Philippine Debating at its Finest

Tournament Cap: 140 teamsInstitution Cap: 8 teamsN-rule Adjudication Policy

The National Debate Championship is one of the largest, if not the most prestigious, debate tournament in the Philippines. It draws hundreds of students across the nation to showcase their dialectic skills in discussing pressing local and international issues through critical thinking and affluence of delivery in speech.

Hosting the National Debate Championship is a privilege given to a tertiary level educational institution through a bidding process. Such an institution is chosen by the majority of the members of the Philippine Debate Union. During the 11th National Debate Championship held at Lyceum University of the Philippines, Manila; the University of the Cordilleras (UC) was chosen through majority vote to host the 12th National Debate Championship.

Now on its twelfth year and the third time to be held in the City of Baguio, the University of the Cordilleras aims not just to host the tournament itself but also to showcase the rich culture of the Cordilleras as Baguio City as the Summer Capital of the Philippines and the Center of Education of the North.

The 12th NDC will be using the British Parliamentary format with a tournament cap of 140 teams, institution cap of 8 teams and an N-rule adjudication policy. The participants joining this prestigious competition will encounter a variety of exhilarating activities as follows:

The Tournament Proper The 12th National Debate Championship will gather members of the Philippine debating community to outsmart and outwit each other through seven arduous preliminary debate rounds. From these rounds, the best thirty-two teams will advance to the final rounds, where they will clash and where they will distinguish among themselves the best debaters who best deserve to hold the championship title.

Union Cup (October 28, 2010)

During the 10th National Debate Championship in Ateneo de Davao University, the Philippine Debate Union created a special series for debating teams who have yet to reach the final rounds during the last NDC’s. Such series is called the Union Cup, and it was held for the first time during the 11th National Debate Championship.

Master’s Cup (October 27 & 29, 2010)

This is a special series of debate rounds exclusively for past national champions and finalists where they are given a chance to showcase once more their skills that made them title holders.

Social Events The 12th National Debate Championship by its own definition is not limited to debating but also an avenue for leisure and networking. A variety of social activities is organized to entertain and as well as foster camaraderie among the participants.

Opening Dinner (October 24, 2010)

To welcome participants to the tournament and to Baguio City, the University of the Cordilleras has prepared a sumptuous dinner accompanied by a cultural production. Before the nerve-wracking debate rounds of the tournament , the Center for Creative Productions of the University of the Cordilleras will welcome the participants with a showcase of their highly acclaimed performances.

Retro Break Night Party (October 27, 2010)

This is a 70’s inspired party to be thrown to conclude the preliminary rounds of the tournament. This would be an event of fun and dancing - a perfect bonding moment for all of the participants. During this night, the participant with the best attire for male and female will be recognized. Other than a night to unwind and bond with other debaters, this will also be a night of anticipation because the breaking teams as well as the breaking adjudicators will be announced.

Championship Dinner (October 28, 2010)

This is probably the most anticipated part of the tournament where this year’s national champion as well as the top debaters and adjudicators will be revealed and given their respective awards. It is also during the championship dinner that the final round of debate will be held showcasing the best 4 teams of debaters of the tournament.

Public Speaking Contest This is one of the most exciting parts of the tournament where a display of wit and humor will be used in dealing with diverse topics. The public speaking contest is open to all participants. Each contestant shall be given a topic to discuss and four(4) minutes preparation time. After the four(4) minutes preparation time he/she shall be given another four(4) minutes to deliver his/her speech.

Issue Fora Guest speakers will be invited to talk about significant issues in the country today with regards to their own expertise. The issue fora are intended to enlighten the listeners and help them understand issues at hand. This is geared to help them have a better understanding of issues presented. In line with this, participants are allowed to forward their questions to the speaker.

Meeting of the Philippine Debate Union This is a series of meetings composed of members of the Philippine Debate Union. Issues concerning the debate tournament will be tackled as well as the presentation and selection of bids for the 13th NDC hosting. The election of the members of the Adjudication Core including the election of officers for the Union will also be touched.

Tour of Tourist Hot Spots in Baguio City Baguio City is well known for its pristine and cool environment that made it one of the noted tourist destinations in the country and has been tagged as the Summer Capital of the Philippines. The organizers will be identifying places adjacent to the city which are commonly visited by tourists to give participants a good overview of what Baguio is all about as well as highlighting the rich culture of the Cordilleras.

The Participants The National Debate Championship annually gathers hundreds of competitive debaters and adjudicators from the nation’s most prestigious colleges and universities, with the special participation of the Adjudication Core and the members of the Organizing Committee and as well as observers and guests.

Adjudication Core The Adjudication Core is responsible for the tournament’s team and speaker tabulations, matching of teams and the allocation of adjudicators. They are in charge of conducting an adjudication seminar for the participating debaters and adjudicators as well as administering the adjudication exams for the competing adjudicators. They are to craft and decide the motions that will be debated upon throughout the tournament. They are the overseer of complaints and disputes during the tournament. Members of the adjudication core are elected through the Philippine Debate Union Meetings who are debaters and adjudicators with an exceptional track record in the debate arena such as reaching the semi-final rounds of the NDC or the final series of any international debate tournament.
