DOST started as the National Science Development Board (NSDB) on 13 June 1958 thru RA 2067. It was reorganized as the National Science and Technology Authority (NSTA) on 17 March 1982, and vested with broader policy-making and program implementing functions.

On 30 January 1987, NSTA was elevated to become the Department of Science and Technology (DOST) under Executive Order (EO) No. 128. DOST’s functions and responsibilities were further expanded to enable it to pursue the declared state policy to support local scientific and technological efforts, develop local capability to achieve technological self-reliance, promote public and private sector partnership in S&T activities, and encourage the private sector to take a greater role in R&D activities. DOST exercises supervision over twenty-one (21) organic and attached

agencies consisting of collegial and advisory bodies, sectoral R&D planning councils, R&D institutes and service agencies. Pursuant to the provisions of Section 31 of EO 128, the DOST is also authorized to establish regional or field extension offices as may be necessary.

Three years later, the Provincial S&T Centers (PSTCs) were created through Republic Act 6959 on 31 July 1990, which led to the establishment of PSTCs in every province of the country under the Regional offices.

DOST V extends its services to the six (6) provinces through the Provincial Science and Technology Offices (PSTOs) located in key areas of the provinces of the region. Vision

DOST sees a region where knowledge. creativity and innovation contribute to economic growth to alleviate poverty and improve the quality of life of Bicolanos. Mission Judiciously harness and maximize the potential of S&T in the economic development of the region on a sustainable basis through strategic partnership with MSMEs, LGUs, NGOs/POs, the academe and other government agencies.

In 2012 since then, DOST V remains committed in the promotion and delivery of S & T services in the region. The S & T interventions have contributed to the economic development and improvement of the quality of life of Bicolanos. Along this, DOST V implemented various programs and projects that highlighted technology transfer and commercialization projects through its Small Enterprise Technology Upgrading Program (DOST – SET-UP). There were twenty one (21) approved proposals for Innovation System Support under SETUP. In support to SETUP, DOST V provided assistance on Product Packaging and Labeling; rendered testing and calibration services and extended technical assistance/consultancy services to S&T clients mostly firms/MSMEs. DOST V Regional Standards and Testing Laboratory (RSTL)

and Regional Metrology Laboratory (RML) rendered a total of one thousand five hundred eighty eight (1,588) testing and calibration services to six hundred sixty one (661) clients [four hundred fifty one (451) are firms/MSMEs] and collected laboratory fees in the amount of Nine Hundred Ninety Eight Thousand Six Hundred Forty Four Pesos (P998,644).

Other significant accomplishments of DOST V include support services to S&T Scholarships, in order

to uphold President Aquino’s pledge of support to scholarship expansion for outstanding and underprivileged students in the country. DOST V also upgraded the S&T library and information services, having established the Science and Technology Academic and Research- Based Openly Operated Kiosk (STARBOOKS), and Science Integrated Library Management Systems (SILMS). The second roll – out of OL Trap System was conducted for its assistance in the surveillance of dengue cases. The implementation of the Gender and Development (GAD) program, the establishment/maintenance of S&T networks and linkages with various government agencies, private sector, civil society organizations, local government unit and academe were successfully undertaken. DOST V’s membership in the Regional Disaster Risk Reduction Management Council (RDRRMC) was strengthened together with PAGASA and PHIVOLCS.

For its successful program implementation and outstanding achievements, DOST V garnered various

awards. Its commitment in Media – based promotion received its second national award for the Nutrition Communication Network (NUTRICOMNET) as the most active network in the country and cited for its best practices in S & T promotion/advocacy. Also, DOST V’s entry, J. Emmanuel Patries, Canaman, Camarines Sur was awarded as the 2012 National Best SETUP adoptor during the National Science and Technology Week (NSTW) and bested sixteen (16) other nominees from the different regional offices.

