Dr Adia is a local Councillor in Bolton and the Executive Cabinet Member for Regeneration and Resources with responsibility for Council finance; the budget planning process; performance management; human resources and organisational development; ICT and e-Government; customer relations; economy, employment and skills; housing services; planning policy and the anti-poverty strategy. Ebrahim has also served as a Commissioner on the Commisison on Integration and Cohesion, as the Vice-Chair of the NHS Primary Care Trust in Bolton, as a Peer Member for the Local Government Association and as an Independent Expert Adviser to the Audit Commission.

Tanja AITAMURTO Researcher at Stanford University [email protected]

Dr. Tanja Aitamurto is the Deputy Director and a Brown Fellow at the Brown Institute for Media Innovation at the

School of Engineering at Stanford. She examines how collective intelligence, whether gathered by crowdsourcing,

crowdfunding or co-creation, impacts journalism, governance and product design, particularly media innovations.

Tanja is the author of Crowdsourcing for Democracy: New Era in Policy-Making. She has lead the design and

implementation of the Finnish Experiment, a pioneering case in crowdsourcing policymaking. She advises and

studies Open Government projects in several countries, the projects including topics such as participatory

budgeting and crowdsourced legislation. She has attended meetings and given talks about her research at the

White House, the Wikimedia Foundation, OECD, the Council of Europe and in several Parliaments and

Governments, including those of Canada, Austria and Finland. More about Tanja's work at

Miguel ARANA

Director of Participation Project, Open Government Department, City of Madrid

Miguel Arana is the Director of the Madrid city council participation project. He is designing the new open government strategy for the city of Madrid, and its new free software platform for direct democracy and collective intelligence http://decide.madrid.es Defining also the national strategy for smart cities together with other major Spanish cities as Barcelona, Zaragoza, A Coruña among others. He has been actively involved in the 15M movement in Spain since its beginning, with an emphasis in the digital tools and the connection of the movement with other countries. Currently working with different participation projects worldwide, and networks as D-CENT, including countries as Iceland, Finland or Brazil.

Mr João Carlos AFONSO, Portugal, Deputy Mayor of Lisbon

João Carlos Afonso is City Council Deputy Mayor for Social Rights. He is also President of the Lisbon Council for Social Action. A trained architect, he worked for the Portuguese Architects Guild National Secretary and as adviser for Social Affairs in the Portfolio for Housing and Social Development (Lisbon City Council).

Unnur Margrét ARNARDOTTIR Project Manager, democratic development, City of Reykjavik [email protected]

Born in 1983 and studied population health at Stockholm University and political science at the University of Iceland and IEP Sciences Po Strasbourg. After working in the cultural and scientific department of the French Embassy in Reykjavik for a couple of years, Unnur started working for the City of Reykjavik in 2012, first as the Mayor‘s personal assistant and now as project manager in democratic development, including the citizen participation projects Better Reykjavik and Better Boroughs.

Daniel BITTENCOURT [email protected]

Daniel Bittencourt is coordinator of the Digital Communication bachelor's program, the Universidade do Vale do Rio dos Sinos (Unisinos), has a degree in Journalism and a Masters in Social Communication at the Graduate in Social Communication Unisinos Program. His research focused on engagement systems, emerging systems, collaboration, co-creation in digital cities, developing projects that work innovative forms of interaction and building collective knowledge through the Economic of Participation. Currently pursuing PhD in Unisinos which discusses the possibilities for mediatization of cities from digital collaborative platforms. In 2010, it was one of the co-creators of Redenção.cc, collaborative project created under the Creative Commons platform that sought to rescue the affective memory of Porto Alegre about his most beloved park, Redemption. The project grew and made possible the creation of the first wikicidade the world, PortoAlegre.cc. One of his most recent projects is the Agora Network (http://www.agoraemrede.com.br) - a social network Canoas City Hall connecting citizens and public officials through video hangouts and open innovation systems. It is one of the founders of the Lung, technology-based startup that develops innovative engagement systems for the transformation of cities.

