To approve the Master Plan on Development of Tonkin Gulf Coastal Economic Belt up to 2020, with the following principal contents: I. SCOPE OF TIIE TONKINGULF COASTAL ECONOMIC BELT The 'IonkmGult coastal econorrnc belt secuon in the Vietnamese territory covers Quang Ninh province and Raj Phong city. with a land area of 7.414,8 km 2 anda population of nearly 2.9 million, representing 2.24% of the national land area and 3.44% of the national population. II. DEVELOPMENT OBJECTIVES 1.     DECIDES:

    Artide 1. To approve the Master Plan onDevelopment of Tonkin Gulf Coastal EconomicBelt up to 2020, with the following principalcontents:

    I. SCOPE OF TIIE TONKINGULFCOASTALECONOMIC BELT

    The 'IonkmGult coastal econorrnc beltsecuonin the Vietnamese territory covers Quang Ninhprovince and Raj Phong city. witha land area of7.414,8 km2 andapopulation ofnearly 2.9million,representing 2.24% of the national land area and3.44% of the national population.

    II. DEVELOPMENT OBJECTIVES

    development of variousindustries in the economiczone, including shipbuilding, thermoelectricity;mechanical engineering, electronics, high-qualityconsumer goods production; petrocnermcajindustry; port industry, pon services; productionof information equipment and automationequipment; productioo of new materials and hi-techmaterials; assembly andmanufacture ofheavyequipment; production of high-quality plasticproducts, detergents and cosmetics; agricultural,forest and aquatic product processing; trade in

    services, exportand import tourism. Tobuildnon-tariff zones with highest incentives, To buildmodem urban areas and public service zones inthe economic zone;

    To build a synchronous infrastructure systemin the economic zone; to upgradeHai Phong portdUO build new porn in Dinh Vu area. To proceedwiththe construction ofLach Huyeninternationalgateway port.     nonhero region and the whole country; a port-service and ocean-shipping center; and a biggateway of the whole region, creating conditionsfor further economic cooperation with Chinaandexploitation of the Chinese market, especiallysouthern China, through this economic belt. In me

    immediate future, to expeditiously establish anindustrial park, build external infrastructurefacilities, particularly seaports, shipyard and trunkroads(nationalhighways 18 and 4B, an expresswayto Mong Cai); to build related urban and serviceareas and key industrial facilities. By 2020, tobasically complete the construction of Hai Haindustrial park and seaport in connection withMong Cai international gateway city into a bigindustrial, seaport and financial center and a bigand modern free-trade zone in the region;

    dITodevelop Dam NhaMac industrial-servicepark(Quang Ninh) intoa multi-function industrial-service park linking with Hai Phong city, LachHuyenport and DinhVu area. Fromnow to 2010,to set up Darn Nha Mac industrial-service park.After 2010, to build a seaport and roads linkingwith Hai Phong, national highway 18 and Ha Long

    city; to build industrial works, urban areas,administrativecenter, trade andtourismareas. After2015, to build a bridgeor a tunnel crossing BachDang river and linking With Dinh Vu; a railroadlinking with theYen Vien-Bai Chayrailroad and asynchronous roadsystemin theindustrial park. By2025. to basically complete theconstruction of thisindustrial-service park;

    eI To develop Hai Phong city into a big andmodem port service and ocean-shipping center,holding a considerable position in the region andtheworld. HaiPhong's economy willbe structuredto comprise seaport, industry and service. Tostrongly developport, shipbuiJding, machine toolandhi-tech industries, high-quality consumergoodsand export production, food processing, tourismand general services. To build an internationalVietnam China trade fair and exhibition center

    functioning as a main hub to promote economicand trade cooperation between the two countriesthrough the two corridors and one economic belt.By 2020, to build Hai Phong into a civilized andmodem port city with an inner-city population of1.4-15 million;

    fl TodevelopHa Longcity intoadevelopmentcenterof thenorthern keyeconomic region, playinga roleas one of the two centml citiesof theTonkinGulf coastaleconomic belt. Ha Long~ developtowardtaking tourismandservices asdevelopmentcores in order to boost other industries andincrementally reducing industrial coal mining. Inthe immediate future, to focus on vigorouslydeveloping tourism, building Ha Long into amodern national and international sea-tourism,eutertalnmcnt and recreation center. To coordinate

    with Chinese localities in the economic belt inbuilding tourist infrastructure, particufarly high-class entertainment and re-creation facilities, andorganizing trans-national tourist routes Ch3 roadandwaterway) through theeconomicbelt 1b stronglydevelop trade and services in order to make HaT..ong a hie trade center in the economic belt.     IV. OllJENTATIONS FOR BRANCH ANDDOMAIN DEVELOPMENT

