Upcoming Office Hours: Saturday, March 1, 3:00 p.m. 4:00 Supervisor David Chiu February 2014 Newsletter Friend Last week, I received another email that has become all too common in San Francisco – a tenant asking for help because his building on Jones Street was about to receive an eviction notice under the increasingly notorious State law called the Ellis Act. This past week, this neighbor’s story, and so many like it, brought together a wide array of elected officials, tenant advocates and even technology companies to Wetmore Street in Chinatown to formally announce State Senator Mark Leno’s bill to reform the Ellis Act to prevent speculators from evicting tenants right after purchasing a building. I am also proud to have joined hundreds of San Franciscans affected by Ellis Act evictions in rallying at the State Capitol for the same purpose. As detailed below, my office is also working on new legislation to try to help more tenants stay in their homes through a right of first refusal to purchase their building. I look forward to continuing to work with the Mayor, our state legislators, my colleagues and tenant advocates to address the affordability crisis affecting our city. David Chiu

Give Feedback on Muni Proposals at March 1 MeetingThe San Francisco Municipal Transportation Agency (SFMTA) is in themidst of an outreach process related to its long­planned TransitEffectiveness Project (TEP) , which is intended to improve Muni service,efficiency and reliability throughout the City. While I support the underlyinggoals of the TEP, I share some concerns that residents have expressedabout specific proposals to change certain routes. I hope you will join metomorrow, Saturday, March 1, from 1:00 to 3:00 p.m. for an SFMTA­sponsored public discussion at the Telegraph Hill Neighborhood Center at660 Lombard Street.  To learn more about specific route proposals, or togive feedback, you can also visit tellmuni.com. 

Get Ready for Summer with Rec and ParkThe Recreation and Park Department’s citywide San Francisco SummerResource Fair, a one­day showcase of summer camps, classes,presentations, and teen programs, will take place at Balboa High School,1000 Cayuga Ave, on Saturday, March 8, from 10:00 a.m. until 2:00 p.m.Since its inception eight years ago, the Summer Resource Fair has grownfrom a small event in the corner of a sporting goods store to the City’slargest free showcase of summer activities for families. Parents and careproviders can meet face­to­face with representatives from nearly 200organizations offering summer camps, family services, and teen activities.Free workshops on summer learning loss, teen opportunities, and more willbe offered throughout the day.

Honoring Black History Month

I was proud to honor San Francisco Police Officer Carl Payne of CentralStation, who has served our city over 50 years, as we celebrated BlackHistory Month at the Board of Supervisors.

Legislation

Right of First Refusal Earlier this month, I introduced a formal request for our City Attorney to draftRight of First Refusal legislation. At a time when too many tenants havereceived eviction notices after learning their buildings have been sold, theRight of First Refusal would give tenants or their non­profit partners thechance to make an offer to property owners when their buildings are up forsale.  Washington, D.C., Baltimore and the State of Florida already havesimilar legislation in place, and tenants are given notice that the propertywill be up for sale and have a specified amount of time to match the saleterms offered by another party. 

I’m calling for this legislation because we need to do more to put housing inthe hands of our tenants and residents and stop real estate speculatorsfrom displacing our families. If enacted, the Tenant Right of First Refusalwould stabilize the existing residential diversity of our neighborhoods aswell as create long­term affordable housing for tenants who are in dangerof eviction. I am also looking into ways to expand revenue streams for theSmall Site Acquisition Fund to assist tenants in purchasing their buildings. Ilook forward to working with the housing community to develop theparameters for the legislation, including identifying buildings andneighborhoods where this program would generate the highest impact andsuccess. 

Landmark Plastic Bottled Water LegislationOn Tuesday, March 4th, the Board of Supervisors will vote on my proposal

to phase out the sale of plastic bottled water on City property, includingbuildings, parks and public streets. It would apply to large events (over 100people), permitted vendors and lessees on City property, as well as to Citydepartments themselves. The ordinance has been in development foralmost a year, and I have worked with City departments, event planners,environmentalists and other stakeholders to create a proposal that is fairand also pushes us to take steps to begin to address our addiction toplastic bottled water. I am proud of this first­in­the­nation legislation andlook forward to San Francisco continuing to be at the forefront of majorenvironmental initiatives.

Reducing Pharmaceutical Prices All San Franciscans suffer because of rising drug prices. Tax dollars thatshould be used to help our schools, improve MUNI, or make ourneighborhoods safer instead go to pay drug manufacturers for excessivecosts. And even residents with good insurance coverage face risingpremiums as medications become more expensive. I recently held ahearing about the issue of skyrocketing pharmaceutical prices and we cando to affect change from a municipal level, and our Board will soon vote ona resolution I have sponsored to move our city forward with next steps onthis issue. I am committed to continuing to explore this issue, as over 80percent of San Franciscans created a mandate for action by voting forProposition D in November 2013.
