반갑습니다. 서울특별시장 박원순입니다. 세계 도시 리더와 기업 혁신가 그리고 시민들

과 함께 스마트시티의 발전방향과 협력을 논의하는 “서울 스마트시티 서밋 & 컨퍼런스”

가 올해 네 번째를 맞이하였습니다.

올해 주제는 ‘우리가 만드는 스마트시티, 디지털 혁신으로 도시를 재설계하다’입니다.

공공, 기업, 기관 등 여러 주체들이 만들어가는 국내외 스마트시티 사례를 공유하고,

5G, loT, 빅데이터, AI과 같은 첨단 기술이 시민의 삶을 어떻게 혁신적으로 변화시키고 있

는지 살펴볼 수 있는 장으로 준비했습니다.

최근 스마트시티가 미래 도시의 모델로 떠오르면서, 세계 여러 도시들이 스마트시티를 구

축하기 위해 다양한 노력을 기울이고 있습니다. 이제, 스마트시티는 선택이 아닌, 필수가

되었습니다. 앞으로 스마트시티는 복잡다기한 도시 문제를 해결하는 열쇠이자, 기술 혁

신에 기반한 신산업의 핵심 아젠다가 될 것입니다.

서울은 7회 연속 전자정부 세계 1위 도시답게, 시민 생활과 밀접한 영역에서 스마트인프

라를 확충하고, 복지, 경제, 교통, 의료, 환경 등 다분야에서 스마트시티 정책을 펼치고 있

습니다. 다양한 도시문제를 해결하고, 시민의 삶을 보다 풍요롭게 만들기 위한 우리의 노

력은 변화하는 글로벌 혁신의 흐름에 맞춰 계속되고 있습니다.

이번 “서울 스마트시티 서밋 & 컨퍼런스”를 통해 모인 경험과 통찰력들이 지속가능한 스

Greetings from Seoul! I am Wonsoon Park, Mayor of Seoul. I would like to

first and foremost express my sincere appreciation in having your presence

here in Seoul, for the 4th Seoul Smart City Summit & Conference. I am de-

lighted to know that such a group of esteemed experts in the field of smart

cities have gathered here in Seoul to discuss directions and ways to develop

sustainable smart cities together with citizens and the private sector.

The titles of the Summit and the Conference this year are “Smart City Made

by Us” and “Digital Innovation Redesigns the City”. Decision-makers and pi-

oneers including Mayors, CEOs and startups have gathered and will share

their smart city experiences and talk about how new and emerging technol-

ogies such as 5G, IoT, Bigdata and AI can revolutionize and transform citi-

zens’ lives.

As the concept of smart city has recently emerged as a model for future cit-

ies, many cities around the world are striving to implement smart city polities

and technology to resolve their challenges. Smart City isn’t just a buzzword

anymore, but a key component that is an absolute in resolving urban chal-

lenges for the betterment of the lives of the citizens.

As the world-class e-government which won the Global E-governance Sur-

vey for seven consecutive times, Seoul has established smart infrastructure

in areas closely related to and impacting citizens’ lives, and implemented

policies in the areas of welfare, economy, transportation, medical care, en-

vironment, etc. Seoul’s efforts to solve urban problems and enrich the lives

of it’s citizens have continued in line with the trend of global innovation.

We believe that the experiences and insights gathered through Seoul Smart

City Summit & Conference can contribute to the development of sustain-

able smart cities all over the world. We sincerely ask your interest and par-

ticipation in the events and our joint movement for creating a smarter and

미하일 콜바트

미하일 콜바트(Mihhail Kõlvart)는 2019년이래 에스토니아 탈린시의 시장을 역임하

고 있습니다. 그는 에스토니아 중앙당(Estonian Center Part)의 부의장 이기도 합니다.

2017년에서 2019년까지 탈린 시의회 의장, 2011에서 2017년까지 탈린 부시장을 역

임하였습니다. 부시장으로서 그는 교육, 문화, 스포츠, 청년문제를 총괄하였습니다. 현재

에스토니안 무예 스포츠 협회 회장, 의장 및 코치를 맡고 있는 콜바트 시장은 태권도 검은

띠 유단자이며, 국제 마셜아트 게임에서 동메달을 획득하였습니다. 그의 지도를 받은 선

수들은 유럽 및 세계 챔피언십에서 수차례 메달을 획득하였습니다. 그는 에스토니안 올림

픽 위원회의 회원이기도 합니다. 에스토니아 사회과학 국제대학교에서 법학을 전공하였

으며, 에스토니아 I Studium 대학원에서 경영법을 전공하였습니다.

