THE DELTA KAPPA GAMMA SOCIETY INTERNATIONAL
STANDING RULES
1. Purpose
1.0 General
1.1 The Standing Rules of Missouri State are guidelines to explain and clarify customs and accepted
usages in our organization.
1.2 Standing Rules may be amended or rescinded at any state convention by a two-thirds (2/3) vote
of the registered members assembled at the state convention. If previous notice has been given, a
majority vote adopts.
2. Awards
2.0 General 2.1 Missouri State Achievement Award
2.11 Guidelines
a. The nominees must be active members of Missouri State with a minimum of seven years of
active membership in Delta Kappa Gamma, and who have given or are presently rendering
distinguished service to Missouri State, to be eligible for the Missouri State Achievement
Award.
b. Each chapter may nominate one member of Missouri State for this honor. Any nominee may
be resubmitted, but no member may receive the award a second time.
c. Information concerning Achievement Award forms shall be published in the September/Fall
DELTAGRAMS.
1. Nomination forms postmarked by January 15 shall be sent to the State Achievement
Chairman.
2. The Missouri State Achievement Award committee shall screen candidates, if more than
seven names are submitted.
2.12 Selection
a. A ballot of nominees, sent to Missouri State officers, committee chairmen, and past
presidents by February 15, shall be returned to the State Achievement Chairman by March
15.
b. The award presentation shall be made by the State President at a state convention or Area
Conference.
c. The award shall be an appropriately designed pin designating the Missouri State
Achievement Award.
2.2 Missouri State Chapter Achievement Award
2.21 Guidelines
a. Chapters must submit a completed report form to the state Achievement Chairman by March
15.
b. Report forms shall be made available to chapter presidents in the fall. They shall also be
available on the state web site.
c. The report form shall provide for gathering data about the chapter’s activities and
participation. The committee will consider, but not be limited to the following areas.
1. All chapter members shall have dues paid on or before the deadline date.
2. The chapter initiates or reclaims active members. -SR-1-

3. Chapter attendance at regularly scheduled meetings on all levels of the society.
4. Educational Excellence activities, both service and program topics.
5. Chapter involvement in the society on levels outside the local chapter.
d. The executive board prior to the start of a chapter’s biennium (even numbered years) shall
approve the report form.
2.22 Selection
a. Report forms shall be returned to the State Achievement Chairman by March 15.
b. The committee shall determine, with the approval of the executive board, the levels of
achievement to be awarded.
c. Recognition shall be made during a state convention or Area Conference.
d. The award shall be an appropriately designed certificate.
2.3 Missouri State Scholarships for Graduate Study
2.31 All scholarships will be for graduate work which occurs from the time the award is
announced through the end of the spring semester of the following year.
2.32 The following scholarships may be awarded during the biennium provided funds are
available. The Scholarship Committee has the responsibility to work within this
limitation. If there is no qualified applicant, that scholarship will not be awarded.
a. Mayme C. Hamilton Scholarship − $2,500
This one-academic-year scholarship will be offered in odd years
for 6 hours of graduate work toward a degree and/or certification
beyond the master’s or its equivalent. b. Harman Trust Scholarship− $2500
This scholarship will be offered each year for 6 hours of credit for graduate
work toward specialist’s or doctorate degree. The applicant must be accepted
and enrolled in a graduate program of an accredited institution of higher
education. c. Delta State Presidents Scholarship − $2500
This one-academic-year scholarship will be offered in even years
for 6 hours of graduate work toward a degree and/or certification
beyond the master’s or its equivalent. d. Arria Murto Scholarship − $1000
This one-academic-year scholarship will be offered in odd years
for 6 credit hours at the master’s, specialist’s, or doctoral level in
courses appropriate for advancing the applicant’s professional career. e. Merea Williams Scholarship − $1000
This one-academic-year scholarship will be offered in even years
for 6 credit hours at the master’s, specialist’s or doctoral level in
courses appropriate for advancing the applicant’s professional career.
2.33 Basic Requirements
a. The applicant must be an active member of Missouri State of The Delta Kappa
Gamma Society International for a minimum of one year.
b. The applicant must have completed a bachelor’s degree.

