DELHI LIBRARY ASSOCIATION REPORT ON THE ACTIVITIES DURING 2015 - 2016 Dear Members, It is with great pleasure that, I present the Report on the activities of the Delhi Library Association for the period April 2015 to March 2016. OBITURIES Before I take up formal presentation of the Annual Report for the year ending 31 st March 2016, I bring to your kind notice about the demise of the following members: Mr D R Mann, was born on 1st November 1966. He did his post- graduation in Sociology. He also obtained M Lib Sc as well as Diploma in Russian. He was an alumni of the School of Library Science of Delhi Library Association from where he did C Lib Sc. (Certificate Course in Library Science). He worked in NIPCID Library for quite long from where he shifted to AICTE as its Librarian. His last job was at National Accreditation Board as Drawing and Disbursement Officer. He had been intimately associated with the activities of Delhi Library Association ever since he joined School of Library Science for pursuing C Lib Sc course. He was Member of the Executive Committee of DLA for two terms during 2003- 5 and 2009-11. He was Secretary of the Association during 2005-7; 2009-11 and 2011-13. In 2013 he was co-opted as Member of Executive Committee of DLA for 2013-15 term. DLA places on record the services rendered by Mr Desh Raj Mann and sends its heart felt condolences to the bereaved family and prays Almighty to grant peace to the departed soul.

It is with great pleasure that, I present the Report on the activities ofthe Delhi Library Association for the period April 2015 to March 2016.

OBITURIES

Before I take up formal presentation of the Annual Report for the yearending 31st March 2016, I bring to your kind notice about the demise ofthe following members:

Mr D R Mann, was born on 1stNovember 1966. He did his post-graduation in Sociology. He alsoobtained M Lib Sc as well as Diploma inRussian. Dr. Anil W. Hirwade, In charge, Library, National Institute of IntellectualProperty Management, Nagpur, expired in July 2015.

Mr Rabinder Nath Chopra, Ex Librarian of Dyal Singh Evening CollegeLibrary (University of Delhi) expired on 3rd December 2015. He beganhis professional career as Library Clerk in Dyal Singh Morning College in1960. He did C Lib Sc from Delhi Library Association in 1962 and earnedhis B.Lib Sc and M Lib I Sc from the University of Delhi and becameLibrarian in Dyal Singh Evening College Library in 1981. After serving theCollege for over 40 years he superannuated on 31st January 2003.

Prof J. L. Sardana (born 1934) expiredon 26th February 2016 in New Delhi. Hewas in Library & Information Scienceprofession since 1957. He worked as aLibrarian in University GrantsCommission, Indian Institute ofTechnology Kanpur, Indian Institute ofManagement Lucknow, as well as ateacher of Library & Information Sciencein Delhi University for about 20 yearseach. He superannuated in 1998 from theUniversity of Delhi as Professor. He wasHead of the Department of Library andInformation Science, University of Delhiduring 1994-95. He was President of Indian Library Association during1998-2000. He was also Vice President of FID, The Hague(Netherlands). He not only participated but also organized severalnational and international conferences. He was Organizing Secretary ofINDO-US Conference on L & IS Education held in New Delhi in 1992 andwas the Chairman of National Organizing Committee of 49th FIDConference and Congress held in New Delhi during October 1998.Several students have completed their M.Phi. and Ph.D. programmesunder his guidance and supervision. He had been Editor/member of theEditorial Board of several journals. He was honoured by the ILA in 1994.He contributed several research papers and authored individually andjointly 12 books. He was member/Chairman of several committees andwas a member of the Planning Commissions’ 9th Five Year Plan WorkingGroup. He was the member of Research Council of INSDOC (nowNISCAIR) during 1995-98. Delhi Library Association sends its heartfeltcondolences to the bereaved family.