에스토니아의 수도인 탈린은 도시개발 및 현대화를 지속해온 800년의 역사를 가지고

있습니다. 현재 탈린(2019 년 9 월 기준 인구 441,709 명, 방문자 4백 6십만명, 피치

AA- 안정 등급, 400 개의 스타트업을 보유하고 있는 항구도시)은 전 세계적으로 디지

털 서비스를 제공하는 데 앞장서고 있으며, 디지털 서비스를 지난 20년 동안 시민의 일상

생활에서 다양하게 사용해왔습니다. 도시의 역동적인 스타트업 커뮤니티는 트리 유니콘

(일인당 세계 1위)의 탄생과 지속적인 발전을 경험했습니다. 지능형 정부기술 솔루션은

전자에스토니아(e-Estonia) 개념의 일부로 널리 알려져 있습니다. 이 솔루션의 성공적

구현은 안전한 전자 서비스 생태계 구축을 가능하게 하는 영리한 인프라 덕분에 가능합

니다. 이 생태계는 유연성을 보장하고 다양한 부분을 통합 할 수 있는 능력을 제공하는 동

시에 도시 시민들에게 더 많은 서비스를 원활하게 제공할 수 있게 돕습니다. 탈린은 또한

새로운 솔루션의 시험대로서도 큰 역할을 합니다. 이미 2년 동안 자율주행버스와 배송로

봇을 운행했으며, 에스토니아의 전자레지던시 프로그램은 탈린에 가상 회사를 쉽게 설립

할 수 있도록 도와줍니다. 탈리노베이션(Tallinnovation) 개념에서 “국제적으로 생각하

고, 탈린에서 테스트하라”는 접근 방식은 스마트시티 활동과 이해관계자 간의 협력을 도

모하는데 유용하게 활용됩니다. 탈린은 미래가 도래한 도시입니다.

Mihhail Kõlvart

Mihhail Kõlvart(41) is the Mayor of Tallinn, Estonia since spring 2019. He is

also the deputy Chairman of the Estonian Center Party. Previously he has

served as the Chairman of Tallinn City Council(2017-2019) and deputy

Mayor of Tallinn (2011-2017). As a deputy Mayor he was responsible for the

education, culture, sport and youth topics. Kõlvart has a black belt in Tae-

kwondo and he has won a bronze medal from the International Martial Arts

Games. His students have several times won medals from European and

World championships. He is also a member of board of the Estonian Olympic

Committee. Mihhail Kõlvart has studied law in International School of Social

Studies Lex and graduated I Studium College in business law cum laude.

Tallinn has a 800 years of history in developing and modernizing city as the

capital of Estonia. Nowadays, Tallinn (population 441’709 as September of

2019, 4,6 million visitors, Fitch AA- stable, Seaport with 400 Start-ups) has

become a leader in providing digital services globally and have used them in

everyday life for more than 20 years. The city’s vibrant Start-up communi-

ty has experienced the birth of tree unicorns (World number one per capi-

ta) and continuous progress. The intelligent gov-tech solutions are widely

known as part of e-Estonia concept where our success relies on a clever in-

frastructure that has made it possible to build a safe e-services ecosystem.

An important part of this ecosystem is flexibility and the ability to integrate

its different parts, while providing the citizens of the city more hazzle-free

services. Tallinn is also a great testing ground for novel solutions: we have

self-driving buses and delivery robots on streets already for two years now,

Estonian e-residency programme offers easy access to establish a virtual

company in Tallinn. Our approach –“Think global, Test in Tallinn” is used in

the Tallinnovation concept to develop Smart City activities and cooperation

between the stakeholders. Tallinn is the City where future is now.

코린 마우치

코린 마우치 (Corine Mauch)는 2009년 3월부터 취리히 시장으로 활동하고 있습니다.

스위스 사회 민주당 (SP)의 일원으로 1999 년부터 2009 년까지 시 의회 의원을 역임했

으며 2002 년부터 2009 년까지 스위스 사회민주당 시의회 의장 및 부의장 그리고 2006

년부터 2008 년까지 의회 감사위원회 의장을 지냈습니다.

코린 마우치 시장은 스위스 연방 공과 대학 (ETH)에서 농업 공학 학위를 취득했으며, 취

리히 대학교에서 중국학을 전공하였고, Lausanne/IDHEAP 대학교에서 정치학, 행정과

학 석사과정을 수료했습니다. 1960년 출생으로 미국 아이오와 시에서 태어났으며 독일

어, 불어, 영어와 중국어를 구사하고 25년 이상 취리히에서 거주하였습니다.

취리히는 성장하고 변화하고 있습니다. 도시화와 기술발전은 정책 입안자와 도시 계획

가에게 새로운 도전과제를 안겨줍니다. 스마트 시티 전략을 통해 취리히시는 현재와 미

래의 과제를 해결하기 위한 접근 방식을 마련했습니다. 취리히에게 있어 스마트는 신기

술에 대한 투자뿐만 아니라 시민 참여 및 협력을 촉진하는 것을 의미합니다. 스마트시티

의 개념으로 취리히시는 삶의 질을 향상시키고 지속 가능한 개발을 촉진하며 혁신을 가

능케 하고 싶습니다.

Corine Mauch

Corine Mauch is Mayor of Zürich since March 2009. She is a member of the

Social Democratic Party of Switzerland (SP) and has been a member of the

City Parliament from 1999 to 2009, including as Vice President and President

of the SP municipal parliamentary party from 2002 to 2009 and as Presi-

dent of the Parliament’s Audit Committee from 2006 to 2008. Corine Mauch

holds a diploma in agricultural engineering from the Swiss Federal Institute

of Technology (ETH), has studied Chinese Studies at the University of Zurich

and completed a postgraduate Master’s in Political and Administrative Sci-

ences at the University of Lausanne/IDHEAP. She speaks German, French,

English and Mandarin. Born 1960 in Iowa City in the United States, she has

lived in the City of Zürich since more than 25 years.

