II. !SVELOPMENT OBJECTIVES

to firmly maintain defense, political security and

social order and safety.

2. Specific targets:

aIEconomically

- To reach an annual average GDP growth

rate of 14.2% during 2011-2020, 13.5% during

2011-2015 and 15% during 2016-2020. The

proportions of industry, services and agriculture

in the province's economic structure will be

54.8%, 32% and 13.2% by 2015, and 58.6%,33.2% and 8.20/(, by 2020, respectively;

..To strive for an annual export value growth[ale of 23% on average during 2011-2020, 15%

during 2011-2015 and 32% during 2016-2010;

budget revenues will account for around 11­12% ofGDP by 2020.

- To firmly retain achievements in

universalization of pri mary, lower secondaryand upper secondary education up to national

standards. To solidify all schools by 2020;

- To strive for the targets of9 medical doctors

and 25 patient beds per 10,000 inhabitants by

2015: to reduce the urban unemployment rateto under 5% by the end of the planning period,

to raise the rate of trained labor to over 60% by

2020;

- To reduce the rate of poor households to

below 3% according to the poverty line and themalnutrition rute of under-5 children to less than

15%; to raise the rate of vocationally trained

labor to 60% by 2020.

- By 2020, to reach a forest coverage rate of7% in order [0 well protect the ceo-environment

III DEVELOPMENT ORIENTATIONS OF

INDUSTRIES AND SECTORS

I, Overall or ieutatious: Tv cuucenu ate on

transferring and distributing labor from the low­

productivity agriculture sector to the industry­service sector toward developing the province's

potential and advantageous industries; todevelop quality services and trade; to build

infrastructure facilities, attaching importance to

transport development, building of urbancenters and key economic regions wi th

dynamically developed industry and tourism,initially focusing on regions with geographicand transport advantages.

To boost economic restructuring towarddeveloping industry and construction,

maintaining food security under regulations andprioritizing the use of good land areas fa vorable

for agricultural production to raise land use

productivity and effectiveness, maintaining therice cultivation area at 26,000 ha.

2. Industry-construction development

- To rapidl y develop production of industries

and cottage industries, especially creating a

drastic change in product qual ity, effccti venessand competitiveness.

- To boost complete investment in technicalinfrastructure facilities, to raise effectiveness of

industrial parks, clusters of industries and cottage

industries, and clusters of cottage industries andcraft villagr-s To encourage development of

processing industries, especially beer, soft drink,milk and food; to strongly increase subcontractmanufacture and assembly in mechanical

engineering and electronics, production of

consumer goods and supporting goods, andother industries toward modernity, e~iveness

and environmental protection.

technologies to raise production and productquality, to re-organize small pr od uct io n

and pro~t quality.

the capacity of existing garment and leatherfootwear establishments; to concentrate on

intensive investment to raise output, quality and

competitiveness. To neither expand nor

encourage formation of garment establishmentsduring 2011-2020.

- Chemicals: To concentrate on productionof lig! It powder, cleansing liquid, fei tilizer and

industrial paint.

- Electronics and information technology:To encourage investment in and adopt

appropriate incentive mechanisms for hi -techindustries with products of high economic value

and large grey matter contents such as

information technology, machine manufacture,electronics, software, etc., to create a remarkable

change in the province's industrial structure.

- Clean water production: To raise lawful

funding sources and encourage enterprises to

invest in raising the capacity of water plants inPhu Ly city, to study and build centralized clean

water plants in rural areas. By 2020, to strivethat clean water plants in the province will reach

a total daily capacity of 240,000-250,000 m' to

meetthe needs forclean water ofall inhabitantsin the province.

- Paper production: To retain thp,capacity ofexisting paper mills, meeting market demands

at a reasonable level.

