AGENDA 2: WELCOME AND INTRODUCTION
The preparatory session commenced by welcoming the children and the chaperons to Bangladesh and to this important meeting by the CP Taskforce. This was followed by a formal introduction of the participants. The CP taskforce then briefed the floor about the proceedings of the day’s sessions. It was informed that the preparatory session was essentially called to discuss and review the Agenda of the subsequent days and plan the proceedings of the different sessions with the participation of the child facilitators.
The children were then asked to share their perspectives on why they were here today for this meeting. Their views are presented below:
Rashmi : To review the past recommendations proposed by the children during the past consultations and develop new plan of action for the future based on the past experiences;
: Because SAIEVAC needs a better monitoring system to ensure the implementation of the children’s recommendations by the governments;

: To look at ways for active engagement of children in communication process and other work areas of SAIEVAC: Meaningful participation of Children.
Nabila : To make new practical plan to end violence against children;
: To assess / review the situation of children’s vulnerabilities in the country and the region
Gokul : To come up with concrete or set of standards on child participation;
Mamun : Come up with strong plans of action to advocate the government to follow up seriously on the recommendations made;
: Have a well defined communication/ information system to pressurize the government, on the recommendations made by the children;
: Develop easy communication system within SAIEVAC structures and other relevant organizations to carry forward the outcome of the FURC and other such meetings.
AGENDA 3: KEY OBJECTIVE OF THE MEETING
“To develop a new plan of action from all the recommendations made by the children during the past consultations organized by SAIEVAC”
The facilitator called for the genuine participation of the children and in order to meet this objective and also informed that it was also important for the Child GB members and Observers to have individual plan of actions that are practical and achievable at personal level.
In order to define the role of the children and the Child GB Members and make their roles meaningful, the facilitator informed the group that this meeting would also look at the different documents like the Terms of Reference for the Child Participation forums and CPTF, etc.
AGENDA 4: KEY ISSUES FOR DISCUSSION DURING THE SUBSEQUENT DAYS
- Various organizations working for the children in South Asia Based is continuously assessing the situation of the children in the region and organizing these consultations such as the SAIEVAC forums where the children have proposed several recommendations. This meeting will develop the practical work plan for the implementation of these recommendations;
- Develop a Set of Principles and Standards relevant to our region which will then be finalized with the inputs of the children to guide the child participation forums and finally be tabled to the SAIEVAC Governing Board Meeting for endorsement;
- Communication System within SAIEVAC: Institutionalizing Child Participation and strengthening the network of communication- Discuss and explore ways to strengthen this system for active participation of children in communication processes and other work areas of SAIEVAC.
- Monitoring systems: Highlight this issue in the agenda for further discussion

DAY 2: 2ND DECEMBER 2012
INAUGURAL SESSION
The business session was preceded by a short inaugural session. Ms.Tahmina Begum, Honourable Joint Secretary, Ministry of Women and Child Development, Government of Bangladeshand Governing Board Member, Dr. Rinchen Chophel, Director General, SAIEVAC; Dr. Aminul Islam, SAIEVAC National Coordinator, Bangladesh; Mr. A. K M. Masud Ali, CSO and SAIEVAC Governing Board Member from Bangladesh and the Child Governing Board Members graced the inaugural session.

SHARING EXPECTATIONS
(Excerpts from the children)
My expectation is from this meeting that communication systems create among the all countries in the regional and national level from sharing opinion for ending violence against children (Afghanistan).
One strong recommendation should be developed and disseminated to all the countries so that the violence is removed from children’s life.
To strengthen children’s platform at SAIEVAC and to for m an honest team so that the team can really work to resolve the problems of children.
To start discussion about different types of children forums this is help to increase child participation.
To come up with strong plan to advocate for the rights of the children Every participants contribute actively and develop plan of action to follow-up Develop new action plan and establish mechanism to ensure the meaningful child participation. Want to see the implementation of the recommendations. Make a mechanism to monitor the government reports. Government should ensure that the children can get their rights. SAIEVAC should ensure the proper monitoring on the situation of children in every countries of
SAARC.

Recommendations on Corporal Punishment
1. Establish /strengthen the monitoring mechanism on CRC2. To include Child Rights issues as part of school syllabus3. All children should understand the Rights ensured in CRC4. Set up a complain mechanism where children who are victims of violence are supported.5. Draft laws that prohibit all forms of corporal punishments in all setting and share it with

