Abstract An alternative procedure for drought risk assessment and for the mitiga-tion of drought risk is proposed in the paper. 1 Introduction: Drought Risk Evaluation

Drought is one of the major threats among natural disasters to people’s livelihoodsand socio-economic development. It is a recurrent natural phenomenon and it

is present in all climate and hydrological regimes, even if its characteristics varysignificantly from one region to another, affecting more heavily the regions that areespecially vulnerable.

Drought is the most complex and least understood of all natural hazards and atthe same time affects more people than all the other natural hazards (Hagman 1984).Due to a slow evolution in time drought is a phenomenon whose consequences takea significant amount of time with respect to its inception in order to be perceived bythe socioeconomic systems. Taking advantage of this feature, an effective mitigationof the most adverse impacts of drought is possible, developing a monitoring systemto promptly warn of a drought onset and to follow its evolution on space and time(Rossi et al. 2007a). At the same time it is often difficult to know when a droughtbegins and to determine when a drought is over and it is particularly challenging toquantify a drought risk (Wilhite 2008).

The main operational drought definitions are: meteorological, agricultural, hydro-logical and socio-economic.

Meteorological drought specifies the degree of deficient precipitation from thethreshold indicating normal conditions over a period of time. Meteorological droughtmay also imply higher temperatures, high speed winds, low relative humidity,increased evapotranspiration, less cloud cover and greater sunshine resulting inreduced infiltration, less runoff, reduced deep percolation and reduced groundwaterrecharge. Agricultural drought is due to the deficit in soil moisture following ameteorological drought that produces negative impacts on crop production andnatural vegetation growth. Hydrological drought is concerned with the consequencesof rainfall deficiency in the hydrologic system (stream flows, lake, and groundwaterlevels). The socioeconomic drought occurs when the demand for an economic goodexceeds the provision as a result of a weather-related shortfall in water supply(Dracup et al. 1980).

Prolonged absence of precipitation, soil moisture deficit and decreasing in riverflows do not necessarily mean scarcity in an artificial water resources system. Watercan in fact, be supplied from natural and artificial reservoirs: aquifers and regulateddams can sustain water demands during period of meteorological, agricultural orhydrological droughts (Rossi 2000). Moreover shortage risk depends on demandfluctuation and on the actions carried out in order to reduce drought effects. Forthose reasons, dynamic indicators, relating resources and demand, are required inorder to identify the probability of occurrence of situations with a certain risk ofwater shortages (Garrote et al. 2008). In fact, many factors, such as the stochasticnature of inflows, the presence of different conflicting demands changing over time,the high level of complexity of the system or the interactions among the differentcomponents, mitigation measures and uncertainty related to the actual impacts ofextreme events, make the risk assessment of a water supply system associated todrought a problem that is better faced analyzing the probabilities of shortages ofdifferent entities (Alecci et al. 1986).

An analysis of the relationship between the risk of failure of water supply systemsand the available water stored in reservoirs is proposed in this paper. In particular,operating rules for drought mitigation are developed defining some threshold values,expressed in probabilistic terms. The ones that perform best are chosen with an opti-mization process. A simplified model of the water resources system is settled up. Thethreshold values are validated with Monte Carlo simulations and the operating ruleswith long term simulations, both performed with the software WEAP. The critical

situations are assessed month by month in order to evaluate optimal managementrules during the year and avoid conditions of total water shortage. The methodologyis applied to the urban area of Firenze in central Tuscany, in central Italy.

2 Risk Assessment and Management in Regulated Water Supply Systems

Following the risk management framework, risk analysis can be divided in riskidentification, risk assessment and risk treatment and management (Pliefke et al.2007). The first one is the condition of being aware of a dangerous situation. Thesecond one is oriented to the estimation of the probabilistic features of a hazard,whereas the third one is generally defined as a pro active approach for coping withrisk through planned actions that mitigate the effects of the adverse phenomenon.

Several classifications of drought risk assessment and drought risk managementactivities are available in the literature. With respect to drought risk assessment,depending on the time span of the analysis, on the probabilistic approach and evenon the considered mitigation measures, drought risk estimations can be subdividedin long term and short term risk assessments. Long term activities, that use a longtime horizon (30–40 years), are oriented to evaluate the adequacy of the system inorder to improve its reliability to meet future water demands. Short term actions,that use a 2 to 3 years time horizon, evaluate the operating rules, the managementmeasures and their capability to reduce the most negative impacts of severe droughts(Cancelliere et al. 1998). In the first case the assessment is generally unconditional,without taking into account the initial conditions of the system. In the second theassessment is conditional, since the initial state of the system is evaluated as the actualsituation at the moment of the simulation.