Zurich is growing, Zurich is transforming. Progressing urbanization and

technological transformation pose challenges for policy makers and city

planners. With the smart city strategy, the City of Zurich has drafted an ap-

proach to tackle the challenges of today and tomorrow. For Zurich, smart

does not only mean investing in new technologies, but also facilitating civic

engagement and collaboration. With the concept of smart city the City of

Zurich wants to improve quality of life, foster sustainable development and

enable innovation.

테드 로스 (Ted Ross)는 로스앤젤레스 시 정보통신최고책임자(CIO)이자 LA 정보기술

국(ITA) 국장을 역임하고 있습니다. 450여명의 직원으로 구성된 그의 부서는 LA시 내

41개 부서와 400만명이 넘는 시민들에게 다양한 IT 서비스를 제공합니다. 2015년 에릭

가세티 (Eric Garcetti) 시장에 의해 임명된 테드 로스 CIO는 21년의 민간·공공 기술분

야 경력을 가지고 있으며 재임 중 최고의 디지털 도시 상, 25인의 행동가&몽상가, 올해

의 CIO를 수상하였습니다. 그는 포춘 매거진, 월스트리트저널, 이코노미스트와 같은 매

Ted Ross

Ted Ross is CIO for the City of Los Angeles and General Manager of the Infor-

mation Technology Agency (ITA). His department of 450 employees delivers

enterprise IT services to 48,000 employees across 41 City departments and

digital services to over 4 million residents. Appointed by Mayor Eric Garcetti

in 2015, Ted has over 21 years of private and public sector technology expe-

rience, earning various awards along the way, including #1 Digital City, Top

25 Doer & Dreamer, and CIO of the Year according to LA Business Journal.

Ted has been featured in Fortune Magazine, The Wall Street Journal, and

The Economist, as well as, a presenter at many conferences, such as the An-

dreessen-Horowitz Tech Summit, Milken Institute, and India’s NASSCOM.

The City of Los Angeles has over 4 million residents spread across 469

square miles. As Chief Information Officer, Ted Ross, has the challenge of

coordinating technology and data projects across 42 city departments to

ensure the most value for L.A.’s businesses and residents (L.A. as a “Smart

City”). In this presentation, Ted will discuss how L.A. defines a Smart City,

L.A.’s strategy for Smart City projects, the current transition to “Smart City

2.0”, and L.A.’s preparations for the 2028 Summer Olympics.

마크 챈들러 (Mark Chandler) 국장은 샌프란시스코 시장실에서 국제통상 및 상업(국

제협력)을 담당하고 있습니다. 그는 샌프란시스코 시에서 32년 동안 일하며 8명의 시장

을 보좌하였습니다. 혁신기술 교류, 국제 항공 개발, 스마트 시티, 무역 사절단, 투자 및

무역 진흥, 자매 도시 파트너십, 무역 및 투자를 위한 외교 관계 및 국제 무역 / 금융 거래,

투자 정책 형성 등 샌프란시스코 국제 프로그램 관리 책임을 맡고 있습니다. 그는 샌프란

시스코가 30개 이상의 나라를 방문하고 협력을 추진하는 것을 도왔습니다. (멕시코, 중

국, 인도, 프랑스, 이스라엘, 베트남, 아일랜드, 호주, 필리핀, 한국, 홍콩, 대만, 캐나다 및

시스코는 지속가능성 계획, 디지털 거버넌스 구조, 빅데이터 프로젝트 및 혁신사무실 프

로그램을 비롯한 다양한 프로그램을 통해 정부를 “스마트”하게 만들고 모든 시민에게 포

괄적인 대민 서비스를 제공하기 위해 노력하고 있습니다. 이번 발표에서는 “스마트 시티”

가 단순히 최첨단 기계나 기술을 도입하는 것이 아니라 다양한 “비기계(비기술)”적 혁신

에 대한 것임을 설명하도록 하겠습니다.

Mark Chandler

Mark Chandler is the Director of the San Francisco Mayor’s Office of Inter-

national Trade and Commerce (Global Engagement). Mark has been part of

the City and County government for over thirty-two years and has served

eight mayors. Mark is responsible for managing the international programs

of the City of San Francisco including innovation and technology exchange,

international aviation development, Smart City dialogue, trade missions,

investment and trade promotion, sister city partnerships, diplomatic rela-

tions for trade and investment and global trade/investment policy forma-

tion. Mark has assisted with and been part of over thirty overseas missions

to locations diverse as Mexico, China, India, France, Israel, Vietnam, Ireland,

Australia, The Philippines, Korea, Hong Kong, Taiwan, Canada and Japan.

He has a BA in Economics from U.C. Davis and an MBA in International Mar-

keting from UC Berkeley Haas School of Business and studied at the Tokyo

Academy of Japanese.

