Millennials are generation born on 1982-2004s. They were born at nearly
transition of or on the early 21st century, which is also known as The New
Millennium. The number of Millenilas is undeniably increased. Now, this generation
spread and amount to one-third of the world population.
The common characteristic of Millennials generation are likely to be affected
by trends and developments on 21st century. They are increasingly aware of the
needs for education. The digital world in which they live in have made them
become technology-oriented. Globalization, which lead to a ‘borderless world’,
affect Millennials global thinking. Their tolerance toward cultural differences and
their awareness as a part of global community is pretty high. Due to their way of
thinking, besides national issue, they have high responsibility to take part in
resolving global issue for the sake of better world.
From all the current issues that become world’s concern, many of these
issues talk about threat toward humanity. To most people, they might be shocking
news, because while all people agree with the fact that human beings are
creatures for free,independent, having their own rights, humanity issues still exist
in world nowadays. These humanity issues would be one of topic that must be
discussed by the entire global citizen from a variety of backgrounds, including
Millennials.
Due to the demanding Millennials concern of humanity issues as the global

citizen, Division of Research and Development International Relations Students
Association (HIMAHI) State Islamic University (UIN) Syarif Hidayatullah Jakarta,
hold event namely International Relations Championship (IRON) 2017. This event
has three kinds of competition, which one of them is english debate competition.
Theme of Competition
“Millennials Role to Uphold Humanity”
Purposes
This event purposes to rise awareness of Indonesian Millennials to take
role actively, participate directly, and share their thoughts and ideas related to
improve people quality and to uphold humanity sense.
Eligibility
1. All students with active ID cards of their respective educational institutes
(both public and private High School or Varsity students) are allowed to
participate in Debate Competition IRON 2017.
2. One eligible educational institution may send maximum TWO TEAM
PARTICIPANTS.
3. School and university affiliated with UIN Syarif Hidayatullah Jakarta are
allowed to join this event as well as this debate competition.
Registration and Payment Mechanism
1. Registration for this event can be done by downloading the registration

2. After registration form is submitted, payment of registration fee: Rp.

4. Only the first 16 debate groups will participate in this debate
competition.
General Procedure Guide of Debate Competition
This competition will use “Asian Parliamentary System” with
characteristics below:
1. Two teams: Government Team and Opposition Team.
2. Government team must argue in favour with the motion while Opposition
team must argue against the motion
3. Every team consist of three speakers with their own roles.
4. Roles of Speakers:
Prime Minister:
Set-up context, goal, definition of each part of motion.
Present position and case
Make arguments supporting the position
Leader of Opposition:
Respond to definition and set-up from affirmative team
Present position and counter-case
Rebut affirmative team case

Deputy Prime Minister:
Clarify and defend team’s argument
Rebut arguments made by first speaker from first negative team
Make arguments supporting the position
Deputy Leader of Opposition:
Clarify and defend team’s argument
Rebut the arguments made by the Affirmative so far
Make arguments supporting team position
Government Whip:
Rebut arguments made by the Negative team so far
Summarize briefly the debate including present key point of clash
Extend the key arguments that have been advanced by team with
supporting examples
Opposition Whip:
Rebut arguments made by the Affirmative team so far
Summarize briefly the debate including present key point of clash
Extend the key arguments that have been advanced by team with
supporting examples
No new matter/argument is allowed
Government Reply and Opposition Reply:
Provide the summary of the overview of the debate
Identify the issues raised by both sides
Provide a biased adjudication of the debate
No new argument and rebuttal, just map out the issue that has been
discussed and explain why his team’s case is better.

Preliminary Round
There are three preliminary round to decide the eight best team to step to
the quarter round. The assessment system of these round is based on
victory point
Quarter Semi Final Round
This round until the last round will be assessed through margin of victory
score. From this round, there are four team that will proceed to the next
round.
Semi Final Round
This round will be followed by the top four team and team who win the
debate will compete each other in the next round.
Final Round
This round is the last round when the two top team will compete to win as
the first winner and second winner.
Motion
1. Motion will be released exactly before the competition begin
(impromptu) in every round. 2. Motion preference is motion order based on two team preference that will
decided right after motion released. 3. Debated motion will be decided based on motion preference of two team
that will compete.
Chronology of Debate
1. Every team will debate about a motion that will be decided before the
beginning of a round, with purposes of Government team in favour with
the motion and Opposition team against the motion.

2. Opposition allocation is based on committee considerations, while
deciding position (Government team or Opposition team) will be drawn
lots using coin.
3. After motion and position of each team have been decided, participants
will be given 30 minutes for case-building preparing their arguments in
favour or against the motion.
4. During case-building and debate, all debators are not allowed to use
electronic media such as gadget, laptop, etc. They are only allowed to
use written media, such as paper, pen, etc.
5. Debate will begin with the first speaker from Government team following
with first speaker from Opposition team then second speaker from
Government team and so on.
6. After three speakers from each team speak, debate will be closed by
reply speaker begin from Oppostion team followed by Government team.
7. Speaking time for first speaker, second speaker, and third speaker is 7
minutes and 20 seconds with detail below:
The first minute will be signed by one knock.
The sixth minute will be signed by two knocks.
The seventh minute will be signed by thrice knocks.
Twenty seconds after the seventh minute will be signed by continous
knocks.
8. Reply speaker is chosen between first and second speaker from each
team. Speaking time for reply speaker is 5 minutes 20 seconds with
detail below:
The first minute will be signed by one knock.
The fourth minute will be signed by twice knocks.

The fifth minute will be signed by thrice knocks.
Twenty seconds after the fifth minute will be signed by continous
knocks.
9. Method of giving time signal of each debater is determined by
adjudicators and committee.
Point of Information (POIs)
1. Point of Information (POIs) are allowed between first minute and sixth minute
2. Maximum time to present POI is 30 seconds.
Judging
1. Every effort will be made to ensure that judges are not biased towards
the participants, for a fair and equitable competition.
2. Assessment will be held based on rules in Asia Parliamentary System.
3. Team assessment is based on following rules:
Victory point, based on how many times the team win in preliminary
round
Team score, based on individual score accumulation in one round
Margin of team score, based on gap between two team score.
4. The decision of the judges and the event head will be treated as final and
binding for all.
Penalties
1. If any team walk out during the competition, the victory point will be given to
opposite team.
2. Any team who do not show up during the competition can not be refunded.
3. There will be point deduction for team who don’t attend Technical Meeting
(one institution may send only the representative to attend Technical
Meeting).

Awardee
Awardees of this debate competition are two winner team and one speaker
with highest individual score. The best speaker doesn’t have to be from the winner
team.
