UK Looks for Regional Partners at Defence & Security 2013Over 25 UK companies involved in some of the most cutting edge technologies in the defence and security sectors are visit-ing Defense and Security Asia in Bangkok Thailand, many for the first time. The UK theme is “Partnership” as UK companies look to build new industrial joint attendance by UK companies at the exhibition. It re-flects the continuing importance of Thai-land as a longstanding industrial partner.

The UK delegation is led by General Sir Nicholas Houghton, Chief of the Defence Staff for the UK Armed Forces. He is ac-companied by David Hatcher Regional Di-rector for East Asia, the Americas and Aus-tralasia in the United Kingdom Trade and Investment’s Defence and Security Organi-sation. In addition, soldiers from the UKTI Export Support Team will be demonstrat-ing a range of equipment covering border surveillance and disaster relief, with some equipment being demonstrated for the first time in Asia.

David Hatcher Regional Director for Asia in UKTI DSO said:

“Defense and Security 2013 is an im-portant opportunity for attending UK com-

panies in Thailand. We are very keen to share our experiences but also learn about Thailand and regional markets to find bet-ter ways of working together in the future.”

UK companies exhibiting include BAE Systems, QinetiQ, Lifesaver, The Met Of-fice, Megablue, Esterline Technologies Ltd, Diagnosys, Surrey Satellite Technol-ogy Limited, Scott Safety, Wallop Defence, Systematic, J&S Ltd, DNA Tracker, SELEX ES and Thales.

The Royal Thai Army plans to buy main battle tanks, more armoured vehicles, self- propelled howitzers and drones to boost the army’s firepower, its Comander-in-Chief Gen Prayuth Chan-ocha said. The list of equipment to be bought also include combat helicopters, engineer vehicles and the modernisation of exisiting weaponry in-cluding anti-aircraft gun systems.

“As for the military budget in fiscal year 2014, the RTA requires an allocation of about $3.5 billion for personnel emoluments and other expenditure outlays, such as implementation, investment and support-ing budgets. The expenditure is in line with the plans to reinforce the combat readiness and to implement the modernisation of the army. This budget has been reduced from the last fiscal year,” he said in an exclusive interview with Asian Defence Journal.

He said the future procurement plan has been earmarked for the army’s com-bat forces. One-third will be spent on high technology weapons upon need. Another one-third will be allocated for repair and maintenance for those equipment in com-bat forces. For future armament procure-ment between the year 2014 to 2016, the plan is to procure 196 BTR and 40 main battle tanks (MBT), Gen Prayuth said. Be-

tween the year 2016 to 2018, the plan is to procure military engineer vehicles, 155mm self-propelled howitzers, Unmanned Aerial Vehicles (UAV) for armoured units and the repair of anti-aircraft gun sytems.

“The RTA has procured military equip-ment from both domestic and international industry players in order to achieve in-teroperability under the strategic ideology of security cooperation in both regional and global stages. Moreover, the procurement process has allowed the RTA to sustain military support and maintenance of all pro-cured equipment, which include the line of production without relying on any specific country. In the near the future, the Minis-try of Defence (MOD) and the Royal Thai Armed Forces (RTARF) will go through the process of further developing the national defence industry in order to decrease the procurement of military equipment from foreign countries,” Gen Prayuth said.

“The RTA is interested in procuring new MBTs to replace the current M41 deployed in four battalions. The RTA is currently in the process of procuring 49 OPLOT MBTs for one of the four battalions. As for ar-moured vehicles, the RTA is in the process of procuring 236 BTR fighting vehicles for six infantry battalions from the 2nd Infan-try Division. If the RTA is able to receive the allocated budget from the government,

Royal Thai Army to Beef Up Armour, Firepower and Mobility

we will be able to efficiently mobilise and execute offensive tactical operations when necessary.

Gen Prayuth said the RTA has estab-lished a plan for air combat readiness for helicopters and attack helicopters.

“Currently, all the services of the RTARF are facing budget constraints. The RTA has addressed this issue by prioritising the al-located budget to develop one out of three fighting components of the RTA in order to efficiently meet the requirements of the pri-oritised missions such as border defence. Other fighting components will receive the necessary allocations to train and maintain

combat readiness; moreover the RTA has also developed a Management Information System (MIS) in conjunction with research and develop-ment of logistics to meet the requirements and achieve greatest benefit of the cur-rent equipment,” he added.