With respect to drought risk management, several actions have been proposedto mitigate drought risk and they span from economic incentives for water savings,to the constructions of new infrastructures, from insurance programs to restrictionof irrigation, from use of additional sources of low quality to techniques to reducecrops water consumption. Two different approaches to drought phenomenon aredistinguished: the reactive and the proactive one. The reactive measures are definedas those that are essentially implemented once visible impacts are already in progressand a drought occurs. The proactive (or preventive) measures are defined as those,conceived or prepared in advance, which may help in the alleviation of droughtconsequences (Rossi 2007). Following the long term and short term risk assessment,the mitigation measures have been defined respectively as long term and short termactions or as strategic planning and tactical responses to the drought (Werick 1993).A consolidated classification of drought mitigation measures has been proposed(Yevjevich et al. 1978), distinguishing three categories of measures: to increase watersupply, to reduce water demands and to minimize drought impacts.

In this work an alternative procedure for drought risk assessment and risk miti-gation for water supply systems is proposed. The procedure is based on a proactiveapproach for crisis management and combines unconditional and conditional riskassessment. Since in many drought prone Mediterranean areas the systems aresupplied by surface water resources stored in reservoirs (Rossi 2003), the studyfocuses on the management of water supply reservoirs under drought conditions.The goal is to help policy makers to develop reservoir operating rules for impactsmitigation in the context of drought management plans. The methodology is based

on the analysis of the relationship between available water stored in reservoirs andthe risk of failure of the water supply system for a given demand.

A long term risk assessment is performed to evaluate the capability of thesystem to react to severe drought events. The probability to have a given degreeof shortage in the water supply system is evaluated as a function of the volumestored in the reservoir at the beginning of the month. The actual situation of thesystems is evaluated with an ensemble of hydrological inflows represented by singleor couples of years obtained from the available historic time series and with initialconditions imposed covering the range of reservoir filling. Monte Carlo simulationsare performed using an ensemble of inflows for every initial filling of the reservoir.Once that the simulations are performed, it is possible to relate the volume stored inthe reservoir for each month of the year with the risk of failure and the amount ofwater supply deficit for every demand.

3 Reservoir Management Rules in Drought Condition Using Risk Indicators

In the case of reservoir systems there is a growing need to develop more sophisticatedoperation rules in order to consider new interconnections between the componentsof the water supply system, to better cope with deficits caused by more frequentdroughts and increasing demands as well as to satisfy new ecological constraints inrivers (Rossi et al. 2007b).

Reservoir operating rules specify releases as a function of system state for normaland exceptional conditions of water excess (floods) or deficit (droughts). The focus ofthis work is on operating rules under drought conditions. The magnitude of reservoirreleases during drought periods deals with the unknown inflows to be experiencedbetween the time of decision and the end of the drought. Caution, entailing keepingas much water in storage as possible, must be balanced against the need to provideas large proportion of the normal supply requirement as possible, minimizing, forexample the degree of rationing (Sargent 1979).

Analysis of reservoirs management under drought conditions has received in-creasing attention in the last years, especially the optimization of the rule curves andof the operational procedures (Hsu et al. 2004; Chang et al. 2005; Cañón et al. 2009).

Reservoir operation rules under drought conditions are based on proactive mea-sures, to be adopted before drought impacts occur. They imply demand management,imposing some temporary and moderate demand reductions in order to preventcatastrophic failures in the future. The great variability on the natural water re-sources and also on the demands is faced defining some threshold values to activatethe implementation of measures. Thresholds are expressed in probabilistic terms thatmeasure the hydrologic state of the system. They define four scenarios associatedwith different levels of drought severity that are, following the subdivision of Iglesiaset al. (2007): normal, pre-alert, alert and emergency scenarios. They can simplifythe decision-making required during stressful periods and can help to mitigate theimpacts of drought by clearly defining the conditions requiring actions.

The threshold values are defined considering the probability to satisfy a givenfraction of the demand in a certain time horizon, and would be calibrated throughdiscussions with water managers. A demand reduction is related to each thresholdlevel. The rules to manage the system in drought conditions, the threshold levels and

the reductions are optimized using a long term simulation in which a 35 year timeseries is considered. The critical situations are assessed month by month in order toavoid conditions of total water shortage.

