AMRUT Mission was launched by Ministry of urban

Development Government of India on 25 June, 2015.

Objectives: Providing basic services (e.g. Water Supply, Sewerage, Parks

and Urban Transportation) to households and build amenities

in cities which will improve the quality of life for all,

especially the poor and the disadvantaged is a national priority

of this scheme. Government of Punjab in the Department of Local Government

has taken various initiatives to achieve these reforms:-

Preparation of GIS based Master Plans.

Digital India initiatives for laying of cables for digital/web networking;

Transfer of funds under 14th Finance Commission to ULBs ;

Solar Roof Top panels policy and Net metering. For more details click to the website of

Rain Water Harvesting (RWH): Already there is a provision in the Punjab Municipal

To achieve full potential of advertisement revenue by making a policy for destination

specific potential having dynamic pricing module, Advertisement Policy was notified by the

Govt. which is available online.

Incentives to Green Buildings: A policy was notified by the Govt. giving incentives to Green

Cadre Linked Training: The Govt. has initiated various Cadre Linked Training programs

under AMRUT and other Schemes.

Complete the credit ratings of the ULBs: Govt. has engaged a Company called Brickwork

Ratings India pvt.ltd.

Slip and SAAP has been prepared and action plan has been also prepared for water

supply, sewerage and action plan for parks and open spaces is under process.

Municipal Corporation Patiala has also taken various steps towards the achievement of the

ULBs level reforms. The GIS Mapping is ongoing in Municipal Corporation Patiala. The

digitization work of the services with Municipal Corporation Patiala has been started and some

of them completed like online Births and Deaths registrations and certifications.

The Swachh Bharat Mission (SBM) emanates from the vision of the Government articulated in the address of The President of India in his address to the Joint Session of Parliament on 9th June 2014:

“We must not tolerate the indignity of homes without toilets and public spaces littered with garbage. For ensuring hygiene, waste management and sanitation across the nation, a “Swachh Bharat Mission” will be launched. This will be our tribute to Mahatma Gandhi on his 150th birth anniversary to be celebrated in the year 2019”

SBM is being implemented by the Ministry of Urban Development (M/o UD) and by the Ministry of Drinking Water and Sanitation (M/o DWS) for urban and rural areas respectively. These guidelines are for the implementation of Swachh Bharat Mission (Urban). Mission Objectives Elimination of open defecation Eradication of Manual Scavenging Modern and Scientific Municipal Solid Waste Management To effect behavioral change regarding healthy sanitation practices Generate awareness about sanitation and its linkage with public health Capacity Augmentation for ULB’s To create an enabling environment for private sector participation in Capex (capital expenditure) and Opex (operation and maintenance) Mission components Household toilets, including conversion of insanitary latrines into pour-flush latrines; Community toilets Public toilets Solid waste management IEC & Public Awareness Capacity building and Administrative & Office Expenses (A&OE) In Swachh Bharat Mission Municipal Corporation Patiala taken the initiative. In Municipal Corporation Patiala 793 applications received for individual household toilets and 721 approved. 255 photographs of constructed toilets have been uploaded. Only 5 wards identify for community toilets block. In open defecation free (ODF) 30-35 councilor sign the declaration form.

National Urban Livelihoods Mission Launched By Ministry of Housing & Urban

Poverty Alleviation (MHUPA) Government of India in 23rd September, 2013 by

replacing the existing Swarna Jayanti Shahari Rozgar Yojana(SJSRY)

Objectives;

To reduce poverty and vulnerability of the urban poor households by enabling them to

access gainful self-employment and skilled wage employment opportunities, resulting in

an appreciable improvement in their livelihoods on a sustainable basis, through building

strong grassroots level institutions of the poor.

Municipal Corporation Patiala has been efforts;

Under the NULM project ULB has made 100 self help group till 31 January 2017 which

a self-help group (SHG) is (urban -based financial intermediary committee) composed of

10–20 local women and men.

And SEP-I(Self employment Programme) total 22 beneficiaries cases send to in different

banks and sanction the loan amount to them. Manual survey has been completed under

street vending. Two skill development training institute already running in Municipal

corporation Patiala on the name of MIHER and Sehaj under ESTP and focus on financial

assistance to individuals/groups of urban poor for setting up gainful self-employment

ventures/ micro-enterprises, suited to their skills, training, aptitude and local conditions.