In his message to partici-pants and exhibitors, Gen Prayuth said, “at present, the Royal Thai Army is req-ired to adapt and develop itself in all dimensions in order to increase its military potential and capabilities to confront all threats that the nation, as well as the world community, is facing. This will lead to better, and more effective army that can per-form its assigned duties of protecting the main institu-tion and safeguarding the people more effectively while mantaining stability and happiness of the Thai nation.”

BAE Systems is pleased to at-tend the Defense & Security 2013 Show at the IMPACT exhi-bitions centre in Bangkok, Thai-land, this week (4th-7th Novem-ber 2013).

The BAE Systems team will be led by resident Regional Di-rector, Ryan Ives, who explains the Company’s objectives for exhibiting at the Show.

“BAE Systems is a global defense, aerospace and secu-rity company with approximately 88,000 employees world-wide.

“We deliver a wide range of advanced defence, aerospace and security solutions that pro-vide a technological and perfor-mance edge.

“We work together with lo-cal partners to engineer, manufacture, and develop the innovations that sustain economies, increase defence sovereignty and safeguard commercial interests. With some 88,000 employees in six continents, our story is about talented people who are relentlessly committed to creating solu-tions that protect and strengthen nations.

“The Company delivers products and services into Thailand through our US and UK businesses and enjoy strong working relationships with and support from US and UK government offices in Bangkok.

“We employ approximately 35,000 people across more than 130 sites in the United States (BAE Systems Inc.) under a Special Security Agreement signed with the U.S. Department of Defense.

“Our US businesses provide support and service solutions for current and fu-ture defense, intelligence, and civilian

systems. They design, develop and man-ufacture a wide range of electronic sys-tems and subsystems for both military and commercial applications. The businesses also produce specialized security and pro-tection products for law enforcement and first responders; and designs, develops, produces, and provides service support ofarmoured combat vehicles, artillery sys-tems, and munitions.

“BAE Systems employ more than 32,000 people across the UK in the development, production and delivery of defense, aero-space and cyber security solutions. A number of aerospace and maritime sys-tems are in service with ROK today.

“We enjoy access to strong business, industrial and technology relationships across a wide range of industrial partners in Europe, the US and across the Asia Pa-cific region.

“We have access to a global customer-

base into which we have developed a world-leading route to export market track record.

“We excel in delivering and support tac-tical and strategic industrial partnerships that bring technology, skills, high-end ca-pability and economic benefits to our cus-tomers,” said Ives.

“BAE Systems has been based in Bang-kok, Thailand for more than 12 years de-livering and supporting defence equipment to the armed forces.

“Most recently the Company provided the design for the new OPV (HTMS Kra-bi) which was built by Bangkok Dock and handed over to the RTN earlier this year. This was a leading example of how BAE systems can add value through industrial partnership, sharing, skills, technology and know-how with local partners in order to develop and support defence and aero-space capabilities. We are constantly on the look-out for similar opportunities for lo-cal and national partnerships.

“BAE Systems has an installed-based of defence equipment established in Thai-land and is also the OEM for several key vehicles in the Royal Thai Armed Forces inventory such as the M109 and L119 how-itzers, M113s, and AAVs. Today the Com-pany stands ready to provide upgrades to these vehicles and ships.

“We also have extensive experience and capability in providing upgrades to military fighter aircraft and other equipment such as the F16, naval guns, heavy mine pro-tected vehicles and radar systems.

“We look forward to discuss these ca-pabilities further with our stakeholders this week. Ourcustomers, suppliers, col-leagues and prospective business part-ners are welcome to join us on Stand I17 at the Show.”

Defence Technology Institute or DTI has unveiled its latest mock-up of 8x8 ar-moured vehicle, code named Black Widow Spider 8x8, at Defence & Security 2013 in Bangkok for the first time. DTI has com-pleted technology development phase and displayed their infantry fighting vehicle con-figuration. The vehicle has been designed to provide protected firepower and mobility. With modularity design concept, the vehi-cle can integrate various mission payloads, weapon turrets and counter measures as operating environment changes.