Robert is a successful entrepreneur that introduced the web to Iceland in 1993 and in 1995 to Denmark. Before co-founding the Citizens Foundation he worked in the online gaming industry where his team received many industry awards including two BAFTA awards for games. Robert has extensive experience with AI algorithms and 3D software spanning over 20 years.

Steven Clift is @democracy on Twitter. A pioneer in using technology for good, we was honored as a White House Champion of Change for Open Government in 2013. He launched E-Democracy.org, the world’s first election information website in 1994. His “government by day, citizen by night” insights come from leading Minnesota’s first e-government initiative. An Ashoka Fellow who has spoken across 35 countries, today he leads global outreach for the UK-based Knowledge Hub. Based in Minnesota, he serves as E-Democracy’s volunteer Executive Director.

Catalin GROSU, 48, Romanian expert in International Relations, is a graduate of ‘Nicolae Titulescu’ University Bucharest (BA/LL.B.), with 18+ years of experience in central and local public administration, as well as 25+ years in mass media as a science journalist, awarded by UNESCO in 2004 for his ‘FORUM IT’ weekly TV programme dedicated to IT students of all grades. President of ‘FORUM IT’ Association, he developed a yearly nationwide IT event lasting a decade, until he graduated ‘George C. Marshall’ European Center for Security Studies’ course and entered the City Hall of Bucharest as its Director for Foreign Affairs and Protocol. Among other honours, he was elected Secretary General of the Romanian Protocol and Ceremonial Association and President of the Romanian Center for Integration (focused on inclusion and diversity issues).

Bruno KAUFMANN Chairman, Election and Democracy Commission, Falun, Sweden [email protected]

Bruno Kaufmann, Member of City Government (Executive Branch) and responsible City Councillor for Elections and Citizens Participation. Bruno Kaufmann is a trained political scientist and journalist. He has covered elections and referendums across the world. In his research as President of the Initiative and Referendum Institute (iri-europe.org) in Marburg/Germany Bruno has focused on active citizenship and participatory democracy at all political levels. Bruno Kaufmann has published dozen of books and thousands of newspaper articles and radio broadcasts. He serves in the Falun City government since 2011 and has led a continous work to develop the city infrastructure for participatory democracy (falun.se/democracy). At the EU level Bruno has authored the new European passport to active citizenship (democracypassport.eu). Globally he is editor-in-chief of the new democracy platform people2power.info (hosted by the Swiss National Broadcasting Company) and co-leads the Global Forum on Modern Direct Democracy (2016globalforum.com). He is a research fellow at the Center of Social Cohesion at Arizona State University in Tempe/USA.

Gabriele KLINGMüLLER Deputy Mayor of Bonn, Bonn, Germany [email protected]

Ms Klingmüller belonged to a group of eight random citizens, eight political representatives and seven administrative staff members who, from 2012 -2014, worked with on “Guidelines of Participatory Democracy in Bonn”. Quality standards of participatory democracy were phrased and the connecting requirements of participation processes were developed, including suggestions on how these processes could be established and directed. The guidelines were unanimously adopted by the City Council on March 27, 2014.

Elisa LEWIS Démocratie Ouverte, Democracy Innovation Incubator, France [email protected]

Elisa Lewis is a member of Démocratie Ouverte, a community gathering elected representatives, members of institutions, social entrepreneurs and project leaders developing creative solutions to upgrade democracy. Démocratie Ouverte aims at broadcasting and experimenting projects leading to a more collaborative, transparent and inclusive democracy. She has co-launched with Romain Slitine the project of an incubator for participatory and collaborative democratic projects. They are the authors of a book on democratic innovations around the world (to be published in 2016 – La Découverte).