c. The applicant must provide evidence of active participation and of demonstrated
leadership in Missouri State.
d. The credit hours must be completed at a nationally accredited institution of higher
education.
e. The applicant must provide evidence of excellence in scholarship.
f. The applicant must provide evidence of service to the community.
2.34 Application Process
a. Current application forms may be secured from the state scholarship chairman or the
Missouri State website.
b. The completed application form, official transcripts of all college work completed
including bachelor’s, and official proof of acceptance into the doctoral or specialist’s
program (if applicable) must be filed with the state scholarship chairman and
postmarked by March 1 of the year in which the scholarship is to be awarded.
c. Four letters of recommendation must be sent to the state scholarship chairman
postmarked by March 1 of the year in which the scholarship is to be awarded. 1. All letters of recommendation must be in sealed envelopes with the signature of the
person making the recommendation across the seal. Failure to do so will result in non-
acceptance of these letters.
2. One letter of recommendation must be from the applicant’s chapter president.
3. Three letters of recommendation must be from teachers or administrators with whom the
applicant is teaching or studying at the time of the application. One of the three must be
from the applicant’s current principal, superintendent or supervising college faculty
member.
4. These sealed letters may be sent with the application.
d. On March 1 of each year the file of each applicant is closed. If an applicant wishes to
apply for a scholarship in another year, a new application must be filed with all of the
supporting transcripts and new letters of recommendation.
2.35 Recipient Requirements
a. The recipient of the Mayme C. Hamilton Scholarship and the Missouri State
Presidents scholarships will complete 6 hours of graduate study toward a degree
and/or certification beyond the master’s or its equivalent.
b. The recipients of the Arria Murto Scholarship and the Merea Williams Scholarship
will complete 6 credit hours at the master’s, specialists or doctoral level in courses
appropriate for advancing the applicant’s professional career.
c. The recipient of the Harman Trust Scholarship will complete 6 hours of graduate
credit toward a specialist’s or doctorate degree in the graduate program of an
accredited institution of higher education where the recipient is accepted and enrolled.
d. When scholarship recipients are enrolled with the term in session and all scheduled
changes completed, the recipient must request the appropriate university official to
provide the state scholarship chairman with the following information: 1) Confirmation that the scholarship recipient is enrolled
2) The number of credit hours of enrollment

e. The recipient of an International Delta Kappa Gamma scholarship becomes ineligible to
receive a Missouri State scholarship for the same academic year.
f. The recipient should understand the obligation to remain an active, contributing member of
the Delta Kappa Gamma Society International.
2.36 Payment of Scholarships
a. After being properly enrolled and schedule changes made, all recipients shall request
that the appropriate university official provide the state scholarship chairman with the
following information:
1) Confirmation that the scholarship recipient is enrolled
2) The number of credit hours of enrollment
b. Scholarship recipients who are enrolled for at least six hours of graduate credit in a
given term will be paid the entire amount upon receipt of the copy of the verification
of enrollment document by the Missouri State executive secretary-treasurer provided
to her by the state scholarship chairman.
c. Scholarships may be paid in two installments. One at the beginning of the first 3
hours of enrolled credit and the second at the beginning of the second 3 hours of
credit providing the first 3 hours of credit have been completed.
d. Recipients being paid in two installments must verify completion of the first 3 hours
by providing an official transcript to the state scholarship chairman to receive the
second payment. (This is in addition to the verification required in 2.35 d and 2.36 a.)
e. The scholarship committee chairman is responsible for certifying that all information
is correct and forwarding copies of enrollment verification documents and transcripts
for the first 3 hours to the executive secretary-treasurer with a request for payment to
the recipient.
2.37 The scholarship fee must be used as an award for graduate work only and must be awarded
to a Delta Kappa Gamma member. This means that the 80 cents of the scholarship fee
retained by chapters may not be used for a recruitment grant, a grant-in-aid, a
recognition award, or a scholarship not for graduate study.
2.4 Missouri State Scholarships for Undergraduate Study
2.41 Bradford Grants are available for undergraduate women who are pursuing a career in
education.
a. Two grants, $1,000 each, may be awarded each year.
b. A separate fund from the regular Missouri State Scholarship fund is maintained
because the grants are intended for undergraduates.
2.42 Basic Requirements
a. Applicants must have completed at least 75 college hours.
b. Preference may be given to Delta Kappa Gamma collegiate members or the relative
of a Delta Kappa Gamma member.
c. The applicant must be doing undergraduate work in a nationally accredited institution
of higher education.
2.43 Application Process
a. Current application forms may be secured from the state scholarship committee
chairman or the Missouri State website.