Dr Ramesh Chandra Vashishth expired on 7th March 2016. He workedin Delhi University Library System from 1963 to 31st December 2000. He

served the Delhi University LibrarySystem in various capacities. He receivedhis initial education in library science fromthe School of Library Science run by DelhiLibrary Association and earned B.Lib.I.Scfrom Awadhesh Pratap Singh University,Rewa as a regular student. He was LifeMember of Delhi Library Association andalso served as member of the ExecutiveCommittee of DLA for two terms during2005/07 & 2007/09. He compiled amimeographed book entitled “Contents ofBooks Available in the African StudiesLibrary, University of Delhi “which waspublished in 2000. After retirement he earned his Ph D in Sanskrit on thetopic LdUniqjk.k esa ?keZ'kL=h; lkexzh from the University of Delhi.

MINUTES OF THE SPECIAL GENERAL BODY MEETING

The last Special General Body meeting of the Delhi Library Associationwas held on 21st February 2016 at 11.00am in Ranganathan Bhawanunder the Chairmanship of Prof. C P Vashishth, President of theAssociation for which due notice was served on 21st January 2016 by DrJ N Singh, the General Secretary to elect the following Office Bearers for2016-2019 under the supervision of the Returning Officer Prof. B K Sen :

At the very outset Prof. C P Vashishth extended a very warm welcome tothe members present and thereafter invited Dr J N Singh, GeneralSecretary of the Association to proceed with the listed items on AGBMagenda. Letter inviting nominations for various offices of DLA was sentby Dr B K Sen. He received just that many nominations as were thepositions available. Since Dr Sen was unwell so he sent a letteraddressed to the President of DLA to announce the result of election.The following were declared elected unopposed for 2016-2019 term:

Mr. Shaliareadout the Auditor’sreport and highlightedthe features of theBalance Sheet, Income & Expenditure Account, and Receipt & Paymentaccount, and list of fixed assets of the Association.

Dr. S K Bajpai proposed for its passing. Mr. Vinod Kumar Vijan secondedthe proposal. The Accounts were passed by voice vote.

After the formal adoption of the Auditor’s report, President Prof. C PVashishth invited Mr. Rajesh Singh, Chairman Constitution RevisionCommittee to present the revised Constitution. Mr. Rajesh Singh readoutthe revised Constitution and highlighted the features of the revisedConstitution.

The General Body also decided that next election for ExecutiveCommittee and General Secretary will be held in February, 2016.Theexisting EC will continue till the new EC is elected in February, 2016 andtakes charge on 1st April 2016.

Mr. Arun Kumar Shalia proposed for its passing. Mr. Vinod Kumar Vijanseconded the proposal. Revised Constitution was passed by voice vote.

Under clause 9(d) of the Constitution, Prof C P Vashishth has beenappointed as the Honorary Editor of Library Herald. On therecommendation of Editor; Mrs Renu Arora, Prof Jaideep Sharma & Dr SR Gupta have been appointed as Joint Editors. Dr. Sunil Kumar, MrRajesh Singh & Dr Taruna Joshi have been appointed as HonoraryAssociate Editors. FOUNDATION DAY FUNCTION

Delhi Library Associationcelebrated its 78th

Foundation Day on 10th

March 2016 inRanganathan Bhawan,Nariana Vihar, NewDelhi. The programmestarted with lighting of thelamp followed by theSaraswati Vandana sungby students of theSchool of LibraryScience. While extendingwelcome to Chief GuestDr H.K.Kaul, Director DELNET and invitees, Shri M.L. Kachroointroduced the Chief Guest. Dr Taruna Joshi read the note on the majoractivities of the Association prepared by Prof C P Vashishth. Awards,Prizes and certificate of Scholarship were given to students by the ChiefGuest Dr H.K.Kaul.

As per a decision of the Executive Committee of the Association held on17th January 2016 the following two awards were announced.

• DLA LIFE TIME ACHIEVEMENT AWARD- 2015 went to Dr A LMoorthy Ex. Director, DESIDOC. Dr Moorthy could not come ashe was away in Sri Lanka.

• DLA PROFESSIONAL EXCELLENCE AWARD-2015 for workingLIS professionals was conferred on Dr. Jagdish Arora, Director,INFLIBNET Centre, Gandhi Nagar (Gujarat). The award wasjointly given by Prof C P Vashishth & Dr H K Kaul

Mr. Jnanendra Narayan Singh proposed a vote of thanks.

