Tohono  O’odham  General  Welfare  Law Resolution  of  the  Tohono  O’odham  Legislative  Council

RESOLUTION  NO.  07-030  and  RESOLUTION  NO.  11-533 What is the Tohono O’odham General Welfare Law? The General Welfare Law is a method to ensure the Internal Revenue Service receives accurate information from the Tohono O’odham  Nation  (Nation)  and  the  eleven  Districts,  establish  need  and  income  guidelines  for  Tohono  O'odham  Members  requesting  assistance. Assistance is defined as burial expenses, clothing, education, medical care, shelter, and subsistence; as approved by each  District’s  budget.   When was it passed? On  November  2011,  the  Tohono  O’odham  Legislative  Council  (TOLC)  approved  a  resolution  to  “Approve  Income  and  Need  Guide-lines  for  Calendar  Year  2012  for  the  General  Welfare  Law”.    This  resolution  further  clarified  and  developed  income  need  guidelines when distributing general welfare assistance, as approved by TOLC Resolution No. 07-030. What does this mean? Beneficiaries or those individuals requesting assistance must certify their financial need and benefits do not exceed that need. An application must be filled out for each financial request, reporting any changes to income or household information. Individuals or families exceeding the income guidelines will not be eligible for tax exemption. What  is  the  Income  Guideline?

Retrieved from: Tohono  O’odham  Legislative  Council,  Resolution  No.  11-533. What information will be needed when requesting assistance? In order to determine if the eligible individuals or families are tax exempt, household income must be provided. A W-9 will be requested to be completed with each application. Individuals or families who do not qualify for tax exemption and receiving more than $600 will receive a 1099 Tax Form. The assistance will then be reported as income. When will this be effective? The requirements outlined by TOLC require all Districts to enact this immediately. All applicants and/or recipients requesting finan-cial assistance or funeral assistance will be required to submit SXD enrollment verification, complete a W-9 form, provide a bill/invoice in the applicants name, and other required forms, including annual income (if requested). The General Welfare Law is avail-able through the Tohono O’odham Legislative Council website: http://tolc-nsn.org/res2011.htm or you can obtain copies of the reso-lutions  from  the  District’s  Receptionist.   More  information  can  be  obtained  from  the  Tohono  O’odham  Legislative  Council  website:  http://tolc-nsn.org/res2011.htm. You can also  pick  up  a  copy  of  the  resolutions  from  the  District’s  Receptionist.   The  General  Welfare  Law  is  available  through  the  Tohono  O’odham  Legislative  Council  website:  http://tolc-nsn.org/res2011.htm or you  can  obtain  copies  of  the  resolutions  from  the  District’s  Receptionist.   We  appreciate  your  patience  and  understanding  in  implementing  the  Nation’s  Law.    Have  been  requesting  training  from  the  Nation’s Executive Office and as soon as we receive updates, more information or training, we will provide notification to everyone as time permits. san xavier mission news

The Parent Advisory Committee (PAC) has been very busy. This year so far, they have raised $6,137.70 for the school. Thank you to everyone who volunteers their time and talents for the children at San Xavier Mission School. All your efforts are really appreciated. The Catholic Tuition Support Organization (CTSO) helps most of the students at San Xavier Mission School with scholarships so all families who wish to send a student to the school have that opportunity. The tax credit has expanded its program. A married couple can give $2,000 to CTSO in San Xavier Mission  School’s  name  and  get  the  $2,000  back  at  tax  time. It helps students at the school and the family gets the money back at tax time. For more information, please call the school office at 294-0628. From  the  Tohono  O’odham  Saint  Kateri  Takakwitha  Circle President Ivan Burrell: “We  have  out  Saint”!    As  you  all  know  October  21,  2012  was  the Canonization Ceremony for the 7 new saints that were Canonized that Sunday in Rome, Italy at Vatican City. We the  Tohono  O’odham  Saint  Kateri  Tekakwitha  Circle  is  very  proud and happy to have now Saint Kateri among us. With many celebrations taking apart across Native Country many of  the  Tohono  O’odham  Circle  members  attended  here  in  San  Xavier Mission. Thank you to the planning Committee members that put on the celebration on Saturday October 20, 2012 you all did a great job in which I was a part of that planning Committee as well. It was a very honoring moment for me and emotional one as I watch the Canonization ceremony on TV knowing that is was actually happening in this year of 2012, my heart felt joy, praise and thanks to God. “We  have  our  Saint”.    I  continued  to  pray  for  this  who  actually  went  to  witness  the  Canonization  in  Rome,  I’m  now  very  thankful  we  have  them  all  back  on  O’odham  land  again.            Welcome back home all those the went. St. Kateri was brought into my life when I was invited to a small gathering in May 2007 by members of the circle. Then in July of 2007, I was elected the Circle President and began my duties from there. To this day, I still remain active as the  Tohono  O’odham  Saint  Kateri  Circle  President.    Thank  you to Edith Manuel, Ella Begay, Connie Mendoza for allowing me to be a part of their lives and great friendship I am  now  devoted  to  our  patroness  “Saint  Kateri”. I remember when I was a child I used to go with my Grandmothers Treasa Orosco & Helen Encinas to these Circle meetings on the Nation not knowing that one day I would be the Circle president 2007-2013. In June 2013 Our Circle will elect a new President & Officers, but I will always continue to be a part of the Circle with my Kateri family & friends. I thank my family for being so supportive and my “beloved  mother  who  is  looking  down  upon  me  with  happiness  and love. Those who are interested in wanting to attend our Circle meetings we have them every 2nd Sunday of each month in different districts , so please come , I invite all community members to join us one of the days. St Kateri Tekakwitha Feast Day is on July 14th. Thank you for your time. Love, Ivan Burrell

