Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body that supports
the Australian Urban Water Industry. Its members and associate members provide water and
sewerage services to approximately 20 million Australians and many of Australia’s largest
industrial and commercial enterprises.
The Association facilitates collaboration, knowledge sharing, networking and cooperation
within the urban water industry. It is proud of the collegiate attitude of its members which
has led to industry-wide approaches to national water issues.
WSAA can demonstrate success in the standardisation of industry performance monitoring
and benchmarking, as well as many research outcomes of national significance. The WSAA
Executive retains strong links with policy makers and legislative bodies and their influences,
to monitor emerging issues of importance to the urban water industry. WSAA is regularly
consulted and its advice sought by decision makers when developing strategic directions for
the water industry.
WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information
relating to the provision of urban water services between industry, government and the
community, and to promote sustainable water resource management.
The Association’s main activities focus on four areas:
1. Influencing national and state policies on the provision of urban water services and
sustainable water resource management;
2. Promoting debate on environmentally sustainable development and management of
water resources and the community health requirements of public water supplies;
3. Improving industry performance and establishing benchmarks and industry leading
practices for water service processes; and
4. Fostering the exchange of information on education, training, research, water and
wastewater management and treatment and other matters of common interest.

1 EXECUTIVE SUMMARY
This appraisal is for a range of Deks Industries Pty Ltd metal- banded flexible couplings with
metal shear rings in sizes DN 100 to DN 250, manufactured to AS/NZS 4327:1995 Metal-
banded flexible couplings for low pressure applications.
DEKS shear banded flexible couplings are designed for joining or repairing pipes of various
material with the same or similar nominal internal diameters, in a low pressure sewerage or
drainage pipeline systems. Where the outside diameter of the pipes to be joined is greater
than 16 mm an appropriate adapter bush is utilised to facilitate leak proof jointing. DEKS
product literature provides details of when adapter bushes are required. See Appendix A.
The range of nominal diameters covered by this Appraisal is DN 100 to DN 250 and
applicable pipe outside diameter size ranges are detailed in Section 3.
DEKS shear banded couplings are supplied with Grade 316 stainless steel metal bands,
shear rings and fasteners. The sleeve and adapter bushes are manufactured from EPDM
rubber.
The couplings are not suitable for drinking water applications.
DEKS shear banded flexible couplings have been Watermark certified by ApprovalMark
International to AS/NZS 4327 and type test reports by NATA accredited test laboratories
have been submitted to demonstrate compliance to the performance requirements.
Deks Industries Pty Ltd is certified by British Standards Institute (BSI) to ISO 9001:2008.
DEKS shear banded couplings are considered as ‘fit for purpose’.
1.1 Recommendation
It is recommended that WSAA members, subject to any specific requirements of the member,
accept or authorise the DEKS shear banded flexible couplings, as detailed in this report, for
low pressure sewerage applications.
2 THE APPLICANT
(as provided by Deks)
Deks was established in Australia by Mr. George Cupit in 1947 and remained a family
business until it became part of the Skellerup Group in 2003. Deks continues to service its
clients in over 28 countries, providing the construction and industrial markets with high
quality products.
In 1910, George Skellerup opened the first rubber goods store in New Zealand and
developed his Para Rubber Co into 52 stores. Skellerup Industries was listed as a public
company in 1947 and has since expanded to cover a wide variety of global operations.
Both companies have a long and successful history as manufacturers of rubber products .
In August 2005, Deks acquired Jenco Products Pty Ltd.
Jenco was a well-established Australian manufacturer producing above and belowground
plumbing products, including a comprehensive range of pipe connectors and cast iron
drainage systems.
The Jenco range provided complimentary products to those already offered by Deks. The
acquisition is part of a long-term plan to broaden the range of market leading products for
the plumbing and building sector.
A national distribution network, located in each state, provides a distribution facility for a
range of couplings and cast iron surface fittings to water utilities and installation contractors

