eliminate red tape and improve

frontline service delivery in government agencies, Republic Act No. 9485, otherwise known as the "Anti-Red Tape Act of 2007" was enacted by Congress on June 20, 2007.

Pursuant to Section 16 of said law, the Civil Service Commission (CSC), as mandated therein, promulgated the Implementing Rules and Regulations of said act on July 24, 2008 which was published in the Philippine Star on August 21, 2008. Anti-Red Tape Act of 2007 and its IRR aim to promote transparency in the government, re-engineering the systems and procedures of each office or agency with regard to the manner of transacting with the public. Thus, each agency is required to simplify frontline service procedures, formulate service standards for clients to observe or follow in every transaction and make these standards known to the client.

The Department of Interior and Local Government (DILG) reiterates its call to all local government units

(LGUs) to comply with the department’s ‘Full Disclosure Policy’ of local budgets, finances, bids and public offerings as embodied in the DILG Memorandum Circular (MC) No. 2010 – 83 and MC No. 2011-08.

The ‘full disclosure’ promotes local governance reform towards Participation, Accountability,

Responsiveness and Transparency, wherein compliance promotes an act of patriotism, public accountability and honesty.

Non-compliance with the said DILG Memorandum Circular may be viewed as not in conformity with the norms on good governance and will be dealt with in accordance with pertinent laws, rules and regulations.

Under the full disclosure policy, local chief executives are directed to post the following documents in

conspicuous places within public buildings in the locality, or in print media in the community of general circulation and in their websites.

The Department of the Interior and Local Government, through its Seal of Good Housekeeping, is committed

to aggressively push the valuing of the fundamentals of good governance essential in local public administration and

development. The Seal advances the primacy of Performance, Accountability, Transparency and Participation. After all

such principles are essential in building the strategic foundation of a responsible local government system in the

country.

The SGH criteria are being scaled-up for CY 2012 in three (3) levels of awards namely: SGH Bronze, SGH Silver and

SGH Gold. The SGH Gold award is applicable next year.

The Regional validation team together with CSO representative conducted the SGH Phase I (Top 3 P/C/M Regional

GPL Nominees) and Phase II for the remaining LGUs which include the validation of the Anti-Red Tape Act –Report Card

Survey (ARTA-RCS).

Department of the Interior and Local Government (DILG) established the Performance Challenge Fund (PCF) as an incentive to

qualified Local Government Units (LGUs) for the implementation of local development projects aligned with the national government strategic thrusts and goals and in particular to address the MDGs. To be eligible, LGUs should have passed the Seal of Good Housekeeping.

In 2011, priority to the PCF subsidy was given to the 4th-6th Income Class Municipalities worth P1 Million each.

A total of 51 PCF recipients were granted of the financial subsidy. A report on the 2011 PCF implementation as of November 14, 2012 is shown in the table by provinces.

For this year, there will be sixty-two (62) more eligible LGUs who will be receiving the PCF subsidy intended for the 2nd -3rd Income Class Cities and Municipalities and 1st Income Class municipalities ranked according to poverty incidence per 2003 NSCB Small Area Estimates Survey, all of which passed the 2011 Seal of Good Housekeeping Assessment, Round 2 and 3.

Out of 62 LGU recipients, fifty-nine (59) LGUs were already received their respective PCF subsidy and started the implementation of their projects and the remaining three (3) LGUs will receive their PCF subsidy after submitting their complete documents reviewed by the Regional PCF Team.

Local Government Units share the responsibilities with the national government in the advancement of

economic prosperity, social well-being and environmental integrity. In recognition of their invaluable

contributions in the realization of a rooted development with a voice, the DILG renews its commitment to

institutionalize the Gawad Pamana ng Lahi. It is an award conferred to a Province, City or Municipality for

reason of exemplary performance in Administrative Governance, Social Governance, Economic Governance and

Environmental Governance drawn on the results of the LGPMS, SGH, International Organization or National

Government Agency-bestowed Awards, and acknowledged innovations.

The Regional Award Committee (RAC) is being chaired by DILG Regional Director with Regional Heads from the

National Government Agencies. All Gawad Regional Awardees will automatically qualify in the Gawad National

Award.