The monocoque structure constructed from welded steel provides a protection against explosive and anti-tank weapons. An enhanced protection is achieved by add-on armor. It can carry a squad of 11

DTI 8x8 Armoured Vehicleplus a commande and a gunner with sus-pended seats. The project takes advantage of Thailand’s global automotive industrial capability through Public-Private Patner-ship, enabling localised Through-Life sup-port. DTI armored vehicle is in alignment with Prime Minister and Defence Minister Ms Yingluck Shinawatra’s initiative of na-tional research and development strategy.

Other key features shown by DTI are realistic shooting simulator and twin-tail rotors VTOL UAV. DTI is established by Ministry of Defence of Thailand to conduct research and development programmes in defence technology to support the Royal Thai Armed Forces in current and future operations as well as collaboration with ASEAN countries.

He said the show is being organised at a time when the armed forces are involved in modernisation programme and is also serving as as one of the major platforms that will help fulfilling these needs of the armed forces of allied nations. The exhibi-tion and conference also provides manu-facturers, official and non-official delega-tions and Thai high ranking officers with opportunities to exchange knowledge and initiate lasting connections. “In this regard, all our exhibitors and visitors are treated with utmost respect and discretion, and will enjoy famous Thai hospitality,” Gen Yutha-sak said.

The Defense & Security series of exhi-bition is organised with the support of the Ministry of Defence of Thailand since its first inception in 2003 and this year it will celebrate its 10th Anniversary. The event is not only a regional level platform for lead-ing defence manufacturers and exhibitors to showcase new defence innovations and latest technologies for officers of the three services and security related officers, but also has become one of world successful recognition defence and security exhibi-tions organised in Asia region.

Besides this, he said, the purpose of Defense & Security 2013 is to offer oppor-tunities to strengthen military cooperation and relations between nations through net-working opportunities, mutual respect and understanding and a variety of activities offered during the event. “I am very much delighted to be here as the representative of Prime Minister and Minister of Defence of Thailand to officially open Defense & Security 2013. On behalf of the Ministry of Defence, may I take this opportunity to ex-press appreciation to the ministers and rep-resentatives of the allied nations, the Orga-nising Committee, GML Company Limited – the show organiser and all our valued ex-hibitors for their ongoing support in making Defense & Security the most successful

military event ever held in Thailand.”

ASEAN Ministers and Top Brass Permanent Secretary for Defence, Gen Ni-pat Thonglek said this year’s event, marks the 10th anniversary for the series of De-fense and Security show that the Ministry of Defence, the Kingdom of Thailand has given its full support. A total of 274 lead-ing defence and security companies are participating in this great event. The official invitations have been extended to foreign heads of defence ministries and govern-ment officials from over 22 countries, in-cluding all ASEAN members for their active participation. The response has been very positive as we are welcoming so many de-fence leaders and government representa-tives from ASEAN and various countries today. Besides, there will be thousands of Thai officials from the Ministry of Defence, Ministry of Interior, Customs Department and Immigration Bureau and other govern-ment officials from all related fields attend-ing this year’s event.

One of the highlights for this year is two international seminars on the relevant top-ics of “ASEAN Defence Industry Collabora-

continued from page 1...Thailand’s Armed Forces

tion” and “Cyber Warfare, A Challenge of ASEAN Cooperation in Future”.

Gen Nipat earlier said that to address the shifting world of new security challenges, the roles of the armed forces have signifi-cantly been expanded, not only to increase the collaboration in military operations as well as joint exercise trainings with other countries in the region, but also to enhance other special operations including peace-keeping, humanitarian assistance and di-saster relief operations. “More importantly, it is essential for every armed forces to rapidly modernise military arms and equip-ment, and significantly keep abreast with all new and latest technologies to cope with such security challenges,” he added.

Among the ASEAN ministers present at yesterday’s opening day were Malaysian Defence Minister Datuk Seri Hishamud-din Tun Hussein and Singapore Minister of State for Defence Dr Mohamad Maliki Osman.

Also present were Royal Thai Armed Forces top brass including Commander-in-Chief of the Royal Thai Army, Gen Prayuth Chan-ocha, Commander-in-Chief of the Royal Thai Navy, Adm Narong Pipatanasai and Commander-in-Chief of the Royal Thai Air Force, ACM PrajinJuntong.

The show organisers said that the exhi-bition has grown to be one of the leading tri-service exhibition in Asia since its incep-tion in 2003. Throughout the years, this event has continued to earn its reputation of being an excellent platform that provides opportunities for leading defence and se-curity related manufacturers to showcase and promote the latest equipment and technology.