    1. Developing of leading industries. in the

    economic belt

    aJ IndustriesTo prioritize the development of fundamental

    andkeyindustriesand thosewithhighaddedvaluein combination with the development of labor-intensive industries, striving for an industrialgrowm rate of itl ound 18- 19%. Dy 2020, the

    Tonkin Gulf coastal economic belt will basicallyhave a big and modem industry in the region.

    To prioritize resources and incentive policiesfor a number of leading industries and productssuch as coal mining, thermoelectricity.shipbuilding, machine tool, steel production,

    building material production, petroleum, electricmotor production, forest and aquatic productprocessing, textiles and garments, exportandhigh-quality consumer goods production. Tosynchronously combine industrial developmentwith infrastructure development in each locality.

    - Coal mining: To invest in tP('hnolnei(,:ll

    renewal of existing mines and scale up pitexploitation. Tostrictly manageillegalcoalmining.From now to 2010 and afterwards, to strictlyimplement the vlemam's coalmining developrucutstrategy and planning already approved by thePrime Minister. To gradually reduce coal exportthroughplannedmanagement measures, aiming toprotectnaturalresources andguaranteethe nationalenergy security. To rationally arrange dump sites.and control and properly treat coal dusts in theprocess of coal transportation ~mrl processing:

    - Power: To speed up the construction andcommissionof Uong Bi II, Cam Pha I and II, HaKhanh (QuangNinh)and Tam Hung (1-L1i Phong)thermo-power plants, To start building Mao .K.he,Mong Duong and Thang Long coal-fired powerplants and Cai Lan diesel oil power plant (QuangNinh), To build a big thermo-power center in HaiHa industrial park after 2010. To develop the useof wind energy and solar energy in coastal ruralareas and on islands. The total electricityoutput inthe economic belt will reach 2,500- 3,000 MW by

    2010and over 6.000 MWby 2020.

    - Shipbuilding: To concentrate resources onvigorously developing the shipbuilding industry.To build the Tonkin Gulf coastal economic beltinto a big shipbuilding centerof Vietnam by 2020,and a big and modem shipbuilding center of theregion and the world. which will be capable of

    bUilding cargo ships of up to 200,000- 250,000DWT and other special-use ships such as oiltankers, container ships, project ships, petroleumexploring andexploiting ships, tourist ships, fishingships of big capacity and military ships up toinrernsti onal standards,

    TofurtherupgradeandexpandPhaRung-BachDang, Ben Kien and Nam Trieu shipyards (HaiPhong); to complete the construction of Cai Lanshipbuilding industrial park, Ha Long and Ha Anshipyards (Quang Ninh) to meet 80-85% of thenorthern region's river shiprepairrequirement and4'i-'m% of the country's ~3-eoin£ "hip buildingand repair requirements. After 2010, to build anumber of big shipyards together with supportindustriesin Dinh Vu-Cat Hai industrial park andHai Ha, Dam Nha Mac and Quang Vinh industrial

    parks (Tien Lang). To synchronously developindustries in support of shipbuilding, graduallyincreasing the localization rate;

    - Steel: To quickly develop steel production,meetingthe increasing steeldemandof theregion,especially of the shipbuilding industry. To furtherexpand the existing steel mills. TQ construct other

    steel mills. particularly steel cast, steel sheet andhigh-quality steel plants. To prioritize theconstruction of large-scale steel millsin Dinh Vu-Cat Hill and HaiHaindustrial parks in serviceofthe shipbuilding industry. By 2010, tile steelproduction capacity in the economic beltwillreachover S milliontons/year and about15million tonslyear by 2020;