3. Agricultural, forestry and fisheriesdevelopment

To reach an average growth rate of around2.6% during 2011-2020, 2.5% during 2U11­

2015 and 3% during 2016-2020. To strive for

an agricultural value of around VND 6.2 trillionby 2020. To gradually decrease the share of

agriculture to around 8.2% of the province'seconomic structure by 2020; to reduce tile

regular underemployment rate to 6-8% and raise

agricultural labor's income to around VND 28

million/person by 2020, specifically:

T Cultivation, husbandry and agricultural

services: The production value will grow at

around 2.5% on average during 201 1-2015 andaround 2% during 2016-2020. To restructure

the agricultural economy toward increasinglyboosting husbandry and services and expanding

areas under commodity winter crops. To strive

to export farm products on the basis of intensivetarming of input materials and enhancement of

the processing industry.

To develop large-scale husbandry, striving

to build 65 cattle and poultry farms by 2020,

which will account for 70(7(i of pigs and 90% ofpoultry raised in the province.

To concentrate on developing rice, maize,beans, clean vegetables, potatoes, etc. on the

basis of developing material intensive fanning

zones and advanced processing technologies.To strongly develop variety and breed,

veterinary, plant protection, finance, electricitysupply, irrigntion and other related services, to

increasingly apply new technologies to

agricultural production, attaching importance totransfer and application of new technologies to

production of rice strains, plant varieties and

animal breeds, and farming and breedingtechniques.

+ Forestry: To raise forestry value in theeconomic structure and restructure the forestry

economy, balancing forest plantation,

exploitation and processing and forestryservices; to build estates of three types offorests

with a reasonable structure, to keep the forest

coverage at around 7% by 2020 with an area of

around 6,000 ha, making important

contributions to the protection of the eco­environment, land and water sources.

+ Fisheries: To comprehensively developfisheries, to strive for an average production

value growth of around 6.2% during 201l~

2020. To consider fisheries an important

industry with high potential for productiondevelopment, especially in lowland areas

unfavorable for agricultural production.

+ Rural CUllst. uctiou awl development: To

strive that by 2020, half the province's

communes will reach standards on newcountryside (according to the nati~ criteria

on new countryside); to raise rural i~bitants'living quality; to raise people's in~ by 2.2

expectancy and population quality, contributing

to improving living quality and human resourcequality, to form a synchronous healthcarc system

from provincial to grassroots levels meetingindustrialization and modernization requirements

during the province's development.

To increase training and retraining to raiseprofessional qualifications of health workers to

catch up with scientific and technicaladvancements: to encourage post-graduate

training. To concentrate on building infrastruc­

ture faci li ties and increasing equi pment for theprovince's health system. To complete and

consolidate the grassroots health network, tomaintain healthcare quality and build

communes reaching national health standards.

To build a regional quality health center and

hospitals with funds raised from the society.

- Culture: To improve people's cultural andspiritual lives. To build and cOIl,',:.letc some

cultural institutions at provincial, district and

grassroots levels.

By 2020, 90% of families will reach cultural

standards; 100% of communes and wards willhave cultural houses, art performance groups

and recreational centers. To build and complete

some cultural institutions at provincial, districtand grassroots levels. To conserve and embellish

national and provincial relics; to rank theprovincial museum at grade Ill; to build a

modem library system to meet people's cultural

and spiritual needs. To build cultural houses of

expand the radio and television broadcast

system to meet people's demands.

- Physical training and sports: To boostphysical training and sports movements to

attract people to regular physical training and

sports a ct i vi ties. To foster sportsperson s ,

especially those of key high-achievement sports,

especially women soccer. By 2020, to annuallyincrease the rate of medal winners by 10-I5<Xi,to supply 15-20% of sportspersons for national

teams. To build a regional sports center with

sporting halls, sports grounds and athletes'

houses, etc.

- To quickly and sustainably reduce poverty;

to annually reduce the rate of poor households

hy 2-3% on average according to the new

poverty line; to adopt socio-economic

development strategies, programs and plans of

levels and sectors, to take specific measures for

implementing the hunger eradication and

poverty reduction program in order to narrowthe rich-poor gap in the population.

6. Defense and security: To build andconsolidate defense, security and social order

and safety, assuring stabi lity for development.

