Colfax Ave., Dept. 508 Denver, CO 80202 December 7, 2018 Dear Resident, Business, or Property Owner, The Curtis Park/Welton Street Parking Area Management Plan (AMP) Committee has worked throughout the last several months to develop an on-street parking and curb lane management strategy. The committee is comprised of Parking & Mobility Services (PMS) staff and representatives from Curtis Park Neighbors and the Five Points Business District with the support of Council District 9. This on-street parking strategy is designed to better reflect current levels of activity for residents, patrons, and employees. The first draft of this AMP was mailed to all impacted residents, businesses, and property owners in May 2018 to solicit feedback. Since then, the committee has worked to assess the input received, make modifications where appropriate, and prepare for plan implementation. As a result of the committee’s diligent work, PMS is pleased to share the final Curtis Park/Welton Street Parking AMP that includes on-street parking and curb lane modifications to be installed in February 2019. See the enclosed plan to view the final recommendations. Key highlights and modifications include: Adding 2-hour time limits from 8am-6pm (Saturdays, Sundays and holidays excepted) along several streets to improve resident access and address automobile and light rail commuter parking impacts. Eligible households may apply for Residential Parking Permits (RPP) to exempt their vehicles from the 2-hour time limits. Implementing passenger and general loading zones along Welton to accommodate passenger loading, taxi, and ride-hailing (Uber, Lyft, etc.) and to discourage vehicles from loading in travel lanes. Loading zones are shared spaces and can be used by anyone actively loading. The initial draft proposed that 2-hour 8am-10pm time limits be implemented along and adjacent to the Welton commercial corridor. However, feedback received indicated that managing commuter parking impacts is the main concern, and 8am-6pm restrictions will be installed. The initial draft also proposed that the existing 2-hour hour (8am-6pm, Sundays and holidays excepted) parking meters along Welton between 26 th and 28 th be removed. However, given recent parking occupancy data and increased activity along the Welton commercial corridor, the parking meters will remain. Residents with addresses located along blocks with new parking time limits will need to satisfy eligibility requirements before parking permits can be obtained. New applicants must submit RPP applications by Friday, January 11, 2019 to receive permits in time to comply with the updated parking restrictions. To apply for a permit or learn more about eligibility requirements, please visit www.parksmartdenver.com and click on “Parking Permits.” Permits will be required to avoid parking citations on time limited block faces once new parking restrictions have been installed. Please note, RPPs are only valid on the block where the permit holder resides. Eligible households may be granted up to a maximum of one annual RPP per licensed driver and one Guest Permit per household. Implementation is scheduled to begin in February 2019, pending weather or other unforeseen circumstances, and will take approximately three weeks to complete.
