ISDOs: Great Job! - but
International Federation of Standards Users 10
The standardization bodies around the
world are doing a great job for standards
users and deserve recognition, but…..
Far more needs to be done
Room for Improvement
International Federation of Standards Users
11
Progress towards 1:1:1 dream needs acceleration
Standardization infrastructure too complex
Multiple standards for the same product, process or
service; duplication of efforts in developing standards
Duplicated yet different standards development procedures/systems at ISO and IEC
Numerous information sources and distributionchains
Significant inefficiencies and added costs for users
Inconsistency of regulations in multiple jurisdictions
These are large and complex problems
A User’s Perspective on the Current
Standardization Infrastructure
International Federation of Standards Users
12
Multiple standardizing bodies:• Company / Industry
• Consortia, Fora
• National (formal):-
-
governmental
non-governmental (~800; 600 in U.S., & 200 rest of the world)
• Regional (formal):
- non-governmental CEN/CENELEC, PASC, COPANT, etc.,and sometimes financed (in part) by government
• International (formal):
-
-
governmental (e.g., ITU);
non-governmental (e.g., ISO / IEC / ASTM)
This is complicated for users to understand and to access the
correct body or process, which only adds cost for users.
Multiple standards (~550,000: [IEEE])
Multiple standards for the same
product, process or service
International Federation of Standards Users
Standards are not conventional products
Too many “competing” standards
Search time
13
Efforts in Developing Stds.
International Federation of Standards Users 14
Duplication of infrastructure
Different development procedures
This duplication requires significant human and
financial resources
Duplication of those same resources
Multiple certification and accreditation requirements
Positive initiatives
Standards & Economic Shifts
International Federation of Standards Users
Globalization of trade is unlikely to stopEconomic development relies on an efficient international standardization processISO and IEC’s planning strategies Embrace bold initiatives
15
Actions by Users
International Federation of Standards Users 16
Standards users need to voice their views onthese issues
ISDO’s and the SDO’s at all levels need to addressthese issues with courage and determination
Premise is continuous consolidation on all fronts lowering costs and improving customer service
The standards developers will only make changesif supported by the key stakeholders and users
