We have tried to include a variety of topics that will address various issues members, new and experienced, will find relevant and of interest. The Spring Leadership Training Conference is the most significant training event offered to leaders and members of Southern Region. Golf continues to be an option. (Please see the spa flier for the various treatments and to schedule an appointment.) In an effort to make registration easier, we are offering electronic registration or you may still register by completing a hard copy of the registration form, if you prefer. The costs to attend are determined by when you plan to arrive and depart and the meals you choose. Please contact the leadership in your local to inquire about covering your costs. Payment, either from the local or from the member, must accompany the registration whether you send a hard copy or register electronically. In an effort to make your experience with online registration run smoothly, please see the Web Registration Instructions. All materials: fliers, registration booklet, instructions for online registration, etc., will be available at www.PSEA.org/SRLDC.

Confirmations will be sent to those who are registered after the close of registration. Please note there are some topics that extend for more than 1 session, so please plan accordingly when making your

selection of sessions.

On Saturday, immediately after lunch, we will have a large group presentation, ‘What We Do Really Matters!’, by Lee Hedgepeth, NEA. This year the Leadership Development Committee selected a theme for the workshop called Game of Trivia: Fight for the Crown. You can find a link to the flier at www.PSEA.org/SRLDC and you will hear more details at the workshop. The Region will again hold a raffle with proceeds going to the Central PA Food Bank, which provides food to all of the counties in Southern Region. (Please see the Raffle flier for more details.) Over the last two years members contributed $881 to the Food Bank. Let’s see how much we can add to that total.

2) The Power of the Labor Movement: Then and Now Powerlessness is the greatest problem we face today. It underlies every problem we face: wars, poverty, racism, sexism, etc. With the scale tipped so far against working people, it makes sense that so many people feel this way. As the attacks on our livelihoods increase, it is critical that today’s unions learn about the battles our brothers and sisters fought before us. This history is not about the individual accomplishments of charismatic union presidents or labor-friendly politicians, it is a history of ordinary people coming together and discovering their collective power to fight for the respect and dignity that every human being deserves. Saturday Training Session Descriptors Session A 9:00 – 10:30 AM

1) Member Benefits – Can You Afford to Retire? You will learn how to understand your monthly pension options, how to handle your tax-free and taxable contributions and interest, why long-term care may make sense for your retirement plan, and the importance of investment balance within your retirement. Presenter: Ryan Christensen, Kades-Margolis Corp

2) The Employment Consequences of Criminal Conduct Unrelated to the Classroom What members need to know when they see flashing blue lights in the rear-view mirror or someone with a badge knocks on their front door. Presenter: Tom Scott, Killian & Gephart

3) Classroom Management: “I Can Do It” (continued in Sessions B, C, D) This contemporary session is for both elementary and secondary teachers and it introduces participants to Harry Wong’s work on classroom “procedures” and Robert Marzano’s work on the most effective research-based classroom management strategies. It encourages educators to examine and reflect upon their own practices in terms of the Marzano’s descriptions and categories. Participants will walk away with an enhanced understanding of where their own practice is strongest, learn from the strategies, techniques, examples of other teachers and will leave with numerous resources and strategies to improve their own craft and technique immediately within the confines of their own classroom. 4) It’s Time to Lead…if You Don’t, Who Will? Leading our members to organize and mobilize in the 21st century is more challenging than ever. Gone are the days of simply calling everyone to ‘join’, ‘march’, or ‘stand together’ – and they did. In an age when 10,000 messages bombard us in a day, how do we cut through the clutter and help our members understand how important organizing and mobilizing is? Join us in this session as we share proven strategies to successfully organize and mobilize members and public education supporters to stand up and take action. We’ll help answer the question – what’s in it for me? It’s time to organize and mobilize and we’re going to have fun doing it! Presenter: Lee Hedgepeth, NEA

5) Changes to Furlough under Act 55 This workshop will seek to explore, explicate, and discuss the changes to 24 P.S. § 11-1124 and 24 P.S. § 11-1125.1 as it affects potential furloughs. We will look at the history and language of the amendments and discuss possible benefits and concerns that arise from the changes. Finally, we will discuss various ways your local can insulate itself from improper application of the code when it comes to furloughing practices. Presenter: Linda Torres

6) Child Abuse Reporting Obligations Are you confused about when you must contact Children and Youth Services? Do you know when you must file an Educator Discipline Act complaint when dealing with suspected child abuse? If you are unclear about your responsibilities when it comes to reporting child abuse, come to this session to make sure you know what your obligations are when you suspect a child is the victim of abuse. Presenter: Lora Apaliski