4 Case Study

4.1 Analysed System

The methodology is applied to the urban area of Firenze in central Tuscany, incentral Italy (Fig. 1). The catchment of the investigated area has a surface of1.230 km2. It covers the Sieve River basin, a right affluent of Arno River, and theArno River basin between the confluence with Sieve River and the city of Firenze.It includes Bilancino reservoir, located in the upper part of Sieve catchment. Thedam is an earth fill dam with a silt core and a maximum height of 41.78 m. Thereservoir has a total capacity of 84.50 Mm3 and a conservation storage capacityof 62.50 Mm3. The reservoir catchment has an area of 149 km2, generating meanannual inflows of 78.37 Mm3, with higher values in spring and autumn. The flowseasonality is strong, although there is not a high annual variability. The flow spatialvariability is not pronounced, since the climatic and morphologic characteristics arequite homogeneous in the whole basin. Therefore annual inflows frequently exceedthe storage capacity of the reservoir. Most of its releases are used to satisfy ecologicalflow requirements and to supply several municipalities in the area of Florence.

The considered demand centres are Firenze and Bagno a Ripoli, which have,accordingly to the census ISTAT 2001, a total of 395,000 inhabitants.

The area was affected by a severe drought in 1985: in that year there wasno precipitation in central Tuscany between April and October; to overcome theproblems to the water supply systems the Protezione Civile (Civil Defence Agency)built a pipe to connect the urban area of Florence with some small lakes (Renai diSigna lakes) that are 6 km far apart (Mannucci 1985). Another drought affected thearea on the period 1990–1993. Its effects were particularly heavy in the water supplysystem in the summer 1993.

4.2 Model Implementation

Under water scarcity conditions, simulation models provide an efficient way topredict source-demand interactions and the impacts of rule modifications, overtime and space, in order to set the most appropriate drought mitigation measures.Frequently, generic simulation models are the core of complex decision supportsystems (DSS). The DSS can assist decision-makers to answer specific questions byfacilitating the use of models and databases in an interactive way (Andreu et al. 1996)at different levels of details ranging from simple screening models for guiding datacollection activities, to more complex tools requiring high levels of expertise (Sechiand Sulis 2010).

The software WEAP, developed by the Stockholm Environment Institute’s U.S.(SEI 2005), is implemented for the analysis. It integrates some physical hydrologicalprocesses with the management of demands and infrastructure to allow for multiplescenario analysis. Scenarios are story-lines of how a system might evolve or is evolvedover time with different hypothesis of river flows, spring quantities, socioeconomicsituations, policy settings and technology conditions. The hydrologic state of thesystem is updated with a monthly time step, and mass balance constants used in theallocation phase are calculated with the same time step.

The scheme of the system is simplified (Fig. 2), considering one reservoir, Bilan-cino, two urban demand sites, Firenze and Bagno a Ripoli, three “river systems”,Arno, Sieve and Sieve Bilancino and two minimum flow requirements: the first one

on Sieve Bilancino, downstream Bilancino Reservoir, and the second one on Arno,downstream Anconella outlet.

WEAP allocates water to meet instream and consumptive requirements, subjectto demand priorities, supply preferences or other constraints. In the model the higherpriority is given to the flow requirements, than to the municipality demand centres.The lower priority is given to the reservoir filling: if there is water availability thereservoir level increase, otherwise the water in the reservoir is used to satisfy theother demands.

The inflows into Bilancino reservoir and Arno and Sieve discharges are evaluatedwith the historical data of gauge stations by Servizio Idrologico Regionale Toscano(Regional Hydrologic Service of Tuscany). The total demand (45.591 Mm3/yearfor Firenze and 1.986 Mm3/year for Bagno a Ripoli) and the monthly fluctuation(Table 1) of urban sites in 2005, evaluated with data from Publiacqua, the local watersupply company, are considered as constant in all the simulated years.

The flow requirement on Arno has the same water allocation priority as watersupply to municipalities, so that its requirement will not heavily affect the coverageof Firenze water supply.

The storage capacity of Bilancino is evaluated as the conservation storage capac-ity: 62.50 Mm3. Bilancino reservoir is supposed to be fully operational since 1970,although it was finished in 1995, in order to reproduce current drought risk in thesystem. The evaporation is evaluated with Revfeim and Jordan (1976) polynomialformula. Losses to groundwater are negligible.

