    1. Purpose of Training Delivery Plan

    The purpose of this plan is to outline the planning for the training deliveryfor the Test Crew courses for both the Waratah 4-car Pre-Production TestVehicle (PPTV) and the first 8-car set (Set 1). The information contained

    within this plan is subject to change and will be updated andcommunicated as required.

    It is acknowledged that some systems and capabilities of the PPTV/trainwill not be functional during the tuning of the PPTV/train. Therefore thetraining structure outlined in this plan provides a flexible approach withalternative methods for training delivery to meet those circumstances.

    The audience of this Plan includes business stakeholders who have aninterest in the implications of the training such as human resourceallocation, provision of support services to assist with training deliveryand those who might otherwise have direct or indirect interest in itsprogress.

    Note: The curriculum for this course is subject to approval post pilot.Therefore the information contained in this plan is subject to change.

    2. Audience

    The following audience groups will be required to attend this training:

    3. Role Program/Course Overview

    In addition to the training that test crew will receive in this program, theTest Crew will receive additional non-Waratah training to support them intheir role. This will include:

    Certificate IV in Workplace Training and Assessment (some

    modules only) for those not yet accredited with up to datecompetencies as Workplace Trainers/Assessors

    Simulator Operator training

    They will also receive the full Waratah training program asprovided to other drivers and guards. The timing of that trainingwill be dependent on the arrival of functional simulators. Thistraining will be outlined in the Training Delivery Plan for WaratahRevenue Crew.

    The below information provides an overview of the Test Crew course:

    3.1 Course overview/structure/sequence:

    The course will be delivered in a series of revisions to cater for the initialrollout and testing of the Pre-Production Test Vehicle (PPTV) and the 8-car Waratah (Set 1) as follows:

    1. Revision 0 will act as the official pilot of the course and be conductedon the PPTV at Cardiff so that Test Crew with an OSM/Principal/s canlearn the features of the PPTV in a protected environment (Cardiff)and operate the PPTV between Hamilton and Newcastle (Possessionsite). It is acknowledged that some systems and capabilities will notbe available on the PPTV, e.g. the eTIS may have little or nofunctions available and drivers will work off analogue gauges.

    Overhead power is not available at the Cardiff facility except in thetest shed. Access to the train for both inspection and operation maybe limited and unpredictable. Therefore the primary course approachfor Day 1 of the course (familiarisation) will be developed based onavailability of the train and systems (Option A). It is RelianceRail/DEDIR and RailCorps expectation that this approach is the onethat all parties work together to deliver. A fallback approach (OptionB) will also be developed to provide continuity of training when,despite best efforts by all parties, the train or its training-criticalsystems are not available. Revision 0 will be delivered to theNewcastle Test Crew (5 drivers, 5 guards) and four AMF Test Crew

    (2 drivers, 2 guards).2. Revision 1 will be conducted on the PPTV at AMF based on the

    feedback received and experience gained in operating the PPTV fromthe Revision 0 course. It will be conducted in the same way asRevision 0 and will be delivered for the remaining AMF Test Crew.

    3. Revision 2 will be conducted on the first 8-car set in Sydney at theAMF to all Test Crew. RailCorp expects that, within any particularlimits imposed by the test program on a given day, all traincapabilities will be available during this training and test phase andthat training will be developed on that basis. Guidance will beprovided in the materials on how to manage training delivery on

    functions that may become temporarily unavailable.

    As Test Crew will be the first to learn how to operate the PPTV andWaratah Set 1, their training and competence will be conducted inconjunction with the testing and initial operation of those trains byDEDIR and a RailCorp Principal Driver Trainer, RCT Principal DriverTrainer, Principal Guard/Trainer and/or Operations StandardsManager (OSM) as follows:

    DEDIR component:

    1. Daily briefings to ensure that operating conditions and limitationsare understood by the test crew

    2. Site induction (Cardiff or AMF)

    3. Familiarisation of PPTV/Waratah Set 1 (on the train)

    4. Train systems/components on the train (or in a classroomenvironment if the train is unavailable).

    5. PPTV/Waratah Set 1 operation/drive/guard (on train).

    RailCorp component:

    1. Rail safety briefing on site

    2. Specific Rail corridor conditions

    3. Ensure performance of Test Crew in PPTV/Waratah Set 1operation/drive/guard

    3.2 Course Duration

    The course duration for Revision 0 and 1 is two days.

