Single Source Justification (Simplified Acquisition) Page 1 of 1 Section A: General Contract Information Contracting Activity: 375 CONS/PKB1 Purchase Request/ Identification Number: F3S3529142AQ02 Project/Program Name: FY20 Railroad Crossing Maintenance Estimated Contract Cost (including Options): $22,781.85 Section B: Description of the Supplies/Services Required The service required is to ensure the five railroad crossings flashing lights and crossing gates are safe and in working order. The service includes a yearly inspection, which consist of inspecting the flashing light units and lamp voltage, each gate arm and gate mechanisms, and the warning system operation. Norfolk Southern Railway Company is liable for any injuries that may occur on the railway due to improper maintenance; thus, the performance of yearly maintenance to prevent a mishap is within their control. Section C: Justification for Soliciting from a Single Source Norfolk Southern Railway Company is the only vendor who can satisfy this requirement as they are responsible for the performance of the flashing lights and crossing gates on all tracks located at Scott AFB. The maintenance is done solely by Norfolk Southern Railway Company through the hiring from the Brotherhood of Railroad Signalmen. Section D: Efforts to Obtain Competition We attempted to obtain competition wherever possible. Due to Norfolk Southern Railway Company's ownership of the tracks, they are solely responsible for maintenance of the flashing lights and crossing gates. Section E: Steps to Preclude Future Single Source Awards Currently, due to the vendor's ownership of the railway tracks, no other vendor can fulfill the government's need; therefore, no steps can be taken to preclude future single source award for this service. Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