Vanessa Liston Co-founder and CEO of CiviQ [email protected]

Dr. Vanessa Liston is co-founder and CEO of CiviQ, a company delivering innovations in public participation and deliberation. CiviQ’s mission is the creation of an open data source on public opinion and changes in social perspectives to help respond to complex social and environmental challenges. Vanessa holds a PhD in Political Science from Trinity College Dublin, Ireland, where she was a Government of Ireland Scholar. She publishes regularly in international journals on development issues, deliberative democracy, Web 2.0 technologies, and political system innovation. Vanessa also has a background in international development and a management consulting career in Accenture and Cambridge Technology Partners. In 2014 she was listed by TechnologyVoice as one of Ireland’s Talented 38 Technology Women.

Aleksandra LUGOVIC Head of Representation of South Serbia in Brussels - Regional Development Agency SOUTH [email protected]

Aleksandra was appointed as the Head of Representative Office of the City of Niš, Serbia in 2011 and later on promoted to the Head of Representative Office of South Serbia in Brussels through Regional Development Agency SOUTH. She has been advocating citizens’ participation in regional policy making and encouraging people to get involved in creating solutions for community’s problems. Over the years, she has also been involved in projects for securing humanitarian aid and crises management for victims of war and floods in the Balkans. Aleksandra has a Doctorates degree in Business Administration and prior to this position she has worked for one of the leading European media based in Brussels -‘EUobserver’.

Justyna Łukasiewicz-Musiał – Head of Press Office at Katowice City Hall. One of her tasks is to supervise and coordinate the process of implementation of Participatory Budget in the city of Katowice as well as any other participatory processes, such as social consultations and the Mayor’s meetings with citizens. She is also responsible for creating the image of Katowice as a city open to cooperation with inhabitants both in the local press and among the inhabitants themselves. She holds an MA in Foreign Affairs from GWSH (Katowice School of Economics) and also has completed post graduate studies in Culture Managing from the University of Economics in Katowice. Ewa Gajewska – Senior Press Officer at Katowice City Hall, co-founder and coordinator of the Participatory Budgeting Project (PBP), where she is responsible for strategic development and management of

PBP’s operations and communications, including support for local PB processes and broader efforts to build powerful messaging that enables PB to grow. Ewa has experience in developing, researching, and working with community engagement programs in Katowice. She holds a Master’s degree in Political Science and Journalism from the University of Silesia in Katowice and a BA in Czech Philology from the University of Wrocław.

Tudor MIHAILESCU Co-Founder at GovFaces Romania [email protected]

Tudor Mihailescu is a Co-Founder at GovFaces and a Doctoral Candidate in Political Science at the Graduate Institute of International and Development Studies, Geneva. Upon joining GovFaces in 2013, Tudor conceived and led the implementation efforts for GovFaces’ community development strategy, relying on volunteer-based grassroots promotion across 15 European countries. With the launch of the full GovFaces platform in the United Kingdom in 2015, he took on the challenge of preparing and coordinating the platform’s expansion at the local level in the South East of England. Before joining GovFaces, Tudor worked in volunteer management and political awareness campaigns in Romania. Complementing his professional experience, Tudor is currently pursuing doctoral research, focusing on political communication and rhetoric.

Ana Lis RODRÍGUEZ NARDELLI Research Director of Democracia en Red Foundation and peer of The Net Party, Argentina [email protected]

Ana Lis Rodríguez Nardelli is the Research Director of Democracia en Red Foundation and peer of The Net Party (Partido de la Red). With a Bachelor’s degree in Social Anthropology (UBA) and MSSc in Human Development (FLACSO – UN), she has focused her research on gender, public policies, and citizen participation from an anthropological perspective. She is passionate about building more equal and vibrant democracies through civic engagement using open source technologies like DemocracyOS. She was born in Buenos Aires, Argentina, in 1982.

