Proposal to extend the Southmont Fire Protection Service and
Insurance Districts

Back Ground
In 2009 Davidson County adopted fire service districts to reflect as closely as
possible the fire insurance districts approved by the North Carolina Office of the
State Fire Marshal (OSFM). The service districts were created to more efficiently
manage the changes required to be made with insurance districts to be in
compliance with OSFM regulations. The service districts set boundaries for
funding by taxation for local fire departments. The proposed area was not within
six driving miles of any fire station, and therefore excluded from inclusion into an
insurance district by OSFM. Southmont Fire Department recently began
operations from a new substation located on Rock Crusher Road. The location of
this station means the proposed area is now within the distance limitations set by
OSFM and can be included into an insurance district. To fund fire protection in
the service district and insurance district lines need to be adjusted to mirror the
response district line.
Purpose
The purpose for extending the area into the Southmont Fire Protection Service
District is to provide funding for fire protection services.
153A-303 (a) (1) Contiguous district boundaries.
The boundaries of the area to be extended and the existing district share a
common border of approximately 6,900 feet. The area to be extended has a
perimeter of approximately 17,650 feet. 153A-303 (a) requires the boundaries to
be a minimum of 1/8 contiguous. The common boundary is approximately 38% or
nearly 2/5 contiguous, exceeding the 1/8 minimum.
153A-303 (a) (2) The area to be extended requires services of the district.
The area to be extended will now be included in a fire insurance district, providing
better fire protection from the local fire department and realizing a reduction in

insurance premiums or the ability to purchase insurance protection not previously
available. The inclusion of the area into the fire service district will help support
funding for fire protection.

This report and the supporting documentation stand as statement to meeting the
requirements as set forth in 153A-303 subsections a, b, and c.
153A-303 (d) (3) Plan for Providing Service
Service will be provided through a contractual agreement with Southmont Fire
Department to provide fire protection when dispatched and other services as
noted in the contract.
Based on an approximate property value of $10,188,890 and a tax rate of $.085
Southmont Fire Department will see a positive impact of approximately $8,500.00
to their annual budget.

Southmont Fire Department would like to request to extend our fire service district into the
unprotected property on Riverside Drive around to Fisher Farm Road. Southmont Fire Department
constructed a new station on Rockcrusher Road that would serve this area. This station was inspected by
Department of Insurance in November, 2013.

At this time with the opening of the new fire station on Hwy 47 we are proud to announce the growth of South Lexington Fire Dept. We feel with two stations in place we can better protect and serve our community. With this being said we would like to ask the county commisoners to accept our proposal at this time of extending the fire district on Old Mountain Road ,to help these taxpayers and to lower their homeowners insurance premiums since these taxpayers are in no fire district at this time and are having to pay outrageous insurance premiums. With the county commisoners blessing and approval of this matter South Lexington Fire Dept feels at this time we are ready to go forward on this matter.