Most of the discussion around “Smart Cities” centers on the implementation

of new technologies, ie hardware,that assists local governments in the man-

agement of their municipalities (and which are highly touted by the compa-

nies that make, install and manage these systems). These discussions ignore

that cities are more than just new machines and gadgets and don’t focus

on using new technologies, new processes and new thinking to increase the

services and delivery of services to our citizens. These discussions ignore the

importance of sustainability its importance to the quality of life. And these

discussions ignore the need to ensure that all city services and programs be

inclusive to all citizens. San Francisco, one of America’s “Smartest Cities”

has a variety of programs including our Sustainability Plan, our Digital Gov-

ernance Structure, our Big Data project and our Innovation Office programs

that look to make government “Smart” and provide enhances and inclusive

services to all citizens. In this presentation I will briefly touch on a variety of

these “non-machine (non tech)” innovations that show that being a “Smart

City” is much more than installing fancy machines or technology.

반려봇을 제작하는 기업 스튜디오 크로스 컬쳐에 대표를 맡고 있습니다. 김지희 대표는

기술 사업화, 6 Sigma MBB, 경영통계 관련 17년의 경력을 가지고 있습니다. LG 전자

INI 연구소에서 신상품 컨셉 및 신사업 계획을 담당하였으며, LG 정보통신에서 연구원으

로 품질혁신을 이끌었습니다. 연세대학교에서 응용 통계학 학사, Eastern Connecticut

State University 에서 Business Economics 학사를 전공했습니다.

돌봄 솔루션 부모사랑 효돌 회사 ㈜스튜디오 크로스컬쳐는 센서가 내장된 스마트 반려봇

을 만들어 어르신들의 건강관리를 지원하며 고독사를 방지하는 역할을 합니다. 로봇은

친근한 봉제인형으로 제작돼 어르신들의 정서교감, 생활·건강관리, 안전 등을 지원합니

다. 서울시 노인실태조사에 따르면 65세 이상 어르신 중 20%가 홀몸 가구며 13.7%가

우울 증상을 보이는 것으로 나타났습니다. 인형의 머리, 손, 목 등에는 반응형 센서가 내

장돼 있어 머리 쓰다듬기, 손잡기 등의 교감활동이 가능하다. 맞춤형 알람을 통해 약 복용

시간도 알려줍니다. 기상, 식사, 산책 등 일상생활 관리와 체조, 치매 예방 퀴즈 등을 통한

건강관리도 지원합니다. 일정시간 어르신의 움직임이 감지되지 않을 경우 전용 어플리케

이션을 통해 보호자에게 즉시 알림메시지를 전송합니다. 부모사랑 효돌이 수집하는 모든

어르신의 데이터는 지속적으로 축적, 분석함과 동시에 어르신의 삶을 개선하기 위하여 학

계/의료계/복지 현장 전문가와 밀접한 협력을 진행하고 있습니다.

Jihee Kim

Ji Hee KIM is CEO of Studio Cross Culture which is the company that makes

smart companion robots with built-in sensors supporting the elderly’s

health care and preventing solitary death. She has 17 years of experiences

in technology commercialization, 6 Sigma MBB, and statistics management.

Prior to her current role, she was in charge of developing new product con-

cepts and business plans at the INI R&D Center at LG Electronics. He holds a

BA in Applied Statistics from Yonsei University and a BA in Business Econom-

ics from Eastern Connecticut State University.

Smart companion robot with built-in sensor supports the elderly’s health

care and prevents solitary death. The robot is made of a friendly stuffed toy

to support the elderly’s emotional health, physical health care and safety.

According to the Seoul Elderly Survey, 20% of the elderly aged 65 or old-

er live alone in a single-person household while 13.7% show symptoms of

depression. Responsive sensors are built into the robot doll’s head, hands,

and neck, allowing for empathic activities such as head stroking and hold-

ing hands. Personalized alarms also let you know when you need to take

your medication. It also supports daily life management such as walking up,

having meals and going for a walk and health care through gymnastics and

dementia prevention quiz. If the movement of the elderly is not detected

for a certain time, a dedicated application immediately sends a notification

message to the guardian. All seniors’ data collected by Hyodol are contin-

uously accumulated and analyzed. In addition, we are working closely with

academic, medical and welfare field experts to improve the quality of life for

the elderly.

잉 앤드류 엠 키타카 (Eng Andrew M Kitaka) 시장은 2018년 12월 이래, 우간다 수도

캄팔라시에 시장을 역임하고 있습니다. 취임 전 8년 동안 캄팔라 시에 기술 서비스 및 엔

지니어링 디렉터로 근무했습니다. 그는 네덜란드의 IHE-TU Delft(국제구조수리환경공

학연구소)에서 도로 및 운송 공학 석사를 취득했습니다. 그는 인프라 발전과 경영, 도시

교통 계획과 교통 경영, 계약 협상과 분쟁 해결, 전략적 계획, 예산, 공공 분야 경영, 개발

관련 이해관계자 조정, 도시 정책 리더십 분야에 27년간 경력을 가지고 있습니다. 그는

Eng Andrew M Kitaka

Eng Andrew M Kitaka is the Executive Director of Kampala Capital City Au-

thority(KCCA) since December 2018. Prior to that, he served as the Director

Engineering and Technical Services in KCCA for 8 years. Andrew is a Regis-

tered Engineer and Board member of the Engineers Registration Board. He

holds a Master of Science in Road and Transport Engineering from IHE - TU

Delft, Netherlands. Andrew has over 27 years experience in Infrastructure

development and management, Urban Transport planning and Traffic man-

agement ,Contract Negotiations and Dispute Resolution, Strategic Plan-

ning, Budgeting, Public Sector Management, Coordination with develop-

ment partners, Sector working groups and with the City political leadership.

