PURPOSE: To provide distribution of HARTZELL PROPELLER INC. Service Bulletin HC-SB-61-238, “Propeller-Hub Replacement”.

WARNING: Failure to comply with Hartzell Propeller Inc. Service Bulletin HC-SB-61-238 may lead to engine power failure due to the separation of the propeller blade from the hub.

Propeller - Hub Replacement

1. Planning Information

A. Effectivity

( )HC-( )3Y( )-( ) three bladed, aluminum hub, “compact” series propellers with serial numbers listed in Table 2 of this Service Bulletin.

B. Concurrent Requirements

None.

C. Reason

(1) A quality problem with forgings received from our supplier, has resulted in subsurface discontinuities in some three bladed, “compact” series, aluminum propeller hubs. These discontinuities could serve as initiation points for fatigue cracks in the hub arms. If undetected, in time a crack could propagate from a discontinuity and result in blade separation.

(2) These discontinuities are not detectable by use of conventional penetrant inspection techniques.

(3) All hubs listed in Table 2, of this Service Bulletin, are to be retired from service.

(4) Regulatory action is being considered.

D. Description

This Service Bulletin provides guidance and instructions for removing suspect hubs from service and replacing them with serviceable hubs.

E. Compliance

Propellers, with serial numbers listed in Table 2 of this Service Bulletin, are to have their hubs replaced with a new serviceable hub, as specified in Accomplishment Instructions of this Service Bulletin on, or before, reaching 1200 hours time since new.

(a) Hartzell is endeavoring to achieve 100 percent compliance within 12 months of the effective date of this Service Bulletin (refer to Appendix).

FAA approval has been obtained on technical data in this publication that affects type design.

3. Accomplishment Instructions

A. If propeller is installed on the aircraft, remove the propeller in accordance with the airframe manufacturer’s maintenance manual (AMM) and Hartzell Manual 115().

B. Hub Replacement

(1) Disassemble propeller in accordance with the applicable propeller overhaul manual.

(2) Reassemble propeller with a new serviceable hub in accordance with the applicable propeller overhaul manual.

NOTE 1: Ensure that new hub is not listed in Table 2.

NOTE 1: Refer to the Service Bulletin Appendix for information concerning availability and distribution of replacement hubs.

(3) Perform additional tasks required to return propeller to service in accordance with the applicable propeller overhaul manual and Hartzell Manual 202A(61-0%02) Standard Practices.

NOTE: Complete overhaul is not required.

(4) Make a logbook entry to indicate compliance with this Service Bulletin.

(5) Return unserviceable hub to Hartzell attach completed Service Bulletin Compliance form (copy attached to this Bulletin).

Availability/Lead Time A sufficient quantity of parts and replacement hubs are being produced to allow replacement of all suspect hubs within 12 months of the effective date of this Service Bulletin. Prior to beginning any work, contact the Service Bulletin Coordinator (937.778.4388) to check availability and schedule delivery of your replacement hub.

NOTE: Every effort is being made to ensure adequate inventory. However, there may be times when we are temporarily out of stock. To avoid unnecessary down time, schedule delivery of your replacement hub, through the Service Bulletin Coordinator, prior to beginning any work.

Complete the attached Service Bulletin Compliance form, including approval number, and mail or fax (prefered method) to the attention of the Service Bulletin Coordinator as indicated on the Service Bulletin Compliance form.

Order for replacement hub will not be entered until the completed Service NOTE: Bulletin Compliance form is received.

Upon receipt of the completed Service Bulletin Compliance form, Hartzell will ship a replacement hub at no charge.

NOTE 1: Packaging will include a shipping label and an Airborne Express account number to be used for the return of the unserviceable hub.

NOTE 2: If the unserviceable hub is not returned, an invoice for the list price will be generated for the replacement hub.

Failure to return the unserviceable hub will cause an invoice to be generated for NOTE: the full list price of the replacement hub.

F. Reimbursement:

Upon receipt of the unserviceable hub, Hartzell will:

1) At your discretion, either 1) issue a check, or credit memo, to cover materials removed from previously purchased stock used for reassembly (see table below) or; 2) provide no charge replacement parts as listed in Table 1 of the Service Bulletin.

2) Issue a check, or credit memo, to cover the following allowables.

a. $330.00 - Labor

b. $150.00 - Removal and Installation

c. $200.00 - Dynamic Balance

d. Material allowable, if requested (see below).