Upholding its vision and mission, DOST V continuously and actively participates and supports S&T

programs and projects together with its committed and dedicated partner-institutions in the region. This enables DOST V to reach/exceed its targets and maximize the outputs in the delivery of S&T services for the benefit of the people we serve in the Bicol Region.

DOST V has implemented its programs and projects in 2012 based on the agency targets/indicators. Significant accomplishments highlighted the Technology Transfer and Commercialization Program. In the delivery of various S&T services, DOST V continuously caters to the needs and interest of its customers. As an overall assessment, S&T services rendered have increased in number and the beneficiaries covered.

Specifically the following summary provides a clear information of

the agency’s targets vis-a-vis accomplishments during the period January to December 2012. A certain growth in the economy of a region and of the country as a whole is mainly inclined with the development and success of various industries and enterprises. Large investments from foreign countries may not always be the solution in order to start, develop and establish a well growing economy. Being rich in agricultural and other natural resources and human skills, the nation, particularly Bicol region has a great potential in developing businesses/enterprises that could largely contribute to the economic growth and sustainability as well as to advance the lives of the people. The Department of Science and Technology through its programs and services plays a big role in realization of successful businesses/enterprises. Technologies, inventions and R&Ds are of great help in the creation of different enterprises in areas of food, handicrafts, furniture, medicine, agricultural products etc. The transfer of technologies for commercialization uplifted and improved the quality of products and efficiency of services. All these are consolidated in the DOST’s banner program called Small Enterprises Technology Upgrading Program (SETUP), a nationwide strategy to encourage and assist MSMEs in adopting technological innovations. It aims to enhance operational efficiency, and boost productivity and competitiveness. Firms are empowered because solutions regard local conditions and market impact of problems. Technology-based solutions hence raise standards and product quality. The end results are a human resource base adept in use of its skills, as well as, operations that maximize efficiency while minimizing cost and waste. SETUP is DOST’s key strategy to stimulate investments in urban, peri-urban and rural areas. The Department focuses on assisting MSMEs through: 1) Provision of technology; 2) Testing of products for compliance to international standards; 3) Assistance in packaging and labeling of products; 4) Creation and management of databases and information systems; and 5) Links with national and international organizations to provide raw material source, market, training, financing, and equipment design and fabrication.

DOST V delivered forty seven (47) technology interventions over the thirty (30) target for

Innovation System Support. Of the thirty seven (37) proposals submitted, twenty one (21)

were approved under the Small Enterprise Technology Upgrading Program (SETUP).

On 25-26 March 2012 Hon. Mario G. Montejo, DOST Secretary and Dr. Carol M. Yorobe, DOST Undersecretary for Regional Operations led the two-day project inspections and agency’s monitoring of the delivery of S&T services in the provinces of Albay and Camarines Sur. Sec. Montejo also graced the

commencement exercises of the Philippine Science High School (PSHS)- Bicol Region Campus, Goa , Camarines Sur as keynote speaker.

DOST V’s entry J. Emmanuel Pastries, was selected as the 2012 National Best SETUP Adoptor during the National Science and technology Week (NSTW) Celebration held last 10-14 July 2012 at the SMX Convention Center, SM Mall of Asia, Pasay City. It bested sixteen (16) nominees from the different regional offices. With DOST’s guidance and assistance, the firm’s initiatives for research and development for product innovation and improved quality resulted to the expansion and diversification of product lines.

The Regional Standard and Testing Laboratory (RSTL) provides specialized testing and analytical services for water, food raw materials and processed products such as microbiological analysis, physic-chemical analysis and quality assessment and management. The Regional Metrology Laboratory (RML) is the extension arm of the National Metrology Laboratory in the Bicol Region. RML carry out functions/services in standardization and modernization of units and standards and protecting the health, interest and safety of every consumer and his environment from the harmful effects of inaccurate or false measurement. DOST V rendered one thousand five hundred eighty eight (1,588) testing/calibration services with one thousand ninety (1,090), achieving 146% for 2012, wherein six hundred sixty one (661) clients were served and four hundred fifty one (451) firms were assisted. This generated Nine Hundred Ninety Eight Thousand Six Hundred Sixty Four Pesos (P998,664) for laboratory fees.