He has overseen the rehabilitation of Kampala City Infrastructure. He has

amassed knowledge in Procurement of Works and Services under Multilat-

eral lending Institutions like the World Bank, European Union, African De-

velopment Bank, Japan International Cooperation Agency among others.

Before joining KCCA, Eng. Kitaka worked for the European Union Delegation

in Uganda with responsibilities covering identification, preparation and im-

plementation of projects funded by the EU in Uganda’s Road Sector. He also

worked for Road Agency formation Unit / Uganda National Road Authority.

Kampala is the capital and largest city of Uganda consisting of popultaiton of

1.5 milion, and contributing to 60% of Uganda’s GDP. The city government,

Kampala Capity City Authority openly shares “Accomplished, Ongoing, and

Future Planned Smart City Programs” as well as its Smart City Strategy.

오창용은 대한민국 서울에 위치한 기업인 에스알포스트의 창립자이자 CEO입니다. 에

스알포스트는 전자정부 및 스마트시티 웹 어플리케이션에 전문화된 IT 기업입니다. 지

난 12년동안, 이 기업은 공공분야의 CRM 어플리케이션 소프트웨어 시장을 주도해 왔습

육안 식별에 의한 판단 능력을 기계적 판단으로 전환해 갈수록, 개인이 감당해야 할 일이

줄어들 것으로 오인하는 경향이 있습니다. AI와 기계학습을 통해 지능화될 CPS는 “이 의

견은 어떤 유형인지”, “수많은 의견가운데 무엇을 먼저 처리해야 할지”, 또 “어떤 기준으

로 처리해야 할지"를 자동으로 추천해 줍니다. 그러면 인간의 판단 개입이 전혀 없는 것일

까요? 그렇지 않습니다. 추천결과가 틀릴 수 있기 때문에 그 추천결과를 선택하거나 보

정하는 건 결국 개인의 몫입니다. 따라서, 어느 한쪽이 대체(치환)되는 것이 아니라, “상

호 보완적 관계로의 전환”이 맞는 표현입니다. 결과적으로, 인간의 뇌에서 최종 판단에

이르기까지 걸리던 시간이 획기적으로 경감되니까, 그 시간을 본연의 핵심업무에 집중

할 수 있는 시간으로 채우면, 일이 줄어드는 게 아니고, 업무 생산성이 높아집니다. 그래

서 Smart CPS는 Smart People(SW 엔지니어)에서 출발하지만, Smart CPS(인공지

능, 기계적 판단)로 인해 결과적으로 Smart People(업무생산성이 높아지기 때문입니

다)이 될 수도 있습니다.

Changyong Oh

Chang-yong Oh is the founder, and CEO of SRPOST, Inc. based in Seoul,

Korea. SRPOST is a South Korea’s renowned IT-company specializing on the

e-Government and Smart city Web Applications. During the past 12 years,

the company has been leading domestic Public CRM Application software

market. The representative programs are CPS System (Flamingo), Call cen-

ter application (Flamingo SCC), IT-Service Desk system (Flamingo SRM)

and others. SRPOST has more than 150 clients in Korea and recently started

exporting to Asia, CIS Country, Africa, and other countries.

As we witness the transition in judgment logic from the human visual iden-

tification transition to the mechanical one, we mistakenly begin to believe

that our responsibilities as an individual will continue to decrease. Of course,

it might be true for some cases, but it is definitely not the case with the Civic

Participation System. Our advanced Civic Participation System is powered

by AI that automatically analyses the categories of public opinion, priori-

tizes them and proposes suitable processing standards. Can we then safely

assume there is no human involvement at all? Well, that is absolutely not

true. The final word in the decision process is still spoken by the individual,

because we cannot rule out possibilities of error in the automatic process.

Therefore, we can say that we are not substituting one party by the other,

but rather creating a new “complementary relationship”. The result is a sig-

nificant reduction of time necessary for an individual to make a final judg-

ment on a particular case. This is the time that the individual worker can use

to focus on his core tasks and responsibilities at work. This is our answer to

the increasing working productivity. Smart CPS begins with smart people –

the software engineers. CPS, powered by the artificial intellect, is ultimately

used by smart people as well.

조한덕은 한국국제협력단(KOICA)의 사업전략기획실장입니다. 1991년에 KOICA에 입

사했으며, 한국의 개발협력사업이 포괄적이고 지속가능하며 참여적이 되도록 노력해 왔

습니다. 담당한 주요 업무로는 개발 정책 및 전략 수립; 예산 기획; 인적자원 관리, 개발 주

제 및 이슈; 프로젝트 기획, 실행, 모니터링 및 평가 등을 포함합니다. 여러 해외 사무소에

서 근무했으며, 가장 최근에는 파라과이 사무소장을 역임했습니다. 영국 Sussex 대학에

서 개발학 석사 학위를 취득했습니다.