b. The following items must be sent to the state scholarship chairman and postmarked
no later than March 1 proceeding the academic year for which the scholarship is to be
awarded:
1.) Official transcripts of all college work.
2.) Official proof of enrollment.
3.) Three letters of recommendation from college faculty members.
4.) An additional letter of support from the relative’s chapter president if the applicant
is a relative of a Delta Kappa Gamma member.
c. Letters shall be in sealed envelopes with the signature of the person making the
recommendation across the seal. Failure to do so will result in non-acceptance of
these letters.
d. These letters may be sent with the application.
2.44 Payment of Grants
a. When the recipient is enrolled in classes for the academic year in which she is to
receive the grant and all scheduled changes are completed, she is to request that the
appropriate university/college official send a letter of confirmation of her enrollment
to the state scholarship committee chairman.
b. After this required letter is received by the state scholarship chairman from the
appropriate university/college official, a copy will be forwarded to the executive
secretary-treasurer with a request for payment of the grant to the recipient.
3. Membership
3.0 General 3.1 Membership
3.11 Membership committees should carefully screen all recommendations. Membership is based
upon success in teaching, qualities of leadership, unselfish professional spirit, cooperative nature,
leadership potential, and other personal qualities. Consideration should be given to the election
of outstanding young educators.
3.12 No more than two honorary memberships may be granted in one year by the state organization or
by a chapter organization.
3.13 The state will provide the key pin for state honorary members and present it at initiation.
3.2 Formation of New Chapters
3.2.1 The membership committee shall work with any special committees appointed by the state
president to explore expansion potential within a designated area of the state.
3.3.2 When the organization of a new chapter is approved by the state Executive Board, the
membership committee shall assist the special expansion committee and the sponsoring chapter
with the implementation and installation of the chapter.
4. Finances
4.0 General 4.1 Budget
4.11 The allocation of funds shall follow the state budget as adopted by the Executive Board.
4.12 An attempt shall be made by the Finance Committee to budget adequate funds for
DELTAGRAMS, state website, communication, stationery and supplies, expansion, conventions,
special projects, and for travel, lodging, expense allowances of the state Executive Board and
committees.

4.13 The Finance Committee shall oversee the allocation of funds involving the Golden Anniversary
Fund for the Area Conferences and Leadership Seminar.
4.14 The state president and the state executive treasurer shall authorize any additional funds as
needed for the Area Conferences and Leadership Seminar.
4.2 Expense Allowances
4.21 Reimbursement for official private automobile travel expenses shall be at the per mile rate
approved by the Missouri State Finance Committee in odd numbered years and $40 lodging per
night will be paid for a planning meeting of state officers, elective and appointive, and state
committee members at the beginning of each state biennium.
4.22 The sponsoring chapter of a new chapter shall be reimbursed for expenses such as material from
International Headquarters, telephone, postage, initiation, and reception expenses in an amount
not to exceed $15 per initiate.
4.23 The expense allowances shall be as listed in section 4.3 of the Standing Rules. Refer to Article
VI sections B.1.e and G of Missouri State Bylaws.
4.24 Receipts for transportation, lodging, and other expenses shall be attached to the reimbursement
form and submitted to the executive secretary-treasurer within fourteen (14) days of the official
meeting.
4.3Expenses Allowance Chart (See Appendix 4.3)
4.4 Dues
4.41 The state annual dues for active members shall be $12. Beginning in the 2020-2021 membership
year the state annual dues for active members shall be $14 and dues shall be increased by $2 each
consecutive year until they reach $20.
4.42 The state annual dues for reserve and collegiate members shall be $6. Beginning in the 2020-2021
membership year the state annual dues for reserve and collegiate members shall be $7 and dues
shall be increased by $1 each consecutive year until they reach $10.
5. Organizational Structure
5.0 General 5.1 Organization of State Areas and Coordinating Councils
5.11 The state shall be divided into four areas, each led by a state area coordinator. Refer to Article
V.D of the State Bylaws.
5.12 Each chapter shall be associated with a coordinating council.
5.13 Each coordinating council will be assigned to one of the four areas.