    The course duration for Revision 2 is to be confirmed subject to therequirements of train operation and assessment of competence.

    3.3 Delivery Method: Classroom, on-site and train

    Two options are to be developed for delivery for the first day of thetraining course, with Option A to be the preferred method of delivery.Option B is only to be employed when the train is unavailable to the testcrew for training or operating purposes. It is expected that all reasonablesteps will be taken by DEDIR to have access to a train for trainingpurposes. This could include making portions of a train available whileother parts are being worked on, subject to appropriate safetyconsiderations.

    Option A

    In Option A, all train component and capability description,demonstration, practical and hands-on assessment sessions will takeplace on the train. A classroom session will be used for site safety andawareness, written assessment (as required) and other sessions whichare not specific to the train. Some train systems and capabilities may notbe available temporarily and the program delivery will be adjusted toaccount for this. When systems or capabilities become available again,the training process will be readjusted accordingly and the learning willrevert to Option A.

    Option B

    When the train is completely unavailable or particular components are notavailable for training (and other systems or capabilities cannot besubstituted for training) then classroom sessions using pictures, diagramsand other appropriate processes will be delivered. When the train or itssystems become available again, training will resume on the train.

    The above options do not apply to the second day of the course whichrequires access and operability of the train as part of on-track testing.

    3.4 Learning outcomes:

    At the completion of this Course, the participants will be able to:

    Drivers

    Apply power to move the train

    Apply brakes to stop the train

    Identify the location and function of components and equipment on

    the PPTV which vary from Millennium Carry out train preparation procedures on PPTV

    Respond to fault and alarm indications

    Locate Emergency coupler and related cocks

    Understand the roles and responsibilities of Train Captain and crewwhile working on and around the PPTV.

    Guards

    Perform Guard functions on a moving train

    Identify the location and function of components and equipment on

    the PPTV which vary from Millennium Carry out train preparation procedures on PPTV

    Respond to fault and alarm indications

    Understand the roles and responsibilities of Train Captain and crewwhile working on and around the PPTV

    3.5 Training location/resource/facility requirements

    Training will be conducted at the following locations and require theseresources:

    o DEDIR Cardiff site

    o PPTV on track in possession between Newcastle andHamilton

    o DEDIR AMF site, Auburn

    o Set 1 on RailCorp network out of AMF

    o Classrooms with data projector, train and train key set atboth facilities.

    4. Assessment/Competence Assurance

    Practical assessment of driver and guard competence in knowledge and

    operation of the train systems, components and operation of thePPTV/train will be conducted progressively on-the-job (testing &commissioning phase) using a Competence Log Book that ensures alllearning outcomes are demonstrated competently. This logbook will becompleted throughout the training at regular intervals. This process willcover competence in training systems and functions, preparation andoperating the train. Operating the train will include moving and stoppingthe train, operating train systems, communication and demonstratingeffective responses to faults and failures in the PPTV/Set 1 context,communicating effectively with the Train Captain about train performanceand faults and failures and responding to the Train Captains direction.

    RailCorp will work together with DEDIR to assess and confirmcompetence. DEDiR will assess the drivers and guards on the trainsystems. RailCorp will assess test drivers and guards in the operation ofthe train. Evidence will be gathered during the training and test process inthe Competence Log Book to ensure that drivers and guards arecompetent in the Waratah train/PPTV.

    To assure the performance of drivers and guards against their existingcompetence to operate the PPTV/Waratah Set 1, a Review Panelconsisting of DEDIR and a RailCorp OSM, Principal Driver/Guard and/orRCT Principal Driver/Guard will be conducted during a practice drive foreach participant.

    Both the DEDIR trainer and RailCorp Principal/OSM will be responsiblefor determining the competence of each participant through this ReviewPanel.

    The RailCorp trainer/s will be deemed competent to then train remainingcrew on the PPTV following this process:

    1. RailCorp Principal Driver will be the first Driver to prepare andoperate the PPTV. He will be assessed by the DEDIR Trainerand the RailCorp RCT Trainer (who will at this point, act as anindependent assessor as the RCT Trainer is not yet accredited tooperate the PPTV). The Principal Driver is already accredited inthe PPTV Possession site road knowledge and will pilot all other

    drivers through the site on their first drive.2. The first Guard to perform Guard duties (ie: Continuity test) will

    also be assessed by the DEDIR Trainer and the RailCorp RCTTrainer as above. The Guard may be assessed first and then thePrincipal Driver will be assessed as per point 1.

