Pay information - wages

• Pay-days are every second Friday• Increment dates - 12, 24, 36 and 48 months• Current DECE hourly pay rates:

– Step 1 $21.22– Step 2 $22.85– Step 3 $24.48– Step 4 $26.11– Step 5 $27.74

• DECEs are paid an annualized salary based on 1435 hours

Pay information – prior experience credit• Article 14.02 – In establishing the initial salary, the DECE shall be

given full credit for previous related ECE work experience with the board or another employer to the maximum experience allowed. For the purpose of this clause, related work experience shall include: (1) all experience as a DECE or ECE at a board of education or

education institution in Canada;(2) all experience as an educational assistant at a board of

education or education institution in Canada;

Pay information – prior experience credit

(3) all experience as a teacher at a board of education institution in Canada;

(4) all experience as an Early Childhood Educator in a licensed childcare institution in Canada.

To be recognized, an official letter stating experience must be submitted to Human Resource Services (HRS) within the school year.

Pay information - vacation pay

• Article 30– DECEs shall be entitled to 6% vacation pay– Vacation pay shall be paid in equal amounts on each pay

Pension• All permanent full-time DECEs must enroll in the OMERS or the Ontario

Teachers’ Pension Plan (OTPP)• If at any time you receive your Ontario Teaching Certificate (OCT), you

must notify they board as you will be required to pay into the Ontario Teachers’ Pension Plan (OTPP)

• All permanent part-time DECEs may join OMERS after the qualification period. Visit the OMERS website at www.omers.com for more details

Absence from work• Regular attendance at work is very important for you, for the board and

for your fellow employees. Unnecessary absence may put additional strain on your co-workers as they attempt to cover your absence

• The board does, however, recognize that there may be times when you will be justifiably absent due to illness, family emergency, etc. Should that happen, you are required to notify your immediate supervisor as soon as possible. When reporting your absence, please state the reason and the expected length of time for the absence

• Absence reason definitions for the DECE employee group are located on the staff website under the Apply to Education section

Collective agreement• The Elementary Teacher’s Federation of Ontario (ETFO) is the

union that represents the DECE staff group• The terms and conditions of employment may be found in the

collective agreement for ETFO DECE members. The collective agreement includes information on surplus and layoff procedures, posting and hiring requirements and wages, as well as many other important work details. Staff are encouraged to review their collective agreement thoroughly

• A copy of the DECE collective agreement is available on the SCDSB StaffWeb in the Human Resource Services section

Collective agreement - probation and seniority• There is a 26-week probationary period for DECE employees• Article 35.01 – “Staff will be given seniority on their first day of work.

Staff hired on the same date resulting in a tie in seniority will bedecided by draw.”

• Article 35.03 – “The board shall post two seniority lists on the websiteby April 1 of each year. One list will be sorted by location, the other bydate.”

Collective agreement – leaves of absenceLeaves outlined in the collective agreement are:• pregnancy and parental leave• adoption leave• bereavement leave• quarantine• jury duty/subpoena• religious holidays• Fifth Disease• unpaid child care leave• unpaid leave of absence

Collective agreement – leaves of absence• If requesting a leave, employees are required to submit a leave request

and information to Human Resource Services. The principal must acknowledge the request by signing the form. Leaves will be reviewed in accordance with the collective agreement and APM A4005 - Leave of Absence Process – Short Term

• As a general rule, vacations during the school year will not be approved for those employees who are employed on a school-year basis

• Human Resource Services will confirm if the leave request has been approved or denied. Staff should request leaves in advance to ensure time for processing

Collective agreement - hours of workArticle 22 of the DECE Collective Agreement• Seven hours of daily work for full-time employees• Weekly hours will be 35 hours• Article 22.04

– “The parties agree that it is the expectation that DECEs will attend scheduled staff meetings and scheduled parent/teacher interviews. If such meetings are outside of the regular working day, the DECE will be paid at straight time.

– Furthermore, the parties agree that it is the expectation that DECEs will attend meetings as required by the principal. If such meetings are outside of the regular working day the DECE will be paid at straight time.”

Collective agreement - hours of work: lunch/nutrition breaks• Article 19.01

– “Each day, over the course of the two nutrition breaks which are held during non-instructional time, each DECE is entitled to 60 minutes of break time.

– The 60 minutes of break time shall include a minimum of 30 consecutive minutes for an unpaid lunch break and a minimum of 30 additional minutes of paid break time. The lunch break and additional break time shall be free from supervisory or other duties.

– It is understood that the lunch break may be scheduled consecutively with additional break time, but in no case shall a scheduled break be less than 20 minutes in length.”