인류는 전례 없는 번영의 세계에 살고 있습니다. 그러나 이러한 번영은 불평등, 오염, 기

후 변화, 생태계 파괴, 전통적 가치의 해체 등과 같은 여러 문제들을 파생하고 있습니다.

Handeog Cho

Han-Deog Cho is the Director-General for Program Strategy and Policy

Planning at the Korea International Cooperation Agency (KOICA). He joined

the Korea’s central development aid agency in 1991. He has spent most of

his career in ensuring that the Korea’s development programs and projects

are inclusive, sustainable and participatory. His profession at KOICA involves

corporate policy and strategy development; corporate operational budget-

ing; human resources management; development themes, issues and prac-

tices; and project design, implementation, monitoring and evaluation. He

also worked in several overseas offices, most recently as the country director

of KOICA Paraguay Office. He holds a master degree in Development Studies

from Sussex University in UK.

Humanity lives in a world of unprecedented prosperity. However, the pros-

perity has not been made possible without causing several problems of in-

equality, pollutions, climate change, eco-system destruction, dissolution of

traditional values, etc. To tackle these critical problems, global initiatives like

Paris Climate Agreement and SDGs have been devised. In the meantime, it

is often claimed that sustainable urban development, which SDG 11 embod-

ies, is essential for the attainment of aforementioned initiatives in that about

half of world population currently lives in urban areas and the number will

increase further in the coming years. KOICA, Korea’s development aid agen-

cy, will make ever-increasing efforts to make cities and human settlements

inclusive, safe, resilient and sustainable.

Tom

Tom is the Chief Technology and Digital Officer for the City of Sydney. He is

responsible for leading the City in Digital, Technology and Innovation. Tom

hasproven success in senior digital and application management leadership

roles within large complex environments. He is a highly regarded technical

director with an ability to integrate teams to deliver complex IT-enabled

change projects, with skill to alignand inform stakeholders at all levels. Tom

specialises in both start up and enterprise environments. Having worked

with and consulted to a number of startups and also large corporate en-

vironmentsin the past. Tom has authored reference books on enterprise

Service Oriented Architecture (SOA) for software development, and holds

digital innovation patents on DOOH targeted advertising and IoT. Tom holds

a Doctorate in IT, specialising in enterprise software security and the im-

plementation of security as a strategy. His academic work was presentedat

the Internet Technology and Secured Transactions (ICITST) conference in

London, a large international IT security conference and was published in

reputable international IT journals. He was awarded the ETSA Utilities Post-

graduate ERP Prize for first placeduring his doctorate studies.

5월 23일 트럼프 대통령이 주한미국대사로 지명한 해리 해리스 제독을 미국 상원 외교위

원회가 6월 28일 인준했다.

현재 인도-태평양 사령부로 명칭이 변경된 전 미국 태평양 사령부에서 2015년 5월부터

2018년 5월까지 사령관으로 근무한 해리스 제독은 미 해군에서 4성 장군 지위에 오른 최

초의 아시아계 미국인이며, 태평양 사령부 사령관으로 임명된 최초의 아시아계 미국인이

기도 하다. 태평양 사령부 사령관으로 임명되기 전 미국 태평양 함대 사령관을 역임한 해

리 해리스는 그 외에도 미국 제6함대, 나토 (NATO) 해상타격지원군, 관타나모 합동기동

부대, 제1초계정찰비행단, 제46초계비행대 등에서 근무했다.

2011년부터 2013년까지 합참의장 보좌관으로 당시 미 국무 장관을 보좌한 해리스 대사

는 국무 장관과 함께 80개국 이상을 방문하며 여러 해외 지도자들과의 회의에 대부분 참

석하였으며, 중동 평화 로드맵의 미국 측 감시관으로도 활동했다.

해리스 대사는 국무부 명예 훈장, 국방 수훈 훈장, 해군 수훈 훈장3개,국방 우수 근무 훈

장3개, 공로 훈장3개, 동성 훈장2개 및 항공 훈장을 수여했으며, 2014년 한국에서 통일

훈장을 받았다. 그 외에도 프랑스, 일본, 몽골, 필리핀, 그리고 싱가포르 정부로부터 여러

훈장을 받았다.

일본에서 태어나 미국 테네시주 및 플로리다주에서 자란 해리스 대사는 1978년 미 해군

사관 학교를 졸업하고 하버드 대학교 케네디 행정대학원과 조지타운 대학교 외교 대학에

서 석사 학위를 받았다. 또한 옥스퍼드 대학교에서 석사후 연구과정과 매사추세츠공과대

학교의 세미나 XXI 과정을 마쳤다.

해리스 대사의 부친은 미 해군 소속으로 제2차 세계 대전과 한국 전쟁에 참전했으며 제2

차 세계 대전 이후 1958년 은퇴할 때까지 한국과 일본에서 복무했다. 모친은 일본인으

로, 1958년 남편과 어린 아들과 함께 미국 테네시주로 이주하여 1974년 미국 시민이 되

었다.

