Project Information

Project summary:The Navy proposes to allow DC Water to construct a 140-foot (long) x 65-foot (wide) x 20-foot (high) concrete overflow and diversion structure on the property of Joint Base Anacostia-Bolling (JBAB), along its bank with the Potomac River (Site # 1). The project is part of a Long Term Control Plan through the DC Clean Rivers Project, intended to improve the water quality ofthe District’s waterways by reducing the number of future Combined Sewer Overflows (CSOs) into its rivers. The concrete structure will be built into the existing 20-foot high levee (along the Potomac River) in a manner that allows its use as a deck/observation area for JBAB personnel. The final plans show the front-side of the structure (facing approximately west) with some vertical and horizontal articulation to help minimize its appearance, as well as a 36”-high, black metal railing around the perimeter of the deck area to prevent accidental falls. The project will construct an ancillary odor/venting facility; a new 15-foot wide drive (with turf pavers) to allow maintenance/service vehicle access to the overflow structure (connecting to MacDill Boulevard); and removal of the existing overflow structure/restoration of the riverbank at a second site (Site # 2) located further to the south on JBAB (south of the marina). The underground overflow pipe will be abandoned and flowable fill will be placed in the pipe. As project mitigation, DC Water proposes to: 1) Plant 75 new shade/ornamental trees, 2) Construct a new 4-stall restroom building, and 3) Construct a new pavilion (with a metal roof) in the vicinity of the project area to enhance the adjacent Giesboro Park.