7) A School Code Primer (continued in B) A School Code Primer is designed to help you, your local and your colleagues better understand the many basic statutory benefits and rights all are entitled to but may not even be aware of! Aside from the rights collectively bargained into your local contract that you enjoy, you will walk away with a better understanding of what additional benefits and rights you are granted outside of your local contract under Pennsylvania’s Public School Code of 1949, as amended from time to time. (This session does not apply to ESP members.) Presenter: Brian Koppenhaver

8) Discipline and Policing in Pennsylvania Public Schools This presentation is based on a statewide analysis of school discipline for Pennsylvania, examining school-administered discipline and school policing in the state’s 500 districts: who is impacted most by different forms of discipline and the policy issues pertaining to school policing. Also included will be a discussion of how we can use this information to create safer schools and build stronger ties with the community through bargaining for social justice.

9) Basics of Healthcare HRA, HSA, HDHP, QHDHP, PPO, FSA, Limited Purpose FSA – Is that the one that is use it or lose it? This will be an explanation of the basics of healthcare as well as a discussion of the trends in bargaining in our region. Presenter: Matt Fargen

3) Resources & Apps for Today’s Digital Age Teachers and Students Already on board with getting devices in classrooms? If so, then in this session we will explore the rapidly evolving and changing role that technology is playing in our daily lives and its connection to the field education and the practice and craft of teaching. Included will be a discussion of the shift inherent in moving from “institutionally organized” to more “self-organized” educational practices and the integral role that technology has played and is playing in this monumental shift. From “BYOD” (Bring your own device) to

4) Your Association’s Constitution & Bylaws Do you want the necessary information for keeping your local’s Constitution and Bylaws in compliance with PSEA and applicable laws? Then join us for this session! You will learn detailed information about Southern Region’s process for updating your Constitution & Bylaws, the checklist for what to look for, and the importance of procedural justice and ensuring each member is heard. This will be a hands-on session, so bring your local’s Constitution and Bylaws, pull up your sleeves, and get ready to dig in! Presenters: Tim Graham/Carolyn Funkhouser

5) Bargaining Qualified High Deductible (Q Plans) and Health Savings Accounts (HSAs) Increasingly, districts are proposing Qualified High Deductible Plans (Q plans) with Health Savings Accounts (HSAs) as part of healthcare negotiations. What are the pros and cons of a Q plan/HSA? What should your team consider when a Q plan/HSA is on the table? What are the trends in the Southern Region? This session will provide information regarding how a Q plan/HSA may impact your membership, and how best to negotiate it into your contract. Presenter: CJ MaGilton

8) The Top Ten Rules for Educating Students with Disabilities Recent data collection indicates that over 90% of Pennsylvania’s regular classroom teachers have some daily responsibilities to students who have IEP’s. Without collegiate study in special education, this new challenge is daunting to many new and veteran teachers. The complexity of the laws and regulations often frightens even the most diligent educators. This session simplifies the laws and regulations into ten legal requirements to remember. 9) Conscious Civility: Intentional Positive Engagement and Communication between Labor and Management This session focuses on working toward positive effective solutions to address association concerns. There will be an opportunity for participants to share positive experiences and growth opportunities surrounding communication between their local associations and management. 4) Understanding ESSA Forged under the last administration, ESSA provides an historic opportunity to focus on positive supports for school improvement and continually advocate against punishment and takeover. To that end, PSEA has been involved in providing feedback to PDE to help shape the state plan. Now is the time to learn what has passed and what to expect so that you can best prepare to be a key player in your district’s implementation of ESSA. Presenter: Linda Torres/Brad Hull/Beth Zampogna

5) You Can’t Save Them from Themselves: Weingarten, Loudermill, Discipline (Continued in Session D) It’s inevitable. You will have members in trouble. 9) Behavior and Students with Disabilities – An Introduction Pennsylvania has determined that specific methods of controlling behavior are aversive techniques and illegal. Do you know what they are? The course will follow up with pointers in working with students. This course is a great introduction to behavior for new staff and can reinforce skills for veteran professionals. 3) President’s Round Table Schools’ District Administrators get together and talk about the challenges of dealing with staff. This session is an opportunity for presidents to share and learn from each other. Some things that will be discussed are the challenges of dealing with members, enforcing the collective bargaining agreement, and representing members. Presenters: Southern Region Officers

