The Council has communicated individually or as a group to staff over the last week with questions or issues, I have included some of those communications: A question was asked about lack of snow removal from Fairway Drive. When Fairway Drive was developed it was requested by the developer and approved by the City Council to be a private street. As such, it is not subject to City quality standards nor is it maintained by City forces. This means the City does not plow it, maintain it or enforce traffic violations on it. If the street were brought to City standar ds then the Council could consider taking the street into the Citys inventory. The first step in that process would be for the property owners in the area to form a home owners association and agree as t o how they could meet the existing city standards. The City has, however, accepted the water and wastewater facilities as part of the subdivision development process. A question was also asked about low water press ure in homes up near the golf course. As you know our water delivery system is delivered by gravity. When a residence is near the same elevation of the reservoir the water pressure will be less than those living at the valley floor. The City has a standard that we will deliver water to the meter at 30 p.s.i. which we have achieved in that area. connection to Umatilla County was accomplished through excellent police work bySergeant Kirk McCormick.

  BCPD partnered with a national organization called, “A Child is Missing”, which willprovide our community with another resource to help locate missing children and othemissing people.

  BCPD participated in another “Vulnerable Populations” meeting, where participants ar

identifying ways to better locate and communicate with our community’s vulnerablecitizens. In this instance a vulnerable person is described as someone with significantmental or physical needs.

  Chief Lohner participated in a webinar, which discussed parking related topics.

   Justice Court is now fully operational in the police facility.

  On Tuesday the RFP for Supplemental Snow Removal Services closed with no responses received.  On Thursday crews patched potholes with special "cold-mix" asphalt called E-Z Street. Potholes on Resort,

Cedar, Pocahontas, 17th, 7th and 8th Streets were patched.

Water   A stand for the new Scenic Vista pump station is in the process of being fabricated by crews this week. This

pump station is used to provide water to the two Scenic Vista tanks (designed to serve 12 residentialparcels), the water treatment facility‟s house and lab building and one other residential customer.

The water for the Scenic Vista pump station comes from the 16" Indiana Avenue water transmission line. Thtransmission line has low water pressure (5 p.s.i. m/l). Two pumps at the station are dedicated to the ScenicVista tanks, while only one smaller pump is used to supply water to the water treatment facility‟s house and lbuilding, while also providing water to an additional residential customer.

Once work is completed at the Scenic Vista tank pump station, there will be a total of four centrifugal pumpsCentrifugal pumps are used in situations where a submersible pump is not needed - usually when the water liis under 25' vertical feet. The water treatment facility house and lab building will be directly connected to theScenic Vista water distribution system. The one residential customer will be supplied by the smaller pump inthe station, and the new pump will be used in a backup capacity. Because this residential customer‟s boosterpump is located above the Scenic Vista tanks, we have to supply water using a separate water line. The re-plumbing of the station will connect both systems, and valving will be installed to isolate the two systems. Inthe event the Scenic Vista pumps fail, the two smaller pumps should provide an adequate supply of water toserve the customers.

  Dennis has been compiling and entering data into the Oregon Water Resources Department‟s annual ASRreport. This report documents the results of the ASR‟s (Aquifer Storage and Recovery) operation each wateryear – October 1

stto September 30

th. The report details several types of data collected during the water year.

The water testing results (collected throughout the year) are entered into the report and then analyzed in ordershow the impacts to the aquifer (a natural geological underground storage cavity) by the ASR project, toaccount for the volume of water injected and stored in the system, to account for withdrawals of injected watewhile also accounting for any water volumes which are carried over in the well into the new water year.

Because the demand for water in the winter months is much lower, much of the excess mountain water makin

its way into town can then be injected into the aquifer and stored. This stored water can then be pumped out the aquifer, supplementing the mountain water supply during higher demand periods (i.e., the summer monthUtilizing the aquifer enables more mountain water to be available to ranchers and farmers in the summermonths.

  Installation of the security gate at the water treatment facility is now complete. The final touch will be anelectrician providing electricity to the gate in order for it to be operated via remote control or security code. Apreviously reported, this gate will provide additional security at the facility.

 Jay Fuzi and Leo Castillo could be found in the watershed on Thursday morning collecting data to be used inthe design of a new CMU (concrete masonry unit) building to be constructed at the settling tank next year. Tnew building would replace the existing structure and provide additional security at the site. The existingbuilding houses water screens which filter the mountain water as it makes its way into town.

  A trip hazard in front of the warehouse received attention this week from Tom Hayes and Steve Tipton as theaddressed a small section of sidewalk.

watershed this week.

Wastewater

  Wastewater Specialist Keith Radabaugh is seen below sealing the base of the sanitary manhole at theintersection of Birch and Broadway Streets. Oregon D.E.Q. requires an annual reduction of inflow andinfiltration (I&I) in our wastewater collection system. We typically do these kind of repairs in the late fall whground water is at its lowest.

As you can see, Keith is wearing a harness in case he becomes incapacitated, while Karl Ritch is at the surfacacting as the monitor. These safety precautions are required by OSHA to be taken when entering a confinedspace. The atmosphere in the manhole must be monitored constantly while it is being occupied.

  On Wednesday the cured in place pipe bid for wastewater lining closed. We received four bids and hope to bable to award the project to the low bidder at Tuesday night‟s Council meeting. 

  Karl Ritch and Steve Tipton are cleaning wastewater collection lines this week. There are wastewatercollection lines that have a history of backing up if they are not cleaned on a regular basis; hence, the cleaninof these lines is scheduled to occur every month, every two months, every three months and every six monthsdepending upon that particular line‟s history.

  Karl and the wastewater inspection van on made their way to Valley Avenue where a home owner was havinsewer problems. After cleaning the mainline, the mainline was video inspected by the crew. The lateral servthe house was then inspected by the crew with the T.V. equipment. It was determined that the sewer issue wlocated between the house and the mainline.

  Met with multiple concerned citizens regarding the upcoming Tennis Court hearing continuance.

  Worked on the pre-application packet for the Transportation and Growth Management Grant Program to updour Transportation System Plan (TSP).

  Worked on the recertification application for the Arbor Day Foundation‟s Tree City USA Program. 

  Agreed to be “locked up” to help the Muscular Dystrophy Association raise money. The event raised ab$12,000 locally.

  A structural permit was issued for Recovery Village this week.

  The final inspection has been completed on the Synergy data center.

  The O.D.O.T. maintenance shop is in the final finishing stages.
