Foreword by De Montfort University’s Interim Vice-Chancellor

Welcome to the 2020 De Montfort University (DMU) graduation ceremony at the City University of Hong Kong.

As always, it is a celebration of outstanding individual achievements, and also a moment to honour the long friendship and strong partnership that connect CityU and DMU, built on our common values. We share a commitment to excellence, to a truly global outlook, and to teaching and experiences that give graduates confidence and capability in a changing world.

Those receiving their certificates are quite rightly centre-stage, but it is right and fitting that all of those who have supported the students on their journey – their families, friends and teachers – are also part of the celebration. They too deserve a share of the applause!Every student understands graduation is an important personal landmark. They will now go on to find success in roles across the globe, as others have done. They should understand that every opportunity ahead is a chance for them to develop and grow – and to help others to do the same. Success comes with a responsibility to use one’s knowledge

and expertise for that greater good. On behalf of DMU, I hope and believe that today’s graduates will do precisely that.

Welcome from the Director of CityU SCOPE

CityU SCOPE and DMU have enjoyed a strong partnership since 1995, founded on the provision of quality degrees in business and public administration, which has nurtured more than 4,300 graduates.

We take pride in working with DMU, a university ranked Gold in the Teaching Excellence Framework. The award is a recognition of the consistently outstanding teaching and learning on offer at DMU and the extraordinary impact it has on its students. CityU, in its turn, is ranked 1st in the World’s Most International University by the Times Higher Education World University Rankings 2020, and 48th in the World and 4th among the World’s Top 50 Universities under 50 by the Quacquarelli Symonds Rankings 2021. I would like to invite all graduands to share our joy and pride in this fruitful partnership and the excellent progress of the two universities.

I am delighted to congratulate all the graduates of the BA (Hons) Business Administration and Management programme, and the BA (Hons) Public Administration and Management programme, on the successful completion of your studies. Today is a memorable occasion to recognise and celebrate your graduation. It is also the commencement of your new adventure in professional and career development. Your Years at CityU SCOPE

The School of Continuing and Professional Education of City University of Hong Kong (CityU SCOPE, the School) has been a pioneer and major provider of quality professional and life-long education for professional practice, retraining and self-development to align with community needs as well as social and technological changes. Those who are keen to upgrade and improve themselves, regardless of their learning needs, will find that CityU SCOPE’s quality programmes facilitate their progression along the qualifications ladder.

Since 1992, the School has established partnerships with non-local universities to offer globally competitive programmes to nurture all-rounded graduates through well-articulated curriculum with strong emphasis on professional competence. Over the years, we have over 32,000 bachelor degree graduates, and the majority of them are now making significant contributions to various sectors of society.

This year, the School continues to offer a range of undergraduate and postgraduate programmes leading to non-local awards in various disciplines. The nine 3-year non-local degree programmes and eighteen non-local top-up degree programmes offered by CityU SCOPE have been successfully accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ). The accredited status has not only assured the quality of these programmes but also the eligibility of our full-time students to apply for government grants and loans and to participate in relevant government internship and scholarship schemes. The academic qualifications of these programmes are also recognized by the Government of the HKSAR for civil service appointment.

We pride ourselves on the diversity of our programmes and the good standard of our graduates. With the concerted efforts of the dedicated and experienced teaching team of CityU SCOPE, together with our overseas partners, we will continue to provide you with an engaging and rewarding learning experience.

Not the end, just the beginning

Links with De Montfort University

Today, as you graduate from DMU, you become part of the DMU global family. We hope that you have enjoyed your studies at our partner institution, CityU SCOPE. Successfully combining your studies with full-time jobs – as many of you have done – is an amazing achievement, and you should be incredibly proud.

The strong relationship between CityU SCOPE and DMU has been built over two decades. During the past 20 years, the Public Administration and Management BA (Hons) degree has become one of the most highly rated in Hong Kong. It has been studied by hundreds of politicians, police officers, Government workers and private-sector professionals.

In addition, both the Business Administration and Management BA (Hons) degree and Public Administration and Management BA (Hons) degree courses have been honoured with validation by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), further underlining their high quality and strong relevance to industry.

Your hard work, dedication and enjoyment of the degree courses are all crucial to our partnership and we are delighted to hear so many stories from graduates about their successes.

News from DMU

One of the authors of a plan by the United Nations to improve life around the world has praised DMU’s efforts to meet its targets.

Ambassador Macharia Kamau was a co-designer of the Sustainable Development Goals (SDGs), the UN’s framework to tackle global issues like poverty, inequality and injustice.

On the day DMU published its annual Sustainability Report – showing how the institution is lowering its carbon output and adopting more ecologically sound principles and technologies – Ambassador Kamau delivered a keynote speech.

He opened by saying: “I would like to start by congratulating the university. I am really delighted that DMU is an SDG Hub. I take the SDGs very personally.” DMU is in the top 10% of institutions overall recognised by the Times Higher Education’s 2020 Impact Ranking league table for work on the SDGs.

DMU has become one of the first sites in the UK to pilot a new kind of Covid-19 test which could lead to faster, more widespread testing nationwide.

The university was chosen by the UK Government to host a new NHS Test and Trace centre, offering staff and students free Lateral Flow tests.

In November, Prime Minister Boris Johnson visited the testing facility at DMU.

Guillaume Samson graduated in 2020 with a first-class honours degree in Business Administration and Management (BABAM).

Samson highlighted that “the programme is taught in a unique and rich learning environment, where the interactive classes enable students to engage in in-depth discussions with their professors, which in turn allows the students to excel in their studies”. Furthermore, he emphasized that “the programme opens the windows of opportunities for students seeking a career in business and allows them to quickly climb up the career ladder”.