    3. The Principal Driver will then train and assess the RailCorp RCTTrainer to operate the PPTV.

    4. The DEDIR Trainer, Principal Driver, RCT Trainer and whereappropriate, a Guard Trainer or peer Guard will then form theReview Panel to train and assess the remaining crew at Cardiffyard.

    A similar process will be detailed for first operation of Set 1.

    In the event that a Principal Guard/Trainer is unavailable, Test Guardswill be able to conduct peer assessments under the guidance of theReview Panel.

    In the event that there has been limited availability of the train or itssystems during a training period and Option B has been employed,competence in those parts unavailable may be assessed using a writtenassessment. Otherwise, the primary form of assessment will be by

    demonstration on train.The Competence Log Book will be used throughout the three revisions torecord Test Crews progress and competence. This evidence will supportrecognition of this competence towards their full Waratah Crew trainingon the simulators.

    6. The DEDIR Trainer and RailCorp Principal Trainer will then train

    remaining crew in the PPTV Preparation each night it is inpossession until all crew are assessed.

    5. The Principal Driver and the RCT Trainer will be the first toexperience and conduct the PPTV Preparation according toDEDIRs PPTV Preparation procedure, and participate in the pre-release preparation conducted by DEDIR.

    6. Critical Success Factors

    The following critical success factors have been identified that willmaximise the effectiveness of this training:

    Engagement of subject matters in the design and delivery oftraining

    Communication of the training to the full audience and upcomingtraining prior to training delivery, so they are attending the trainingknowing why

    The support of Change Advocates who positively communicatethe change (where appropriate)

    Full commitment by management for the audience to be releasedto attend training

    Conduct of a pilot and encourage pilot attendees to positivelycommunicate training to peers

    Train the OSM/Principal/s in the first course to build subjectmatter expertise and support Test Crew

    Effective planning of staff to attend training through timely noticefor rostering

    Effective delivery and accuracy of resources to aid training, ie:manuals, procedures, business documentation, systems.

    7. Course Dependencies and Assumptions

    The below table outlines the identified dependencies, assumptions andassociated risks affecting the training outlined in this Plan, and anyproposed mitigation strategies to manage the risk:

    The trainers/assessors are (DEDIR trainer/s (Glenn Jones/PaulJames) and Train Captain, and RailCorp OSM (TBC), PrincipalDriver (Steve Harper) and RCT Principal Driver (Garth Schwartz).

    The DEDIR trainer/s and Train Captain will be responsible forensuring train, classroom and resource availability, delivering the

    training including ensuring the daily briefing is delivered to thecrew and confirmed, train preparation and operation of the train,assessing trainee competence and working with the RailCorpOSM/Principal/s to assess and confirm those aspects ofcompetence which are a joint responsibility.

    The RailCorp OSM/Principal/s will be responsible for confirmingthe competence of the crew in network operation of the train andworking with the Train Captain and trainer/s to confirmcompetence of the crew in those aspects of competence whichare a joint responsibility.

    Trainers are required to be certified (TAA04 Training andAssessment relevant competencies) and competent RailCorpdrivers and guards to a Millennium standard.

    9. Pilot

    The first course held in Cardiff on the PPTV will act as a Pilotcourse.

    There will also be a pilot held for Set 1.

    Attendees of each pilot should include Course Review Groupmembers, initial AMF and Newcastle-based test crew.

    10. Administ rative/Logist ical Requirements

    Printing of materials will be organised by PPP Training

    Facility and resource bookings will be coordinated betweenDEDIR and PPP Training.

    Attendance record sheets will be collected and recorded inRailCorps Ellipse system by PPP Training and DEDIR accordingto the agreed training process flow.

    11. Evaluation and Quality Assurance

    The RailCorp Quality Training Management System (QTMS) has beenutilised and customised to ensure all curriculum and training deliveryconducted for the course meets quality standards that meet business

    requirements.

    A course evaluation sheet will be completed by each participant at thecompletion of each course.

    The curriculum development checklist will be used to ensure allcomponents are addressed in the training.
