EU-Rwanda relations date back to the mid-1980s, but have been significantly strengthened over the years and are now formalised through the Cotonou Agreement signed in 2000by the EU and 79 countries from Africa, the Caribbean and the Pacific (ACP).

The main activities of the Delegation are to support both the government and civil society in developing the country. The EU and the Rwandan Government jointly set the agenda of the cooperation programme in line with the national Economic Development and Poverty Reduction Strategy (EDPRS). The main objective of the EU development cooperation is to allevi-ate poverty in the context of sustainable development, whilst according a high priority to human rights and good gover-

Rwanda has not only demonstrated great will for cooperation, but also remarkable socio-political and economic develop-ment which has only increased the EU's willingness to provide its support and expertise for realising Rwanda's full potential.

Located in Kacyiru in Kigali, the EU Delegation's role is to introduce Rwanda to the EU and the EU to Rwanda. The Delegation assures bilateral relations and provides develop-ment aid, but also serves as the main political and cultural interface between Rwanda and the EU.

The Delegation's Economy and Governance section focuses on three main areas:

The Millennium Development Goals Contract with Rwanda (EUR 175 million as budget support to the EDPRS over 6-year period). Assistance in the areas of public financial management and statistics (EUR 10 million)Specific programs promoting trade, regional integration and business aiming at economic growth both at macro-econom-ic as well as institutional level (EUR 6 million)

Projects in the area of human and social rights through the European Instrument for Democracy and Human Rights and Non-State Actors (EUR 20 million)

Sector budget support program (EUR 12 million) for justice, reconciliation, law and order. Support to the Parliament, electoral processes and media (EUR 5.85 million) through "Voice and Accountability" project.

Sector Budget Support to JusticeThe programme aims at strengthening the rule of law in promoting good governance and a culture of peace with four specific objectives: (1) universal acces to quality justice, (2) reinforcement of reconciliation mechanisms, (3) promotion of the rule of law, accountability and human rights, (4) the main-taining and enhancement of safety, law and order EU support: EUR 12 million

The Delegation's Infrastructure section pursues the objec-tives of regional integration and socio-economic develop-ment through improved access to roads and energy.

Rehabilitation of the Kigali-Gatuna roadThe aim of the project – in the framework of the EDPRS – is to facilitate the regional integration of Rwanda into the EAC (East African Community, which Rwanda joined in 2007) via the modernisation of the main access roads i.e. the Northern Corridor linking Kigali with Kampala (Uganda) and Nairobi (Kenya) adopting the EAC road standards. The project involves the rehabilitation of the road section linking Kigali to Gatuna over a length of 78 km. EU support: EUR 41 million

Funding for rural energy projects with a photovoltaic and a mini-hydro component co-financed by the Energy Facility I (EUR 9.1 million).Participation in the donor dialogue on the regional hydropow-er project Ruzizi III (Rwanda-DRC-Burundi)A more active and significant participation of the EU in the Energy sector is currently under consideration.

Moreover, the EU participates in the sector policy dialogues of Energy and Transport under the Ministry of Infrastructure and holds the Co-Chair position of the Development Partners in the Transport Sector Working Group.

Infrastructure is also a major focus in a regional program with the Communauté Economique des Pays des Grands Lacs (CEPGL).

Sector Budget Support to Decentralised Agriculture The seven-year program aims at developing both the institu-tions and sustainable production systems while ensuring that the agriculture sector contributes to sustainable poverty reduction and food security. The four main objectives are (1) enhanced institutions at the service delivery level, (2) the environmental sustainability of food production, (3) food availability and utilisation, (4) functioning of the information systems.EU support: EUR 40 million

Participation in policy dialogues, including the Sector Working Group for Social Protection, and financial support for the implementation of the Rwandan Social Protection Strategy tackling extreme poverty (EUR 20 million as budget support over 4-year period).

Support through development aid as well as sharing expertise in various policy dialogue groups, including the Sector Work-ing Group for Agriculture and subgroups working on soil erosion, irrigation and nutrition matters.

The Delegation's Rural Development section concentrates on three priority areas by participating in policy dialogue and providing financial support for operations and technical assis-tance.

Concrete projects and programmes, such as the support to the dynamic land tenure regularization system to protect the rural population's resource base in particular against the effects of global climate change and to the land tenure system.