Harry Harris

Ambassador Harris commanded the U.S. Pacific Command (USPACOM),

now known as the Indo-Pacific Command (INDOPACOM), from May, 2015

to May, 2018. He is the first Asian-American to hold four-star rank in the

U.S. Navy and the first to head USPACOM. Prior to USPACOM, he command-

ed the U.S. Pacific Fleet. Other operational commands include the U.S. 6th

Fleet, Striking and Support Forces NATO, Joint Task Force Guantanamo, Pa-

trol and Reconnaissance Wing 1, and Patrol Squadron 46.

From 2011 to 2013, Ambassador Harris served as the representative of the

Chairman of the Joint Chiefs of Staff to the Secretary of State. In this role,

he traveled to over 80 countries with the Secretary and participated in most

Ambassador Harris’ personal decorations include the State Department’s

Distinguished Honor Award, the Defense Distinguished Service Medal, three

Navy Distinguished Service Medals, three Defense Superior Service Medals,

three Legions of Merit, two Bronze Stars, and the Air Medal. He received the

Republic of Korea’s Tong-il medal in 2014. He has also been decorated by

the governments of Australia, France, Japan, Mongolia, the Philippines, and

Singapore.

Ambassador Harris was born in Japan and reared in Tennessee and Flori-

da. He graduated from the U.S. Naval Academy in 1978. He holds master’s

degrees from Harvard’s Kennedy School of Government and Georgetown’s

School of Foreign Service. He also did post-graduate work at Oxford Uni-

versity and completed the Seminar 21 fellowship at the Massachusetts In-

stitute of Technology.

Ambassador Harris’ father served in the U.S. Navy, and was a veteran of

both World War II and the Korean War. He was stationed in Korea and Japan

after World War II until he retired in 1958. Harris’ mother was Japanese. She

moved to Tennessee with her husband and young son in 1958 and became

an American citizen in 1974.

Ambassador Harris is married to Ms. Bruni Bradley, herself a career Naval

officer.

Jakob Hallgren

Jakob Hallgren served as Deputy Director of the Stockholm International

Peace Research Institute (SIPRI) from 2012 to 2018. He previously worked at

the Swedish Ministry for Foreign Affairs as Head of its Humanitarian Division

and as Head of its Division for Conflict Issues. He has undertaken assign-

ments at the Swedish Embassy in Sarajevo, the Swedish Permanent Mission

in Geneva, for the Folke Bernadotte Academy and the Swedish Armed Forc-

es. He has worked closely with the EU and the UN and a variety of organi-

zations in the fields of mediation, peacebuilding, security systems reform,

disarmament, humanitarian operations and disaster risk reduction. His re-

gional expertise covers Northeast Asia, Europe and Sub-Saharan Africa.

이정훈 교수는 현재 연세대학교 언더우드국제학부 부학장 및 Design Factory Korea

센터장을 맡고 있으며 정보대학원 정교수로 재직 중이며 스마트시티 관련 다수의 스마

트시티 국가 프로젝트 등을 수행하고 있다. U-City 1, 2 단계 R&D사업, 도시재생실증

사업, 개방형 스마트시티 실증단지조성 사업에 참여하여 스마트시티 전주기적 프로젝트

를 10여간 수행하였다. 서울특별시와 부산광역시 유비쿼터스 도시계획을 수립하였다.

2013년 부터 바로셀로나에서 개최되는 Smart City World Congress의 주요연사로

초청되어 스마트시티 인덱스 보고서를 발표하고있다. 2018년부터 스마트시티 혁신성

장동력 R&D프로젝트에 참여하고 있으며, 주요 연구관심 분야는 스마트시티 전략 및 성

과지표, 스마트시티 서비스 개발 및 고도화, 스마트시티 커뮤니티 리빙랩 프로젝트 책임

자로 활동하고 있다. 이정훈 교수는 영국 University of Manchester에서 전자공학 학

사 및 시스템 공학 석사학위, 영국 London School of Economics에서 경영정보학 석

Junghoon LEE

Jung-hoon (John) Lee is currently a professor of Technology & Innovation

management at the Graduate School of Information, Yonsei University,

Seoul, Korea. He is currently serving as a chair for Smart City Committee in

Seoul Metropolitan Government and also provide advisory services for both

Korean government and metropolis. He has been involved in R&D projects

sponsored by the South Korean government, including Smart City National

Strategy, 5-years master plans for smart cities for Seoul Metropolitan Gov-

ernment and Busan, Smart Urban Regeneration and IoT based Smart City

Development and Living Labs. Prof. Lee is currently taking a leading role of

PMO for national smart city R&D project particularly involving index devel-

opment, service design based on design thinking and crowd-sourcing based

citizen engagement with the Ministry of Land, Infrastructure and Transport

He also contributed several consulting and advisory services in both public

and private sectors including CISCO, Arup, GSMA, SKT, LG CNS and worked

with UN ESCAP and OECD as an external Smart City expert. Prof. Lee is also

frequent session chairs, invited speakers and panelist of international con-

ferences including Smart City World Congress & Expo.Professor LEE re-

ceived a Ph.D. from the University of Cambridge. Prior to joining the GSI

faculty at Yonsei University, he worked as a senior business/IT consultant.