Pradhan Mantri Awas Yojana (Housing For All-Urban)

Hon’ble Prime Minister envisioned Housing for All by 2022 when the Nation completes

75 years of its Independence. In order to achieve this objective, Central Government has

launched a comprehensive mission “Housing for All by 2022.

Objectives:

Every family will have a pucca house with water connection, toilet facilities, 24x7

electricity supply and access.

Scope:

I) “Housing for All” Mission for urban area will be implemented during 2015-2022 and

this Mission will provide central assistance to implementing agencies through States and

UTs for providing houses to all eligible families/beneficiaries by 2022

II) A beneficiary family will comprise husband, wife, unmarried sons and/or unmarried

daughters. The beneficiary family should not own a pucca house either in his/her name or

in the name of any member of his/her family in any part of India to be eligible to receive

central assistance under the mission.

Implementation Methodology;

The Mission will be implemented through four verticals giving option to beneficiaries,

ULBs and State Governments. These four verticals are as below:

i)"In situ" Slum Redevelopment

ii) Affordable Housing through Credit Linked Subsidy

iii) Affordable Housing in Partnership

iv) Subsidy for beneficiary-led individual house construction

Pradhan Mantri Awas Yojana(Housing For All-Urban) has been initiated by

Municipal corporation Patiala the demand survey related to Housing For All by

2022(HFA) has been successfully completed by this municipality. After the completion

of such demand survey 147 no. of Households have been identified as Kutcha and Semi

Pucca Household in all 50 no.of wards of Municipal Corporation Patiala. Pradhan

Mantri Awas Yojana (Housing for all-Urban) vertical-IV Beneficiary led Construction

(New construction/enhancement) 119 houses have been passed by Government for

Municipal Corporation Patiala.

Detail of Housing for All Plan of Action (HFAPoA) has already been prepared by this

ULB.

Municipal Corporation Patiala received the different grants and

grants for the different projects. Municipal Corporation Patiala sanctioned some

Fund from its own revenue. ULB also generate some income from the auction of

some commercial property its include nearly 45 showrooms and booths are up for

grabs at upkar nagar near sirhind road

Municipal Corporation Patiala ULB on war footing has taken the

initiative to repair& construct both dilapidated arterial road as well as roads

within the ambit of different wards connecting the arterial road. New

constructed &repaired major roads –i) ward no 10 road total cost of the

project is 80 lakhs, ii) Laying PC material road in ward no.27 and 29 iii)

Laying inter-locking tiles work start in ward no 46 with the estimate cost of

42 lakhs.

Municipal Corporation Patiala has started laying the sewerage

work in old Bishan nagar. ULB also Sanctioned the 15 tube well in different

wards of Municipal Corporation Patiala and ULB has also sanctioned 21

other projects with the cost estimate of Rs. 5 Crore. Water harvesting system

is compulsory in 500 sq yards building and without the provision of water

harvesting the building plan will not be passed.

Municipal Corporation Patiala has taken over the

encroached park area in Harinder nagar and will develop this area into fully

fledge park. Municipal Corporation Patiala has initiated the fencing work of

railway line and covering of chotti nadi (river) with cost estimate of 12.54

crore and in this regard govt also release Rs. 3 crore. The beautification

project of Rajindera Lake with the estimated cost of Rs. 2 crore has also been

started.

The cabinet minister Surjit Singh Rakhra has inaugurated the most

awaited dairy project with the estimated cost of 14 crore in village Ablowal.

Some other projects like Tafzalpura flyover and focal point are the main

projects which is started in early. The local govt. minister Anil Joshi

Inaugurated the different projects in only 3 minutes which include two drugs

addiction center and a Mortuary.

The Swachh Survekshan team visit Patiala city and they are

investigating Patiala city under the Swachh Bharat mission and they had

checked the whole city from various angles. The result of this Survekshan will

be declare on the date of 15 February 2017.

Some other headlines are also in news like the decision of high

court regarding the shifting of fish market. Like a common problem of every

municipality in Punjab is accidents occurred in the Patiala city because of the

road side animal. Municipal Corporation Patiala also makes a decision for the

3000 street vendor to rehabilitate to other location
