• Years of consultation with Manbuynga ga Rulyapa, ranger groups, traditional owners and Aboriginal organisations.
• DoR reprioritisation, approved funds to support Indigenous seafood related businesses.
• Improved coordination and resources to support Yolngu.
• Not directly related to Blue Mud Bay negotiations but seen as complementary.

Need• Numerous requests to assist Aboriginal
involvement in seafood related business.
• Unable to effectively assist all requests.• Access to abundant seafood.• Restricted due to lack of fishing
industry and business skills as well as cost to enter and maintain a business.
• East Arnhem (3 x Wards only) was selected due to strong cultural linkages.
• Five Growth Towns, and numerous requests from the region over the years.

Objectives1. Traditional owners endorsed fisheries
network to assist Yolngu to become involved in the seafood industry.
2. Produce a 3 year strategic plan.3. Develop a coordinated approach to
education and training in seafood and small business skills.
4. Establish at least 3 Yolngu owned seafood businesses within 3 years.
5. Increase supply of fresh seafood in the region.
6. Better engagement of Yolngu in the management of aquatic resources.

• Employ Indigenous Commercial Fishing Mentor.
• Determine training and skill development needs, work with DET and relevant RTO’s to develop plan.
• Application to DEEWR under IEP to support positions in any Yolngu owned corporation.
• Applications to IBA and ABA if/as required.