17TH PROF S DASGUPTA MEMORIAL LECTURE

17th Prof S. Dasgupta Memorial Lecture was delivered by Dr H K Kaul,Director, DELNET, New Delhi. He spoke on “Challenges Before theLibrary Profession”. Professor C P Vashishth presided over the Lecture.Earlier Sh. M L Kachroo Conducted the Proceedings. Dr. Jnanendra N.Singh, General Secretary proposed a vote of thanks.

13th Dr S R Ranganathan Memorial Lecture

Librarians Day-2015 Celebrated Coinciding with Librarians Day-2015 celebration, the Delhi Library Association organized 13th Dr S RRanganathan MemorialLecture on 12th August2015 at 10am inRanganathan Bhawan,Naraina Vihar, NewDelhi. The Lecture wasdelivered by Ms NeetiSaxena, Head, CentralContent ProcurementUnit, Library &Information Services,British Council, NewDelhi on the topic“Libraries and Cultural Convening Spaces.” The programme began withlighting of lamp offering of floral tributes to Dr S R Ranganathan’s statueby Chief Guest, Office Bearers of DLA, invitees and students. Singing ofsaraswati vandana by the students of Lib & Info Sc. Dr K C Garg, SeniorFaculty member of the school introduced the speaker. Prof C PVashishth spoke on the activities of DLA and on the three lecture seriesconducted by DLA. Votes of thanks given by Mr Kumar Sanjay, Secretaryof the Association.

4th Prof P N Kaula Memorial Lecture

Delhi Library Association organized 4th Prof P N Kaula MemorialLecture on the theme Envisioning the Library of the Future: ChangingRole of Librarians in digital Era on 15th November 2015 in RanganathanBhawan. The lecture wasdelivered by Dr RameshC. Gaur, UniversityLibrarian, JawaharlalNehru University, NewDelhi. Mr M L Kachroo,Registrar, School ofLibrary Science of DelhiLibrary Associationextended a warmwelcome to the ChiefGuest and the audience.Prof C P Vashishth,

LIBRARY ACQUISITIONS

Library has a total of 4666 books in its collection. No additional bookswere procured during the period under report. The collection comprisesof purchased as well as gift books received from libraries in Delhi.

Library Software:

Library continues to use the SOUL 2.0 Limited Edition softwaredeveloped by INFLIBNET Centre (An Inter University Centre of UGC),Gandhinagar (Gujarat).

IGNOU PROGRAMME STUDY CENTRE 0775 (P) Delhi LibraryAssociation:

Indira Gandhi National Open University (IGNOU), New Delhi hasrecognized the Delhi Library Association as a Programme Study Centrefor their BLIS and MLIS Programmes from January 2004 session. During2015-2016 two batches of students were admitted in July and Januarysessions respectively. A total of 166 BLIS and 18 MLIS students in July2015 session and 115 BLIS and 14 MLIS students in January 2016session were admitted. The Association got a net revenue ofRs.2,71,988 during 2015-2016.

REPORT ON C LIB SC COURSE OF 2014-15

Out of 50 candidates who were admitted to the 61st session of the C LibSc course 49 students wrote the examination of whom 33 students wereplaced in 1st Division, 4 in 2nd Division and 2 in 3rd Division. Fivestudents were given compartment while five students were declaredfailed. The detailed result is as follows:

In October 2004 SardarJoginder Singh, formerLibrary Director of theAmerican InformationResource Centre, NewDelhi (a student of 1st

batch of C Lib Sc of theSchool of Library Scienceof DLA and now a residentof United States ofAmerica) instituted“Joginder SinghScholarship forExcellence in Library Science” to benefit a “needy, but at the same time anacademically deserving student admitted to C Lib Sc Course”. Ms Upasanaof 2015-16 session was the recipient of the scholarship of the value of Rs8500/-.

From March 2009 the Library Herald is alsoavailable in electronic version. An MOU has been signed withindianjournals.com which is marketing e-version of Library Herald. TheAssociation places on record the honorary editorial service rendered byProf C P Vashishth, Mrs. Renu Arora, Prof Jaideep Sharma, Dr S RGupta, Dr Sunil Kumar, Mr. Rajesh Singh & Dr Taruna Joshi.