In recent years, Smart City or Smart City developments have been driven by

two global trends. The first is the rollout of ICBM+AI (e.g. IoT, Cloud Comput-

ing, Bigdata, Mobility & Artificial Intelligence etc.) services & infrastructure

within cities to become data-driven smart city; the second, the need to es-

tablish citizen engagement platform & living labs to foster urban and open

innovation. Based on 2019 Smart City Index report, this session examines

chllaenges and future perspectives to become data-driven smart city.

Anders Hektor

Anders Hektor is assigned Science and Innovation Counsellor at the Embas-

sy of Sweden in Seoul since April 2019. He previously worked at the Swedish

Government, Ministry of Enterprise and Innovation, mainly on Digital Econ-

omy policies. He has worked closely with the EU, the OECD and other in-

ternational organisations in the fields of standardisation, growth analysis,

digital inclusion, social welfare and internet governance. Anders has a back-

ground as researcher and holds a Ph.D. in Technology and Social Change.

For the first time, more than half of humanity lives in cities, and the urban

population continues to grow. The cities should provide a good environment

는 SWM(Smart Water Management)가 지속가능경영에 필수항목이 됐다. 이콜랩

(Ecolab)에서는 이러한 물부족 문제를 극복하기 위해 산업용 용수관리 및 폐수관리를 최

According to current estimates by UN, the world may face a 40 percent short-

fall in water availability by 2030. The world has limited amount of water and

only 1% of the water on Earth is fit for human consumption. The global water

crisis is quite a serious issue nowadays and it will become even more seri-

ous in a future. Therefore, smart water management counts to be a global

priority for the foreseeable future and its sustainability. To effectively deal

Mr. Orrantia leads the US Government Services Division of Johnson Controls

Gihyun Kwon is the Government Relations Manager of Lime Korea based in

Seoul, Korea. Lime Korea is a Korean startup, composed of Korean employ-

ees, providing e-scooter sharing services to Korean customers. Lime Korea

aims to revolutionize urban mobility in cities and campuses by empower-

ing residents with a greener, more efficient, and affordable transportation

option that also improves urban sustainability. By partnering with local key

stakeholders and systematically deploying a fleet of electric scooters, Lime

Korea will dramatically improve urban mobility by making the first and last

mile faster, and healthier for riders. Previously, Gihyun was with General

Motors Korea for seven and a half years where he was in Government Re-

lations, CSR & Community Relations, and Corporate Communications roles.

One of the turning points in his career was his experience to take on the

EV campaign as a Grassroots Advocacy Manager. In his spare time, he loves

going to used bookstores and art museums to get some inspiration required

for plans of his work and life.

Potential of Shared Last-mile Mobility for Seoul City will share how citizens

have been using shared last-mile mobility, so called e-scooter/kickboard,

to commute, travel, entertain and share their stories. With the speaker's

own personal experience with last-mile mobility, this session will provide

key reasons why people, especially startup employees, love riding last-mile

mobility, and he will also share core benefits of riding the new transporta-

tion option for the smart city. The presenter suggests measures on how we

can make collaborative efforts for the safer riding culture and etiquette of

서도 널리 알려진 문화 현상입니다. 사용하기 쉬운 디자인 플랫폼이기 때문에 강력한 커

뮤니케이션 도구로 진화되었습니다. 본 발표에서는 컴퓨터 게임인 Minecraft가 어떤 방

식으로 우리 주변의 취약 계층 환경을 모델링하고 가능성을 시각화하며 아이디어를 표현

하고 합의를 이끌어내는 데 사용되었는지에 대해 다룹니다.

Minecraft is more than a game - it is a cultural phenomenon that is as widely

recognized in the streets of Sao Paolo as it is in Seoul. Because it is a design

platform that is so easy to use, it has transformed into a powerful communi-

cation tool. This presentation illustrates how the computer game Minecraft

is being used to help vulnerable communities model their surroundings, vi-

sualize possibilities, express ideas and drive consensus.

정보기술(IT) 업계는 10년 주기로 큰 패러다임 시프트가 있습니다. B2B(기업 간 거래)

컴퓨터에서 개인용 컴퓨터(PC)로, 이후에 인터넷이 등장했고, 또 10년 뒤에 스마트폰이

등장했습니다. 이다음에는 우리가 하루에 평균 2시간씩 보내는 자동차가 ‘차세대 개인화

도구’가 될 것입니다.

The IT industry has experienced a major paradigm shift every 10 years. We

moved from business-to-business (B2B) computers to personal computers

(PCs), only to witness the appearance of the Internet and, 10 years later,

smartphones. The next shift will see the car, in which we spend an average

of two hours a day, becoming the next generation personalization tool.

As technology advances, the concept of the ‘smart city’ has emerged, and

the paradigm of the city itself is changing as well. Through infrastructure

that includes IoT, e-government and various other services, we are evolving

into a huge platform that encompasses urban residential environments be-

yond the concept of existing cities. While the platform of cities offers a clear

advantage of convenience, there are also growing concerns about the po-

tential for centralization and monopoly. Through this presentation, I’d like to

share with you our efforts and experiences to solve the problems that smart

cities, as platforms, can have with blockchain. I also would like to talk about

smart city-related business that Iconloop would like to accomplish through

blockchain.