The tri-service defence and internal se-curity show is being staged between Nov 4-7, 2013 at the IMPACT Exhibition and Convention Centre. GML Exhibition (Thai-land) is again entrusted by the Thai govern-ment and the Ministry of Defence to man-age and organise the exhibition.

Victorinox Eyeing New and Repeat Orders from Asian ForcesVictorinox, known for its original Swiss Army Knife and of late, various modern pocket tools, is eyeing for more repeat and new contracts for the supply of its special-ised knives to several Southeast Asian mili-tary and security forces.

Victorinox’s Paul Camenzind said: “Our knives are well received by the security forces in the region and many had ordered our products in various popular models and in substantial numbers in the past years and they are still in service with them.”

He said the military versions of the vari-ous Swiss tools and knives had already at-tracted the interest of the armed forces of Malaysia, Singapore, Brunei, Indonesia and many other countries in the Asia-Pacific re-gion. Most of this are based on our range of popular knives such as Trailmark, Outrider or Soldier’s knife models. These knives are modified to meet user requirements.

“We are working at getting more follow-on contracts to replenish inventories of ex-isting users and also in getting new large scale user forces,” he said. Major users of Victorinox military knives who issue them to personnel in the thousands include the Malaysian Armed Forces (MAF), the Sin-gapore Armed Forces (SAF) and the Royal Brunei Armed Forces (RBAF).

He said that the smaller specialised military/police units and rescue units such as the fire brigade are also important us-ers. “We have supplied small number of rescue tools, knives and crimpers to EOD units and special forces.” The company is also looking at supplying the Royal Thai Armed Forces with the Swiss knives and SwissTools.

Combat Proven and Useful in Day to Day TasksHaving proved their reliability in combat situations and rescue operations, the stur-dy pocket tools have a locking mechanism for the blade and screwdrivers. Around the world, the pocket tools of Victorinox – first and foremost the Swiss Army Knife – stand for originality and functionality. They enable their owners to be proactive and indepen-dent in getting to grips with the day to day tasks of life. They are reliable and fully func-tional tools that are always close to hand when needed.

The Swiss Army Soldiers KnifeFor more than 100 years, Victorinox has equipped Swiss soldiers with pocket knives. This tradition will be continued with a new, special model. The requirements of the Swiss Army have increased, however. suit-ability for military use, safety, quality and a good price-performance ratio are the pre-conditions that the newpocket knife effort-lessly fulfils. Only the best stainless steel will be used for the production of the blade, the wood saw, the can opener with screw-driver 3mm, cap lifter with screwdriver 7mm lockable and wire stripper, the Philips screw-driver and the reamer and punch tool.

In addition, the cutting blade has been giv-en a serrated edge and can be opened with one hand. The blade and the screwdriver are locked after being opened and the tech-nology also does not stop at the grip shells. A two-component plastic gives the Soldier’s Knife a better grip than all its predecessors, and lends the tool that extra something. And of course, the Victorinox Soldier’s Knife is also low in maintenance.

a live demonstration of the sub-machine gun, proving its prowess in equipping the defence needs of some of the Southeast Asian countries.

In Service NowCurrently, the Scorpion is in service with the Vietnamese Ministry of Interior, Phil-ippine National Police, Indonesian Armed Forces and the Royal Thai Police. Accord-ing to CZ spokesman, Jiri Skrabal, the Thai defence ministry is also looking to acquire the weapon to equip its army. The pro-gramme is still in negotiation stage and the company is holding its breath for a positive reply from the Thai government possibly by December this year.

The CZ Scorpion EVO3 A1, is the third generation of the sub-machine gun of the Scorpion family, which first came into the market in 1960. It is difficult not to admire the gun in 9x19 mm. Among its great fea-tures is that it is light, with just 2.77 kg in weight. Also, users could focus on the des-ignated target with both eyes open, giving the sense of awareness of his surround-ings. The weapon also comes with a semi-transparent magazine, allowing the user to keep track of the number of bullets. A beauty of the magazine is that it is durable, where

even if it fell on hard surfaces, it would not break easily. This feature is highly suitable for the rough and tough use of armed forc-es as well as special forces worldwide. The magazine, of course can store up to 30 car-tridges, and easy to pull out from the body of the gun. The Scorpion has an effective shooting range of 50 m, but it is capable to shoot at a maximum range of 250 m. The barrel is 196 mm in length and it is capable to fire at the rate of 1150 rd/min.