4.3 Risk Analysis

The relationship between water crisis and failure of water supply systems and reser-voirs volumes, represented by volume in reservoir-deficit/risk curves, is evaluatedperforming short time simulations. Every simulation is performed considering a timelag of one year. The 1 year time horizon has been chosen because in reality it isdifficult to manage a system imposing rules to save water to prevent a supply crisisin the following years. The simulations were performed considering 25 differentamounts of water stored in the reservoir at the beginning of the simulation (boundaryconditions) combined with the inflows of various periods. Particularly we used anensemble of 420 inflows, consisting each in 12 consecutive monthly recorded inflows.The set is obtained by taking each time a different first month within the consideredtime series of 35 years, from January 1970 to December 2005. The process beganwith the simulations starting in October, the first month in the hydrological year inTuscany, and in July, the first month of hydrological summer. With the results forthese first months it was decided to distribute the 25 degree of filling in unequalintervals: 20 intervals between 0% and 50% (every 2.5%) and four intervals between50% and 90%. It was decided not to simulate the situation with a filling greater than

90%, because of the low probability of having an unmet demand with a full reservoir.Then simulations were performed starting in all the 12 months.

Once the simulations were performed, the results were processed to obtain, forevery month, the required storage volume in month m, vm

dr, for a given deficit leveldi and risk level r j. The following procedure was applied:

– For every initial storage volume analyzed, the cumulative probability distributionof deficits is estimated from the sample of results of the simulations over theensemble of inflows (Fig. 3, left).

– For the deficit value selected, di, the risk r(di), defined as the probability ofhaving a deficit equal or larger than the selected value, is obtained.

– The curve [vm, r(di)], relating initial storage values to risk for the deficit valueselected, is built (Fig. 3, right).

– From the curve, the storage volume, vmdr, corresponding to deficit level di and

risk level rj, is selected.

This procedure was applied to obtain the charts presented in Fig. 4. Four deficitlevels were considered: 0%, 2%, 5% and 10% of the demand. These levels arerelevant for decision making, because they correspond to significant degrees ofsocioeconomic impacts. For each deficit value, the required storage volume at thebeginning of every month was computed for different risk values. A total of six riskvalues were considered: 0%, 5%, 10%, 20%, 30% and 50%.

Required volumes are maximum in summer and minimum in winter, in accor-dance with hydrologic regime. For the 10% deficit the required volume is very low.That means that the system is not totally depending from the reservoir.

4.4 Operating Rules under Drought Conditions

The group of graphs in Fig. 4 is fundamental to develop reservoir operation policiesunder drought condition. Each of the represented curves can be utilized as thresholdlevel for the pre-alert, alert or emergency scenario and to trigger managementactions, such as demand reduction. Definition of the operation rules implies toselect the threshold values and to define the required demand reduction at everystage. Values that prevent catastrophic shortages but at the same time do not

cause unnecessary restrictions have to be defined. With the optimization process thethreshold levels and the rules to mitigate the drought are evaluated.

The threshold values and the rules to be imposed on the system for the droughtmitigation are optimized through simulations of the water supply system underdrought management rules for two long term conditions. The system is evaluatedfirstly with the infrastructures and the demands of 2005 and with the inflows andprecipitation of the period 1975–2005. To adapt to current requirements imposed bythe Water Framework Directive the ecological stream flow requirements have beenassigned a higher priority of allocation than the demand centres.

A second state, considering a progressive reduction of Arno River stream flowof 2.5‰ every year that entail a reduction of the 8.16% in last year of simulation,is evaluated to verify the performance of the operating rules in a future situationin which there could be a reduction of streamflow due to demands increasing andclimate change effects. Daily mean discharge of Arno River, according to somestudies of Arno River Basin authority (2008), has been reduced on average of 30%in the last 50 years.

The objective of the optimization is to minimize the deviation of each supplyfrom the respective demand targets while the system is operating under droughtmanagement rules. The objective function Z is defined as an aggregate of the

To let the optimization procedure seek the solution which reduces the risk of extremesupply shortages, this function penalizes a large deficit more than a number of smallerdeficits amounting to the same volume.

