Mr Hey, I am writing you in show of support for Mr McMurry’s request to have his property located on 1812 & 1902 West Watrous Ave categorized as RS-20. I have owned the property directly across the street from McMurry’s property since 2001. Prior to his ownership, the property was in sever disrepair and my view of the neighborhood was terrible given the status of the property. Since his ownership, he has brought the property up to Hyde Park standards and thus, increased property value and community integrity. I fully support approving this request so that Mr McMurrry can continue to bring his entire property up to the same standards as the two units currently on property. Given Mr McMurry’s actions thus far, I am confident his intentions and actions will be nothing short of being a great neighbor and bringing his property in line with the rest of the neighborhood. We have resided in the 1207 residence for approximately 18 years and before that had lived in the neighborhood at various other homes. With our personal history in the neighborhood, we have watched the neighborhood grow and change in many ways. Most recently we have been very impressed with the changes that have occurred at the corner of Gunby and Watrous. The owner has worked hard to make the two buildings substantially nicer than they were. I have become aware that there are pending applications to change the zoning of that property. The first neighbor who brought the changes to my attention indicated that over the years, the property had changed from multifamily to single family and this modification was only to make the designation accurately reflect the number of units currently in the home. I have absolutely no objection to that. Other neighbors have shared with me the application requests an increased density of apartments to also include adding additional buildings on the back part of

the lot. A copy of a schematic was provided to me. Our neighborhood can not absorb additional units. As you review this odd shaped block, you will notice that this plat of land extends back behind several homes., At our own house, when we get those intense Tampa rains, our backyard floods and holds the water. The back part of the lot in questions also flood. Additional structures in this area will only add to the problem. Parking in our area continues to be a problem with the existing units. Gunby Avenue is particularly bad with parking on only one side of the street. When people park directly behind my driveway or our tenants at 1209, maneuvering a car out of the driveway can truly be a chore. The proposed units show a single garage per apartment, it will likely still cause people to park on the street. Watrous is already overwhelmed with the existing homeowners’ vehicles. Lastly, Hyde Park is a historical district. Putting new high population multifamily residences between single family or those like ours with small rental units, changes the neighborhood and creates a significant burden on the infrastructure. If the applicant proceeds with the plan presented to the Historic Hyde Park Neighborhood Association in September (see below), our Clients object to the addition of the additional dwelling units as an expansion of a legal non-conforming use. Additional dwelling units invite additional tenants and vehicles into the already congested neighborhood. At present there is insufficient street space to accommodate existing residential parking. If the Subject Site adds even just two more units that will be four additional residential vehicles plus associated guest vehicles congesting street parking. Additionally, if a low intensity office and commercial use is implemented at the Subject Site then parking will become an even larger problem. In sum, the Res-20 “bubble” that is being requested along Watrous invites an intrusion of R-20 into an otherwise R-10 area.

In addition to adding to already congested street parking, additional units/densities would further tax the storm water capacity in the neighborhood. As you can see from the photographs below, when there is heavy rain, the Subject Site retains significant storm water which does not drain properly. The proposed designation will enable the Subject Site to develop a larger footprint with increased densities that will displace storm water to the disadvantage of the neighboring properties.

Dear Mr.  Hey,  My family and I reside in a single family home at 2105 W. Watrous ave and  have various concerns regarding the proposed rezoning of 1812  W. Watrous.   My most pressing concern is that the proposed rezoning from a 10 to a 20 unit residence will set a precedent in my neighborhood and this may encourage other builders to try to implant the same.  I purchased my home 7 years ago with the idea that this neighborhood would only become more family friendly as the years go by,  and the value of single family would increase.   Having apartment complexes with 20 units certainly does not add to the family feel of a neighborhood.   Parking also becomes an issue for all of these units.   Since you are only allowed to park on one side of Watrous,  all of these cars would be spilling over to my side of the road.   I already deal with cars parking in front of my home from the rental unit next door,  I do not need another 20 renters vying for street parking.    Traffic is another issue altogether as these renters tend to have no regard for the fact that children are playing nearby and speed down these roads with no regard to speed or safety.  I hope you decide that rezoning is not in the best interest of our neighborhood.   Thank you for considering my request.  Sincerely, Caroline Stein 2105 W. Watrous ave

I want to acknowledge the tremendous effort Jesse has made to revitalize these once nice properties which had deteriorated to near derelict condition. The properties and their landscaping are now some of the better properties in the neighborhood and the tenants are all top notch. I ask that you approve Jesse's plan amendment so that he can continue to improve his properties. The work that he has done to date has been well received by the neighborhood, and most importantly, in keeping with the character of historic Hyde Park. His future plans are

I own and reside at 1805 W. Watrous Avenue. My husband and I have had the opportunity to consider the plan being proposed for the properties 1812 and 1902 W. Watrous Ave by their current owner. We are not in support of any changes to these properties that would ultimately result in re-zoning these properties for commercial use rather than residential use. We have no objection to these properties being rented out and refurbished in their current configuration. We have no objection to the addition or structures in the back which would add parking or additional units so long as these units/structures comport with the current zoning and regulations. My concern is that this change will lead to others seek rezoning for commercial use which would change the current character of the neighborhood which is majority single family homes, and cause increase traffic. There is already a large of amount of traffic on Watrous Ave and adding units would cause additional traffic. There is no reason that this property which is located next to all single family homes should be rezoned for commercial use.
