Subjects

• How to control the most essential steps – how do we ensure that only the legal amount of total nitrogen is applied?

• The flow of data in the administrative system – obligatory data flow within authorities

Nitrate directive, annex III, 3: Limitation of the land application of fertilizers

A balance between:• The foreseeable nitrogen

requirement of the crops• Nitrogen supply to the crops

from fertilization• Livestock manure• Chemical and other

fertilizers

Using data from other authorities

Titel 4

Objectives:• Cross control• Reducing administrative burdens• Basis for selection of control “subjects”• ?

Attention on validity of data: • Are data suitable for this purpose? • How often and how well are data controlled?• Are data updated?• ?

Nitrate directive, annex III, 3: Limitation of the land application of fertilizers

A balance between:• The foreseeable nitrogen

requirement of the crops – farm quota

• Nitrogen supply to the crops from fertilization

• Livestock manure• Chemical and other

fertilizers

The foreseeable nitrogen requirement of the crops – farm quota

Titel 6

- Distribution of crops on the cultivated area from the single payment application

- Information about pre crop - if size of fields are the same as the previous year- no registration of catch crops

- Information about restricted use of fertilizers on specific areas - Rural Development Program

Titel 8

- Nitrogen standards for cultivated crops (kg N per hectare).

- Taking into account characteristics of the vulnerable zone concerned. In Denmark:- Irrigation - permit from the authorities- Precipitation - farm nitrogen quota is adjusted accordingly

to meteorological data every year- Soiltype

- Differ significantly in Denmark. A national land map is used (published by a research institute. ”Landinfo-map”)

Supply of nitrogen from livestock manure

Titel 10

How to calculate the number of livestock?• Information from central electronic

registration of live animals• Other types of documentation

Page 11: Data gathering – nitrogen balance by Mette Thomsen The Danish AgriFish Agency

Central electronic registration of live animals

• EU legislation ensuring traceability of animals in situations with outbreak of diseases

• Examples – cattle and pigs

Registration of cattle

Titel 12

Regulation (EC) No 1760/2000 of the European Parliament and of the Council, article 7,

Each keeper of cattle shall:- keep an up-to-date register,

- report to the competent authority - all movements to and from the holding - and all births and deaths of animals on the holding, - along with the dates of these events

Registration of cattle

• Data is preprinted in the fertilizer account• Data is used in the control• Deviation

– must be changed at the source if possible (the register), or– documented, ex. number of beef cows in a heard registered as a milking

cow heard

Council Directive 2008/71/EC of 15 July 2008 on the identification and registration of pigs, article 4:

Keepers of pigs shall keep a register stating:• the number of animals present on the holding, including: • an up-to-date record of all movements, at least on the

basis of aggregate movements, stating as appropriate their origin or destination, and the date of such movements.

• authority must have access to these records on request

Movements of pigs

Titel 16

Page 17: Data gathering – nitrogen balance by Mette Thomsen The Danish AgriFish Agency

Registration of pigs• The number of animals present on the holding can not

be used to calculate number of produced pigs, since the number in highly efficient productions may be up to four times the number present at any time.

• But the relationship between numbers present and numbers produced can be used in cross control

Titel 17

Page 18: Data gathering – nitrogen balance by Mette Thomsen The Danish AgriFish Agency

Registration of pigs• Number of slaughtered pigs must be documented by an

invoice from the slaughterhouse, stating the number of delivered pigs and the average slaughter weight.

Titel 18

Page 19: Data gathering – nitrogen balance by Mette Thomsen The Danish AgriFish Agency

Supply of nitrogen from chemical and other fertilizers

• Documented by an invoice from the supplier of fertilizer

In Denmark:• Tax on nitrogen

– Not for companies in the national register • Retailers of mineral fertilizers, biogas and processing

plants, must report to the AgriFish Agency:– To whom they have sold fertilizers, type and amount

Council Directive 86/278/EEC on the protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture, article 10: Member States shall ensure that up-to-date records are kept, which register:

– the quantities of sludge produced and the quantities supplied for use in agriculture;

– the composition and properties of the sludge– the type of treatment carried out,– the names– and addresses of the recipients of the sludge and the

place where the sludge is to be used. The records shall be available to the competent authorities