Technical services rendered to DOST clients involved in the manufacture and processing of food products. It includes improved packaging and label design to enhance product appearance and maintain product quality; determination of nutrition facts and ingredients; shelf-life analysis, and other product standard requirements.

With twenty four (24) as target, eighteen (18) firms

were enrolled in this project for 2012. Fifty (50) packaging label designs were provided for food and non- food products in the region.

Consultancy services are components of SETUP, the programs intend to increase the productivity of micro-small and medium scale enterprises (MSMEs) in the Philippine manufacturing sector through Consultancy on Agriculture and Manufacturing Productivity Improvement (CAMPI), Cleaner Production Technology (CPT), Food Safety, and S&T Experts Volunteer Pool Program (STEVPP).

DOST V has seventy two (72) assisted firms

for consultancy; MPEX (10); CPT (1); Food Safety (3) and provided 58 other consultancy services. The regional office deployed twenty seven (27) experts (STEVPP) and thirty nine (39) local experts. Other services extended to S&T clients include the delivery of two hundred seven (207) technical ad-vice with sixty three (63) data mined information.

A total of thirty two (32) technology training was conducted in the region. These benefited eight hundred ninety three (893) participants. One hundred eighty one (181) are from micro, small and medium enterprises (MSMEs); one hundred twenty two (122) from local government units (LGUs); ninety one (91) from state universities and colleges (SUCs); twenty three (23) from

non-government/private organizations (NGOs/POs); two hundred twenty eight from various government agencies (NGAs) and two hundred forty eight (248) other individuals.

DOST V surpassed the 2012 target of nine (9) fora with thirteen (13) conducted. There were six

hundred eighty two (682) participants against the two hundred sixty four (264) target, while the total number of firms assisted was one hundred sixty eight (168).

A total of one thousand nine hundred thirty one (1,931) qualified applicants took the DOST-SEI scholarship examination (268 for RA 7687 and 27 for Merit) for SY 2013-2014. DOST scholars receive subsidies for tuition and other school fees including book allowance and monthly living allowance. This scholarship pro-gram is DOST’s commitment to uphold President Aquino’s pledge of support to scholarship expan-sion for outstanding yet underprivileged students in the country.

DOST V and PSTC libraries rendered services to one hundred eighty seven (187) researchers/users mostly students and individuals from private firms in various provinces.

In upgrading the library services at the regional office, DOST V acquired two (2) units of the DOST - Science and Technology Academic and Research - Based Openly Operated Kiosks Station called “STARBOOKS”.

The STARBOOKS and Science Integrated Library Management System (SILMS) Orientation –Training held on 27-28 November 2012 at DOST V Conference Room was participated in by representatives/librarians from local government

units (6); academe (14) and non-government agency (1) in Bicol. With the Information Technology (IT) expert/librarians from the Science and Technology Information Institute (DOST-STII), the information arm of the department, the STARBOOKS was launched to make S&T information readily available nationwide.

Science and Technology (S&T) clients/researchers in the region can now avail of the services of STARBOOKS at DOST V located at the Regional Center Site, Rawis, Legazpi City. It is the first Philippine Science Digital Library that provides access to a wealth of S&T information right at your fingertips.

STARBOOKS contains thousands of digitized S&T resources in various formats (text and video/audio), placed in specially designated “pods” set in a user-friendly interface. Stu-dents and teachers on educational tour have the chance to operate and experience learning thru the use of the STARBOOKS.

DOST V is much committed in media-based promotions in 2012. There were ninety eight (98) radio press releases, which is 148% of the annual target of sixty six (66); sixty nine (69) print press releases, which is 105% of the annual target of sixty six (66); and twenty seven (27) internet press releases out of twenty two (22) annual target.

There were forty four (44) or 129% press conferences/interviews done exceeding the target of thirty four (34).