7. Infrastructure developmen I

- Transport system development: To further

consolidate and upgrade existing transportroutes in combination with building some inter­

provincial, provincial and urban roads,

the Ministry of Transport in completingconstruction of Cau Gie-Ninh Binh expressway

4. Orientations for spatial development of

the urban system and rural residential areas upto 2020:

- Phu Ly city: To expand its size to meet the

province's development requirements. By 2020,to become a grade-II provincial city. To mainlydevelop the northeastern arf':2 and northern

Chau Giang (to increase its area by around 1,000

ha) and to form a new political andadministrative center of the province.

- Duy Ticn district: To develop the urban­industrial-service chain ofDong Van-Hoa Mac­

Yen Lenh, from 2015 to 2020, to establish Duy

Ha town with a population of around 100,000and 001 Son township as the political-cultural­

social center of Duy Tien district.

VII. MAJOR SOLUTIONS FOR

IMPLEMENTING THE MASTER PLAN

1. Fund raising

The total investment during 2011-2020 isestimated at around VND 270 trillion, includingover VND 70 trillion during 2011-2015 andover VND 200 trillion during 2016-2020.

Apart from state budget funds, the provinceshould adopt specific solutions to raise to theutmost domestic and overseas resources fordevelopment investment, including:

- Making and promulgating a list of programsand projects calling for investment up to 202U.On this basis, boosting investment advertising,introduction and promotion in order to attractenterprises and investors to the province,attaching importance to ODA funding source.

- Improving the investment, production andbusiness environment, especially reforminginvestment procedures; creating conditions interms of infrastructure facilities to readilyreceive investment projects; promulgatingattractive and transparent investment supportpolicies in compliance with law.

- Boosting socialization of investment,especially in education, training, health, culture,sports, radio, television, science and technology

and environmental protection, to attractdifferent economic sectors to make investmentin these domains.

- To expand BOT, BT, BTO and PPP formsof investment, to create favorable conditions forcapital market development; to developinvestment joint ventures and partnerships andcontribution of property as capital.

2. Training and human resourcedevelopment

- To further increase investment in educationand training; to raise training capacity ofuniversities, colleges and secondary schools to

meet the province's socio-economic develop­ment requirements. To invest in equipment andphysical foundations of the vocatioaal collegeand professional secondary schools and buildcapacity for their employees and lecturers.

- To expand forms of vocational training, toencourage enterprises to provide vocationaltraining for employees of their own and others;to focus On high-demand industries such aselectricity, electronics, mechanir-al engineering,building materials, etc, closely associating withlabor demands of enterprises and ptoductionestablishments; to adopt e;.:.l'Joymentmechanisms and welfare policies tomp by stepraise productivity.

VITI. ORGANIZATION AND

SUPERVISION OF THE MASTER PLAN

IMPLEMENTATION

1. After the master plan is approved by the

Prime Minister, to publicize and disseminate it

to party committees and administrations of all

levels, sectors, mass organizations, enterprises

and people in the province; to Elaborate

programs of action to step by step implement

the master plan.

2.To concretize the master plan's objectives

and tasks into rive-year and annual plans for

effective iurpleme utatiou. Annually, to evaluate

the implementation of the master plan and on

that basis, review and propose according to its

competence the adjustment or supplementation

of the master plan to suit the socio-economicdevelopment situation in the province in each

period.

3. Levels. sectors. socio-po lit ical

supervise the implementation of the master plan,

Article 2. The master plan will serve as a

basis for the elaboration, submission, approval

and implementatron of sectoral master plans

(construction, land use and other related plans)

the formulation. submission, approval and

implementation of the following documents:

3 Mechanisms and policies meeting the

provi nee's development requirements in eachperiod so as to attract investment and raise

resources for the master plan implementation,which shall be promulgated, or proposed to

competent authorities for promulgation, by the

People's Committee of Ha Nam province.

Article 4, Concerned ministries and central

sectors, within the ambit of their functions, tasks

and powers, shall:

I. Guide and assist the People's CommitteeotHa Narn province in implementing the master

plan.

2. Coordinate with Ha Naill province in

reviewing, adjusting and supplementing master

plans of industries and sectors to ensurecompleteness and consistency with:mi master

plan: assist the province in raising dcrmestic andoverseas investment funds for the~ter plan

implementation.

Article 5. This Decision takes crteet on the

date of its signing.