5.15 Any expansion that forms new chapters or coordinating councils shall be reflected in the above
section.
5.16 A chapter or coordinating council, with approval of its members, may apply to the State
Executive Board for assignment to another coordinating council or area.
6. Officers and Personnel
6.0 General 6.1 Compensated Personnel—Member of The Delta Kappa Gamma Society International.
6.11 Depending on the evaluation results by the Personnel Committee, they may continue in their
respective positions for an indefinite number of years.
6.12 Compensated personnel may serve on state committees only as an ex-officio member.
6.13 A complete job description for these positions is on file with the Executive Secretary-Treasurer
and the Personnel Committee.
6.14 After two consecutive, positive evaluations by the personnel, the Executive Secretary- Treasurer,
the DELTAGRAMS Editor, and the Web Editor shall be eligible for a 5% bonus of the base salary
based on available budget.
6.2 Executive Secretary-Treasurer
6.21 Clears files biennially of all extraneous material.
6.22 Keeps an up-to-date membership record file.
6.23 Orders, distributes and prepares materials as directed by the state president and/or state Executive
Board.
6.24 Orders and purchases the state president’s pin for presentation at the time of her installation.
Assumes care for state society jewelry.
6.25 Expense allowance—those listed in section 4.3 of the Missouri State Standing Rules, plus
postage, stationery, supplies, telephone, and any other necessary expenses involved with the
duties and responsibilities in service as state executive secretary-treasurer.
6.3 DELTAGRAMS Editor
6.31 Edits the DELTAGRAMS, the official publication of Missouri State.
6.32 Prepares, organizes, proofreads all copy received and determines copy to be printed.
6.33 Selects printer and works with all aspects of publication including all editing layout and mailing.
6.34 Prepares typewritten rough draft of each issue of DELTAGRAMS for the State President. All
monographs must be approved by the state president.
6.35 Publicizes all conventions, conferences, and seminars (state, regional, international).
6.36 Takes and/or obtains photographs of state conventions and other state meetings, and secures
photographs and information about chapter activities, coordinating council functions and chapter
installations. Sends photographs to state scrapbook compiler.
6.37 Writes the cover article on State Conventions, Regional Conferences and International
Conventions.
6.38 Submits a written report for state convention.
6.39 Expense allowance—those listed in section 4.3 of the Missouri State Standing Rules, plus
postage, stationery, supplies, telephone, and any other necessary expenses involved with the
duties and responsibilities in service as state editor.
6.4 Web Editor

