GEO’s 105 Member governments and 126 Participating Organizations work together to develop and implement Earth observation programmes and initiatives that solve global environmental problems.

What does GEO have to offer?
In addition to 73 Work Programme activities, the GEO community is creating a Global Earth Observation System of Systems (GEOSS), and has already made over 400 million data and information resources available via www.geoportal.org
• Case 1 – No evidence and no policy – Information doesn’t exist for formulating policies
• Case 2 – Policy based evidence – Information exists but is not used for decision making
• Case 3 – Evidence based policy – Decision based on scientific evidence
• Need for accurate geospatial data and technology for real time monitoring!

Background• DSWG designed and implemented an online survey last
fall (2017) for collecting national data sharing informationfrom national contacts appointed by GEO Principals.
• The intent of this effort is to track how the GEO DataSharing Principles are implemented by GEO Members, toidentify the data policy gaps, and to facilitate thenecessary conversation at various levels toward policychanges.
• 27 national contacts were requested to participate. 12have responded to date.
• DSWG formed an analysis team to study the surveyresults, improve it, and plan for the next release.

• Each level contains categories of questions for:• Data policies
• Data portals
• National coordination for data sharing
• Use cases for data sharing• Linked with GEO SBAs and international agendas
• Provides impacts to social, economic, and other institutions, along with quantifiable metrics
Survey Enhancements
• Allow editing of survey at any time by national contacts to accurately reflect data sharing policies and activities.
• Better user interface to more easily handle the gathering of important data sharing information.
• Better instructions and per question help text to mitigate any confusion or misunderstanding by national contacts.
• Advanced reporting capabilities to better manage the analysis of survey submissions.
Analysis Team Goals• Report GEO Member Countries’ broad accomplishments and
difficulties, at a technical and policy level, in implementing theGEOSS Data Sharing Principles.
• Make recommendations as to how GEO Member countries canimprove their efforts in implementing the GEOSS Data SharingPrinciples.
• Provide a data sharing baseline among GEO Members.
• Identify data gaps caused by data policy barriers, and identifystrengths and weaknesses in current data sharing practices.
• Learn from the analysis, in terms of new questions to ask andnew information to gather in future years, in order to improvethe efficacy of the survey.
• To report more fine-grained results regarding the quantitativeand qualitative information received in the responses.
Important Take-Away’s
• DSWG views the collection and analysis of data sharing information critical to the ongoing effort to support and encourage global Earth Observation data sharing according to the GEO Data Sharing Principles.
• All GEO Members should appoint national contact points to have responsibility for managing the submission of data sharing information to GEO via the GEO DSWG Data Sharing Survey.
• Surveys should be completed and submitted in a timely manner to allow for analysis and reporting out to GEO Members.
Analysis TeamA dedicated group of volunteers that meet every week to discuss the survey responses and plan the next release (alphabetically).
