Holiday Hearts: Adopt-a-Family Crisis Nursery

For the past four years, the St. Louis Branch of the Missouri Chapter APWA has adopted families
from Crisis Family Nursery during the holiday season to provide a brighter Christmas morning to
those in need. After the second year, we expanded our efforts and adopted multiple families through
your charitable contributions and donations, and have continued to pursue two families last year
and again this year.
This year, our fundraising began earlier than normal, starting with a raffle at the May program
picnic event at Shaw Park. The event raised $220 thanks to donations from Bax, M3, and CMT.
Then at the October program, donations from Tony Russo, HR Green, and Missouri Petroleum allowed the Chapter
to raise $460. These donations, combined with cash donations from EFK Moen and Vijay Bhasin, put the Chapter in a
great position heading into the December Program. But we are not done.
Your help is still needed. We are still in need of donations for the December 10th raffle.
Raffle tickets are 1 for $5, 3 for $10 or 6 for $20,
and you will have a chance to win the following prizes already committed:

2015 Missouri Chapter APWA Fall Conference

The 2015 Missouri Chapter APWA Fall Conference was held at the Holiday Inn Executive Center in Columbia, Mis-
souri November 8th – 10th for the second consecutive year. A record-breaking turnout of over 190 participants were able
to earn 10 professional development hours, while interacting with 29 vendors and learning about a variety of Public
Works topics during the program sessions.
The Sunday Evening Social held at Holiday Inn’s Sports Zone, was very well attended and enjoyed by conference regis-
trants. The social was graciously sponsored by Corrective Asphalt Materials.
Monday evening entertainment was generously sponsored by Missouri Petroleum, with transportation provided by the
City of Columbia. Conference participants and spouses were whisked away to 44 Stone Public House, where they were
delighted in food and beverages. Everyone made it back to the Holiday Inn safely on City busses.
The conference included a welcome address by Chuck Williams (APWA Director of Region VI ) , and provided speak-
ers from National APWA, National Center for Pavement Preservation, City of Ladue, Metropolitan St. Louis Sewer Dis-
trict, University of Missouri, City of Grandview, City of Springfield, MoDOT, City of Raytown, CBB, City of Des
Peres, Bartlett & West, Wilson & Company, City of O’Fallon, M3 Engineering, City of St. Charles, Beehive Industries,
and Cunningham, Vogel & Rost, P.C.
For their leadership and dedication to APWA, awards were presented at the Monday luncheon to Mr. Ken Stumpf
(posthumously) for the D-Squared award, Professional Engineer of the Year went to Ms. Anne Lamitola – City of La-
due, Public Works Leader of the Year for the Private Sector went to Mr. Tony Russo – TREKK, Public Works Leader of
the Year for the Public Sector went to Mr. Bob Ruck – City of Manchester. At the Chapter business meeting on Tuesday
morning, the new Missouri Chapter officers were installed including new secretary Anne Lamitola. Many members in
attendance also received their pins for milestone years of membership.
The conference was organized with immense planning assistance from Steve Meyer with the City of Des Peres, Aaron
Terry of EFK Moen, and Steve Schultz at Bartlett & West. The conference followed up the first year of successfully
holding the conference in Columbia. The meals were wonderful, the events were convenient for participants, and the
majority of comments received in the evaluations were positive.
The planning committee would like to thank all involved in the planning effort.

No sales pitches: Direct promotions of products, services, or monetary self-interest are not appropriate education
sessions. Conference audiences prefer sessions that present case studies from the user perspective.
Individuals will be notified of acceptance by the planning committee in February 2016. Additional information will
be provided following acceptance.
Registration and travel expenses: Speakers are also considered attendees of the event and are responsible for their
own travel expenses and the appropriate registration fee.
Speakers that plan to attend only on the day of their presentation will receive a complimentary single day registra-
tion.
Evaluation Criteria
All submissions are reviewed and evaluated by a committee of public works professionals representing various public
works disciplines. The evaluation process will be based on these criteria:

Sustainable Urban Stormwater Management

Green Infrastructure (GI): A simplified definition: Means and methods in site development to
mimic predevelopment conditions. In other words, try to design stormwater controls as if the building, sidewalk and park-
ing are not there. This goal is great because development dramatically reduces the surface area for water to infiltrate the
ground. Surface runoff is a problem because of increased volume, velocity and pollutant load. Collectively, these factors
increase creek and river erosion, increase flooding and litter our waterways.
In public and private developments the most common traditional GI methods are rain gardens and bioretention. In more
recent years, pervious pavement (blocks, pervious concrete and pervious asphalt) have been accepted as a "green" design
method. The idea with these two facilities is to capture the stormwater runoff, remove sediment and reduce the volume of
water that leaves the site. If installed and maintained properly, they can function very well. However, these methods func-
tion as-designed for a finite period of time.
Pillars of sustainability:
Most stakeholders (contractors, developers, regulators and owners) will admit that GI facilities are not fully supporting the
three pillars/principles of sustainability. Namely:
1. Construction staging is challenging and often results in under-performance from the onset.
2. Intense construction inspection.
3. No removal of trash.
4. Sensitive to seasonal environmental conditions, such as excess rain, drought, hydrocarbons and sub-freezing
weather.
5. Unable to treat and store abnormal rain events (high intensity-short duration and high volume). Also, no high
flow pass is designed into the facility.
6. Rain garden have specific plant species, perennials. These require full-sun. Therefore, no trees. Also, no use
in urban centers where high-rise buildings block sunlight.
7. Consistent and high level of frequent maintenance to prevent clogging, invasive plant species, excess trash,
damage from unawareness and misuse.
8. Safety hazards from loss of pavement marking and spalling of pervious concrete or asphalt.
If functioning properly, eventually the bio-retention and rain gardens will need to be fully replaced.
The long-term cost of these facilities is very high. It is yet to be determined who will pay for this cost if the owners do
not maintain them. More than likely, it will be tax (or rate) payers.
When reviewing the three pillars again, do bio-retention/rain gardens and pervious pavement really offering long-
term social, environmental and economic sustainability? The simple answer is "no". So what can be done to maintain
all of the water quality and quantity goals of the regulators? Go underground.

There are quite a few methods that can be used to achieve the quality and volume mandates. One of the fastest growing
methods is plastic arch chambers (such as StormTech, Triton and StormKeeper). They are open bottom structural cham-
bers that capture water through normal inlet design and then store and/or infiltrate the stormwater. The installed cost of
the chambers is less than any of the GI options mentioned above. They have a substantial number of long-term benefits:
1. Almost always placed under paved surfaces; providing dual use of land.
2. Reduces ROW requirements and can often be placed under the curb, sidewalks or pavement.
3. Can be installed any time during the construction process.
4. Can have design controls to capture sediment, contaminants AND trash (such as StormTech Isolator Row).
5. Proven long-term performance... real sustainability.
6. Open bottom allows for water to rapidly spread out and be available for infiltration.
7. Unaffected by seasonal environmental changes.
8. Easily installed in a linear fashion, such as along municipal ROW.
9. Reduces thermal impact; protects aquatic species when the water reaches the waterway.
What can you do?
* Encourage owners to consider this technique to save them money now, and long-term.
* Work with regulators and designers to allow/utilize.

The City of Sedalia will be accepting applications for a full time position of Public Works Director. This position is re-
sponsible for directing all public works operations, including street maintenance, solid waste, recycling, wastewater
treatment, and storm/sewer maintenance. All applicants for the position must have the following: Bachelor’s degree in
public administration, business management, engineering or related field from an accredited college, 5 years of progres-

Job Summary: The purpose of this position is to manage public works maintenance & construction contracts to assure compliance
with various funding requirements and accounting practices; County procurement policy and practices; and State and
Federal law. Assist Public Works Management in the documentation for procedures, principles, methods and tech-
niques for engineering and construction contracts by coordinating the inspection, implementation, and application for
federal and local Public Works projects. Work is performed under the direction of the Director of Public works in ac-
cordance with policies and procedures as defined by the County and requires independent judgment, discretion and tact
in the resolution of sensitive and controversial issues. Work is reviewed for operational efficiency, cost effectiveness
and compliance with applicable Federal, State and Local laws.

Job Summary: The Stormwater Analyst performs land disturbance and stormwater management inspections for compliance and analysis with
County, State and Federal codes and regulations.
Minimum Qualifications:
Must possess a high school education or its equivalent.
Requires a minimum of a college associates degree with emphasis on construction or engineering and GIS.
Must possess a Missouri Class E Drivers’ License.
Knowledge, Skills & Abilities:

Ability to communicate effectively, orally, and in writing.