Learning Center: Curious George Returns On November 28, 2012, the education Learning Center staff along with Pima County Library staff planned and hosted a return visit to SXD by Curious George. The event included, story time, fun and refreshments. Monthly Parent /Principal Meetings Education staff continues to schedule meetings with local school principals from Santa Clara Elementary School, Challenger Middle School, and Wildcat Charter. These meetings are an opportunity for parents to get the latest information on how well our students as a group are doing, upcoming events, and changes in curriculum and policy. Parents please read the notes, letters and newsletters sent home from the school. This is the first indicator of anticipated changes. Also be aware Santa Clara will not be offering after school tutoring this spring so it is essential the students keep up with their classwork. If they need help please take advantage of any After School Programs to get extra help. Native American students as a whole are having difficulty with reading—this is the foundation on which all other subjects depend. SXD Education can give our all but our influence is actually quite small (7 hours per  week).  Parents/Guardians  you  mold  and  shape  your  child’s  values by what you do and say. Be the example for your child—show you value education by being a reader yourself. -read to or with your child -ask   a   simple   question   “what   did   you   learn  today?”        listen  to  and  talk  about  their   response -ask to see the homework scores -praise and encourage student no matter the scores -get excited when your student succeeds Celebrate! *** Photos of Education Halloween events 2012

November—Native American Month Some of the events education staff participated in Nov 8, staff attended SUSD Native American Education

Parent Committee meeting, and stayed to hear presentations by three applicants for the Native American Education Coordinator position.

Native American Culture Night at Apollo Middle School November 29, a program, and potluck was enjoyed by all.

On November 16, the staff was very busy spending the morning at Desert View High School manning an information table and sharing culture as part of their Culture Day.

Also on November 16, the staff and students participated in Santa Clara Elementary School Culture Night, SCES O’odham  students  shared  poems  they  wrote  and  interpreted  into  O’odham.     They  were   guided   by   SXD  Education   staff  through the project. Francine Johnson and the rest of the staff made their famous frybread.

On November 17, 2012 education staff participated in the Amphitheater School District Native American Education Fall Family Celebration.

Additionally, the staff participated in Apollo Middle School Culture Night on November 29.

Just before Thanksgiving, the Education staff volunteered to stuff a food box for a local family as part of the SXD employees donations.

Finally, education staff were part of an assembly for Challenger Middle School students on November 30, sharing Native culture.

SEEKING TUSD/SXD STUDENTS At the end of October, SXD Education learned that we have 53 SXD students scattered throughout Tucson Unified School District schools. In an effort to seek them out, Education Administrator Dawavendewa participated in the TUSD Parent University event for multicultural families on November 3. She met with the Director of TUSD Native American Program, Roxanne Begay-James to develop a plan for conducting outreach to the SXD students. The TUSD students have not shown up at SXD Education events nor have they used education services. These students will be invited to visit and access the education services to support their education efforts. If you know any of these students please refer them to SXD Education 807.8620. EDUCATION NOTE TO PARENTS The Education staff has been seeing (2) SXD students, (middle schoolers) hanging around the Ed. Center during school hours. We cannot condone students missing school when there is mandatory school attendance for students under the age of 16. Students are being sent home when they show up during school hours. We are required to notify appropriate authorities so parents please discuss this with your students. ASP Christmas Party—December 19, is also the last day of ASP for Winter Break. ASP resumes on January 8, 2012. “Happy  Holiday  Greetings”  from  SXD  Education  Staff.