The process uses a trial and error scheme incorporating the concept of dynamicprogramming approach that converts an n-stage decision problem into a series ofn single-stage decision problems. The optimal policy can be determined proceedingstage by stage and by considering only decisions at the current stage in conjunctionwith the optimal policy for the previous stage. The sequential nature of this approachmakes it suitable for the determination of reservoir operating rules. The objectivefunction is minimized over the decision variables:

System performance under several combinations of threshold values V and severalvalues of demand restriction r for each drought condition are evaluated through longterm simulations. Three groups of curves, taken from the deficit-risk curves (Fig. 4)are evaluated. Each group has different threshold levels for alert, pre alert andemergency scenario that range from the curve risk 0% and deficit 2% to the curverisk 50% and deficit 5%. In each group the curves for the three levels are dissimilarenough to permit a real differentiation of the rules related to each level. Curves thatare higher (needing high stored volumes) are considered in the first group, mediancurves are considered in the second group while in the last one lower curves (needinglow stored volumes) are considered.

All the curves (shown in Table 2) proposed for each group are combined to findthe minimum value of the optimization function.

For each group a first iterative optimization process is carried out. For each stage aset of candidate threshold values, taken from the previous groups is considered. Foreach candidate value a demand restrictions in (rmin–rmax) is considered. Mitigationmeasures modify significantly the cumulative objective function. Without any mea-sure the cumulative objective function has step behaviour. Each month with a failure

in the water supply system, produces a step. The various groups of management ruleshave the effect to reduce the main steps, to erase the lower one and to distribute partof the deficit in the “plain” parts. The results are curves with a distributed increaseand little steps. The rules that perform best are the ones that are able to smoothconsiderably the steps and to reduce significantly the curves values.

Simulations through WEAP software are repeated for different values and re-strictions. A hypothesized value of demand restriction is evaluated and then thevalue of the objective function for immediately higher and lower values is found.The objective function has a parabolic behaviour near the minimum, so that it ispossible, with an iterative process, to find the minimum value. At the first attemptthe hypothesized values of imposed reduction have a precision of 0.1. Once that theoptimum value is found for a stage, the process is repeated for a different state,since that the value of restrictions of each stage influence the optimum values ofthe others. Therefore the process starts finding the optimum for the alert curve, thenfor the prealert one, then for the alert one, then for the emergency. Then anotherloop is performed. Since the obtained values for group 1 with these first attemptsof optimization are lower than the other two groups, this group is not consideredfurther. Several combinations of curves of the other two groups are evaluated. Thepair (Vk, rk) which minimizes objective function is chosen. At this second level thehypothesized values of imposed reduction have a precision of 0.01.

5 Discussion of Results

The threshold levels (Fig. 5) are calibrated with simulations for the heavier state. Infact they are optimized for the state with the reduced inflows in the system due tothe reduction of Arno River flows. In Table 3, as in the following graph, the valuesof the threshold levels and of the demand reductions are presented.

The threshold levels are rather high compared to the demand reduction. This iscaused by the fact that the conditions on the Arno flow reduction state are heavierthan the ones considered in the short term simulation. Typical mitigation measures toobtain a reduction of the demand are: public campaigns for water saving, restrictionof some urban water use (e.g. car washing or gardening) and pricing mechanisms.

In Fig. 6 the effects of operating the water supply system under drought manage-ment rules are shown. Analysing the state with reduced flows, six severe droughts arepresent and the effects of three of them are completely mitigated. Mitigation for theother three cases is not possible because of the celerity with which the system entersin the alert and emergency scenarios in one case and because of the long durationof the drought in the other two cases. The system enters in the pre alert scenario

more than 30 times and 12 times in the emergency one. With these simulations apre-alert state evolves into an alert or emergency state about the 85% of times. The55% of times the system recovers from an alert state without reaching the emergencylevel. Therefore only the 38% of times that the system enters in the pre-alert state itreaches an emergency state. In most of late summers (July and August) the systementers in the pre-alert state and in one third of them in the alert one.

The same threshold levels and demand reductions are applied to the normal stateto verify the efficiency of the proposed rules. The effects on the actual setting areshown in Fig. 7. There is a deficit in the event on 1971, but its effects are reduced ofabout 70%. The procedure is not able to avoid completely the effect of this droughtbecause of the celerity with which the system enters in the alert and emergencyscenarios. The system enters more than 20 times in the pre alert scenario and fourtimes in the emergency one. With these simulations a pre-alert state evolves intoan alert or emergency state about the 72% of times. The 77% of times the systemrecovers from an alert state without reaching the emergency level. Therefore onlythe 22% of times that the system enters in the pre-alert state it reaches an emergencystate. The system enters in the pre-alert state on August and September about the60% of the times and in the alert state about the 20% of times.