DOST V has provided one hundred seventy eight (178) IEC materials, and conducted eleven (11) lectures with one thousand four hundred forty five (1,445) participants and six (6) personnel/staff as resource persons.

Active participation of member-institutions in the Nutrition Communication Network (NUTRICOMNET) paved the way of receiving its second national award as “the Most Active Network in the Country” and cited for its best practices in bringing Science and Technology especially food and nutrition information and technologies closer to the people through the media.

For the media value, the print publications for good news/S&T releases in local and national papers per conservative estimates amounted to Three Million Five Hundred Thousand Pesos (P3.5M). Broadcast releases on the other hand, has also realized much savings for the government with a one-hour program pegged at P10,000. DOST V continuously aired its regular radio program called “NUTRICOMNET – BCARRD Hour” every Saturday, 7:00 a.m. – 12:00 nn over DWZR/Zoom Radio for four (4) consecutive years. Most of the aired S&T releases/good news highlight R&D successful projects and other achievements.

DOST V, DOST-TAPI and DepEd had successfully conducted the Invent School Program Batch II held last 26-27 January 2012 at Jennifer’s Kababayan Hotel, Legazpi City. The two-day activity was participated in by forty (40) 3rd year students from various government secondary schools. This youth oriented activity was designed to stimulate creative thinking skills, imagination and ingenuity and provide opportunities for students to harness their inventive and creative skills towards product process

development.

DOST V, DOST-TAPI and DepEd had successfully conducted the Invent School Program Batch II held last 26-27 January 2012 at Jennifer’s Kababayan Hotel, Legazpi City. The two-day activity was participated in by forty (40) 3rd year students from various government secondary schools. This youth oriented activity was designed to stimulate creative thinking skills, imagination and ingenuity and provide opportunities for students to harness their inventive and creative skills towards product process

development.

Before the onset of rainy season and as assistance in the surveillance of dengue cases, DOST V in collaboration with the Department of Education (DepEd V) conducted its 2nd successful roll-out of OL Trap System in June-September 2012. This school-based roll-out in thirteen (13) divisions [(six (6) provinces and seven (7) cities] of the region consists of three thousand seven hundred sixty three (3,763) schools/thirty three thousand seven hundred nine (33,709) classrooms has 67,418 OL Trap kits (consisting of tumblers, pellets and paddles) for a six-month duration. The 1st successful roll-out was conducted with the Department of Health (DOH) in 2011.

The 1st Philippine Nuclear Science Quiz Bicol Regional Level Competition was held last 23 November 2012 at DOST V Conference Room, Rawis, Legazpi City. It was participated in by thirty two (32) third and fourth year students from ten (10) Engineering and Science Education Program (ESEP)/leader schools in the Bicol Region. Tabaco and Sorsogon National High Schools of the Cities of Tabaco and Sorsogon, respectively were the top scorers. Of the twenty two (22) schools at the national level, Tabaco and Sorsogon National High Schools ranked as semi-finalists (7th and 8th placers, respectively) last 13 December at SM Mall of Asia.

For four consecutive years, the DOST-NUTRICOMNET together with the Department of Health (DOH) Family [(DOH-Center for Health Development (CHD) Bicol/National Nutrition Council (NNC) and Commis-sion on Population (POPCOM)] jointly conducted the Regional Nutri Quiz. It is a competition among provincial/city winners who are currently serving as Barangay Nu-trition Scholars (BNS) and/ or Baran-gay Health Worker (BHW). The barangay-based volunteer workers play

important roles in the delivery of health and nutrition services at the grassroots level intended to improve the living condition of family members especially infants and children.

In line with the government mandate to incorporate Gender and Development (GAD) in the implementation agency programs and projects, DOST V held a one day Seminar on Cooperative Development and DOST-wide GAD Updates last 31 January 2012 at DOST V Conference Room, Rawis, Legazpi City. DOST V’s GAD undertakings foster good working relationship between and among personnel, units and divisions geared towards improved performance and increased productivity in the delivery of S&T programs for Bicolanos.

