A Message from Michael G. Potts Deputy Under Secretary for Enterprise and Mission Support, DHS Office of Intelligence and Analysis (I&A) HSIN Executive Steering Committee (ESC) Co-Chair HSIN has proven to be an extremely flexible platform, with broad application to the mission of first responders and public safety officials. In the past year, the HSIN Connect capability was employed during the Sandy Hook shootings, the Boston Marathon bombings and the active shooter incident at the Washington, D.C. Navy Yard. During the Navy Yard shooting, officials outside that jurisdiction provided background checks as soon as the name of the subject became known. The results of that analysis were posted to the Connect session in real time, enabling the responding organizations to focus support on other aspects of the event and ensuing investigation. When an incident occurs, we turn to HSIN. In my experience, HSIN is one of the most dynamic and important tools available to the law enforcement and public safety communities. Intelligence and Information Sharing I have been fortunate to be associated with HSIN since I first joined the DHS Office of Intelligence and Analysis (I&A) in 2010. DHS I&A was established as the intelligence and information sharing fabric between Federal agencies and our State, Local and private sector partners. One of the most effective ways we fulfilled that role is through our partnership with the HSIN team and the transition of our intelligence sharing capability from the previous Homeland Security State and Local Intelligence Community of Interest (HS SLIC) platform to the HSIN Intelligence community of interest (COI). HSIN “Intel” enables I&A to more easily get the right information to our customers and partners and helps all of us advance our missions. The Past and the Future My work at I&A is the continuation of a long career in the intelligence and law enforcement communities. At the FBI, I played a significant role in expanding the content of Law Enforcement On-Line (LEO) to include raw and finished intelligence products of value to partners. I see my roles within I&A and as member of the HSIN ESC as an important continuation of my commitment to sharing intelligence to protect the homeland. Today, HSIN provides a flexible, powerful and easy to use platform to inform and support vetted partners. The authentication process makes users confident to trust the platform since the process ensures that only those individuals that should access information can do so. I strongly encourage broader and deeper adoption of HSIN and its capabilities among our Homeland Security partners. In November, HSIN Outreach began transitioning to an enhanced Mission Advocate (MA) team. The new team, which includes both veteran and new MAs, is ready to serve your needs.

Areas of ResponsibilityEach MA is assigned a specific area of responsibility (AOR) based on their mission experience and technical expertise. AORs are broken down by geographical regions of states and territories and by agency or component for other partners. To ensure optimal coverage, each area of responsibility has one MA as a primary point of contact, who is supported by a team of other MAs to further your mission.

MentoringVeteran MAs are acting as mentors for the newest members of the team. Under this mentorship program, new MAs will learn the specific missions, priorities and information sharing requirements for the communities of interest (COIs) in their AOR. Over a relatively short time, we expect the new MAs to take on a larger role and lead new engagements.

Team IntroductionWhat follows is a short introduction to the entire HSIN MA team. More in depth information on regional coverage and specific AOR assignments can be found on HSIN Central. In January, we will follow up with COI Site Owners to elicit feedback on the entire transition and ensure that every COI is receiving the service they need.