Recommendations on Child Trafficking
1. Develop proper monitoring mechanisms and strengthen the existing one at national and regional level.
2. Work with the Government in preventing and ending trafficking of children.3. Adequate measures to be developed in rescue and repatriation of trafficked children.4. Government to ensure rehabilitation and proper care of trafficked children.5. Sensitized children on how and who they can report on trafficking case.6. Campaigning, advocating, and lobbing for strong legal provisions on trafficking.7. Undertake awareness programs on trafficking.8. Support Regional Corporation with SAARC countries to address cross regional child protection
issues such as trafficking.
Recommendations on Sexual Abuse
1. Developing and dissemination of child friendly and other IEC materials for sensitizing children.2. Working with other organization and the Government to create youth employment programs to
create youth employment programs in the region.3. Provisions of laws and policies to end abuse and exploitation of children.4. Governments to establish a similar toll free number for reporting sexual abuse and exploitation
across the region.5. Supporting and referring cases of abuse and exploitation to relevant organizations.6. Support and work with child protection organization and agencies which can bring positive
changes in the lives of children with abuse and exploitation experiences.7. Children should be protected from victimization from media and any other forms of publicity to
respect their privacy and confidentiality and also to make them safe and secure,
Recommendations on Child Labour

General recommendations on ending VAC

right decisions and know what they are doing 7. Well defined care plan for each and every child under institutional care 8. Every country should establish and strengthen national children forum and create linkages to
ensure children’s voices9. Governments and their agencies should put their efforts to build systematic information collection
and reporting mechanism10. Organise national awareness campaigns against violence against children led by children11. Ensure studies on child protection issues to inform laws and polices involving all stakeholders.
(Following presentations of the two groups, the CPTF will be working on both of these to compile and condense/refine the presentations including on the prioritized recommendations based on the years that the consultations took place and rated by the children – a separate outcome document will be prepared).

This document articulates the proposed vision, guidelines and recommendations for ensuring minimum standards and principles on children’s participation within all aspects of the work of SAIEVAC.

RECOMMENDED STRATEGIES AND ACTIONS:National Level Children’s Participation
1. Children’s participation at the national level is organized through children’s forums in collaboration with the national SAIEVAC chapter and civil society coalitions, such as NACGs
2. SAIEVAC national chapter and the national civil society coalitions (NACG), collaborate in supporting children’s participation in between SAIEVAC national and regional meetings
3. SAIEVAC national chapters and the national civil society coalitions (NACG), map children’s activities and send regular update about SAIEVAC and its processes to these groups/activities and vice versa
4. SAIEVAC national chapters and national civil society coalitions (NACG), ensure that at least once a year a meeting is organized with representatives of children’s groups to discuss and plan initiatives to address VAC, national priorities of SAIEVAC, and to select children to participate at the regional level.
5. Selected child representatives to SAIEVAC regional consultations will be supported by their chaperones to take active part in meetings and represent all children in South Asia
6. Communication and coordination mechanisms is to be ensured by SAIEVAC national chapter and NACG to promote and sustain children’s participation
7. Allocation of resources for children’s participation, especially funds available to design and implement activities on violence against children, is to be ensured by SAIEVAC national chapter and NACG.
Regional Level Participation through the SAIEVAC Secretariat:
1. Ensure a preparatory meeting for children prior to the SAIEVAC regional consultation to prepare for their substantive participation at the technical consultation
2. Give equal status, recognition and visibility to children representatives to SAIEVAC (e.g speaking roles, representation at the dais etc.)
3. Ensure a focal person at the Secretariat to ensure appropriate focus, communication and coordination to support and strengthen children’s participation:
4. Develop work-plan on children’s participation as per SAIEVAC 5 year plan, Governing Board Decisions, Technical Consultations and Priorities identified by children themselves
5. Support necessary capacity building of children and support adults to effectively promote children’s participation

6. Adequate resource allocations to ensure effective communication and coordination mechanisms among children on SAIEVAC issues in the region to share information, good practices and lessons learnt
7. Support to Child Governing Board members to fully understand and execute their duties and responsibilities
8. Sensitize Governing Board members to accommodate and support meaningful and ethical participation of children and ensure their voices are heard and opinions taken into serious consideration
9. Assign the SAIEVAC National Coordinator to be the support and guidance for the Child Governing Board Representative and make this official.
10. Provide opportunity for the Child Governing Board members to represent SAIEVAC in other related forums and platforms in the region and internationally
11. Mobilize resources to establish and sustain a permanent children’s and youth forum on violence against children, to ensure continuous involvement and effective follow-up actions by children and young people under the auspices and with full support of SAARC.
LESSONS LEARNT
Children’s participation is still event-led and connected to the SAIEVAC Regional Consultations. Greater effort needs to be made to institutionalize/mainstream children’s participation within SAIEAVC so that the recommendations from these events are implemented in-between.
Resource allocations should not only be planned for regional meetings but also for follow-up activities on children’s participation in between the regional meetings and Governing Board meeting.
Communication and coordination is lacking in between these meetings, the Facebook page is not very effective as the communication platform unless orientation and support is provided for all children to use this actively.
Greater coordination between the child protection focal person and also encourage active children participation