6.42 Updates Website at least four times a year

6.5 Reports to State and International
6.51 Annual Reports
a. The chapter Membership chairman sends a necrology report to the state Membership
chairman. DUE BY FEBRUARY 1.
b. The chapter president sends a report to the state president. DUE BY FEBRUARY 1.
c. The state president sends a report to the International office. DUE MARCH 1.
d. The chapter treasurer sends a report to the state president, the state executive secretary-
treasurer and the chapter president. DUE JULY 15
6.52 State Committee Chairmen’s report DUE FEBRUARY 1.
6.6 Other Reports
a. Chapter presidents will complete a report immediately following the death of a chapter
member or honorary member.
b. The state president will complete a report immediately following the death of a state officer
or state honorary member. The executive secretary-treasurer will report the death of the state
president
7. Meetings
7.0 General 7.1 State Convention
7.11 Chapters are expected to assume responsibility for specific duties and events as delegated by the
state president. Expenses incurred shall be paid as budgeted.
7.12 Each area coordinator, in the order of NW, NE, SE, and SW, will choose chapters within that area
to serve as a hostess for each state convention meal, to act as pages at state business meetings,
and other duties assigned by the state president.
7.13 The state president shall select from the meeting area a coordinator to assist with local
arrangements.
7.14 The state president shall select a convention registrar.
7.15 The state president shall use the convention manual as a guide to formulating plans for the
convention.
7.16 The state music chairman, in consultation with the state president, shall plan the music and select
convention pianist.
7.17 The state executive secretary-treasurer shall pay, in addition to the usual expenses, the following
items from the amount budgeted for the state convention: Lodging, meals for the international
guest and honorary initiate(s), meals for specified guests, luncheon meal for the next year’s
scholarship recipient(s) and gifts not to exceed $100 for each scheduled speaker.
7.18 For future reference, the state president shall place in the president’s files and in that of the
executive secretary-treasurer all convention information.
7.19 Hostess chapters for the luncheon, banquet, and breakfast should limit their expenses to $100 per
meal function for table decorations.
7.2 Area Conference
7.21 Area Coordinator and the Leadership Development Chairman shall select the location of
each Area Conference with the approval of the State President.
7.22 The State Executive Secretary-Treasurer shall pay the amount budgeted for the Area -SR-8-

7.23 For future reference, the State Leadership Development Chair shall place in the
President’s files, and in that of the Executive Secretary-Treasurer, all meeting
information.
7.3 Leadership Seminar
7.31 Leadership Development Chairman, Area Coordinators, and the state president shall select the
location of the Leadership Seminar.
7.32 The state executive secretary-treasurer shall pay, in addition to the usual expenses, the following
items from the amount budgeted for leadership seminar: Meals and fees of specified presenters
as authorized by the Finance Committee.
7.33 For future reference, the state leadership development chairman shall place in the president’s files
and in that of the executive secretary-treasurer all meeting information.
7.4 Chapter Visits
7.41 During each state biennium each chapter is entitled to one state visit.
a. The hostess chapter is to pay expenses associated with the chapter meeting, i.e. meal.
b. The state will pay the expenses involved with transportation and lodging.
c. If a chapter desires additional visits, the local chapter shall pay all expenses.
7.42 Coordinating councils are encouraged to invite the state president in lieu of individual chapter
meetings in the area.
a. The hostess chapter is to pay expenses associated with the chapter meeting, i.e. meal.
b. The state will pay the expenses involved with transportation and lodging.
7.43 New chapters may have annual visits during their first two years with the state paying expenses
for transportation and lodging.
8. Committees
8.0 General 8.1 Guidelines
8.11 Continuity in state and chapter committee appointments shall be provided by naming a member
of the committee of the previous biennium as a member of the same committee.
8.12 Each chairman shall:
a. Maintain a file including information received, actions/programs followed, reports made, and
recommendations
b. Maintain in her files a current inventory of Society materials. A copy of the inventory shall
be sent to the state president by September 1 of odd-numbered years of the biennium.
c. Pass on to her successor all supplies and committee files after clearing them of all extraneous
materials.
d. Have all committee expenses other than those listed in section 4.3 of Delta State Standing
Rules approved by the state president and executive secretary-treasurer.
8.2 Expense Allowances
8.21 Expense allowances are provided for a planning meeting of state officers, elective and appointive,
and state committee members at the beginning of each state biennium.
8.22 Expense allowances are provided for annual meetings of the Finance Committee and the
Scholarships Committee in addition to the initial planning meeting at the beginning of each state
biennium.
8.23 Expense allowances are provided for the Personnel Committee and the Nominations Committee

in even-numbered years in addition to the initial planning meeting at the beginning of each state
biennium.
8.24 Expense allowances are provided for ad hoc committees as needed.
8.25 Expense allowances—those listed in standing rules section 4.3—plus postage, stationery,
supplies, telephone, and any other necessary expenses involved with the duties and
responsibilities of state committees and related personnel are provided.
9. Publications
9.0 General 9.1 DELTAGRAMS
9.11 Published by the state editor after approval by the state president.
9.12 Deadline for content submission is the first day of August, November, February, and May.
9.13 Mailed by the second week of September, December, March, and June.
9.14 Recipients other than Missouri State members. Refer to Article VI Section C.2.c. of the state