He stated that the modules studied on this programme certainly prepared him for a future job in the finance industry, in which he intends to work. Modules such as

Financial Decision Making, OrganizationalBehaviour and Business Research andAnalytics did indeed prepare him to be familiarized with the knowledge and skills that financial organisations expect from their employees.

Guillaume Samson has been accepted onto the Masters of Business Administration (MBA) with a concentration in Finance, offered by City University of Hong Kong. The MBA programme will further enhance his path into the financial industry. Samson would like to express his gratitude towards CityU SCOPE for providing an excellent academic experience, which has well prepared him for his further studies on City University’s MBA programme.

Lastly, Samson has enjoyed every aspect of his student life for the past three years, where “professors have always been more than willing to provide assistance and guidance when needed”. Furthermore, he stated that “the students at CityU SCOPE have always been friendly and engaging, which certainly enhanced the learning atmosphere”.

Ricky Tang has completed the Business Administration and Management (BABAM) programme and graduated in 2020. Ricky is very grateful for having made a wise decision to select this part-time top-up degree programme which is jointly offered by CityU SCOPE and De Montfort University (UK) to pursue his further study and career advancement.

He is working at managerial level in a multinational corporation. Ricky is required to have up-to-date practical academic knowledge to develop effective business strategies to enhance the company’s competitiveness and reach its business goals. To cope with these challenges, he finds that the BABAM (part-time) top-up degree programme is one of the best programmes

which has equipped him with professional knowledge and skills conducive to his career.

During his study, he realised that the modules in the programme induced him to see the business world from a global business perspective and understand the business practice in the local environment. The business cases used in classes have enabled Ricky to understand how multinational corporations develop their business strategies effectively and how local companies sustain their business. This has reminded him of one of the important marketing concepts – “think globally, act locally.”

He also appreciates this programme for offering elective modules such as E-Marketing and Creative Marketing Management, which are useful to his work. Added to this, he recommends the module Work-based Portfolio, which has given him hands-on experience of conducting research about a specific issue related to his work. His critical and analytical skills have been greatly improved.

To conclude, after spending effort and time studying this programme, Ricky is very glad that he has met many energetic students and passionate teachers. He is greatly thankful that he has learnt from his teachers who are always willing to share their professional knowledge and real-life experience in the classroom. This has tremendously enriched his vision and helped him better his career advancement and study path. He feels very lucky and happy that he has mixed with many helpful and encouraging classmates, who he thinks are good companions.

I have been working in the property management sector for around 8 years. In order to enhance my competitiveness and develop my career in this field, I have taken the Public Administration and Management (BAPAM) programme in 2018. My next goal is to obtain the Chartered Membership of the CIH.

In the past, I didn’t know why Housing Studies relate to Public Administration and Management? After completion of this programme, I understand different management theories, the process of policy formulation, the relationship between the Public and Private Sector, especially the importance of management personnel in the formulation and implementation

of various housing policies. In addition, the lecturers and tutors are professional and experienced. Their guidance allowed me to do critical thinking and develop strategies to deal with different situations at work. Moreover, by teaming up with classmates who worked in different sectors, we discussed and shared our views and experiences. This not only improved my communication and interpersonal skills, but also gave me better understanding to the views of various stakeholders from different perspectives. These are all helpful to my career in the future.

The licensing regime for the property management industry has been formally implemented on 1st August 2020. To maintain professionalism, apart from practical experience, we also need to face and understand the relationship between housing construction and community management, and its derived problems. Throughout this programme, I have achieved a better understanding of the housing policy formulation in Hong Kong, the housing market, and property management. It not only broadened my horizons, but also helped me to lay a strong foundation in the field of property management. Although working and studying at the same time has given me some stress, I think this is a necessary stage, especially for those who plan to develop their career in this industry. This is a good opportunity for practising.

Finally, I wanted to give thanks to my lecturers and tutors. They not only taught us the knowledge with their heart, but also shared their valuable experiences with us selflessly. They always encouraged us to ask questions during the class and were willing to give comments on our difficulties that have been encountered at work. This programme has really benefited me a lot.

Lee Doris graduated from the Public Administration and Management (BAPAM) programme in 2020. Prior to enrolling in BAPAM, Doris had just completed a higher diploma in the Hong Kong Institute of Vocational Education. She has recognized the necessity of a bachelor’s degree when pursuing a better job opportunity. The comprehensive modules and faculty of BAPAM caught her attention, therefore encouraging her to study social affairs and public administration.

Within the BAPAM programme, Doris has gained knowledge of public administration, current policy affairs, and structure in public sectors. She said, “The programme

is well structured and cares for the needs of students who have never studied in the social science field before. The professional teaching team builds a foundation on the political aspect from local affairs to a global level gradually.”

“In addition, the group discussions and presentations guided us to develop critical thinking and newly discovered perspectives, since classmates come from different career sectors or nationalities.”

“The multiple learning methods in various modules given challenged us in improving problem-solving skills, time management and cooperation bonding.”

She added, “Apart from the core modules, the electives: Managing the Environment, and Health Strategy and Management, enabled me to grasp various theories and technical skills in environmental issues and health matters through experimental exercises and discussion.”

For recent school graduate Doris, the past 12 months have been some of the most memorable and challenging. She said “It is grateful to meet such experienced tutors with sufficient support and wonderful schoolmates pursuing the same goal. The momentary but meaningful academic life has equipped me well for future career prospects.”

DMU has halved its energy-related carbon emissions one year ahead of target, an achievement announced at the 2020 Sustainable Development Goals Conference. The university has also recycled 91% of its non-residential waste. DMU is ranked in the top 50 universities in the world for sustainability in the Times Higher Education rankings.