For CY 2012, fifteen (15) LGU nominees were validated by the Regional GPL Team for the selection of the GPL winners under the three (3) categories- Province, City, and Municipality. There were nine (9) regional nominees as follows:

GPL 2011 Projects:

The Provincial Government of La Union, City of San Fernando, La Union and Municipality of Tagudin, Ilocos Sur were conferred of the Award for CY 2011 and were awarded P3Million, P2Million and P1Million respectively.

CDP FORMULATION

COMPREHENSIVE DEVELOPMENT PLAN (CDP)

CDP Training on Modules 1, 2 & 3 out of the seven (7) Modules were conducted last year for the LGUs of Ilocos Norte, Ilocos Sur and La Union. As of this period, 29 LGUs of Pangasinan conducted the Module 3 while on Module 4, there were 85 LGUs (Ilocos Norte-22, Ilocos Sur-27, La Union-11, Pangasinan-25) and for Module 5, there were 21 LGUs (IS-22, P-19) attended the training and the remaining LGUs of the region will be scheduled for the next months.

Only the municipality of Vintar, Ilocos Norte had integrated the DRRM/CCA in their CLUP and CDP.

All of the 4 Provinces and 9 cities of the region had complied with the designation of a LEIPO. This is in

compliance with memorandum circular issued by the Department of Interior and Local Government Secretary Jesse M. Robredo enjoining the provincial governors and city/municipal mayors to designate a local economic investment promotion officer to act as facilitator and coordinator of local economic initiatives of local governments. The team is tasked to prepare, coordinate, and execute the Local Economic Development (LED) policies, projects, and activities; promote LED through strategic planning; and provide the basic information about business potentials of the provincial government including its services.

The Barangay Governance Performance Management System is an assessment tool for barangays that

measures the effective delivery of services and accomplishments in the performance of their functions as mandated in the 1991 Local Government Code and other related issuances.

All the four provinces of the region had conducted the Provincial Orientation on BGPMS to all C/MLGOOs. An on-site orientation briefing on the BGPMS was conducted by the Field Officers to the Barangay Assessment Team.

The Department calls forth its officials and employees to support, believe and practice its Change Agenda – Partnership with the Civil Society Organizations and Other Stakeholders, Accountability, Responsibility and Transparency coined in an acronym PART. In DILG Regional Office, these basic standards are earnestly subscribed to in carrying out our mandated tasks of strengthening the capacities of local government units and maintaining peaceful and safe localities.

The personnel of the Regional and Provincial Offices deliver their respective frontline services guided by their Citizen’s Charters. The officials and employees of the DILG had pledged to deliver quality public service to its clients with the highest degree of professionalism, integrity and impartiality. Everyone has adhered to the Department’s Motto, “Sa Diyos, Sa Tao, Serbisyong Totoo!”

The Office had also adopted the Cluster Strategy to enhance the performance of the field officers and fulfil the Department’s vision of being the primary catalyst for excellence in local governance. At present, we have 6 Cluster Teams covering the 125 LGUs of the Region under the supervision of LGOO VI/Cluster Leaders or Outcome Managers. Moreover, we are among the pilot implementers of the Local Governance Regional Resource Center (LGRRC) and its major concept “Knowledge Management.” At present, our LGRRC have an array of Knowledge Products which our clients from the LGUs and the academe, students and private individuals can avail.

We have maintained our strong working relationship with the Regional Development Council (RDC). In fact, an awards system for the LGUs was developed and being implemented by the DILG – RDC. These are, “Best Performing LGUs, based on the LGPMS”; “LGU Best Practices”; “Cleanest, Greenest and Most Peaceful LGU,” and; “LGU – NGO Best Practices.” Yearly recognition to LGUs through the RDC Performance Awards for showcasing their innovative programs and good practices and effectiveness in service delivery in furtherance to good governance were undertaken. The Office has also fostered a solid teamwork with the different Regional Line Agencies like, just to name a few, the National Economic Development Authority (NEDA), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Department of Environment and Natural Resources (DENR), Department of Labor and Employment (DOLE), and Commission on Human Rights (CHR). We have continuously provided the technical assistance and data requirements these Agencies have requested. The DILG R1 has consistently been a member of the Provincial and Regional Sector and Awards Committees.