Performance appraisalsPerformance appraisal - regular

– The board has an APM on performance appraisals titled –A4222 – Performance Appraisal – AESP, CUPE, ETFO DECE, OPSEU, OSSTF, Instructors

– Upon hire, DECE employees will be assigned a cycle year for the normal performance appraisal process, e.g. 1, 2, 3, 4 and 5

– DECE staff will have their performance formally evaluated once every five years. In the year an employee is to be evaluated, both staff and supervisor are notified by email from Human Resource Services

Performance appraisalsPerformance appraisal - regular

– Annually, prior to October 31, employees will submit an annual performance plan outlining their goals, along with training and development needs for the upcoming year

– Out of cycle evaluations will occur as required to address performance issues

The educator partnership• The legislation governing full-day kindergarten (FDK) programs

states that teachers and ECEs have an obligation and a duty to cooperate in: – planning and implementing the program – observing, monitoring and assessing the progress and

development of the children – maintaining a healthy physical, emotional and social learning

environment– communicating with families

The educator partnership• What is most important in the relationship among the members of

the FDK educator team is not the differences in the roles, but rather the similarities– While teachers have a legislative responsibility to report on

children’s learning, both ECEs and teachers contribute to assessment for, as and of learning by facilitating experiences that are relevant and meaningful and promote healthy child development

– While each FDK educator team will reflect the uniqueness of its members, the hallmark of all successful partnerships is an atmosphere of mutual respect, trust and open communications

Miscellaneous - days of work:annual schedule• DECEs are expected to be at work during regular school days and

professional activity days• DECEs are not required to work on board holidays, during the two-

week Winter Break in December/January or the one-week March Break

• The last day of work before the summer break will be announced annually

Miscellaneous - safety plans• Safety plans are a pre-determined plan of action developed by

staff, in consultation with parents• A safety plan must be written for students whose behaviour poses

a risk of injury to themselves and/or others• They document emergency, non-physical prevention and

intervention strategies, and the physical intervention required to prevent or minimize injury, if and when appropriate and necessary

• A current copy of the safety plan must be in the Ontario Student Record (OSR)

• Read and sign the Notification of Risk of Injury form at the principal’s discretion

Miscellaneous - safety plans• Ensure that you understand the safety plan and follow the

interventions/procedures laid out in it (APM A1435)• Maintain and leave copies of safety plans and individualized

education plans (IEPs) as part of the daybook for occasional staff in case you are absent

• The special education resource teacher (SERT) is responsible for maintaining a central binder of safety plans

• The SERT may be delegated by the principal to provide information and instruction to occasional staff

Miscellaneous - Behaviour Management Systems (BMS) trainingExpectations Regarding BMS• BMS training is optional for DECEs• BMS Certification training is the first session that should be taken if you

have never received BMS training with the SCDSB. This session will take you through developmental and learning theories, the legislative and educational context, verbal and non-verbal interventions, block and release techniques and containment techniques

• Training is valid for two years; to remain current, one must complete the BMS recertification training every two years

• If you are asked to participate in a containment and you do not have training, notify your supervisor and request coaching

• Interactions with students and redirection of non-compliant behaviour must be hands off

• Consult with your teaching partner regarding specific strategies

Miscellaneous – aggressive incident reporting• Process for collecting/tracking incidents of aggressive behaviour against

employees• Definition – any physical, verbal or non-verbal incident or injury which

results in an employee feeling threatened for his/her safety and security• Complete sections 1 and 2 of Aggressive Incident Reporting Form

A4071-1, which can be found on the staff website• Supervisor meets with the employee to review and notes action initiated.

Copies are provided to Health and Safety and, if applicable, to the superintendent

• The Joint Health and Safety Committee receives a summary report of all aggressive incidents

Miscellaneous - smoke free learning and working environments• It is the policy of the SCDSB to prohibit smoking and the use of

tobacco products, emerging tobacco industry products, tobacco-related products (e.g. e-cigarettes and vapourizers) and any smoking paraphernalia. This applies to all school board employees

• If required, at board locations there are designated smoking areas which are off board property. If you need to smoke, please check for a designated area

Miscellaneous - College of Early Childhood Educators• It is a requirement that DECEs are registered members of the

Ontario College of Early Childhood Educators on or before their first day of work

• DECEs must send a copy of their current certification card (small card) or a copy of their most recent dues receipt to Human Resource Services for renewal date tracking purposes as soon as possible

• It is the responsibility of staff to maintain their membership with the college; failure to do so may result in removal from work and suspension without pay

Miscellaneous - payroll portal• Staff access their pay information on the secure Payroll Portal on

the staff website• Records of employment (ROE) are electronically provided by the

payroll department to Service Canada for maternity leave, breaks in service or temporary layoff

• At other times, staff may request an ROE as needed• Letters of employment for mortgage or loan purposes are provided

by the payroll department