4) Treasurer’s Round Table This is a session that will provide an opportunity for treasurers to share and learn from each other. It will help to identify any common problems and give helpful hints to make your job as local treasurer a little easier and have an opportunity to get your questions answered. 5) Member Benefits for You and Your Members This session is designed to review the savings members can achieve on items in their everyday life, ranging from mortgages to cell phones to ice cream cones. We will work with the Member Benefits website and look at pamphlets and other materials you can share with your members, to educate them on the economic benefits of belonging to PSEA and NEA. Time permitting, there will be a short round table discussion of what has worked in your district and frustrations you have experienced. We want to show our members that ‘membership doesn’t cost, it pays’. Presenter: Mike Engle

7) Supporting Transgender Students Often the subject of harassment and bullying, students who identify as transgender or gender non-conforming are in our schools and we have an obligation to provide them with a safe environment. This session will address specific risk factors associated with this population of students, and identify ways educators can be supportive so that all students, regardless of gender identification can receive a great education. Presenter: Linda Torres

8) PACE Chair Training This training will provide details on the need to raise money, the importance of PACE, and teach attendees to effectively organize a PACE drive. Upon conclusion of the session, participants will be comfortable communicating with their colleagues about the need for PACE, and in making an ask for their financial support. **Track 1 – Cadre of Association Recently-engaged Professional Educators (CARPE)

Carpe Diem! Seize the day!

Thanks to the Southern Region Officers, we are proud to be able to offer CARPE (Cadre of Association Recently-engaged Professional Educators) again this year. CARPE is a Southern Region PSEA initiative aimed at identifying, recruiting and training newly active Association members to become involved at all levels of the Association. Please see the flier entitled “CARPE” for more information on the program.

**CARPE will run in a track for the entire day. If chosen, you must attend for the entire day. This session will continue the Southern Region CARPE initiative. Participation in this session will be by invitation only to targeted members newly active in their Association with input from Local Association presidents. (This is a change from the past when participants needed to be in their first six years.) The goals of the session include:

➢ Presentation of pertinent information to individuals who are newly engaged in their local Association; ➢ Building an awareness and knowledge of the Education Association at the local, state, and national

levels; ➢ Exploration of opportunities for member involvement at all levels of the Association; ➢ Networking with CARPE members from other locals.

CARPE participants have their registration fees (including meals and housing) for this conference funded through the PSEA Southern Region. Due to funding and training space limitations, the maximum number of participants for the CARPE program may be limited. If more people apply, then we will institute a selection process; therefore, we ask that you send in the names of teachers who meet the qualifications, are interested in coming and are able to attend CARPE, by March 9, 2018. Names and email addresses can be emailed to Bonnie Sanders at [email protected]. You will then be notified as to which participants from your local have been selected and you will be asked to fill out the Southern Region Leadership Conference registration form. Although the cost of the conference is paid by Southern Region Governance, if your participant/s fail to show up for the conference or do not attend the Saturday session in its entirety, your local will be responsible for refunding the cost of the conference to the Southern Region. In summary, listed below are CARPE deadlines:

Conference Logistics Meals will be buffet in the Alpine Room at the Liberty Mountain Resort. The Resort has a liquor license and arrangements have been made for PSEA hospitality time with the usual refreshments at the times shown on the schedule. Friday evening a keg of beer will be provided by the Region Officers. For those staying for the Saturday evening social, two (2) free drink tickets are provided per attendee.

Directions: Liberty Mountain Resort, 121 Sanders Road, Fairfield, PA (Route 116 West of Gettysburg) Take Rt. 15 South to Gettysburg. Using the Rt. 30 York St. Exit off 15 South, follow it to the square of Gettysburg. Go ¾ around the square and up to the first light. At the light, make a right onto Rt. 116 West. Continue 10 miles and turn left onto Sanders Road to the Resort.

Registration Procedure Local Associations may register as many members as they choose for all or specific portions of this conference. (The resort has ample availability of conference space and guest rooms. Consequently, we do not have to place any limitations on the number of individuals who can attend from any Local Association.) Please review the training descriptions carefully. With the exception of the CARPE participants and those selecting Classroom Management, individuals will be able to select up to four (4) sessions for Saturday. Enclosed you will find the conference registration form. Please make copies as necessary to complete a form for each member attending from your Local Association. Please identify a preferred roommate for each member staying overnight, as room arrangements and costs are based on double occupancy due to greater overnight attendance. Single room requests will be honored if space permits. Please note the additional cost of $75 per night for a single room. If your local is covering all the costs for members attending, please send a check for the total registration fee for all participants along with the completed registration forms. If, as an individual member, you are covering your own costs, please send a check for the total along with your completed registration form.