The Scopion’s Safety Features CZ, aware of its customer’s needs, is never to compromise on its guns’ safety features. It has security selector to the left side of the weapon. It also has manual lever in two positions, one being near the thumb, and the another one being ambidextrous.

Latest Updates On the latest CZ updates, Skrabal also an-nounced that the IPSC shooting team will participate in a competition with the Royal Thai Armed Forces in December this year. CZ is currently holding demonstration of the Scorpion as well as its P-09 Duty guns at its booth, G25 on this year’s Defense & Se-curity exhibition. The demonstration starts at 2.00 pm daily from Nov 4-7, 2013.

Saab’s partnership with AVIA Satcom is a key to increased engagement in Thailand. Saab, through AVIA Satcom, is able to offer products and services by a local company, with locally-developed technology and by local resources.

The naval contracts awarded to Saab for retrofitting of the HTMS Naresuan-class frigates and HTMS Chakri Narubet have boosted the partnership significantly. These programmes include significant local content including software development, system integration, verification and test in-

stallation and setting to work. All these are carried out by AVIA Satcom together with Saab.

Saab’s relationship with Thailand goes deeper than its participation in defence programmes for the simple reason that the outlook of the Swedish firm across the world is to co-build and co-create by transferring technology and know-how. It has been no different in Thailand. When the Gripen package was accepted by Thailand, it in-cluded Saab transferring 100 man-years of advanced aerospace technologies to the country. The aim of this transfer of technol-ogy is to build an aerospace and defence capability in Thailand. The transfer will also enable local Thai industry to participate in future development programmes including the Gripen program.

Saab has brought to Thailand world lead-ing products, services and solutions rang-ing from military defence to civil security. Saab has been present in the Asia-Pacific region for many decades. The company has been active in the region from South Korea, India, the Southeast Asian coun-tries and right down under to Australia and New Zealand. With the Asia-Pacific market having its headquarters in Bangkok, Thai-land has been among the top 10 markets for Saab over an extended period of time. While the Thai-Swedish relations go back to the 1970s, they were further

strengthened with the Bilateral Coopera-tion Programme set in motion by the Prime Ministers of Sweden and Thailand dur-ing their meeting in January 2004. Since then, the Swedish government through the Swedish Defense Material Administration (FMV) and Saab has worked closely with the government of Thailand on a number of programmes.

Dan Enstedt, President & CEO, Saab Asia Pacific says “Saab is committed to long term engagement in Thailand to serve and deliver to the needs of the Kingdom. Saab is not only a provider of reliable, world-lead-ing technologies; it brings an ethos of trust, reliability and long term relationships. The success of the fighter aircraft, airborne sur-veillance, military aerospace combat and control systems and naval programmes is testimony to the technology, compatibility and service ethos that Saab and Sweden bring to the region. Saab brings to Thailand world leading products, services and solu-

tions ranging from military defence to civil security. Saab and Avia Satcom are com-mitted to partnering Thailand in building a new generation of defence industry.”

All the business areas of Saab are active in Thailand, including Aeronautics, Dynam-ics, Security & Defence Systems Electronic Defense Systems and Support & Services. Denel’s Latest Systems Showcase

Denel Group Chief Executive, Riaz Sa-loojee said on display for the first time in the region is the GI-30 30mm CamGun and the M10 – 60mm breech –loading mortar, both designed and manufactured at Denel Land Systems in Lyttelton.

“We are confident that the GI-30 will im-press and excite the industry and visitors. It was developed as part of our contract to deliver a world leading infantry combat ve-hicle for the South African Army.“It will be the main weapon system on the South Afri-can Badger ICV but can be easily fitted into other turrets on the market,” says Saloojee. The new systems were first launched at London’s DSEI exhibition last September.

Stephan Burger the CEO of Denel Land Systems (DLS) says both the GI-30 and the M10 mortar system are global leaders in their fields with unique features that are not yet available on other systems.

The GI-30 is an externally driven electro-mechanical cannon, utilising a drum-cam to cycle the breech to chamber rounds and extract spent cartridges. This reduces gas-es in the confines of a turret and improves the controlled firing rate. DLS designed the GI-30 to fire link-less 30 x 173mm ammuni-tion through a dual feeder – a world-first for this kind of weapon.

As a single-shot weapon, it is also unique for its sniper mode of operation. It is fired from a closed-breech position, which offers more accurate fire because no movement takes place immediately before the round is fired. It has an effective range of 4 000

metres and can fire up to 100 rounds per minute. The GI-30 CamGun uses SAPHEI, APFSDS (Armoured Piercing Fin-Stabi-lised Discarding Sabot) and TPT (Target Practice Type) ammunition types, designed and manufactured by Denel PMP, another company in the Denel Group, as well as ammunition from Oerlikon and Nammo. Ammunition is replenished from the supply inside the turret.

Burger says the 60mm Long-range mor-tar system was also developed in parallel with the Badger but can easily be adapted to fit into most standard turrets. Its range of 6 000 metres at sea level makes it’s the world leader in its class.

Another unique feature is its range of el-

evation -- from -5° to +70° -- which allows it to be employed in a direct fire application.

The M10 long range mortar represents the latest innovation in Denel Land Sys-tems’ well-established and renowned bal-listic products.

The new features make it an ideal weap-on system for peace support operations and the changing nature of modern conflict in urban or other close environments. With its compact size and low recoil (54kN), the mortar can be fitted to light vehicles such as a pickup truck or even a boat.

The system can provide a sustained rate of fire of six rounds per minute or eight rounds per minute at one minute intervals – for 250 bombs.

This is a digital extreme low-light CMOS camera, especially designed for high performance under both daylight and low-light level conditions (up to light level 3). It is the first compact uncooled day to night camera with full solid-state sensor technology.

ApplicationsNOCTURN perfectly fits applications where high-resolution detection and ultra-high sensitivity are required under 24/7 conditions.

Its small size, weight and power (SWaP) make this camera module ideal for inte-gration into aerial, mobile and hand-held surveillance systems.

Digital View technologies tremendously increase the range of applications, such as portable and remote applications, day/night surveillance (surveillance cameras in urban environment), UAVs, perimeter protection, border control, infrastructure surveillance, and manned and unmanned vehicle protection.

Different ConfigurationsThe NOCTURN product fam-ily range comes in different configurations for ease of integration and connectivity. On-board electronics provide automatic processing for gain control and image correction, while a variety of industry-standard interfaces (Camer-aLink, NTSC, PAL, or USB) make for simple integration into new or existing systems. The NOCTURN XS is the compact option for custom integration, whereas the NOC-TURN XL comes with a complete range of connection interfaces and CS mounts for industry standard optics.

LYNX CMOS, Full Solid State Sensor Technology

PHOTONIS Digital View technology is based on the LYNX CMOS sensor tech-nology, which is today’s digital benchmark for low light level imaging, or on the LYNX EBCMOS.

The Lynx CMOS imaging sensor is

the first operational sensor specifically designed with night vision, homeland se-curity and surveillance applications in mind. Greater Fire Power With Nexter’s CAESAR

The Board of Directors of GIAT Industries Approves the SNPE Acquisition Project The Board of Directors of GIAT Industries, parent company of the Nexter Group, met this Thursday and approved the acquisition of all the equity of the SNPE with the aim of reinforcing and consolidating the industrial sector and also to strengthen the Group supplies. Ultimately, this merger will also promote European consolidation of the pow-der and explosives sector.

This project aims to develop Eurenco (a subsidiary of SNPE) and its expertise for the benefit of all its customers; in this respect it will preserve the autonomy of the SNPE subgroup with regard to Nexter Systems and its subsidiaries.

In order for this takeover to take effect in 2013, there still remain steps taken with competition authorities to be concluded as well as regulatory procedures to inform the employee representative bodies associated with them.

propelled howitzers of the French Army. The contract, with estimated cost of $132.7 mil-lion will run through a span of nine years.

This success demonstrates that the per-formances of CAESAR satisfy the most demanding requirements from many armed forces. Nexter Systems and its heritage organisations has been working in the de-fence industry for more than 200 years and the company delivered its first gun in 1764 and has since acquired a very broad know how in guns and artillery systems. Caracal–Guns from the Middle-East

Rosoboronexport to Strengthen Ties with Prospective Partners in Southeast Asia

Founded in Abu Dhabi, United Arab Emir-ates (UAE) in 2007, under the Tawazun Holding group, Caracal International is the region’s leading manufacturer of firearms, sniper rifles and other light weapons, which caters for the international civilian, military, law enforcement and sporting markets.

In addition to producing a full range of pistols, tactical sniper rifles, hunting rifles, and assault rifles, Caracal also offers a variety of arms accessories, full weapon repairs, as well as maintenance and ser-vicing work packages.

All of Caracal’s products are designed, developed and manufactured in Abu Dha-bi – a city steadily making a name for itself as Middle East’s expert hub for strategic manufacturing. As the market continues to evolve, so does the demands and needs of its customers. As part of their commitment to provide innovative weapons solutions, they conduct regular research studies to identify changing customer needs, allow-ing them to stay up to date with emerging market trends.

Caracal has united experts from all cor-ners of the globe to ensure best interna-tional practice in light weapons manufac-turing. The Middle Eastern gun specialist applies a stringent quality management system throughout the manufacturing process and is committed to incorporate ergonomic design with innovative and safe shooting solutions. All Caracal prod-ucts are under internationally registered patents and have been verified through

independent tests. Caracal has created a name for itself by combining high per-formance products with reliable customer service; the company applies an equal focus on after sales care as they do on product manufacturing. Thus they are able to attract repeat customers by addressing their changing needs and customising products to match their demands.

Some of the guns offered include the popular Caracal pistol that was first shown to the public in 2007. It was designed by a team of European small arms designers, led by Austrian W Bubits, who participated in the design of the Steyr M pistol. The Ca-racal pistols are manufactured in the UAE

and already in use in the military and po-lice forces of several Middle East nations. These pistols are also available in several European countries for commercial sales. To prove reliability and durability of Cara-cal pistols, these guns were submitted for official trials under NATO, German Armed Forces and German Police testing proto-cols. Caracal pistols successfully passed all these trials. Caracal pistols are avail-able in two basic versions, Caracal F (full size) and Caracal C (compact), which are internally similar but have different dimensions and magazine capacities. Other products also include sniper rifle CS 308/338/50 and assault rifle CAR 816.

Rosoboronexport, a subsidiary of the Rostec State Corporation, will present a wide range of defence equipment for all military services at the Tri-Service Asian Defence & Security Exhibition, Confer-ence and Networking Event “Defencse & Security 2013” to be held in Bangkok on 4-7 November 2013.

The greatest interest is expected to be taken in the Gepard 3.9 and Project 11356 frigates, Amur-1650 submarine, Podsolnukh-E over-the-horizon surface-wave radar, Yak-130 combat trainer jet and multi-purpose helicopters as well as BTR-80A armored personnel carrier, a police version of the Tigr armoured car and several modifications of the BMP-3 infantry combat vehicle. A full gamut of Russian anti-air weapons, such as the Buk-M2E mobile and Igla-S man-por-

table air defence missile systems, also have great export potential for South-East Asia.

Special emphasis will be made on talks with Thailand partners. Military technical cooperation between Russia and Thai-land was started in 2009 by delivering the Kalashnikov assault rifles for police forces and continued later by signing contracts for the procurement of the Mi-17V-% helicopters and Igla-S man porta-ble air defence missile systems. In 2013 supplementary agreements to already signed contracts were concluded.

Rosoboronexport also plans to discuss projects for joint development and mar-keting of weapons and military equip-ment and setting up of licenced produc-tion with major regional manufacturers.

“Nearly half of Russian arms exports

go to the South-East Asia and Asia-Pa-cific region, but we are sure that there are still many growth areas, consider-ing comprehensive plans of some states for armed forces modernization. We are also prepared to vie for a few niches in new markets even against very strong competition. We have the required expe-rience and, what important is, our equip-ment effectively performs most critical missions in harsh climatic and combat conditions. When it is really necessary, politics retire into the background” said Viktor Brakunov, head of Rosoboronex-port’s external relations department and head of the delegation to the exhibition.

Rosoboronexport will also present products of the Zlatoust machine-build-ing plant, in particular the Kedr subma-chine-gun.

ASELSAN’s Range of HF Radio CommunicationsASELSAN’s new HF radio equipment has been developed as a part of software de-fined networking radio development pro-gramme. The radios cover the HF band of the frequency spectrum and provide digital secure voice and data communication ca-pability to military users in land, naval and airborne platforms.

Available in different configurations for land, naval and airborne platforms, the radios carry the same HF waveforms with TRANSEC and COMSEC capabilities; thus, interoperable for secure communi-cation over HF channels. In this regard, ASELSAN is a major contender in the world with their new HF radio system solu-tion to all strategic and tactical communi-cations requirements for all platforms with full interoperability among the armed forc-es. The main features that are available to all platform radios are highlighted as:● HF Radios provide digital communica-tions in the 1.6-30 MHz HF frequency band. Built-in digital encryption is available for both voice and data services in addition to conventional analog operation.

● The radios employ MELPe voice coding in accordance with the specifications of NATO as per STANAG 4591. This advanced voice coding allows high quality digital voice com-munication in the HF channel providing communications even in the most difficult HF conditions.● Radios support synchronous, asynchro-nous and IP data communication using built-in single-tone modem, which accom-modates the NATO STANAG 4539, modem waveforms. Available data rates are from 75 bps to 12800 bps.

With the use of robust waveform in short message service (SMS) and the Operation Code transmission capabilities, ASELSAN HF radios ensure “last-ditch communica-tions” in very hostile channel conditions even when voice communication is not possible.

In the changing HF channel conditions, selection of the operating frequency has a paramount importance. Use of the latest HF Technology for Automatic Channel Selec-tion (ACS) and third generation Automatic Link Establishment (ALE) capabilities en-able ease of use and efficient operation.

The NATO STANAG 4538 compliant ACS and ALE implementations greatly reduces the need for employment of experienced HF Radio operators, while the user-friendly man-machine interface (MMI) guarantees ease of use and reduces the need for exten-sive operator training.

Available HF radio configurations include:● For land: 20W Manpack/Vehicular HF Ra-dios and 150W Vehicular/Base Station HF Radios.● For naval: 150 W, 400 W and 1000 W HF Radios and VLF-HF Receiver.● For Airborne: 150 W HF Radio.Developments in digital technology have enabled the use of complex digital modu-lation techniques, where advanced coding and error correction algorithms have been applied to overcome HF channel difficulties such as fading, multipath and interference inherent with the analog HF radios. Use of software defined radio architecture in the HF radios has enabled interoperability be-tween all forces by the use of the new digital SDR HF waveform.

The AW159 offers long range (963km) and high endurance (4:30 hrs).

AW159: New Multirole Military PlatformAW159 benefits from an on-condition

maintenance policy with scheduled (pre-ventative) maintenance kept to a minimum to reduce operating costs and increased aircraft availability. The AW159 allows re-duced lifecycle costs through a reduced number of components with increased service life, enhanced reliability and main-tainability and HUMS (Health and Usage Monitoring System) diagnostics system. Considerable cost/effectiveness is en-sured by compatibility with ship deck han-dling and manoeuvring as well as support equipment.

AgustaWestland has established a global infrastructure to support its existing customers; new customers will be able to take full advantage of this organisation in the support of the AW159. AgustaWest-land’s goal is to have all elements of the support network working together in a co-hesive and effective way to support all cus-tomers. AgustaWestland support solutions are designed to meet customer’s unique operational requirements and optimise availability offering a range of support so-lutions from conventional spares purchase through extended warranty programmes to fully integrated support contracts for most platforms.

AgustaWestland works with the custom-er to ensure the solution is tailored to best suite their operational requirements.

The AW159 is the new multirole military platform in the 6-tonne category for the 21st century battlefield, building on the pedigree of the Lynx and Super Lynx. De-signed with the same attributes that have made these latter the world’s best mari-time helicopters in their class, the AW159 is set to claim this title.

The strengths of the AW159 have been acknowledged by the UK MoD, that is re-placing previous variants of the Lynx he-licopter, and the Republic of Korea Navy which will do the same with its Super Lynx MK.99/A.

With over 450 aircraft built, the Lynx family has faithfully served almost 20 na-tions for decades in both maritime and land operational domains, with various versions of the type in operations in Asia, Europe, South America, the Middle East and Africa in the large variety of the most demanding environmental, weather and operational conditions. As the latest and most advanced evolution of the Lynx and now under evaluation also by a number of other governments, the AW159 features a new marinised airframe, greater payload (at least 20% more than any other Lynx version for increased mission effective-ness) and maximum gross weight (6,000kg with a growth option to 6,250kg compared to 5,300kg of the previous Super Lynx series), all new avionics, new mission