DOST V supports the Regional Disaster Risk Reduction Management Council (RDRRMC) with its project entitled “ Technical Assessment on the Hazards of Heavy Flooding Along Cadac-an and Rangas Rivers Traversing Juban, Sorsogon. The project aims to address the hazards of heavy flooding and siltation along said rivers that destroyed farms, dislocated and threatened lives of residents and adversely affected livelihoods which were brought to the attention of RDRRMC. Technical assessment are undertaken to come up with recommended scientific/technical studies and development projects on hazard/disaster prevention and mitigation for development into actionable interventions by concerned government and non-government agencies.

In October 2012, an earthquake drill was conducted for DOST V personnel as part of the earthquake mitigation initiatives in the region.

Networking with various agencies such as local government units (LGUs), national government agencies (NGAs), state universities and colleges (SUCs) and non-government organizations/private organizations (NGOs/POs) is maintained. DOST V established forty (40) new linkages and continues to provide assistance to its S&T consortia in the region such as Bicol Consortium for Industry, Energy Research and Development (BCIERD)/Bicol Consortium for Agriculture Resources Research and Development (BCARRD)/ Bicol Consortium for Health Research and Development (BCHRD) and Nutrition Communication Network (NUTRICOMNET).

The Regional Office has two (2) divisions- Technical Operations (TO) and Financial and Administrative Services (FAS). Per plantilla positions, the Office of the Regional Director (ORD) consists of two (2) personnel while the TO and FAS are composed of twenty six (26) and (7) personnel, respectively. Of the twenty six (26) TO personnel, twelve (12) are deployed in the six (6) Provincial Science and Tech-nology Offices (PSTOs). With supposedly thirty eight (38) plantilla positions, DOST V has only a manpower complement of thirty five (35).

Along gender lines, permanent employees are almost equally divided between eighteen (18) male and sixteen (17) female. By work assignment, the gender distribution are as follows: ORD has one (1) male and one (1) female; TO with fifteen (15) male and ten (11) female; and FAS comprises of two (2) male and five (5) female.

By age, most employees belong to the age bracket of 41-60 [41-50 (11) and 51-60 (11)] with 22, which consist the majority. Six

(6) are below 40 while seven (7) are below 30 years old. The youngest and oldest are 25 and 60 years old, respectively.

Manpower Complement

The existing thirty two (32) manpower complement are graduated of PhD, masters and baccalaureate degrees. One is a PhD degree holder in Human Resource Management with Masters in Public Administration.

For the masteral degree holders, FAS has one (1) in Masters in Public Administration and TO has thirteen (14) for the following: Business Administration (1); Crop Protection (1); Food Science (1); Resource Management (2); Environmental Management and Development (1), Develop-ment Communication (1); Public Management (4); Public Administration (1); Technology Management (1) and Management (1).

The FAS has graduates in baccalaureate degrees in Accountancy, Economics, Office Management and Business Administration. On the other hand, TO has graduates in Engineering [Civil (4)/ Mechanical (2)/ Industrial (2)/ Agricultural (4)/ Computer (1)]; Economics (1); Food Technology (2); Agriculture (2); Chemistry (2); Psychology (1); Biology (2), and Banking and Finance (1). Four (3) staff have educational attainment below BS: V

Movement and Promotion of Male and Female Personnel

Since DOST V is a small agency, movement/promotion is almost nil. However, one (1) female employee were promoted in 2012.

Access to training/scholarship of Male and Female Personnel for the last three (3) years

As part of the Staff Development Program, employees attend training on case-by-case basis depending on the nature of training/expertise needed and availability. One (1) technical staff (female) have graduated Masters in Technology Management from University of the Philippines Diliman.

Two (2) technical staff were accepted for SY 2011-2012 for masters degrees in line with DOST-HRD Program. One (1) technical staff is enrolled at Ateneo de Manila University on full time basis. Another female staff to be enrolled at the Phillipine Women’s University.
