Subject: Special Education Expenditure Report, Fiscal Year 2014-15 Pursuant to W.S. 21-13-321(d), the Wyoming Department of Education is required to annually report to the Joint Education Committee on reimbursements to school districts for special education expenditures as part of the Wyoming Funding Model. This memorandum provides the Legislature with an update on state reimbursed special education costs using fiscal year (FY) 2014-15 data submitted by school districts. Included as an attachment to this memorandum are a series of exhibits detailing district level demographic and expenditure data. A summary of each exhibit is included below.
Exhibit A-1 illustrates full K-12 enrollment and special education child counts for FY 2010-11 through 2014-15.
Exhibit A-2 details each district’s special education child count and disability category for FY 2014-15. School year 2013-14 totals are included for comparison purposes.
Exhibit A-3 provides the percentage of each district’s special education students, by disability category, including statewide averages.
Exhibit A-4 details each district’s special education student count by grade for FY 2014-15.
Exhibit B-1 summarizes school district reimbursed special education costs, by expenditure category, for FY 2014-15. Prior year expenditure totals are included for comparison purposes.
Exhibit B-2 provides a four year comparison of district reported special education expenditures. The percent change over the previous year’s claim is included for each fiscal year.
Exhibit B-3 depicts costs incurred for out-of-district placements including total cost as a percent of total reimbursement.
Exhibit B-4 provides a four year comparison of district special education personnel costs. The percent change over the previous year’s amount is included for each fiscal year.
Exhibit C provides a three year comparison of special education staffing levels and expenditures.