    ~ Building materials: To strongly developcement production into a spearhead industry. Toupgrade existmg cement plants to the advancedlevel soas to increaseproductivity andraiseproductquality and protect the environment. To speed uptheconstruction of production chainsrr of Chinfonand Huang Duong cement plants for theircommission before 2010. To further invest in theconstruction of Cam Pha, Thang Long and LamThach (Quang Ninh) cement plants. By 2010, the

    totalcementoutputin theeconomic belt will reach11-12 million tons/year. To rationally reorganizeestablishments producing building stone,clay andsand for the efficient exploitation of buildingmaterials in the localities while protecting theenvironment and tourist landscape;

    - Mechanical engineering: To develop themechanical engineering industry in order to makethe area a strongmechanical engineering centerofthe northern region, To seJectively invest in theconstruction of modem production establishmentsequippedwithadvanced technologies.1bprioritizethe development of mechanical engineering inserviceof shipbui lding, portand mining industries.To develop the manufacture of machinery andelectric equipment; manufacture and assemblyofmotor vehicles; repair and assembly of heavyequipment, heavy vehicles and lifting equipment;manufacture of consllUction machines, machineryand equipment in service of cement, textile andgarment, agricultural, forest and aquatic productprocessing industries. Toprioritize thedevelopmentof products for ship buildingand repair;

    industries producing productsof greatdemand inthearea,suchasshippaints,lightpowders,generaldetergents, calcium carbide, accumulators,packaging plastic, construction plastic, industtiaJplastic, electronics, electro-refrigeratingarticles andotherconsumer goods. Todeveloptextile,garmentand leather industries in service of export,prioritizing the attraction of textile, garment andleatherprojects intoindustrial complexesin districtstoemployruralworkers. Todevelopthe.agriculturaland aquatic product processing industry, buildingmodem processing establishments and producinghigh-quality productsfor urbancentersand touristresorts in the economic belt and for export. Toprepare conditions for the construction ot apetrochemical plantin theeconomicbelt after2010(in Dinh Vu-Cat Hai or Hai Ha industrial park);

    d To intensify information and propagationwork: The two countries will coordinate inperiodically publishing a bilingual journalor jointbulletin (in Vietnamese and Chinese) -::;:0 that thetwo sides have conditions to inquire more into theeconomic development situation and cooperationon the areas related to the economic belt; todisseminate in time to concerned agencies and

    organizations specific research findings. whichwillserve as a basis for the formulation of prognunsand projects on development of the Tonkin Gulfcoastaleconomic belt.

    dIAssignmentofimplementationresponsibilities

    -TheMinistry of Planning andInvestment shallassume the prime responsibility for, and coordinate

    - Concerned ministries and branches shallformulate specific action programs forimplemeCtion ofthe masterplan; incorporate thedevelopment objectives and orientations of thismaster plan into their development planningsnationwide; coordinate with QuangNinhprovinceand Hal POOng city in balancing resources for thedevelopment of the economic belt according to the

    master .plan; formulate specific cooperationprograms, plans and projects in the economic beltandorga.tHze their implementation;

    - The People's Committees of Quang Ninhprovince M\d Hai Phong city shall review, adjustand supptement their master plans on socio-economic development till 2020, incorporate the

    devele>ptJ'!tht objectives and orientationsof thismasterpl.m intotheir master plans; drawup specificcooperatiw plans and projects and organize theirimpleme$ation.     already approved by the Prime Minister;

    -Annually. the People'sCommittees of QuangNinn provinceandHai Phongcityshallcoordinatewith concerned ministries and centralbranches inreviewing and evaluating the implementation ofthis master plan in order to propose competentauthorities to promptly adjustand supplement themaster plan to suit the new situation.

    Article 2. This master plan will serve asorientations forthe formulation of'plannings, plansand investment and development investmentcooperation projects of specialized branches andconcerned localities in the Tonkin Gulf coastal

    economic belt.

    Article 3, This Decision takes effect 45 daysfrom the date of its signing.

    Article 4, Ministers, headsof ministerial-levelagencies, heads of government-attached agenciesdud presidents of the People's Committees ofQuang Ninh province and Hai Phong city shallimplement this Decision-