Antonios SAOULIDIS

Lawyer, Deputy Mayor of Municipality of Neapoli-Sykies, Greece [email protected]

Mr Antonios SAOULIDIS was born in Sykies, Greece, in 1978. He is lawyer-member of Thessaloniki Bar Association. He is Deputy Mayor of Municipality of Neapoli-Sykies. He is elected municipal councilor since January 2003. Since 2007 until 2014, he was President of the Municipal Council of former Municipality of Sykies and Municipality of Neapoli-Sykies and Responsible for the Planning and Development Municipal Office. He graduated from the Faculty of Law of Aristotle University of Thessaloniki. He completed his postgraduate studies in International Economic and Political Studies, and European Youth Policies and he is currently PhD candidate in Political Sciences in the University of Macedonia in Thessaloniki. He participated as speaker to several International and European conferences on, inter alia, local participatory democracy issues and he published relevant articles.

Alderman Jeroen VAN BERKEL City of Amsterdam, West district [email protected]

Jeroen van Berkel (1969) has been committed to politics since 1998. He has held several positions serving both national and local politics, working for the Dutch House of Representatives and as political assistant of education and social affairs Ministers and aldermen of the City of Amsterdam. In 2013, he was elected as the Labour Party candidate in the Amsterdam West district, and has been installed as alderman since April 2014. His current portfolio responsibilities include finance, voluntary work, welfare, sports, subsidies and citizen initiatives and participation. Concerning the latter, he has been leading the development of an online citizen participation tool, to work towards a new interactive and dynamic local democracy.

Graduated as Social Pedagoge I started my career as streetcornerworker with male prostitutes in Ghent. After this five-years-lasting exciting challenge, I became lector didactical management and later Programme Coordinator at the Teachers Training Academy in Alost. In 2007 I returned to Ghent, directing the Integration Service of the City. I further specialised in Diversity Management and European Studies, whereby I’m now responsible for European Policy on Social Inclusion and Welfare within the City.

As a human being and through my accumulated work experience, I'm always focused on supporting the most vulnerable groups in society. Dag Vestrheim, Senior Advisor, Ministry of Local Government and Modernisation in Norway [email protected]

Dag Vestrheim has since 1988 worked in the Ministry of Local Government and Modernisation on issues related to central-local relationship, local democracy and elections. His work now including issues on voting age, research issues, issues related to voter turnout and questions about citizens' involvement in local decision making, especially in connection with the ongoing local government reform, how local democracy and the condition for participation can be developed in merged municipalities.

Mr Iain WALKER, Australia, Executive Director of the NewDemocracy Foundation [email protected]

Iain leads the work of the newDemocracy Foundation in Australia conducting real world trials of innovative democratic processes with elected representatives. NDF assess resulting levels of public trust, whether they generate useable decisions and if they help broaden the agenda for elected representatives. The focus of the Foundation is to explore more representative, less adversarial and clearly deliberative processes – and advocate their role as a complementary part of our democratic structure. The work of NDF is motivated by a belief we need to positively ask citizens ‘How can we govern ourselves better?’ rather than contributing to a culture of complaint.

Anthony ZACHARZEWSKI The Democratic Society

Anthony Zacharzewski is the director of the Democratic Society, a British non-profit organisation that promotes democracy, good debate and new models of participative government. The Society is involved in a range of projects designing new democratic spaces, including NHS Citizen and is a national partner on the UK Government’s Open Policymaking programme. In his earlier career, Anthony was a senior civil servant in the British Cabinet Office and worked on strategy and policy in HM Treasury, the Privy Council Office, Brighton & Hove City Council and the Department of Health.

Mr Hems ZWIER, Netherlands, Blogger, Social innovation advisor

Hems Zwier is founder and ‘inspirator’ of the Social Innovation Lab, a meshwork organization that pilots new concepts for modern society. As a lecturer he educates future change managers to become the positive change and to create a sustainable world. Keywords in his work are social innovation, social entrepreneurship, co-creation, re-inventing society, leadership and the strategic use of social media and community building. He believes the modern world is best understood as an all connected ecosystem and uses that paradigm as an enabler to solve wicked problems. He is a strong advocate of working with grass roots to feel the pulse of society.
