V. Chair’s Report – Lucia Tam, presented by Vice-Chairman, Ezekiel Patten Ms. Tam requested the Vice-Chair, Ezekiel Patten to chair the meeting due to her commitment. A written report was provided via email from Ms. Tam to Mr. Patten. Please see attachment for details. Mr. Patten also commented on the lack of awareness in the small business community regarding the certification process through Caltrans. 1st- None 2nd- None None
VI. TBAC Speakers
Paul Taylor (Deputy Chief Executive Officer): Mr. Taylor offered that he will continue the commitment of the office of the CEO to have one of the officers present at the monthly TBAC meetings. He stated that Metro is going through a transition period at this time and that it may appear to be limit resources, but it takes time to complete a transition. LACMTA mandated a program of improvement and services to be implemented over the next 30 years and recognize the need to realign the organization to deliver these programs. The 30/10 project (to complete 30 years worth of projects in 10 years) includes12 rail transit projects and 20% of funds of Measure R to be spent on new projects that include highway projects. It's the plan to accelerate these projects under Measure R. They are looking at ways to accelerate and partner with others to make the change. Metro is asking the Federal Government for access to low cost capital. Mr. Taylor talked about the funding and bonding opportunities to fund the programs that are currently in place and others that have not begun. Rolly Rothman representing ACEC: Mr. Rothman explained that he is on the board of the local American Council of Engineering Companies (ACEC) and is requesting that ACEC be moved to the TBAC membership list. (The membership has been submitted and is currently under consideration by Metro.)
VI. METRO Contracting Opportunities – Tashai Smith A list of the contract look-ahead's and current contracts was distributed. See handouts for detailed information. The report shows an increase in DBE participation based on what's been awarded to date. Congratulations were extended to Robert Weir on completing a contract with Metro. The reporting of contract completions will be provided in the future.

Ad Hoc Committee on Metro DEOD Performance Audit - Rod Garcia Reported findings from the auditor report which is asking that the recommendations be implemented as soon as possible. The findings will be discussed at the July committee meetings.
Ad Hoc Committee on Assessment - Elias Cortez Next meeting is scheduled for June 15, 2010 at 9:00 AM. Three short-term goals will be established to escalate DBE programs. The goals will be defined by Metro and not TBAC. The objective is to support Metro and to demonstrate short-term success.
Commodities - Ezekiel Patten No report.
Professional Services - Carlos Morgner Metro's Small business bench has been discussed to be sure the TBAC membership is aware of it. Mr. Morgner encouraged the membership to look at the large business bench as it is likely that they will be used more actively in the future. I-10 Toll roads - scheduled to be released soon. I-710, has some environmental work requirements.

VIII. Old Business
Action items: 1. Quarterly Meeting with Richard Katz has been confirmed for 5/20. (closed) 2. Amy Richardson will remind Art Leahy that he has been scheduled to attend the June TBAC
meeting. (closed) 3. Membership Drive: Keith Compton (Metro) clarified that the Membership Drive can proceed
but that Metro could not provide food. The discussions are ongoing. Need funds for food. (to be updated)
4. Meet the Buyers Event: Keith Compton reported that it is scheduled for June 10. Flyers were prepared, usual areas represented including the Metro executive office. ( to be updated)
5. Meet the Primes Questionnaire: Keith Compton reported that approximately 300 questionnaires were distributed, and thirty-two (32) responses were received. Metro's OD&T will get questionnaires and provide the results shortly. The results will be reviewed.
6. Survey for the Primes: Keith Compton reported that this survey will be distributed shortly. 7. Disparity Study- working well. The membership was asked to provide any questions or
concerns for that conference call scheduled to take place next week.
IX. New Business Doug Failing - Two management changes were reported. Former head of Procurement, Lonnie Mitchell, is now the new Chief Operating Officer (COO), he handles bus and rail operations and recognizes the importance of doing business with small business. Also, the interim chief planning officer is Ms Martha Wellborn. The importance of using small businesses for Metro work is being relayed to Ms. Wellborn.

Carlos Morgner - Three suggestions: 1) he received a suggestion that a US Flag be put in the TBAC meeting room and to have the pledge of allegiance at the start of the meeting. 2) Refreshments for the TBAC meeting are currently provided by TBAC. Members are suggesting that a Prime Contractor sponsor the food which will allow them to meet small businesses and possibly work together. They would be allowed to offer company brochures, etc. for the TBAC members. This will afford an increased in participation in TBAC and there will be no cost to the organization. 3) Allow five minutes at each meeting for a member to describe successful business strategies. The Vice-Chair (Ezekiel Patten) responded to the suggestions - The first two items are new and will be taken under consideration. The third item may have been suggested in the past. This will be discussed.
X. Public Comments 1.. Keith Compton - Reminder about the Calcon expo scheduled for August 12th in Pasadena. 2. Keith Compton - The Vendor Diversity Program will be held next year in Los Angeles at the
Staples Center in February. Mr. Compton advised that this program spent $2m last year when it was held in Dallas. This program has a list of vendors that must be used for certain items when they come to town, but the vendors they use must be registered/certified. There are four agencies whose certifications they accept. The information is on their website. Deadline is September 1.
3. Chinese American Construction Professionals reported that they are hosting two workshops - the first is June 24 on High Speed Rail (HSR), and the other is on July 9 on training and certifications and doing business with public agencies. Sherman Gay will be the speaker at the July event.
4. If there is an event that any TBAC member or member organization would like to go on the calendar, please forward it to the proper person on the Board.