2.1 THE MANUFACTURER
The couplings included in this Appraisal are assembled in Vietnam, where the rubber
components are manufactured. The stainless steel components are sourced from China.
Deks has requested that the names and locations of the manufacturing plants remain
commercial-in-confidence. Copies of the relevant and current quality management
certifications for the suppliers have been submitted to meet the requirements of this
Appraisal.
3 THE PRODUCT
DEKS shear banded flexible couplings are designed for joining or repairing pipes of various
material with the same or similar nominal internal diameters in low pressure sewerage or
drainage pipeline systems.
Where the outside diameter of the pipes to be joined is greater than 16 mm an appropriate
adapter bush is utilised to facilitate leak proof jointing. DEKS product literature provides
details of specific applications where adapter bushes are required. See Appendix A.
The incorporation of a Grade 316 Stainless Steel metal shear band on the flexible coupling
counters the effect of soil or other superimposed load, to ensure rigidity and integrity of the
joint.
Each coupling has a designed compatible pipe OD range and is suitable for connection to a
wide range of pipe materials including PVC, PE, Vitrified Clay, Asbestos Cement, concrete,
galvanised iron, and cast or ductile iron.
The couplings are not suitable for use with drinking water.

The available coupling range includes DN 100, DN 150, DN 200, DN 225 and DN 250 as
detailed in Table 1. The compatible pipe outside diameters for each coupling is also given in
Table 1.

4 SCOPE OF THE APPRAISAL
The scope of this appraisal covers DEKS shear banded flexible couplings as specified in
Section 3 and included in the WaterMark Product Schedule in Appendix B.
5 APPRAISAL CRITERIA
5.1 Quality Assurance Requirements
The WSAA Product Appraisal Technical Advisory Group accepts metal-banded flexible
couplings manufactured in compliance with AS/NZS 4327:1995 Metal-banded flexible
couplings for low pressure applications and duly certified by means of an ISO Type 5 product
certification scheme undertaken by a JAS-ANZ accredited Conformity Assessment Body
(CAB) or by an International accreditation system recognised by JAS-ANZ.
The manufacturer is generally expected to have a production management and control
system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite
to undergoing a product certification audit.
5.2 Performance Requirements
The DEKS shear banded flexible couplings have been appraised for compliance with
AS/NZS 4327:1995 Metal-banded flexible couplings for low pressure applications.
Appraisal criteria are also determined by the WSAA Product Appraisal Technical Advisory
Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members.
The following Product Specification is also relevant to this application:

6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Deks Industries Pty Ltd has submitted a copy of their British Standards Institute (BSI)
Certificate of Registration No. FS 520679 to certify that their quality management system is
in accordance with ISO 9001:2008. The Scope is stated as “Importing storage and
distribution of products for the civil and construction industry”.
A copy of a WaterMark Level 2 Certificate No WM 74594 for AS/NZS 4327:1995 Metal-
banded flexible couplings for low pressure applications, issued by ApprovalMark
International, has also been provided. Type Test results have been submitted to satisfactorily
demonstrate compliance to AS/NZS 4327 for the products listed in Table 1.
Deks has also submitted copies of the Quality Management System Certificates for their
component suppliers.
6.2 Compliance with Performance Requirements
6.2.1 Material Requirements
AS/NZS 4327 provides allowable material requirements for the coupling components.
6.2.1.1 Metal band, shear ring and fasteners
The coupling metal band, shear ring and fasteners are Grade 316 in accordance with ASTM
A240. Material test certificates have been supplied to confirm compliance to the
specification.
6.2.1.2 Sleeve and adapter bush
The coupling sleeves and adapter bushes are manufactured from EPDM, complying with
AS 1646.
Material test certificates have been provided to confirm compliance.
6.2.1.3 Contamination of Drinking Water
The couplings are not suitable for use with drinking water applications.
6.2.2 Performance Tests
Deks has submitted copies of Type Test reports to demonstrate conformance to the
requirements of AS/NZS 4327.
CSIRO Infrastructure Technologies (NATA Accreditation No 165) successfully completed the
type tests specified in AS/NZS 4327.
7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
Deks has provided a Coupling and Bush Connection Guide and a Technical Data Sheet for
each nominal size coupling. See Appendix A.

9 PACKAGING AND TRANSPORTATION
The couplings are packed in cartons for transportation. Multiple cartons are packed onto a
pallet and shrink wrapped.
10 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of Competition
and Consumer Act 2010, which covers manufacture to the relevant standard. Details of Dek’s
warranty is included in their terms and conditions of sale

11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING
REPORT
Shear banded flexible couplings are considered standard products and installation trials
were not required as part of this Appraisal.
12 OUTCOMES OF EXPERT PANEL REVIEW
There are no outstanding items resulting from the expert panel review.
13 FUTURE WORKS
No future works have been identified.