Synthetic sequences of flows are produced to evaluate the performance of thesystem. The idea is to test it under a variety of conditions, and with longer sequencesof flows than historically available. The implication is that long sequences willcontain more extreme events than observed and thus be a more stringent test ofthe system. It is required that the synthetic flows should have statistical propertieswhich are indistinguishable from the historical flow. This is taken to mean that thegenerated flows should have some population means, variances and correlations, orother simple properties, which are preserved in exact agreement with their historicalvalues.

Following Lawrance and Kottegoda (1977) the Markov or first-order auto-regressive model, applied to stationary and standardized annual or monthly series, is

Fornacina gauge stations is 0.761 and the one between streamflow data of Nave diRosano and Bilancino gauge stations is 0.616.

A two site generation model that preserves the means, variances, skewness, lagone serial correlation and lag zero cross correlation is used, following Haan (1977).The technique requires that one of the two sites is selected as a key site. Arnostreamflow at Nave di Rosano is selected as key site because of the length of thisrecord and because the flows are higher in this site. We will assume that the site i isthe key site and site h is subordinated to site i. A sequence of observation is generatedfor river Arno using the Eq. 3 and then a cross-correlation model is used to generatevalues on the sites Fornacina and Bilancino (sites h) based on generated values forArno river (site i).

With this procedure a 200 years sequence of flows is produced for the three inflowsentering in the system. In order to verify the efficiency of the proposed rules thesynthetic streamflows are supposed entering in the systems in the period 1970–2069.Simulations are performed firstly for the system without any management rule andthen with the optimized threshold levels and demand reductions. The results areshown in Fig. 8. Without management rules 9 months with a failure are present: threeof them have a severe deficit (more than 80%), two have a high deficit (more than50%) and four have a medium deficit. The drought mitigation measures alleviatethe effects of the medium deficits, even without enter in an emergency state in two

events. The deficit of 2005 and 2006 are reduced of about 40%. The procedure is notable to avoid completely the effect of this drought because of the celerity with whichthe system enters in the emergency scenario, in the first case without passing throughthe alert scenario. The deficit of 2024 and 2026 are reduced of about 60% even if theprocedure is more efficient on the second event. The deficit of 2141 is reduced morethan the 70%. The system enters 50 times in the pre alert scenario and 10 times inthe emergency one. With these simulations a pre-alert state evolves into an alert oremergency state about the 46% of times. The 80% of times the system recovers froman alert state without reaching the emergency level. Only the 20% of times that thesystem enters in the pre-alert state it reaches an emergency state. In the month ofAugust the system is in pre alert ore more severe state the 56% of times and in alertor emergency the 22% of times.

6 Conclusions

Shortage risk depends on demand fluctuation and on the actions carried out in orderto reduce drought effects. For those reasons, dynamic indicators, relating resourcesand demand, are required in order to identify the probability of occurrence ofsituations with a certain risk of water shortages. A procedure for long term riskassessment is proposed to evaluate the capability of the system to react to severedrought events and to help to develop reservoir management operation rules underdrought conditions. With this procedure it is possible to evaluate the probabilityto have a certain degree of failure in a water supply system given the volumesstored in the reservoirs at the beginning of the month. Monte Carlo simulations areperformed using the software package WEAP. Some probability curves are built toshow the results: required volumes are maximum in summer and minimum in winter,in accordance with hydrologic regime.

A procedure for the mitigation of drought risk is also proposed, based on theresults of the risk assessment. Some proactive measures, affecting the demand, aresuggested. Four scenarios (normal, pre-alert, alert and emergency) associated withdifferent levels of severity of drought can be defined. Definition of the operationalrules implies to select the threshold values and to define the required demandreduction at every stage. They are calibrated with an optimization procedure, whichtends to minimize the water shortages, especially the most severe. The procedurecan be applied to all the water supply systems with the resource coming from waterbodies regulated with a reservoir or a system of reservoirs. Once proper values for thethree threshold levels and the related demand reduction are defined, the proposedmitigation rules are able to reduce the effects of most severe droughts.