10. Funds 10.0 General
10.01 The State Treasurer manages individual funds, which are reviewed by the Finance Committee
10.02 Separate accounts and records are maintained for each fund.
10.03 Types of accounts and the use of interest accrued shall be determined by the Finance Committee.
10.04 Multiple signatures are maintained on all accounts.
10.05 Financial institutions are recommended by the State Treasurer and approved by the Finance
Chairman and State President.

11. Historical Records
11.0 General 11.1 The appointed historian shall write a history of each biennium to be placed in the files of the state
president, the files of the state secretary-treasurer, and the designated state archival facilities.
11.2 State president shall appoint a member to compile materials within a scrapbook for each
biennium.
11.3 Missouri State uses the archival facilities of Western Historical Manuscripts Collection housed in
Ellis Library at the University of Missouri-Columbia.

12. Traditions
12.0 General 12.1 Courtesies and Special Gifts
12.11 The State President shall appoint a member of MissouriState as official hostess for the
International Representative at the state convention.
12.12 The Southwest Regional Director and the International President shall be given a gift of $25 at
the close of each international biennium.
12.13 An appreciation gift not to exceed $100 for the retiring State President shall be selected by the
immediate Past State President and State Executive Secretary-Treasurer and presented by the
Immediate Past State President at the state convention banquet. A guard for the State President’s
pin is suggested.
12.2 Memorials
12.21 A contribution of $50 shall be made to the state Golden Anniversary Fund upon the death of a
current or past state president.
12.22 A contribution of $25 shall be made to the state Golden Anniversary Fund upon the death of a
current state officer, compensated or related personnel.
12.23 One half dozen red roses shall be provided at the services concerning Standing Rule 12.21 and
12.22.
12.24 A contribution of $25 shall be made to the state Golden Anniversary Fund upon the death of
parent, spouse, or child of a current or surviving past state president.
12.25 A contribution of $25 shall be made to an international fund set up in the case of a death at the
international level.
12.26 The state Membership Committee will be responsible for conducting a memorial service for
deceased members at the state convention.
12.3 Symbols
12.31 The key pin is worn in a vertical position over the heart; international, state, and chapter
presidents’ pins are worn directly below. Nametags or other jewelry should not be worn above
the key pin.
12.32 All members of The Delta Kappa Gamma Society International shall be encouraged to wear their
Delta Kappa Gamma key pins on the first Monday of each month to school and/or to any public
meeting or on any day designated by the state organization.
12.33 The Delta Kappa Gamma song should be sung at each meeting.
12.34 The official Missouri State song should be sung at convention.
13. Chapter Dissolution
13.0 When a Missouri Chapter of The Delta Kappa Gamma Society votes to dissolve, the following
list of items and actions must be accomplished to complete the process between the chapter and
the state organization, Missouri State.
13.1 Chapter Dissolution List:
13.11 After all outstanding checks have cleared the Available Fund checking account and all bank
accounts, the chapter president and treasurer will withdraw the remaining balance(s) from all
account(s) in the form of a cashier’s check made out to “Missouri State, The Delta Kappa Gamma
Society” and close all accounts.
13.12 The chapter president or treasurer shall mail or deliver the cashier’s check to the Missouri State
Executive Secretary-Treasurer for deposit into the state’s Available Fund.
13.13 The chapter president or treasurer shall collect the following chapter items and put them in a
plastic storage container for delivery to the Missouri State Executive Secretary-Treasurer:
