This manual has been revised and is issued under the authority of DoD Directive 4140.1, MaterielManagement Policy, dated 4 Jan 93. Its purpose is to prescribe uniform policy and procedures for (1)subjecting all items to an analysis based on standard criteria to determine whether or not a particukitem qualifies for wholesale management by the Military Service or designated item manage~ (2)submitting and processing supply support requests; (3) recording user interest on integrated materielmanagement; (4) submitting and processing logistic reassignment transactions; and (5) camrmnicatingproblems evolving from the basic program to provide a comprehensive single point of reference.

This manual cancels DoD 4140.26M, “Defense Integrated Materiel Management Mfiual forConsumable Items” January 1992.

The changes incorporated since January 1992 are extensive and include: the revised ItemManagement Coding Criteria Filter Chart in appendix B, which was programmed for use in January1996 under the auspices of the second phase of Defense Management Review Decision directing transferof approximately 150,000 additional consumable items to DLA; as a result of the new filter ch~ thecriteria in chapter 2 were revised, and the precedent items in Appendix C have been updated. Chapter 6has been updated with additional policy changes such as identification of special management, disposingof excess inventory, and for hazardous coding prior to logistics reassignmen~ expediting of service dues(including the addition of Appendix N), validation of service dues prior to award, and procurementquality deficiency reporting on service dues, management of items with diminishing manufacturingsources, and criteria for DLA exception mmagement of GSA class items. Federal LogisticsInformation System (FLIS) has replaced Defense Logistics Information System (DLIS) throughout themarnud.

The provisions of this manual apply to the Office of the Secretary of Defense (OSD), the MilitaryDepartment Defense Agencies, Civil Agencies, and GSA by agreement. This manual has beencoordinated with and cuncurred in by the foregoing activities. Cryptologic and nuclear ordnance itemswill be processed in accordance with the provisions of this manual, except as modified by specialinstructions promulgated by DNA or NSA.

Unless otherwise noted in specific chapters, the prwisions of this manual are effective immediatelyand are mandatory for all DoD components and civil agencies including GSA by agreement.

For the purpose of this manual, Joint Chiefs ofStaff (JCS) definitions in JCS Publication 1and the following will apply:

1. Acquisition Advice Codes. A codedenoting how, as distinguished from where,and under what restrictions an item will beacquired.

2 . Adot)t Cod” g Application of theapproved Item ~magement Coding (IMC)criteria to items of supply currently managedby an Integrated Materiel Manager (IMM),wherein that Military Service/ Agency is notcurrently recorded as a user in the DefenseLogistics Services Center (DLSC) database,and desires to add user interest and obtainsupply support from the IMM.

3 . ~nProm-am. A DoD directed program designedto (1) identi~ item names (by 5-digit code)that represent large quantities of consumableitems originally classified in FSCS for the nexthigher assembly; (2) take action to reclassi~such items from the next higher assembly FSCto the “home” FSC; and (3) apply the IMCprocedures.

4. ~ng. The method of changingdata elements previously fimished as a resultof IMC. Excluded are changes from MilitarySemite management to Integrated MaterielManagement or vice versa. Such latterchanges shall be accomplished under initial,maintenance, retroactive or return coding as

appropriate. In addition, changes may also bemade horn one Military Service retained codeto another Military Service retained code.

5. commercial and Government Entitv Cod~. A 5-digit code which combines th~FederaI Supply Code for manufacturers andthe Federal supply Code fornon-manufacturers of the end items or parts.The codes and names are listed in CatalogingHandbooks H4/H8.

6. Consumable Item of Sum1x. An item ofsupply (except explosive ordnance, major enditems or equipment, and reparable) that isnormally expended or used up beyondrecovery in the use for which it is designed orintended.

7. Contracting Data. Recorded informationreflecting the contract history, contractorperformance, open contracts(BOA/IDTC/BPA) and bidders listings for anitem of supply.

8. ~~). A DoD-wide programwhich establishes policies and procedures foreliminating duplication in the wholesalemanagement of consumable items and assignsthe appropriate integrated materiel managerthrough the application of approved itemmanagement coding criteria.

9. Diminishin~ Manufacturing Sources and~). The loss or

impending loss of manufacturers of items orsuppliers of items or raw materials. DMSMSoccurs when manufacturers of items or rawmaterial suppliers discontinue production dueto reasons such as rapid change in item ormaterial technology, uneconomical productionrequirements, foreign source competition,Federal environmental or safety requirements,or limited availability of items and rawmaterials used in the manufacturing process.DMSMS situations tend to have a pervasiveeffect that not only precludes repair of materielbut also precludes procurement of additionalsystems, equipment, spare assemblies, andsubassemblies that depend on the DMSMSitems and raw materials for their manufacture.

10. Effective Transfer Date (ETD). Thescheduled date on which logistic reassignmentis effected.

11. Full Pi~eline. Sufficient quantity of assets,on hand and/or on order, to satisfi currentbackorders and meet forecasted demandsthrough a period equal to the procurementlead time plus the safety level and Other WarReserve Materiel Requirements, Protectable(OWRMRP) of the Losing Inventory Manager(MM), if applicable.

12. Gainhw Inventorv Manager (GINQ. Theinventory manager responsible for assumingwholesale integrated materiel managementfi.mctions.

13. Initial Coding. Application of theestablished IMC criteria by the ICPS to all newNSN items.

14. Interchamzeabilitv and Substitutability(I&S) Familv. Two or more items having aninterchangeable andlor substitutablerelationship with one another. The head of thefamily is called the master item; i.e., an itemwith an interchangeable or substitutablerelationship with every member of the family.

15. Inte~rated Materiel Manaver. Anyactivity or agency that has been assignedwholesale integrated materiel managementresponsibility for the DoD and participatingFederal Agencies. Integrated materielmanagement responsibilities includecataloging, requirements determination,procurement, distributio~ overhaul, repair anddisposal of materiel. The terms IntegratedMateriel Manager (MM), Inventory ControlPoint (ICP), and Materiel Manager aresynonymous.

16. Inventorv Control Points (ICPS). Anorganizational unit or activity within thefederal supply system that is assigned theprimary responsibility for the materielmanagement of a group of items either for aparticular Service/Agency or for the federalgovernment as a whole. Materiel inventorymanagement includes cataloging direction,requirements computation, procurementdirection, distribution management, disposaldirection, and generally, rebuild direction.

17. Item Mana~ement Classification. Theprocess of validation or acceptance orrejection of and the response to, IMCsubmission.

18. Item Mana~ement Codirw (IMC). Theprocess of determining whether items ofsupply in Federal Supply Classes assigned forintegrated materiel management qualifi formanagement by the individual Componentsother than DLA or GSA.

19. Level of Authoritv (LOA). A code thatidentifies the levels of authorization of aPrimary Inventory Control Activity (PICA)and/or a Second~ Inventory Control Activity(SICA). The code indicates (1) LogisticsMateriel Management, (2) Level ofResponsibility, and (3) Basis ofCategorization.

20. Lotistic Reassimment (LR). The transferof integrated materiel managementresponsibilities from one manager to another.

21. ~LRM).A single Point of Contact (POC) on all mattersrelating to the transfer of managementresponsibility between a losing and gaining

$ inventory manager. This POC deals directlywith a counterpart moni tor a tServices/Agencies to assure compliance with

. DoD logistic reassignment policy andprocedures.

22. Losing Inventory Mana~er (LIM). Theorganization responsible for relinquishingwholesale integrated materiel managementfinctions.

23. Maintenance Codinq. Application of theapproved IMC criteria by the ICPS to all NSNitems subject to IMC after initial IMC has been

accomplished.

24. Maior Ormnizational Entity (MOE). Theprincipal subdivision of Governmentorganization under which componentorganization entities are identified (e.g., Army,Navy, Air Force, Marine Corps, DL~ DNANS~ GSA),

25. Maior Orwmizational Entity (MOE) Rule.Codes reflecting the relationship elan activityto an item of supply. The codes are defined inDoD 41 00.39-M, Federal LogisticsInformation System (FLIS) ProceduresManual, Volume 13.

26. Materiel Mana~ement. Continuingactions relating to planning, organizing,directing, coordinating, controlling, andevaluating the application of resources toensure the effective and economical support ofServices/Agencies. It includes provisioning,cataloging, requirements determination,acquisition, distribution, maintenance, anddisposal.

27. Nonconsumable Items of SuDtY- Iy. NSNitems of supply that are major end items(Principal or Secondary), depot reparablecomponents or special management items.

28. Non-NSN/Part Number. An item that hasnot been assigned an NSN under the FederalCatalog System.

30. Pipeline. In logistics, the channels ofsupport or a specific portion thereof by meansof which materiel flows from sources ofprocurement to their point of use.

31. Prima~ Inventory Control Activitym A code indicating the PrinciPal SUPPIYcontrol activity responsible for establishingstockage objectives, controlling stockageobjectives and maintaining item accountabilityfor an item of supply, Short title: PICA.Formerly the wholesale inventory manager.

32. Reactivation Coding. Application of theapproved IMC criteria by the ICPS toinactivated NSNS.

33. Recorded User. An activity that hasrecorded a degree of management,collaboration interest or catalogingresponsibility for items in the central catalogfile maintained by the Defense LogisticsServices Center (DLSC). The term “users”, inthis regulation does not mean the ultimate userof materiel (e.g., base, post, camp, stationmaintenance facility, or the like).

34. Ret)etitive Demand Item. (Synonymouswith recurring demand as defined in MilitaryStandard Requisitioning and Issue Procedures(MILSTRIP)). An item for which two ormore materiel demands are recorded within a180-day period.

35. Retroactive Coding. Scheduledapplication of the approved IMC criteria by

the ICPS to item(s) which were previouslycoded for Service/Agency retention.

36. Return Coding. A request to effect thereturn of an item currently coded forDLWGSA management by the application ofthe IMC criteria.

37. Secondarv Inventom Control Activitvm A code that identifies a SUPPIYcontrol activity for controlling stock-levels andmaintaining item accountability when supplysupport is fbrnished by a different MilitaryService or Agency, or, in the case of DefenseSupply Centers, responsible for residual supplymanagement actions not transferred to theGeneral Services Administration (GSA).Short title: SICA. Formerly the retailmanager.

38. Service Item Control Center (SICC\. Anactivity that: (1) serves as a Military Servicefocal point for resolution of support problemsfor required consumable items managed byanother Military Service; (2) pertlorms suchresidual technical fimctions as configurationcontrol, item qualitative acceptability,allowance list preparation and maintenance ofinternal program support responsibilities; and(3) provides assistance to the MM,. asnecessary, to support requiring MilitaryService users on a timely basis.

39. Sutmlv Mana~ement Data. Recordedinformation used in making managementdecisions to determine requirements, leadtimes, asset availability and location.
